1 Welcoming and opening of the meeting (10.00) The Chairman, Alain Goy and the secretary welcomed the participants and opened the 22nd meeting of CEN/TC 282. The Chairman introduced the new secretary of CEN/TC282 – Joanna Laurent who has taken over the responsibility from Charles-Pierre Bazin de Caix. The Chairman thanked AFNOR for hosting the meeting and expressed his positive feelings about the interest and attractivity of CEN/TC 282 and the new participation to meeting.

The agenda was approved with one modification:

“Installation and equipment for LNG - Design of onshore installations with a storage capacity more than 200 t LNG at pressures higher than 0,5 bar“ 4 Appointment of the resolution committee The resolution committee was composed of: Jarno Dakhorst (Netherlands), Jacques Dubost (France), the Chairman and the secretary. 5 Approval of the report of previous meeting and follow-up of actions
The minutes of the previous meeting (Paris FR – October 2012) were approved with one modification:
- 7.1 – the title of the project WI 00282018 should be updated as follows: “Installation and equipment for LNG - Design of onshore installations with a storage capacity more than 200 t LNG at pressures higher than 0,5 bar“ All the resolutions from the previous meeting were followed in actions. See the slide 4&5 of Annex B. 6 Report of the Secretary/Chairman including the revision of the Business Plan The Secretary reported on the activities since last year Paris meeting (see the slides 6-8 of Annex B). Regarding the current work on LNG in CEN/TC408 “Natural gas and biomethane for use in transport and biomethane for injection in the natural gas grid” (see slide 8 of Annex B), it was mentioned by the liaison officer, Mr Jacques Dubost, that 2 draft standards were being prepared by CEN/TC408 with regards to LNG. Following these works the scope of TC408 was extended by addition of LNG as fuel. The main discussion concerned the quality of gaz as there is an existing conflict between the requirements of automotive industry and capacity of gaz industry. The agreement was found at TC408 level and new standards are being prepared which should be proposed afterwards at ISO. 7 Report of the leaders of the Project Committee Expert Groups:

With regards to the progress of WI 00282018, it was mentioned that the work continues and the next meeting of WG2 is expected in February 2014. After this date, the draft should be ready for the decision to activate the project in the work programme of CEN/TC282. The decision if a 2 months ballot can be launched within TC282 will be taken during a next webinar meeting in April 2014. See Decision 2/2013. DECISION 2/2013 taken by CEN/TC 282 on 2013-12-05 Subject: CEN/TC 282 – PWI WI00282018 “Design of installations storing LNG at pressures over 500 mbar”
CEN/TC 282 Installation and equipment for LNG, decides that: WG 2 ”Design of onshore installations” continues its work on finalization of a new work Item WI00282018. During a next webex meeting in April 2014 of CEN/TC282 the decision will be made to launch a 2 months ballot confirming if the new work item can be activated.
The decision was taken by unanimity.
Secretariat’s note after the meeting: The title of the project WI00282018 has been modified as per information supplied by the convenor. This modification will be performed within CEN database at the moment of work item activation. The correct title is: “Installation and equipment for LNG - Design of onshore installations with a storage capacity more than 200 t LNG at pressures higher than 0,5 bar“ 7.2 WG5 Revision of EN 1473 In Annex D – slide 2, you will find a presentation prepared by Mr Daniel Acheroy (who was not able to be present at the meeting) regarding the principal modifications performed in the project EN 1473 revision. As per information supplied by the convenor, the draft was finalized in July 2013 by WG5. The secretary displayed the finalized draft and the following questions/comments were raised with regards to satellite plants:
1. A proposal of slight modification within the scope :
“Satellite plants and LNG installations with storage pressure above 0,5 bar are excluded
from this European Standard. These plants with storage capacity between 5 and 200 t are
covered by EN 13645 whilst storage capacity above 200 t will be covered by the prEN
xxxx”.
2. The question was raised if satellite plants have been excluded from the prEN1473.
3. WG5 was requested to prepare a list of installations not covered by prEN1473
The secretary informed that the deadline date to provide the final draft for CEN Enquiry to CEN Management Center is 16th of January 2014. Therefore all raised questions must be clarified before this date. See decision 3/2013. DECISION 3/2013 taken by CEN/TC 282 on 2013-12-05 Subject: CEN/TC 282 – prEN1473 (WI 0282022) Design of onshore installations CEN/TC 282 Installation and equipment for LNG, decides to: Send the finalized prEN1473 for CEN enquiry after clarification with Daniel Acheroy satellite plants questions raised during a meeting. The decision was taken by unanimity.

Secretariat’s note after the meeting: After the meeting, a consultation was launched to CEN/TC282 for new version of the scope. The final approved scope’s version was circulated in the doc. N450 7.3 and 7.4 EN ISO 16903 and EN ISO 16904. The update on progress on both projects was presented by the secretary (see Annex B – slide 11). Mr Brissard informed that the comments received through DIS/CEN Enquiry are being treated by ISO/TC67/WG10 and once finished they will be circulated to CEN/TC282. 7.5 Conclusions of these reports
The convenors and working groups members were thanked for their commitment in these projects that are wished to progress for next spring time. As a reminder, participation to working groups is open at any time. 8 Items for future work 8.1 Metering and measuring (testing) of LNG [D2/2012 – R. Roue] See the slide 12 of Annex B. The Chairman reminded last year decision with regards to this new work item (see Decision 2/2012 – doc. 420), the idea was to launch this new project on measuring and metering. Mr Roue informed that currently ISO/TC28/SC4/WG6 is looking at LNG Fuel quality. Mr Brissard informed that there is a potential new work item regarding metering and measuring to be initiated by jointly work within ISO/TC67/WG10 and ISO/TC28/SC5. As no progress have been done on this new work item, it was proposed that CEN/TC282 contacts CEN/TC237 “Gas meters” to verify if they would be interested in the new work item. The secretariat will launch a call for experts within TC282 to check if there are enough interest in this new work item. The secretary reminded that in order to register the project in the work programme we need at least 5 NSBs willing to participate actively. See Decisions 4, 5, 6 & 7/2013 with regards to actions to be undertaken for metering and measuring potential new project.

The decision was taken by unanimity. CEN/TC282 secretary contacts CEN/TC237 “Gas meters” to verify if they would be interested in this potential new work item on Metering and Measuring (testing) of LNG for fuel applications. The decision was taken by unanimity. DECISION 7/2013 taken by CEN/TC 282 on 2013-12-05 Subject: CEN/TC 282 – LNG Fuel quality CEN/TC 282 Installation and equipment for LNG, decides to:
CEN/TC282 suggests ensuring that specific features of LNG are taken into account by initiated work within ISO/TC28/SC4/WG6 regarding LNG as a marine fuel. CEN/TC282 recommendation is to involve ISO/TC67/WG10 in this work if the work is initiated. The decision was taken by unanimity.
8.2 Floating Storage Regasification Unit (FSRU) [D2/2012 – D. Acheroy] Mr Acheroy has prepared the headlines of the new work item (see slide 4 of Annex D):
• More and more FSRU and FPSO: off-shore and near-shore • New EN 1473 specifies that, for FSRU permanently berthed to a fix jetty with 3 000 m
from shore line, provisions of EN 1473 will apply for the fix part • FSRU standard required to complement IMO codes • Key issues:
– Safety: • risk assessment and mitigation • FSRU/FPSO deck spillage protection • Risk of explosion on finger type jetty when both FSRU and shuttle are
berthed • safety management between units: FSRU, shuttle and fix part • Fire & explosion protection on jetty, if any
– LNG containment (sloshing, roll-over and safety valve sizing) After discussion, it was recommended that Mr Acheroy continues the initiated work by defining more in details the scope of the project and by inviting European operators to involve them into the work. See Decision 8/2013. DECISION 8/2013 taken by CEN/TC 282 on 2013-12-05 Subject: CEN/TC 282- Floating Storage Regasification Unit (FSRU)
CEN/TC 282 Installation and equipment for LNG, suggests that: Daniel Acheroy continues the initiated work on FSRU by defining more in details the scope of the project and to contact European operators to involve them into the initiated work. The decision was taken by unanimity.

8.3 Other items related to the Business plan. The Business Plan was revised and published in May 2013. CEN/TC282 has no updates for now on to the document. 9 Systematic review 9.1 & 9.2 EN 1474-2:2008 & EN 1474-3:2008 : The systematic review ballots were opened between April and July 2013 for:

systems - Part 3: Offshore transfer systems Following the received votes, CEN/TC282 decides to confirm the above mentioned standards. The decision was taken by unanimity.
10 Environmental aspects – inputs in the guide for sector forum gas infrastructure Please see slide 15 of Annex B. Mr Acheroy supplied the following information with regards to environmental aspects table:
• Requested during 2012 steering committee • Need to fill environmental indicator table for LNG facilities • Table included:
– Environmental indicators – Related definition of environmental impacts – Related examples of sources of impacts
• CEN TC/282 Filled table was issued in January 2013 • The CEN/TC data will be used by CEN/TC12 after its plenary meeting in February 2014
After discussion, it was agreed that the finalized table will be reviewed by Shannon LNG as Shannon has already introduced this kind of request in Ireland based on European legislation. The table is currently under review and will be circulated within TC282 for comments. See Decision 10/2013.

• More comments have been made by WG2 on the draft including a proposal to
introduce the Risk Assessment sections from EN1473 into PWI0028201.

LNG activities in the transversal guideline drafted by CEN/SFG Infrastructure,

A major environmental step for the heavy vehicle sector:
Infrastructure for liquefied methane gas is growing
Transport sector accounts for a significant proportion of carbon emissions in traffic. In 2010
FordonsGas Sweden AB´s opened the first public filling station for liquid methane gas in
Sweden and now it's time for the next station at a Volvo Truck retailer “Finnvedens
Lastvagnar” in Jönköping to be open.
- We are happy to announce that we are now opening our second BiGreen filling station, the product name for our liquefied methane gas. Finally there is a valid alternative fuel for heavy trucks that works - something that has been requested for a long time, says Bo Ramberg, MD FordonsGas.
Today, transportation is very dependent on oil. With Volvo's new MDE (Methane Diesel Engine)
trucks and FordonsGas new filling station for BiGreen, the heavy transport sector finally gets
an option that is both economically and environmentally sustainable. In a global perspective
the liquefied methane gas as fuel is growing, and many truck manufacturers are now investing
in the technology.
The methane gas is cooled down to minus 163°C degrees and turns than into liquefied gas.
Compared to compressed vehicle gas (CNG), liquefied gas has a higher energy density and a
lower volume, which means that the tank can be filled with much more gas.
The station in Jönköping is provided with liquefied biogas directly from the biogas plant in
Lidköping. The biogas is produced by local residual waste from the food industry.
- The station in Jönköping is the fifth station for liquefied gas in Sweden. This means that the infrastructure is now growing outside the big cities. It feels great to finally open in Jönköping, a hub for the logistics of many major companies in Sweden, says Bo Ramberg.
