CALL TO ORDER AND ROLL CALLThe meeting was called to order by Ms. Wilson at 5:30 p.m. She noted the presence of four of five Board members, with Mr. Aldama absent, constituting a quorum.
OPENING EXERCISES Ms. Wilson welcomed everyone and thanked them for coming. She called for a moment of silence followed by the Pledge of Allegiance, led by the students present from William C. Jack School. Following the Pledge of Allegiance, the students performed the National Anthem, the Star Spangled Banner.
Ms. Bartels moved to adopt the meeting agenda and Ms. Smith seconded the motion. Upon call to vote, Ms. Bartels, Ms. Pimentel, Ms. Wilson, and Ms. Smith voted ‘aye’, and the motion carried.
CALL TO THE PUBLICMr. Ronald Fink addressed the Governing Board to request access to the Horizon School grounds for metal detection purposes.
SPECIAL RECOGNITIONStudent Performance Students from the William C. Jack ‘Squeakers’ performed under the direction of Ms.
Mireya Muñoz.
Parent Recognition The Governing Board recognized members of the Superintendent’s Parent Advisory Council. Ms. Segotta-Jones introduced the parent representatives from each school and showed the marketing posters each parent had created for the District.
CONSENT AGENDAMs. Smith moved to approve the consent agenda as presented and Ms. Bartels seconded the motion. Upon call to vote, Ms. Pimentel, Ms. Bartels, Ms. Wilson, and Ms. Smith voted ‘aye’, and the motion carried. The following items were approved:
Approval of Minutes The Governing Board approved the minutes of the November 8, 2018 Regular Meeting, November 8, 2018 Special Meeting, and November 8, 2018 Executive Session as presented.
Ratification of Vouchers The Governing Board approved the expense and payroll vouchers as presented.

Arizona Purchasing Cooperative Agreement The Governing Board approved the Cooperative Agreement with Arizona Purchasing
by way of Yuma Union High School District No. 70 and Yuma Educational Purchasing Association for the use of AzPurchasing.org for the purpose of posting Bids, Proposals, Quotes, and Prospective Bidder listings.
REPORTS AND INFORMATION ITEMSOne-to-One Devices Administration presented a report on the District’s progress towards one-to-one
devices for students. Mr. Barragan provided some background on the process the District has been engaged in to provide and support one-to-one digital devices for our students. A video featurette about the one-to-one program was shared. Mr. Tom Clark recognized the Technology Services Department staff for their work in this respect.
ACTION ITEMS2018-19 Expenditure Budget Revision #1 Ms. Segotta-Jones recommended the Governing Board approve the 2018-19
Expenditure Budget Revision #1 as presented.

Ms. Wilson commented on the bleak nature of the report.
Ms. Smith commented on the delayed payments from the State schools are also burdened with, and of the importance of telling our story with our legislature to ensure the State restores funding for schools to appropriate levels.
Ms. Bartels and Ms. Pimentel agreed with the need for advocacy for the District at the State legislature.
Ms. Pimentel inquired about the new homes being built within the school district boundaries and how this factors in to the District’s marketing plan. Mr. Barragan explained the District figures in .5 new students per home built, and with the District’s capture rate, we enroll about 80% of those students.
Ms. Smith moved to approve the recommendation as presented and Ms. Bartels seconded the motion. Upon call to vote, Ms. Pimentel, Ms. Bartels, Ms. Wilson, and Ms. Smith voted ‘aye’, and the motion carried.
Intergovernmental Agreement Termination Ms. Segotta-Jones recommended the Governing Board terminate the current
Intergovernmental Agreement with Washington Elementary School District “Private Schools Consortium” effective July 1, 2019. Ms. Smith moved to approve the recommendation as presented and Ms. Bartels seconded the motion. Upon call to vote, Ms. Pimentel, Ms. Bartels, Ms. Wilson, and Ms. Smith voted ‘aye’, and the motion carried.

FUTURE MEETINGSFuture Meetings and Agenda Item Request A list of upcoming meetings was reviewed. Ms. Smith asked if the Board
would be considering their interests for Meet and Confer at the January 10 th meeting. The Board will not convene for a special meeting December 20th.
Governing Board Members were given the opportunity to request items to be included on future meeting agendas for discussion, information and/or action. Ms. Bartels requested a study session regarding the decline in enrollment. Ms. Segotta-Jones noted administration will be presenting the marketing plan that has been developed in conjunction with GCU. A study session can be conducted in conjunction with this.
SUMMARY OF BOARD AND SUPERINTENDENT CURRENT EVENTSMs. Segotta-Jones provided information about current events: Meetings with student, parent and teacher groups are ongoing. The focus of these groups is to look at
ways to market the District, and resolving any issues the members may raise. Glendale Kiwanis has donated 60 pairs of shoes and 60 hoodies to benefit our annual Adopt-a-Family
program. Thanksgiving community meals were held at both Challenger and Isaac E. Imes schools, each school
serving approximately 700 meals. The GESD Family Resource Hub celebrated a grand opening this afternoon. Quarterly data reviews with site administrators are ongoing. Mid-year evaluation meetings with principals will be completed before Winter Break. The Glendale Hometown Christmas Parade is Saturday. The District’s entry will have a Polar Express
theme. Dr. Sue Pederson passed way the week of Thanksgiving. Ms. Segotta-Jones extended her thoughts and
prayers to her family. Ms. Segotta-Jones also passed on her condolences to the family of Congressman Ed Pastor. The artwork on display for this meeting is from Ms. Moxley’s students at Discovery and Coyote Ridge.
Ms. Smith thanked Ms. Munoz and the Jack Squeakers for their performance. She also thanked the parents who are involved in the Parent Advisory Council. Ms. Smith complimented Desert Garden for their Young Athletes/ Special Olympics Events.
Ms. Bartels looks forward to seeing the Jack Squeakers perform at Glendale Glitters. She reminded everyone the parade this weekend is an opportunity to donate food items to local food banks.
Ms. Pimentel thanked our community’s veterans for their service. She complimented the Jack Squeakers’ performance. She thanked Ms. Segotta-Jones for the advisory groups. She recognized the family of Congressman Ed Pastor. She wished everyone a Happy Holiday season.
Ms. Wilson enjoyed the student performance. She commended the District’s music and band teachers for all their work to coordinate performances this time of year. She encouraged everyone to spread the word about how wonderful our District is. She wished everyone Merry Christmas.
