Noise Assessment Summary – Boral Asphalt Plant, Kolodong, NSW.
1 Introduction
Muller Acoustic Consulting Pty Ltd (MAC) has been commissioned by Boral (NSW) Pty Limited to
complete a Noise Monitoring Assessment (NMA) for the Taree Asphalt Plant, Kolodong NSW (the
“Plant”). The NMA has been completed to quantify operational noise emissions of the plant within the
surrounding community.
The assessment has been conducted in accordance with the following documents:
NSW Environment Protection Authority (EPA) 2000, Industrial Noise Policy (INP); and
Standards Australia AS 1055.1:1997 - Acoustics - Description and measurement ofenvironmental noise - General Procedures;
A glossary of terms, definitions and abbreviations used in this report is provided in Appendix A.

2 Site Details
The plant is located on Arkwright Crescent in the Kolodong Industrial Area, Kolodong NSW and is
surrounded by a variety of both light and heavy industrial sites. Other industrial sources operating along
Arkwright Crescent include the Greater Taree Council Depot, several smash repair facilities, a haulage
company and a kitchen joinery. Additionally, the Jamestrong Cannery (the “Cannery”), located on
Hargreaves Drive operates 24 hours a day and is a key noise source of the area. The Cannery is
approximately 400m west of the Boral site and 200m away from Kolodong Road catchment area. Outside
the industrial area, the locality is predominantly urban/residential with traffic noise from Wingham Road
dominant, and local wildlife noise also present.
The plant is used to batch asphalt for use in construction sites within the Greater Taree area. The process
uses raw materials stored onsite and utilises an asphalt burner and bitumen kettles to produce asphalt
which is exported from site via road trucks.
Three representative residential catchment areas were selected for this assessment. Location R1 is
situated at 412 Kolodong Road, Taree, NSW, approximately 500m north-west of the plant. R1 is
representative of the Kolodong Road catchment area.
Location R2 is situated adjacent to 496 Wingham Road, Taree, NSW, approximately 300m north of the
plant and is representative of the Wingham Road catchment area.
Location R3 is situated near the nature reserve at the rear of 53 Potoroo Drive, Taree NSW. This location
is approximately 375m east of the site and representative of all receivers in the Potoroo catchment area.
The plant, receivers/catchment areas and other notable industrial sources are presented in Figure 1.

3 Background Noise Environment
3.1 Unattended Noise Monitoring
To quantify the existing background noise environment of the area during the day, evening and night-
time periods, unattended noise logging was conducted at each of the receptors (R1 – R3).
The measurements were carried out from Monday 5 December 2016 to Monday 12 December 2016.
Observations on-site identified that the surrounding locality was typical of an urban/residential
environment, with noise from the Kolodong Industrial area sources and traffic from Wingham Road being
dominant sources. Noise from local wildlife and birds, and wind rustling in trees was also audible during
the surveys. The results of long-term unattended noise monitoring are provided in Table 1 with logging
charts presented in Appendix B.

3.2 Attended Noise Monitoring
Attended noise measurements were conducted at each of the receptor locations when the plant was not
operational. The results of the attended noise measurements are presented in Table 2 to Table 4.

4 Noise Criteria and Compliance Assessment
It is noted that the existing criteria for the Plant was established using currently outdated noise policy
(the Environmental Noise Control Manual) and set criteria based on the LA10 metric. To establish criteria
that are in line with contemporary policy (ie LAeq under the Industrial Noise Policy (INP)), analysis of
measured ambient noise levels from unattended and attended noise monitoring data has been
undertaken. To determine compliance with criteria, noise monitoring was completed at all three
monitoring locations during the early hours of the morning (6.30am) on 6 December 2016. Time trace
charts for each of the attended measurements are presented in Appendix C.
Both historic criteria and those derived under the INP are presented in Table 5 along with the Plant’s
compliance using the sites contribution determined from noise monitoring. It is noted that both criteria
are identical as they are based on the LA90 +5dB. It is noted that generally, an LA10 noise metric is
between 1 to 3dB(A) higher than the LAeq metric. Hence, using the LAeq metric to determine compliance
should be considered as overly conservative.
Notwithstanding, based on the attended noise monitoring survey when the Plant was operational, the
Plant was found to satisfy both criteria established via the Conditions of Consent or INP.

5 Discussion
In summary, monitoring identified the following with respect to noise emissions from the Plant site:
The site was monitored during the late night/early morning period at a time when the operations
onsite would be considered worst case scenario. The noise emanating from the site, whilst in
asphalt production is also a predominantly steady state and thus the monitored results at each
of the receivers would be representative for all periods, day, evening and night as the general
emissions do not fluctuate significantly.
Analysis of the unattended and attended noise monitoring data demonstrates that the Boral
plant satisfies Condition 33 of the Conditions of Consent.
The plant is considered to satisfy criteria derived in accordance with the INP for all assessment
periods during generally calm meteorological conditions.
Measurements conducted at R1 (Kolodong Road) were dominated by the noise emanating from
the James Strong Cannery and the noise from Boral was a low frequency hum intermittently
audible.
6 Recommendations and Conclusion
Results demonstrate the Plant satisfies relevant noise criteria, and that ambient levels are predominantly
influenced by adjoining industrial sites, some additional noise controls could be implemented at the Plant
site to further reduce emissions.
The following items could be considered to reduce audibility of the Plant at surrounding receivers:
Investigate replacing or upgrading the burner; and/or
Implementation of physical noise barriers around the burner (where feasible); and/or
Reorientate the direction of the burner so that its outlet is facing away from residential receivers.

Appendix A – Glossary of Terms
Table A1 provides a number of technical terms have been used in this report.
Table 1A Glossary of TermsTerm Description
1/3 Octave Single octave bands divided into three parts
Octave A division of the frequency range into bands, the upper frequency limit of each band being twice
the lower frequency limit.
ABL Assessment Background Level (ABL) is defined in the INP as a single figure background level for
each assessment period (day, evening and night). It is the tenth percentile of the measured LA90
statistical noise levels.
Adverse Weather Weather effects that enhance noise (that is, wind and temperature inversions) that occur at a site
for a significant period of time (that is, wind occurring more than 30% of the time in any
assessment period in any season and/or temperature inversions occurring more than 30% of the
nights in winter).
Ambient Noise The noise associated with a given environment. Typically a composite of sounds from many
sources located both near and far where no particular sound is dominant.
A Weighting A standard weighting of the audible frequencies designed to reflect the response of the human
ear to noise.
dBA Noise is measured in units called decibels (dB). There are several scales for describing noise, the
most common being the ‘A-weighted’ scale. This attempts to closely approximate the frequency
response of the human ear.
dB(Z), dB(L) Decibels Linear or decibels Z-weighted.
Hertz (Hz) The measure of frequency of sound wave oscillations per second - 1 oscillation per second
equals 1 hertz.
LA10 A noise level which is exceeded 10 % of the time. It is approximately equivalent to the average of
maximum noise levels.
LA90 Commonly referred to as the background noise, this is the level exceeded 90 % of the time.
LAeq The summation of noise over a selected period of time. It is the energy average noise from a
source, and is the equivalent continuous sound pressure level over a given period.
LAmax The maximum root mean squared (rms) sound pressure level received at the microphone during a
measuring interval.
RBL The Rating Background Level (RBL) is an overall single figure background level representing
each assessment period over the whole monitoring period. The RBL is used to determine the
intrusiveness criteria for noise assessment purposes and is the median of the ABL’s.
Sound power level (LW) This is a measure of the total power radiated by a source. The sound power of a source is a
fundamental location of the source and is independent of the surrounding environment. Or a
measure of the energy emitted from a source as sound and is given by :
= 10.log10 (W/Wo)
Where : W is the sound power in watts and Wo is the sound reference power at 10-12 watts.
