Conclusions: Implementation
� Overall negative business case for Brussels, but following benefits & cost saving potentials were not quantified:
- Inherent benefits for end-consumers (eg. no day off to grant access to home for data collection)
- Possible increased market dynamics can lead to lower energy prices (benefit for end-consumer, net effect across all actors to be analyzed)
- Leading edge, trendsetting and ecological image building of Brussels as European capital
- Tax advantages (no net effect, only for individual actor)
- Enabler for further efficiency improvements & international energy initiatives
- Optimized rollout in terms of segmentation & functionalities
- Further scale effects
- Possible valorization of built-in functionalities regarding budget metering
� -80M€ of least negative scenario put into perspective:
= 118€ investment per installation over 15 years (if all costs & benefits are equally shared across segments and
no benefits “stick” with certain actors
= 532€ in total or 35€ per year investment per small residential family if all costs & benefits remain to each

- Segmented rollout is a very reasonable alternative:
• Starting rollout with the most positive segments will fast-forward benefits and secure first successes by avoiding segments with likelihood to lower acceptance rates. However, the scalability of the cost calculations will have to be re-examined (no
linear relationship!)
• Individualized functionality per segment can also be an option (basic for small residential and smart energy box for
advanced users) but ICT complexity hence costs will increase and scale benefits might decrease
� Segmented rollout can be a valuable alternative, but advantages will have to be put against
(to be calculated) cost increase
� Is “doing nothing” an actual viable alternative?
Can Brussels allow itself as European capital as one of the very few not to install smart meters and
as such partially slow down ecological ambitions and international initiatives towards smart energy
networks ???

Conclusions: Implementation (risks)
� Key risks identified:
- The actor that has to carry the biggest cost might choose the cheapest solution with reduced benefits for the
value chain as a whole
- If there is too much focus on cost saving by the implementing party, this actor could spread the rollout and
eventually deliver an incomplete solution with reduced benefits
- The current status cannot be taken for granted:
• Investment horizon is +15y, so short(er) term political influence can be a major risk
• During implementation new evolutions will have to be anticipated (new technolgies, price impact, legal changes, acceptance, political or social changes in priority setting, …)
- Insufficient or slowed-down acceptance by end-users could have a huge impact on one of the most
sensitive cost drivers “# installations per day” pushing back benefits while costs increase. At the same time
energy saving potential might not be reached while this is one of they key benefits
� Open dialogue between different parties in defining ambitions, cost/benefit distribution and rollout approach
