CARGO WORK : JS FRY WAREHOUSE, WAPPING WHARF
Welcome to this exhibition which shows updated proposals for the JS Fry Warehouse, Block F in the Wapping Wharf Masterplan, which will shortly be submitted to Bristol City Council as a Reserved Matters planning application and a Listed Building Consent application.
Planning BackgroundIn 2006 the Council approved an overall masterplan for Wapping Wharf which sets out a development framework for creating a range of new homes, shops and services that will create a link between Southville and the larger scale city centre developments. When completed Wapping Wharf will provide a total of over 600 homes, together with local shops, cafes, restaurants and offices.
The masterplan sets out the retention and restoration of some key listed buildings which will enhance the City Docks Conservation Area and pave the way for new landscaped public spaces and routes through to the water’s edge. Full planning permission has also been granted for the public spaces and development infrastructure.
Phase 1 Development – Blocks A and C (Anchorage and Chandlers House)The first phase of Wapping Wharf, at the western end of the site, was completed in spring 2016. It was delivered by a Joint Venture Partnership between Umberslade and Muse Developments, following a £12 million investment from the Homes & Communities Agency. It features 194 residential apartments, including 26 affordable homes, and 865 sq. metres of retail/leisure space. A new pedestrian route called Gaol Ferry Steps links Gaol Ferry Bridge, through the site to the newly landscaped Museum Square on the waterfront by M Shed.
Phase 2 Proposals for Blocks D, E, F and GPhase 2 will provide 337 apartments, office space, shops and car parking on four blocks located to the east of Phase 1, on land bounded by Cumberland
Road, Wapping Road and the new access road through the site. Blocks D and E will be delivered by the same developer team as Phase 1. Work is now underway and is due for completion in spring 2020.
Blocks D and E comprise 256 apartments of various sizes for the private for sale and rental market. There are also 4 retail units. These blocks are centred on the listed Gaol Gate which has been restored to form a new entrance to Wapping Wharf for pedestrians. Residential wings either side of the Gaol Gate are intended to reflect the character of Cumberland Road with bay windows and rendered walls. The concealed remains of the gaol wall are to be restored and exposed to form a plinth visible from the road. Boundary wall railings are to be reinstated to enclose residents’ communal gardens. In contrast to the Cumberland Road frontage, the long north-south wings are clad in timber boarding with pitched slate roofs to be reminiscent of saw mills, in keeping with the maritime-industrial character of the Floating Harbour.
Block F, the listed JS Fry Warehouse, is the subject of this public consultation. Consent has previously been granted to build a replica of the warehouse which used to exist here and to adapt it for office accommodation on two levels. The warehouse was taken down due to structural collapse making it unsafe. Recently the outer wall along Cumberland Road was taken down to widen the pavement and to provide space for a new cycle path.
Block G will provide 81 Affordable apartments. This block varies in height and is clad in brickwork to match Block C at the other end of Rope Walk. Work is expected to begin towards the end of the Block D and E contract, in 2020.
Block F: New ProposalsThe form of the old JS Fry Warehouse is not suitable for the office use identified in the Masterplan, and the development team has struggled to find a way to adapt the building. The main problem has been
to provide daylight to the ground floor in such a deep-plan building. 4 different applications for Listed Building Consent have been granted to find a way to resolve this, including the last one which permitted 6 new window openings in the high stone wall facing Cumberland Road.
A radically different approach is now proposed. The new scheme provides office space in re-purposed shipping containers within the confines of the Grade II listed gaol walls, on the same footprint as the old warehouse. The new arrangement allows a central atrium to provide lots of natural light at all levels, with open-plan office space on either side across 5 levels. One new opening in the outer wall is needed to provide a central main entrance. The scheme is to be called Cargo Work. The appearance of the scheme will be similar to the Cargo 1 and 2 schemes which are now a highly successful and popular retail and food destination.
The overall height and scale of the new proposals have been carefully considered in relation to the permitted designs for Blocks E and G which are adjacent, and with regard to views from the surrounding roads.
The high stone walls will be fully restored inside and out. It will be possible to appreciate the walls which will be exposed to view for the first time in over 100 years.
Outside the walls, a new landscaped scheme will provide a generous area of new public realm, including a loading bay close to the main entrance. The pedestrian route to the west of the site, called Fry’s Walk, which links Cumberland Road to the new Rope Walk through Wapping Wharf, is to be lowered by 1 metre to replace steps with a shallow ramp suitable for wheelchair use and bicycles.
All car parking will be provided in the Block D/E undercroft car park. There will be generous provision for bicycle parking with 60 spaces proposed, along with showers and lockers.
TimelineThe aim is to submit the Reserved Matters Planning and Listed Building Consent applications in mid-May. The developer, Umberslade Securities, is planning to start works on site in the autumn of 2018, and to open the space for office use in autumn 2019.

1.6 Proposed Land Use (net area)
Masterplan Four Update(Refer to Masterplan Two page 21)
The majority of the site is allocated for residential development in apartments, laid out along street frontages with private courtyards. Masterplan Two proposed 592 residential units (including town houses), retail and restaurants along Gaol Ferry Steps and to the south of Princes Square, incorporating live/work units at ground floor along Museum Street and a further retail unit at the corner of Wapping Road. Masterplan Four adds a retail unit to Block D adjoining Block C facing Cumberland Road and 3 retail units to Block D along Rope Walk. 6 town houses are omitted from Blocks D and E and are replaced by 7 roof level 3 bedroom apartments all with extensive roof terraces.
Block F (Fry Warehouse) is refurbished and retained for car park use serving Block E and F at ground floor and commercial office use on a new floor above.
Block G is residential use (affordable) replacing hotel use shown in Masterplan Two.
Blocks H, J and P are hotel use.
Block K is residential (affordable).
Blocks L and M are similar to Masterplan Two, with ground floor retail plus access for servicing, and residential use above (now arranged in 3 wings orthogonal to the waterfront.)
Blocks N and P are office suites replacing live/work units.
Blocks Q and R are town houses similar to Masterplan Two.
Affordable housing is located in Blocks A, G and K, providing 20% overall net residential area.
