History of the District assemblies
Swaziland East District Assembly is an event which is held every year in the Southern Africa Nazarene University, Faculty of Theology. The event is graced by important dignitaries from overseas and leaders from Africa. The chairperson of this event is the General Superintendent. Pastors, delegates, NYI president, NMI president, SDMI president from all churches in the east is a must to attend. It is an event where important decisions are taken, leaders are elected and reports are also approved.

IV.Dailey proceedings (Minutes of the District Assembly)
Praise and worship service was led by Mrs Khanyisile Mazibuko from Big-Bend church. A special song was presented by Gospel Artist SikelelaThwala. Reverend T.T.Dlamini the district superintendent introduced Reverend Maluleka Mashangu who represented the General Superintendent, Dr J.K Warrick who could not honour the Assembly because of other commitments.
Reverend Maluleka Mashangu who is the strategy coordinator for Africa region told the assembly that everything that would be done would be worship. His devotional message was taken from the book of Acts 6:1-7.
The Choosing of the Seven
“In those days when the number of disciples was increasing, the Hellenistic Jews among them complained against the Hebraic Jews because their widows were being overlooked in the daily distribution of food.2 So the Twelve gathered all the disciples together and said, “It would not be right for us to neglect the ministry of the word of God in order to wait on tables.3 Brothers and sisters, choose seven men from among you who are known to be full of the Spirit and wisdom. We will turn this responsibility over to them4 and will give our attention to prayer and the ministry of the word.”5 This proposal pleased the whole group. They chose Stephen, a man full of faith and of the Holy Spirit; also Philip, Procorus, Nicanor, Timon, Parmenas, and Nicolas from Antioch, a convert to Judaism.6 They presented these men to the apostles, who prayed and laid their hands on them.7 So the word of God spread. The number of disciples in Jerusalem increased rapidly, and a large number of priests became obedient to the faith”.
After the devotional message that moved the congregation, the east district Superintendent was ordered to deliver his speech By Reverend Maluleka Mashangu.
The District Superintendent Reverend T.T. Dlamini said that this is the day that the Lord has made. He also highlighted that he cannot get used to the work of God. He ordered the participants that there must rejoice in the day that the Lord had made. He announced that this

The District Superintendent mentioned that we should celebrate for those who have accepted the Lord and also those who died in the Lord. The DS reported the demise of Mrs. Gladys Dlamini (wife to Reverend James Dlamini) who served diligently in the NMI Ministry until she answered to the call of God.

Camp meetings
Moreover, the DS reported that camp meetings were held in the four zones of the District this year. He applauded all committees in the four zones, who worked tooth and nail to make sure that the meetings are a success,
Computers
Furthermore, the DS reported that computers have been introduced in the district office. The purpose of the computers is store financial information on budgets that come from churches. This shows that the district is developing as work will not be done manually but electronically.
Assistance from various organizations
On another note, the DS reported that various organizations offer unlimited assistance in the work of God. Forexample, Bethany First church continued to support Nduna child development centre. We are very thankful of them. Hope alive also is helping the needy by providing food, clothing and school going children with bursary. Venice church of the Nazarene has donated material in the construction of Mhlabatsini church of the Nazarene. He thanked the leaders of these churches that have been helped because they have shown unlimited dedication and were so passionate about the work of God.
New churches
The DS reported that new churches have been constructed, they include Siteki English, Mahlabatsini and Mhlumeni and others are still going to be built.
Pastors welfare:
The DS reported that pastor’s welfare has been realized and pension fund has been put in place. Some money is saved in the Swaziland National Provident fund so that pastors after retirement get financial assistance from this organization. Other activities that show that pastor’s welfare is catered for include pastor’s day, Basket for pastors, Bonus, Salary increment, travel allowances and medical aid. The DS supported by stating that “God says we must honour the men of God.”

Retiring Pastors in 2016
The DS reported that there are pastors who have served God and the church willingly and diligently for many years and their time to retire has come. These are Reverend P.Nyoni, Reverend Pheneas Magagula, Reverend James Dlamini, Reverend Isaac Mamba and Reverend Elmon Mazibuko.
Drought
The DS has also reported that drought has hampered many churches in the east district but churches have continued to support the district. However, He thanked the presence of Compassionate ministry which offer food hampers to the affected families. He thanked the volunteers, Dr Terry Hall from Bethany First church who has a vision of a HIV/ IDS free generation.
Plans Ahead
The DS reported that the coming year has great plans and they are as follows;
To organize preaching points to independent churches A year of harvest for souls in all ages Having a General Assembly in June (USA) with 8 delegates. 2018 all zones will come together in a camp meeting. In three years to come 2020/2021 women’s and men’s ministry will visit Israel. In March 2017 the District will host the district committee’s induction course. Churches should develop to evaluate its self-using SWOT analysis
Conclusion
The DS appreciated churches to work as a team. Statistics were also mentioned, certificates of evangelism, Baptism, finances, certificates of hounoring budgets were issued to churches who have shown excellence. Certificates were also presented to the retired pastors.

The Chairperson Reverend Mashangu Maluleka ordered the Assembly to show appreciation after the DS’s reported was accepted .The Assembly showed their appreciation by offering for the DS and his wife and the wife Grace, gave thanks for the offering.
Other reports who were presented before the assembly and were accepted. They comprised of;
Advisory board report, District ministerial credentials board, Auditors report District Evangelism and church planting report Finance report
However, the finance report had the following recommendations which needed the assembly to approve.
Proposed a budget of E636 655.00 for 2016-17 Requested permission to conduct a feasibility study on the churches for decision
making. Requested the Assembly to approve that churches in the following stage or categories
should finance the district in this manner; Category A E5000.00 Category B E3000.00 Category C E1000.00 A Special district fund was also solicited. Working adults are pay E100 per year, adults
who are not working should pay E50 per year and children should contribute E20 each per year. This money should be collected during Sunday school and then taken to the district office. The District needs a sum of E6100.00 per month for pastor’s provident fund and this offering will assist in this endeavor.
8% increment was proposed for the district officers. All the above recommendations were approved and adopted by the Assembly.

Brethren may I remind this district assembly that this is a wonderful time of celebration and accountability. It is time to celebrate the many souls who have been added into his everlasting kingdom by salvation and to celebrate those who however passed on to eternity while trusting in the Lord, the Almighty wholeheartedly.
Looking back, we see that the hand of the Lord has been upon his people. Indeed God have been faithful and great is his faithfulness! He has done great things for us, his grace and mercy and love that he lavished on us is amazing. Mrs. Gladys N.Dlamini who was the NMI president passed on to eternity and we celebrated a life well –lived in her memorial service. Blessed are all those who have died in the Lord for they will rest in their labours and their deeds will follow them (Revelation 14:13-14).

The district superintendent visited 32 churches and met with local church boards to listen and discuss church related concerns and issues. We conducted several pastoral church reviews where they were due.
The camp meetings were successfully held in the 4 zones. District meetings were also held successfully and we are gratefully for the leadership that the Lord has given us at all levels that are children, youth and adults as reported in the recently held conventions.
District committees have met and drawn up plans for their work.
The District office has been introduced to quick books for our financial counting systems and that is development in our district, for everything that is healthy grows.
Our partners continue to support the work of God in the Swaziland East District and for that we are grateful.
1. Both Bethany First church of the Nazarene and Montrose Church of the Nazarene continue to support Nduna Child development center. Nduna has 128 children benefiting on food, clothing and stationery.
2. Hope Alive 268 continues to support and provide food for Lubito Care point, Mhlumeni care point and Siteki Care point and scholarships for orphans and vulnerable children in the Lubombo District.
3. Venice Church of the Nazarene has donated funds for the construction of Mahlabatsini Church building. We are expecting the work and witness team to arrive on the 1st week of November 2016 pray for their travelling mercies brothers and sisters.
The Swaziland East District is composed of committed, devoted, dedicated and passionate leaders and members. Together let us appreciate the fact that we are surrounded by a cloud of witnesses of leaders and followers who say everything is possible with God. This is the case at all levels, children, youth, adults, women and men. The potential is so great and to God be the Glory.
Christ like disciples have been intentionally made across the district through personal evangelism , church revivals , camp meetings, tent revivals, regular church worship services,

compassionate ministries, VBS services , junior Camp followers, Nazarene youth holidays, summer camp meeting, men’s retreat , women’s retreat and Sunday school classes . God is enabling his people to build up the church of Jesus Christ, May the Lord continue to bless and keep you in the center of his will.
New churches have been built such as Mahlabatsini, Mhlumeni, Matjeni, Manyeveni and Sibovini. Magugu built a church office and a kitchen for feeding orphans on Sundays and during the week. Maphatsindvuku is building the pastor’s office and kitchen for orphans. Mdumezulu is building a small parsonage. Tsambokhulu is installing electricity in their church building . Siteki English church had their first revival services in the new church building and the preacher Reverend E. Thango preached on the theme “Turningattenders to worshippers”
Pastor’s welfare has been realized through the following;
1. Pastor’s pension 2. Pastor’s SNPF (lidlelantfongeni) 3. Pastor’s appreciation day 4. A box for Pastor’s grocery in some churches 5. Pastor’s medical provision 6. Pastor’s bonus 7. Pastor’s salary increment 8. Pastor’s travel allowance.
If your church has an oversight on these activities may you do them between November and December 2016. Let the Elders who rule well be considered worthy of double honour, especially those who work hard at preaching, teaching, visiting the sick, comforting those who mourn and administer the sacraments. (Timothy 5: 17.)

The severe drought has affected most of our members in the district. Hunger continues to cause a big challenge to many families. However, we can do something together to assist by supporting the vision and ministry of the church of the Nazarene which is compassionate ministries therefore, I urge all of us to continually practice Christian compassion and support disadvantaged children by providing education, food and health care. We appreciate the efforts made by our volunteers in this regard. We have among them the following;

2. Let the 2016-2017 church be regarded as a year of harvest (John 4:35) Let us go out and harvest souls in all spheres of life and from all ages. Jesus said “Lift up your eyes, and look on the fields that they are white for harvest. We encourage church members to engage in chain prayer and fasting services to realize this.
3. We are looking forward to having a General Assembly in June 2017 in Indiana Polis (USA). By faith are planning to send eight delegates to this Assembly.
4. By 2018 all zones will assemble together for a joint camp meeting. We pray that all preparations for this by all relevant committees be a success.
5. In three years’ time, if God wills, we are planning to have a combined men’s and women’s retreat to Israel. We also solicit prayers for this to be a success.
6. We are planning to have the district committee’s induction course around March, 2017.
7. We are requesting each church to evaluate its strengths, weaknesses, opportunities and threats, this will enable each church to see what is able to achieve.
Conclusion: May i express my appreciation for the team spirit that is prevailing in our local district leaders. May I extend my heartfelt appreciation to pastors for faithfully submitting the annual reports and that enable the district office to analyze them and report accordingly. Thank you so much for all the Love and support that we have received from all of you. May the Lord God Almighty richly bless you as you continue to worship and serve him. Be continually filled with the Holy Spirit and be directed and guided by the spirit of the Living God.

God has given us the chance to lead the youth not because we are perfect but because He is God of opportunities.
MISSION: Our mission has not changed. It is to call our generation to a dynamic life in Christ, hence saying- Let no one despise you because you are young, but be an example to the believers in word, in conduct, in love, in spirit, in faith and in purity-Timothy 4:12.
OUR GOAL:
Our main goal is to bring back our youth. This means we want to maximize participation of our youth at local level, zone and district. We want increase in membership transforming quantity to quality and quality to quantity in youth activities. This is achieved through evangelism, discipline and leadership development. We want to report that our youth membership for NYI has increased as for July 2016.

Our region will be hosting the TYC which will be held at a good news convention Centre in Johannesburg starting from 14-18 December 2016- Theme- We are chosen to change, thus we are chosen to attend as well.
GLOBAL NYI CONVENTION: It comes once every 4 years and happening in the US on the 21-23 June 2017. The main reason we must attend is to make sure we worship with the global church and discuss issues affecting the church globally. I still believe and pray that as East district we send as many delegates a possible.

3. 2015/16 NMI report by District NMI President Reverend Albert. Khumalo
Honourable East District superintendent Rev T.T. Dlamini, Executive Board members, Sunday school ministries, NYI President , Advisory board, ordained Pastors , pastors, retired pastors, NMI presidents from all churches, delegates, and invited guest, I greet you in the wonderful name of Jesus Christ our Lord and Saviour.
NMI Mission Statement: The Nazarene Church has been a missional church since it was founded in 1908 to spread the message of scriptural holiness “across the lands.” With 702 missionaries and volunteers serving around the world, Nazarenes worshiping in 212 languages, and the church operating 33 medical clinics and hospitals worldwide, it is easy to see that the church is passionate about making a difference in the world by taking the good news of Jesus Christ to people everywhere.
Purpose: to mobilize the church in mission through praying, discipline, giving, and educating.
The 4 Core Principles of NMI
Praying: Interceding for leaders and churches and for the Holy Spirit to draw all people to Christ
Giving: Devoting ourselves and our resources, including World Evangelism Fund, to extend Christ’s kingdom
Discipline: Mentoring and involving all people, including youth and children, to make Christ-like disciples in the nations
Educating: Sharing the mission story of the church; instilling passion for mission. We provide resources and support for the local churches as it informs and educates its members, not only in what other Nazarenes are doing in mission, but how they can be involved as well.
NMI Objectives
• To encourage people to pray for all efforts of world evangelization
• To inform people of the world’s needs and what the church is doing to meet those needs
• To challenge children and youth to learn about and participate in the mission of the church

Bereavement: I would like to take this moment to acknowledge that we lost Mrs. G. Dlamini
who was the president of the NMI Ministry for many years. Her demise has created a gap that cannot be easily replaced. We lost a valiant in the body of Christ and may her soul rest in peace. To The Dlamini family, I would like assure them that God is still on the throne. May God give you comfort that surpasses all understanding.
I wish to remind the convention that elections were held to fill the vacancy left by Mrs. Dlamini. The following candidates were elected to fill vacant positions;
Reverend Albert Khumalo moved from the position of vice president to presidency.
Mr Isaiah Thwala was moved from secretary to the position of vice president.
Mrs. Queen Dlamini was then elected to be the new secretary.
Strength: This was a difficult year because we lost our president too soon and we were not
expecting to lose her because of the great work that was before us. She had great plans for the ministry. Being a captain for this ship is therefore not easy as she was a veteran.
However, as a council we had two successful and fruitful planning meetings. We were also able to organize a workshop on 7 May 2016 and it was well attended. I wish to encourage the churches to attend such workshops because that is where changes and important decision are taken.
The council attended a very important NCM workshop which was held in Manzini Sharp Memorial church of the Nazarene on the 13 August 2016. The purpose of the workshop was to explain the importance of the compassionate ministry in our churches.
Weaknesses: As a church we are lacking on the aspect of giving to the lord. We ended up paying 70 thousands Emalangeni to the region. This amount of money did not reflect the potential that we have.

Some churches did send special request to be assisted in their evangelism ministries but we could not afford due to bankruptcy. I would therefore appeal to all churches to faithfully and consistently bring NMI and Alabaster offerings on time.
Opportunities: Let’s revise our calling; I would like to mobilize all pastors to faithfully support all
initiatives of the church including, checking NMI offerings before they are brought to the district office and to ensure that all offerings have been calculated accordingly.
Gifts: As a norm, I wish to mention that even in this convention today, we shall honour
churches that were able to outstand on the payment of 5.5%, that have shown consistence and were up to date with submission of such offerings.
Suggestions and recommendations: May I appeal to all members of the church to submit
reports on time.
4. SDMI Superintendent’s report 2015/16 presented by LondiveV.Thwala
District superintendent, Reverend T.T Dlamini, Pastors, SDMI council, NMI president, NYI president, SDMI presidents in local churches, delegates and all who have attended this event, I greet you in the name of our lord and savior Jesus Christ.
Theme: Engage the word
SDMI leaders in the district are committed to the work of God All planned District services were successful, they include rallies and retreats. The former Junior Quiz director Miss Sthandile Dlamini got married to another church
and Miss Gugu Khumalo filled the vacant post. She is now the junior quiz Director and is working very well.
There is still vacancy for the director of children’s services since the demise of reverend Ntombi Khumalo. An urgent replacement is needed.

Weakness:
SDMI has not fully supported all programmes due to lack of financial assistance. The offerings from churches were to meager to keep the fire burning in the ministry.
Churches continue to fail to support sufficiently workshops; this is shown in the following statistics. Junior camp only 14 churches supported out of 38 churches. District quiz was poorly attended with only 5 out of 38 churches. District caravan was only attended by 11 out of 38 churches.
Some churches continually fail to support with special request during the children’s programmes, this then increase the expenditure.
There are churches who still fail to have the Pastor’s day.
Recommendations
Pastors and SDMI presidents should strategies ways for encouraging Sunday school attendance.
Sunday school teachers should be well trained so that they execute their work well. Sunday school Literature should be organized on time. Ages and gender should be considered when planning for Sunday school lessons. Churches should be eager to support Sunday school programmes including
providing those request for camps. The deputy SDMI chairperson should be the one encouraging the pastor’s day in the
district. All churches should have the local director for pastor’s children. District special fund should be supported by all members of the church. Those who are called by God to be ministers of the word should be sent to colleges
where they will be accepted. The church university (SANU) should have professional certificates, Diplomas and
degrees so that there is smooth continuity.

The General Superintendent Dr J.K. Warrick, The District Superintendent Rev T.T. Dlamini , Field strategy coordinator ReverendMaluleka Mashangu, pastors, Delegates and friends of the District Assembly. I greet you in the name of our Lord and savior Jesus Christ. This is the report for 2015-2016.
Board members are seven in all (7).They had two meetings which lasted for from 2 to three hours. Devotions were led by the District Superintendent. In the two meetings, minutes were read and matters arising from minutes were discussed. The main items included the district Treasure’s report which covered the district cash flow. The District Superintendent’s report covered the growth and challenges faced by both organized churches and preaching points. Each report was presented, discussed and relevant suggestions were made.

Pastor’s conference
The Board was able to organize the 2016 pastor’s conference.

It was held on 7-8 July 2016 at SANU, Faculty of Theology. 36 attended and 9 pastors were held up. Reverend T.T Dlamini facilitated on the qualities of a successful leader. Reverend James Dlamini facilitated on the speaking in tongues. Booklets were made available for pastors, retired pastors and ministerial students to take
home for their spiritual formation such as one on tongue speaking , a source book on ordination and on church essentials.
Pastors were encouraged to attend the conferences without fail The District Superintendent was thanked for his support. Pastors were also thanked for their unlimited support.

4. Nazarene East District Finance Committee Annual Report Submitted by Musa Bhembe
The Chairperson, Dist. Superintendent, Delegates and Invited Guests.
The committee met once for the period; 2015/2016.
All 7 committee members attended.
Mr S Dlamini opened the meeting in prayer.
In closing, we all prayed together.
Three items constituted the agenda of the day.
1. Reading of minutes and matters arising.
2. Treasurer's report
3. Drafting of 2016/2017 Budget proposal.
Matters Arising
We managed to procure an automated accounting system Quick book, as compliance to auditor's
recommendation. Three officers are being trained on the new system.
None implementation of our recommendations was caused by a number of factors ie training of the
officers, other business of the District as well as National Board duties which took quality time for our
Chairperson. In view of our none compliance, and on advice from the DS we then elected Mr S Dlamini
to chair our finance meetings.

The following were concerns noted from the report.

The total receipts for 2015/16 stood at 784892.46 whilst for 2014/15 were 782 117.30 an increase of
2775.16 which translate to 0.35 %an insignificant rise.
Our main focus here is on 20% receipts and closing balances for the past three periods see table below.

In a nut shell 20% is over stretched. Let us explore her challenges.
District Special Fund for the five pillars.
What are the five pillars? How much is expected to be contributed per person?
The five pillars are the District organs that were affected when the finance committee took a decision to
cut the budgets allocation by 4% from 24% to 20% . They are the following

insurance for the District buildings and
Retired Pastor's token.
The District office has got the interest of the churches at heart. The 4% which was cut off from the 24%
helped churches to finance 5.5% NMI ( Inhlanganiselo) . Churches had to add 1.5% to the 4% to make
5.5% if it was not for that kind gesture it would mean churches had to pay more by 5.5% meaning the
total budget percentage would have been 35.5%. It was thought that the special fund would receive an
overwhelming support after that fatherly consideration; unfortunately it remains a thorn in the flesh to
the 20%. Since its inception the fund has received only 8 947.62. This is a very small amount when we
consider the District.
The amounts to be contributed towards the fund were as follows: 100 per annum per working adult
and youth, 50 per annum per non-working adult and youth and finally 20 per child.
General Assembly.
It may look too far yet so near. June 2017 is eight months away, we have 6 684.66 towards the General
Assembly yet we need about 108 000.00 to adequately finance our representatives to the Assembly.
Pastor's SNPF.
On a monthly basis this legend needs about 4000.00 to contribute for our Pastors at Swaziland National
Provident Fund. We have closed our books with a balance of 953.53, where would the District
Treasurer get the funds to contribute for our Pastors. Common sense looks upon the depleted 20% thus
widen the deficit.

Rent.
In our attempts to broaden the revenue base we have completed the two bedroom house, there is a
tenant occupying it. See a growth of rentals over the years illustrated by the table below.

Refer to attached schedule. A small amount was received by this legend. 7 809.00 against a balance of
94 842.60, only eleven out of twenty six churches have attempted to settle their dues.

Recommendations
We duly summit the following recommendations;
We propose a total budget of 636 655.00 for 2016/17.
We propose that the Assembly grant us authority to undertake a research study to establish the
financial position of the District; we would use the findings to challenge churches to their bars.
We submit that Pastors and their church boards should lead by example. Let us offer
accordingly, our Tithes and Offerings.

Stewards,(Baboneleli) SDMI Presidents, we recommend that they join hands with the Pastors
and Promoters to challenge and motivate church members to offer selflessly as those who have
gone before us have faithfully served and worship God in the splendor of His Holiness,
General Assembly for 2017
In view of our plight in relation to the General Assembly we humble recommend the same model we
used to finance the 2013 General Assembly. We have grouped churches according to their financial
muscle in three categories: A, B and C. We recommend an amount of 5000, 3000 and 1000
respectively. These amounts we recommend payable in six months starting from November 2016 up to
April 2017.
District Special Fund.
In the light of the crisis we have found ourselves in, we recommend that the amount be halved meaning
paying 100 by working members, 50 by none working members and 20 by children. These amounts are
a minimum to be paid once in 12 months starting as of today.
Dr Pheneas Bresee once said "we are indebted to give the gospel to every person in the same measure
in which we have received it." by contributing to the fund we are financing the five pillars thus the
gospel would reach the not yet reached parts of the District.
Collection of the District Special Fund offering.
We would not put it on cast iron on how to collect and send the offering to the District office however
we recommend that we lower it to our Sunday school classes, before the class ends the secretary of that
particular class would take the initiative to collect and record those who have paid and take the money
to the Church treasurer who will in reciprocation receipt them and the money should be forwarded to
the District with monthly budgets. We recommend that the Assembly grant us authority to summon

churches to find out from them any difficulties towards honoring their obligations 20% budgets, district
car budgets etc.
Pastors SNPF contributions/Pastor’s Subsidy and Retired Pastors
The District Office needs a sum of about 61000 each month to contribute for our Pastors. Let us draw
your attention to the closing balance of this legend, it stands at 953.53. Where would the balance come
from for those churches in the infant stages. Our recommendation is that those churches affected, how
about making some special for 100 and hastily take it to the District office so that when the treasurer
pays he pays for all of our Pastors?
District Officers Remuneration.
7. We propose 8% salary increase across the board.
Audit report presented by Mr. Vusi Nkabindze
INTRODUCTION We have completed our review of the books of accounts of the Swaziland East Nazarene District for the year ended 31 August 2016 and we wish to record our appreciation of the assistance given to us by yourselves and staff during the course of the audit. Our audit procedures are conducted on a test basis and are designed primarily to support our opinion on the books of accounts of the Swaziland East Nazarene District. This report therefore does not include all possible improvements in internal controls which a more extensive special examination may disclose. Our audit should also not be relied upon to disclose all irregularities although their disclosure, if they exist, may well have resulted from the audit procedures performed. SCOPE OF REVIEW Our review comprised:

An understanding of the processes for receipting and recording of income and for
disbursements of expenditure.
Ensure compliance with laws and regulations.
A review of the accounting and internal control systems in operation. An examination of key controls in the processes. HIGH RISK AND SIGNIFICANT REVIEW AREAS The critical risk areas that were identified during the review include timely submission of the Budget Forms with attached deposit slips where applicable. INTERNAL CONTROLS We have tested design, implementation and operating effectiveness of implemented internal controls. Internal controls were tested for the following processes: income and expenditure. STATUS OF ACCOUNTING RECORDS The treasurer has been keeping good accounting records. We are appreciative of the purchase and utilisation of an Automated Accounting System (QuickBooks). This has improved the integrity of the accounting function in the District and has improved the state of accounting records as a whole.
REVIEW ISSUES We evaluated the following:
Budget forms; Receipts; Cash Analysis Book; Bank Statements; Deposit books; Cheque Vouchers;
There were no significant review issues noted. However the following house-keeping improvements could be made as of next year:-

a) The District has a bank account at Standard Bank that is not incorporated into the QuickBooks financial records and as of the coming financial year should be incorporated.
b) As part of the report to the convention, a balance sheet should be prepared for review by the Treasurer and the District Superintended.
c) A Fixed Asset Register should be maintained in the accounting system instead of outside the system as is the case currently.
d) A due valuation should be done for all donations received (at time of receipt) so that these can also be accounted for and easily tracked. Handover of donations should also be properly signed off by the recipients.
PERFORMANCE IMPROVEMENT AREAS Improvement in the pension/provident funding for all the local pastors. Consider insuring the District assets and also the assets of the local churches. Ensure the compliance of the local churches with SRA laws with regards to PAYE and
submission of monthly PAYE returns and Annual Tax Returns. Ensure the compliance of the local churches with SNPF and the labour laws of the
country. CONCLUSION We would like to take this opportunity to thank you for the co-operation and assistance afforded by during this exercise.
