Employers Council conducted the 2020 Coronavirus (COVID-19): Employer Strategies for Return to
Work Survey as another special survey in response to the Coronavirus pandemic. Our thanks are extended to all
individuals of participating organizations who invested their time to provide us with data. We appreciate your

REPORT FORMAT
Survey Results – Data is reported for all organizations by state, employment size, and detailed industry type.
In addition, there are detailed geographic breakouts for Arizona, Colorado, Utah, and Wyoming.
METHODOLOGY
Electronic questionnaires were sent to Employer Council’s members to collect the data; 3,901 questionnaires
were sent and 538 were returned, a response rate of 14%. In addition, we also partnered with the South Valley
Chamber in Utah to include 1,735 of their members in the survey; 10 questionnaires were returned, a response
rate of 1%.
Survey participants were instructed to report only well-defined personnel policies. For each question,
participants were asked to check the response option which best described the personnel policy which covered
the MAJORITY of regular full-time employees (a minimum of 35 hours per week).
The number of organizations reporting information may vary by section. This variance results from an
organization’s indefinable majority practice, or unavailability of information.
When the “Other” response option was applicable, the respondent marked the appropriate box and explained
the policy or practice in the space provided. A number of questions allowed more than one response; these
questions were labeled “Multiple responses permitted.”
All data included in the final report have been calculated as percentages on the basis of the total number of
organizations responding per question. The formula used to calculate each response option, therefore, is as
follows:
Generally, the sum of the percentages will total 100.0%; there will be exceptions where rounding occurs. In
questions where multiple responses were allowed, percentages for all responses in a question will total more
than 100.0%.
The number of organizations reporting for each question is reported.
Responses rounded to less than 0.5% are shown as 0%.
A dash represents no responses.
