Dear Applicant,
Thank you for your interest in applying for the Australia-Africa Partnerships Facility Africa Program
Support Group (APSG) – Panel of Experts.
Cardno Emerging Markets (Australia) Pty Ltd, through the Australia-Africa Partnerships Facility (AAPF), is
seeking individual consultants to form a Panel of Experts in the fields of:
a) Agriculture and Food Security,
b) Capacity Development,
c) Financial Management,
d) Inclusion,
e) Mineral Skills Development,
f) Mining Sector Governance,
g) Monitoring and Evaluation,
h) Procurement,

This application process is open to individuals who meet the criteria detailed in the attached documentation,
for any one of these ten areas of expertise.
The AAPF will deliver a program of activities between 2013 and June 2014, and Cardno will enter into Deed
of Standing Offer contracts with successful individuals during this period. At its discretion, Cardno may
extend the term of the Deed of Standing Offer contracts by up to one year until June 2015.

PART 2 – OVERVIEW
1. Background
The Australian Government, through AusAID, is committed to broadening and deepening its
engagement with African countries and institutions. As part of this commitment, in September 2009
the Australian Government announced the Australia-Africa Partnerships Facility (AAPF).
The AAPF is one of three main AusAID programs in Africa that seek ‘to help build the human
resources capacity of African countries, particularly in areas and ways where Australia has
recognised strengths and expertise’. The other two main programs are the Australia Awards and
Australian Volunteers for International Development.
The goal of the AAPF is to develop partnerships between Australia and African countries and
institutions that contribute to achieving African countries’ development priorities. The two objectives of
the Facility are:
1. to build effective partnerships that contribute to sustainable achievement of development
priorities; and
2. to build and promote effective working relationships with African countries.
The AAPF enables AusAID to respond to development challenges of African governments,
particularly in areas where Australia has relevant experience (i.e., mining sector governance,
agriculture and food security, and public policy).
Cardno Emerging Markets (Australia) Pty Ltd (Cardno), through the AAPF, has previously set up the
Africa Program Support Group (APSG) which is a panel of experts that provides support services to
AusAID’s program in Africa. This panel of experts has been in operation for nearly two years, and is
now being re-tendered and updated to ensure that it continues to meet the ongoing needs of
Australia’s programs in Africa. Cardno is therefore seeking applications from individuals to join the
panel in ten areas of technical expertise; as listed below:
a) Agriculture and Food Security,
b) Capacity Development,
c) Financial Management,
d) Inclusion,
e) Mineral Skills Development,
f) Mining Sector Governance,
g) Monitoring and Evaluation,
h) Procurement,
i) Public Policy, and
a) Study Tour Support Consultants.
For personnel already contracted under the APSG, please do not reapply for the same panel as part
of this recruitment.

Applicants may apply for one or more of these positions at their own discretion. A full application is
required for each position applied for.
2. The Africa Program Support Group (APSG)
The AAPF is a demand-driven program, responding to requests for assistance from the Australian
Government and African partner governments and institutions. The AAPF is committed to ensuring
that its responses are fast, effective, of high quality and are delivered according to the Commonwealth
Procurement Rules.
The AAPF requires a panel of pre-qualified individual consultants – the Africa Program Support Group
– that can help serve the demands of the AAPF and other AusAID-funded programs in Africa. The
APSG contains individuals with expertise in the areas of mining sector governance, agriculture and
food security, public policy, monitoring and evaluation, gender, capacity building, and water and
sanitation, as well as language translation and interpreter skills. This panel of experts is now being
updated to ensure that it is appropriately resourced to provide the best possible support to the AAPF
and to AusAID. Through this RFT, we are (re-)recruiting for the areas of:
a) Agriculture and Food Security,
b) Capacity Building,
c) Inclusion,
d) Mining Sector Governance,
e) Monitoring and Evaluation, and
f) Public Policy.
We are also recruiting for the first time, the areas of:
a) Financial Management,
b) Mineral Skills Development,
c) Procurement, and
d) Study Tour Support Consultants.
Members of the APSG panels of experts will be used for a number of tasks within their technical
areas, such as:
a) Ad hoc advice on technical matters relating to a specific sector;
b) Appraisal of project/activity design and/or proposals submitted by partner agencies;
c) Assistance to partner agencies in formulating activity proposals and terms of reference,
including design/scoping missions;
d) Advice on activity design, management, budget and monitoring and evaluation approaches
and methodologies;

e) Provision of specialist monitoring and evaluation services including: the conduct of program,
project and partner performance reviews and field monitoring visits; and assessment and
reporting on progress and impact of AAPF funded activities;
f) Attendance at relevant activity-related events such as stakeholder workshops, joint evaluation
missions and conferences;
g) Participation in procurement panels; and
h) Preparation and submission of reports in relation to the performed services.
APSG panel members may be engaged in the implementation of Facility Activities. Any identified
potential, perceived or actual conflicts of interest must be disclosed, handled through due process,
and any subsequent engagement approved by AusAID.
Work will predominately be performed in Africa, although potentially some work could be performed
elsewhere, including from the panellist’s home base. The duration of specific assignments for each
APSG Panel Member will vary based on the needs of AusAID and the AAPF. No minimum service
period can be guaranteed. Service by Panel Members may be required at short notice, and potentially
prompt mobilisation in Africa will be an expectation of all applicants.
Once selected, APSG Panel Members will be ‘pre-qualified’ to provide advice and support on an ‘as
needed’ basis. Selection for the Panel does not guarantee employment for an individual on any
particular assignment.
For any given task, panel members may be engaged individually, or as part of a team. Panel
Members will be expected to work in a cooperative and efficient manner to achieve the objectives of
the activity.
Terms of Reference and Selection Criteria for each of the specialist areas recruited under this Call for
Application can be found in Annex 1.
Cardno Emerging Markets will abide by the Commonwealth Procurement Rules in running this
selection process. Details of the Commonwealth Procurement Rules can be obtained at
www.finance.gov.au.
4. Security and Insurances
Applicants and organisations need to be aware that in some assignment locations security issues
may need particular attention. As part of the conditions of employment on the panel, all personnel
must have the following minimum insurances:
a) Professional Indemnity Insurance; and
b) for those operating under a company structure, public liability insurance with a minimum
coverage of $1M per event.
5. Deed of Standing Offer Contract
The duration of the initial Deed of Standing Offer contract for APSG Panel Members will be until June
2014. Cardno Emerging Markets may, at is sole discretion, extend the duration of the agreement for

up to one additional year until June 2015. The need for such extension will be assessed prior to June
2014, with notice given to Panel Members before the end of their contracts.
A copy of the Deed of Standing Offer that will be used to employ successful APSG members can be
provided upon request. Alternatively, all successful panel members will have the opportunity to
review and discuss the Deed of Standing Offer at the time of contract negotiations.
During the performance of services, Cardno Emerging Markets reserves the right to assess
performance of panel members, and use that as a determination of whether future work is provided
under the Deed of Standing Offer. Performance assessments will be based, inter alia, on the quality
and format of the services and the outputs to be delivered, including (but not limited to) the following:
1. Timeliness of deliverables;
2. Format and quality of deliverables;
3. Compliance with the description of services; and
4. Compliance with other aspects of the Services Order.

PART 3 – SELECTION AND APPLICATION
1. Application Requirements
To successfully apply for a position on the APSG Panel of Experts, applicants must submit the
following:
(a) A CV that details all relevant experience (including information on experience against
any of the sector sub-categories – where relevant) and information against the selection
criteria outlined in Annex1.
(b) Fully completed Application Forms as found in Part 4 of this documentation. These
forms specifically include:
a. A Personal Details Form;
b. A Deed of Declaration; and
c. A Statement of Compliance with AusAID’s Adviser Remuneration Framework.
Applicants wishing to apply for more than one position are welcome to do so. The above listed
documents must be supplied for each position applied for.
2. Selection Criteria
Applicants will be assessed on the basis of technical expertise and suitability, based on the Selection
Criteria shown in Annex 1. In addition, we will also be looking for applicants that display the following
general requirements:
a) Fluency in English, with a working level capacity in at least one of the following languages an
advantage: French, Arabic and Portuguese;
b) Ability to be mobilised to work in Africa at short notice.
The Personal Details Form found in Part 4 of this documentation provides the opportunity for
applicants to respond to the above requirements of language and mobilisation.
In making final determination of panel membership, the overall breadth of skills required in the panel
to meet the anticipated needs of the AAPF will be a key consideration.
3. Fees
Daily Fee
Payments for advisers under any AusAID program is based on AusAID’s Adviser Remuneration
Framework. Successful panel members under the APSG will be paid fees consistent with this
Framework. The two principle relevant variables of the Framework are Discipline Category and Job
Level. The Adviser Remuneration Framework can be found here:

All applicants accept that fee rates will be based on the Discipline Category and Job Level of the
position, as noted in the relevant Terms of Reference in Annex 1. Under the APSG, most activities
will be of a short term nature, resulting in fee rates being (generally) paid on a daily basis. Cardno will
therefore negotiate all fee rates on a daily basis.

Fee rates will be fixed for the duration of the Agreement until June 2014, and until June 2015 if an
option to extend is exercised.
Applicants who are considered technically suitable, but who cannot reach agreement with Cardno on
fees that are consistent with the Adviser Remuneration Framework, will not be contracted.
Agreed Daily Fee rates will include:
(a) Remuneration for the applicant;
(b) Insurances, taxes and superannuation for the applicant;
(c) Allowances for foreign exchange rate variations and an escalator over the period until
June 2015;
(d) Provision of computer and other equipment and costs necessary for the performance of
standard work requirements; and
(e) Any other items not listed below under Reimbursable Expenses.
All Fee Rates will be negotiated and contracted in Australian Dollars.
Reimbursable Expenses
In addition to a daily fee, the AAPF will cover all reasonable travel and accommodation costs for short
term assignments outside of the Panellist’s home base. Per diems will be fixed and prescribed by
AusAID for each work location. All other out of pocket expenses relating to a short term assignment
(e.g., transport, accommodation, communications) are reimbursed at cost up to a prescribed limit set
by AusAID, conditional upon the provision of correctly rendered receipts. Airfare costs will be covered
directly by Cardno. Specific requirements and allowances will vary with each assignment, depending
on the work to be performed, and will be outlined within the Services Order that will be prepared for
each assignment.
4. Application Process
Applications will close no later than 5:00pm South Africa time on Friday 28 June 2013. This date
is 39 days from the date of initial advertising.

The area of expertise to which the applicant is applying must be clearly specified in the subject line of
the email submission.
Applications received after the above specified date and time will not be considered.
Applications received at a different address to those listed above will not be considered.
All applications must be submitted in English. Applications in other languages will not be considered.
Cardno will conduct interviews with applicants as deemed necessary, and at our sole discretion. If an
interview is required, the applicant will be notified in advance to organise a time that is suitable.

Interviews will most likely be conducted by phone at a time convenient to the applicant and the
selection panel.
Eligible applicants may apply for more than one of the listed areas of expertise. However, a separate
application must be submitted in each instance.
Applications shall be valid for a period of at least six (6) months after the application closing time.
By submitting an application, it is understood that the Applicant agrees to all conditions of this Call for
Applications, unless otherwise stated.
5. Curriculum Vitae (CV) Requirements
CVs must include referee details for at least two available and relevant professional referees.
Character referees will not be accepted. Referees must be able to comment on your work experience
in connection with the role and technical requirements against which you are applying.
Referees must be available to provide comment, in English, during the time of selection and interview.
Referees must not have an actual or potential conflict of interest when acting as a referee. Referees
therefore must not be:
(a) an employee of, the holder of a current executive office within the organisation of, or
have a business in association with, the applicant or a subsidiary organisation of the
applicant;
(b) included in the application as a proposed APSG Panel Member;
(c) a Cardno Emerging Markets or AusAID employee.

6. Expected Timeframe for Applications and Selection

7. Cardno Emerging Markets’ Rights
Cardno Emerging Markets reserves the right in its absolute discretion at any time to:
(a) Terminate this Call for Applications, or cease to proceed with this recruitment process;
(b) Change the structure and timing of the recruitment process;
(c) Vary or extend any time or date;
(d) Require additional information or clarification from any applicant, or provide additional
information or clarification;
(e) Negotiate with any one or more applicant;
(f) Call for new applications;
(g) Reject any application received after the closing time;
(h) Reject any application that does not comply with the requirements set out in this
documentation; and
(i) Terminate any negotiations being conducted at any time with any applicants for any
reason.
8. Conflict of Interest
Applicants must provide details of any circumstances or relationships that constitute, or may
constitute, a conflict or potential conflict of interest regarding this application, or any obligations under
any formal agreement with the AAPF or AusAID.

ANNEX 1 – TERMS of REFERENCE and SELECTION CRITERIA FOR ALL POSITIONS
TERMS OF REFERENCE
ALL POSITIONS - GENERAL
The AusAID-funded Australia-Africa Partnerships Facility (AAPF) is part of the Australian
Government’s commitment to expand the development cooperation program and increase broader
engagement across Africa. The Facility responds to requests for assistance from African
Governments and institutions, as well as takes advantage of opportunities to leverage links between
Australia and Africa more generally.
As the Managing Contractor for AAPF, Cardno Emerging Markets (Australia) Pty Ltd is responsible for
establishing and managing the Africa Program Support Group (APSG) Panel of Experts. The APSG
Panel of Experts provides services and advice on an as-needed basis to support the design and
delivery of capacity building activities under the Facility. The APSG may also be involved in the
design, implementation, monitoring and review of other components of AusAID’s Africa program
beyond the AAPF. Mobilisation of APSG members will be at the discretion of AusAID.
As an adviser on this Project you may work in a team with colleagues, counterpart agency staff, and
our locally engaged staff. This will require you to establish and maintain harmonious and effective
relationships and to undertake your duties to a high professional standard.
You will faithfully represent the best interests of Cardno in all matters when dealing with the client,
counterparts, and team members.
While working on an AAPF activity, and for the purpose of that activity, you will use and hand out only
business cards issued by Cardno.
You will be responsible to the nominated Activity Manager as specified in your Service Order.
You will undertake and complete the duties prescribed in the Terms of Reference below and in the
Terms of Reference for each individual Service Order. Completion of all specified tasks and outputs
will be within the specified time frame to achieve the project's objectives and contractual milestones.
Meeting milestones on time is a condition for satisfactory completion of your assignment for payment
purposes.
Your duties may include the preparation of reports and other documentation in English required to
satisfy our contractual undertakings to the client. As discussed and agreed with us, we may provide
you with the required document or report formats. If amendments to reports are necessary you will be
expected to make the changes promptly and to the required standard.
During your assignment, under each individual Service Order, it could be expected that you will make
presentations to partner country agencies, the client and other agencies on matters related to your
duties.
Your duties may be varied from time to time by the Facility Director or Activity Manager to meet
changing project needs. This will be discussed with you at the time and reflected in your Service
Order.

APSG panel members under AAPF, regardless of the area of speciality, may be required to provide
some or all of the following indicative services:

f) Attendance at relevant activity-related events such as stakeholder workshops, joint evaluation
missions and conferences;

The APSG is a resource available to support AusAID’s Africa program beyond the AAPF. Additional
work, outside of the AAPF may therefore include the following indicative activities:
a) Reporting required under AusAID’s quality and performance management systems, including
Program Management Plans, Risk Management Plans, Quality at Implementation reports,
and the Annual Program Performance Review for the Africa Program;
b) Provision of analysis and advice on relevant sector/thematic issues and challenges; and
c) Work as part of a team comprising other thematic or sector specialists.
APSG panel members may be engaged in the implementation of Facility Activities. Any identified
potential, perceived or actual conflicts of interest must be disclosed, handled through due process,
and any subsequent engagement approved by AusAID.
ALL POSITIONS - ENGAGEMENT
Inclusion on an APSG panel provides no guarantee of any minimum levels of work that may be
commissioned. The duration of assignments may vary, from short desk-based work to assignments
lasting several weeks. Assignments may require panel members to work in Africa and/or elsewhere,
and may require that they be available at short notice.
The scope and duration of service for particular assignments/inputs will be agreed between the
Contractor, Cardno Emerging Markets (Australia) Pty Ltd and AusAID through a Service Order at the
time of each assignment.
Reports or other documentation required, and their format, will be as specified in a Service Order

capacity building. AAPF attempts to add value to, and help consolidate, this broader program of

Building community resilience and social protection through formal cash transfer and other
safety net programs, asset building and sustainable livelihood approaches, disaster risk

category specialisation to in-country and regional technical assistance being delivered by AusAID
across Africa. AusAID’s assistance in this area will focus on identifying, articulating and supporting the
development of the skills needed to reliase the Africa Mining Vision.
Intermediate outcomes of AusAID’s mining-related skills development activities are to contribute to:
a) Improved broad-based participation in the minerals sector in Africa (including improved

b) identifying PPP models for mining education delivery, and supporting the development of

(a) Provision of advice, support and technical information to design, develop and monitor best
practice approaches in AusAID country programs; and/ or
(b) Provision of technical advice on policy, programmatic, and implementation issues, including at

Under AusAID’s Adviser Remuneration Framework, Public Policy Specialists fall within Professional
Discipline Category Group B; and Job Level 3 or 4 (with the precise Job Level of successful
applicants to be established in the selection process).
9.2 SELECTION CRITERIA PUBLIC POLICY SPECIALISTS
The following selection criteria will be used to assess applicants in the area of Public Policy
Specialists:

10.1 TERMS OF REFERENCE FOR STUDY TOUR SUPPORT CONSULTANTS
Study Tour Support Consultants on the APSG will provide administrative and logistical support to
study tour activities on a short-term, as required basis. The positions will report to various AAPF
personnel, contingent upon tasking. The consultants will be based in either Australia or Africa. The
Study Tour Support Consultant TOR does not include any sub-category areas of specialisation.
Successful applicants will be required to provide the following services to AusAID and the AAPF:
a) Activity planning and logistical support:
Make logistical and administrative arrangements for in-Australia or in-Africa activities,
such as study tours and work placements, including arranging meetings, speakers, site
visits, transport and accommodation.

Assist with the visa application process and other pre-study tour planning needs.
Serve as a facilitator on study tours of African officials to Africa and Australia. This
includes: accompanying the study tour to different locations in Africa and Australia
(usually two weeks); ensuring the study tour is implemented as planned, especially
around hotel, flight, bus, and meeting logistics; help maximise participants’ learning;
dealing with administrative and logistics issues that may arise on the study tour; and
providing pastoral care to the participants such as helping to resolve any health, social or
other issues that may arise during the study tour.
Where required, accompany and support African visitors while in Australia.
b) Communications and Reporting:
Provide advice to AAPF Team Members and AusAID of progress and issues with the
administration and logistics for study tour activities;
Assist with reporting on completed study tours, including drafting or contributing to Activity
Completion Reports.
c) Liaison and Meetings:
Provide appropriate secretariat and administrative support for key AAPF/Partner
meetings and other events, as requested.
Under AusAID’s Adviser Remuneration Framework, Study Tour Support Consultants fall within
Professional Discipline Category B and Job Level 1.
10.2 SELECTION CRITERIA FOR STUDY TOUR SUPPORT CONSULTANTS
