7. Post GIA Phase
The following sections describe various activities in project development after the Generator
Interconnection Agreement is executed.
Initial Payment
The Interconnection Customer is required to pay the initial payment of either 1) 20% of the total
cost of Network Upgrades, Transmission Owner Interconnection Facilities, Transmission
Owners System Protection Facilities, Distribution Upgrades and/or Generator Upgrades
identified in the GIA within 30 days of executing its GIA if the Generator In-service date is within
5 years of executing the GIA; or 2) 10% if it is beyond 5 years; or 3) the total cost of Network
Upgrades, Transmission Owner Interconnection Facilities, Transmission Owners System
Protection Facilities, Distribution Upgrades and/or Generator Upgrades in the form of security.
Limited Operation
If any of the Transmission Owners Interconnection Facilities, Network Upgrades, or
Transmission Owners System Protection Facilities, Distribution Upgrades or Generator
Upgrades are not reasonably expected to be completed prior to the Commercial Operation Date
of the Generating Facility, Transmission Provider shall, upon the request and at the expense of
Interconnection Customer, perform operating studies on a timely basis to determine the extentto which the Generating Facility and the Interconnection Customers Interconnection Facilities
may operate prior to the completion of the Transmission Owners Interconnection Facilities,
Network Upgrades, Transmission Owners System Protection Facilities, Distribution Upgrades
or Generator Upgrades consistent with Applicable Laws and Regulations, Applicable Reliability
Standards, Good Utility Practice, and the GIA. The maximum permissible output of the
Generating Facility will be updated on a quarterly basis if the Network Upgrades necessary for
the interconnection of the Generating Facility pursuant to the GIA are not in service within six (6)
months following the Commercial Operation Date of the Generating Facility as specified in
Appendix B of the GIA. These quarterly studies will be performed using the same methodology
set forth Section 6.2.9 of this BPM for Provisional Generation Interconnection Agreements.
These quarterly updates will end when all Network Upgrades necessary for the interconnection
of the Generating Facility pursuant to this GIA are in service.

7.1 Providing Modeling Data
Within thirty (30) Calendar Days after the Generation Interconnection Agreement has been
signed, the Interconnection Customer is required to provide a model for the Generating Facility
to MISO.
The Interconnection Customer shall provide power flow modeling data for the generator and
associated interconnection facilities as applicable by submitting a project into Model on Demand
(MOD). The Interconnection Customer shall provide a working stability model for the Generating
Facility that is compatible with MISO standard models (typically PSS/e models). Refer to
Appendix D for the specific requirements to be provided. These models are intended to be used
in MISO Planning Studies. The Interconnection Customer will be required to update the
submitted models throughout the development of the Generating Facility as needed.
Submittal of modeling data for corresponding Network Upgrades shall be coordinated between
the Interconnection Customer and the Transmission Owner.
7.2 Suspension
After the execution of the Interconnection Agreement, the Interconnection Customer is expected
to meet the milestones and construction schedule as established in the Interconnection
Agreement. In certain conditions, Interconnection Customer has the option to suspend the
construction of the Network Upgrades and Interconnection Facilities based on narrowly defined
criteria. The following rules and conditions will govern the suspension of a project in the post-IAphase.
Permitted only for Force Majeure reasons: Any act of God, labor disturbance, act of
the public enemy, war, insurrection, riot, fire, storm or flood, explosion, breakage or
accident to machinery or equipment, any order, regulation or restriction imposed by
governmental, military or lawfully established civilian authorities, or any other cause
beyond a Partys control. A Force Majeure event does not include an act of
negligence or intentional wrongdoing by the Party claiming Force Majeure.
When coming out of suspension with only partial construction resulting in reduced
project capacity, recovery eligibility is reduced on a pro-rata basis relative to the new
size of the project
Will require an up-front payment equivalent to greater of Network Upgrade costs or
$5 million

Modeling data to be submitted by Interconnection Customer to MISO
Powerflow Modeling data into Model on Demand (MOD)
Interconnection Customer to submit project in MOD to model their Generating Facility, as notedahead:
Submit MOD projects to model generators with a project type Generator in MOD. Set the
project status as per the following:o For generator with a signed Generation Interconnection Agreement (GIA) that is not in
service, set the status as Planned.
o For changes to existing generators as per representation in the MOD base case, submit
project with a status of In-Service
Choose an effective date of MOD project as per best available information of the expected
in-service date.
Include the following information in the project name as per the naming convention below:
o MISO generator interconnection project number
o Interconnecting Transmission Owner (ITO)
o State where project is interconnecting
o Fuel Type
o Example: G000-XEL-MN-Wind.prj
Include the following power-flow data in the MOD project:o Bus number(s) corresponding to POI approved by ITO
o For the Generator Step-up transformer, provide:
Voltage ratings (kV)
Normal and emergency rating (MVA)
Impedance
Load tap changer/phase shifter information
o As applicable, for Generating Facility with collector systems:
Pad-mount transformer data (voltage levels, ratings, impedance parameters)
Collector system equivalent (voltage level, MVA rating, impedance)
Interconnection radial line parameters (voltage level, MVA rating, impedance
parameters)
Additional equipment as needed
o Net maximum and minimum real power (MW) output (Pmax and Pmin)o Net maximum and minimum reactive (MVArs) output (Qmax and Qmin) ( if a wind
machine, please note below)
