Distance Learning - Governor Newsom’s DirectiveGovernor Newsom Announcement on Reopening SchoolsGov. Gavin Newsom on Friday, July 17, unveiled new guidelines mandating that all California schools in counties on the state’s COVID-19 monitoring list begin the school year solely with distance learning and must meet strict criteria in order to open campuses. As of today, 32 of 58 counties, representing more than 90 percent of the state’s schoolchildren, are on the watch list.

State criteria to return to a hybrid model of instruction● Alameda County must be off the state’s monitoring list for at least 14 days.

● Mask requirements for students and staff

● Physical distancing requirements & other adaptations

● Regular testing & dedicated contact tracing

● Rigorous distance learning

● School districts should follow specific guidance if a positive case arises once schools reopen for in-person instruction

Bell Schedule Parameters● Students will attend classes 4-5 days per week under a specific schedule that incorporates both

daily synchronous and asynchronous learning opportunities.● Minimum Instructional Minutes:

■ 180 minutes of daily instruction for transitional kindergarten and kindergarten students (as required by Ed. Code 43501(a)).

■ 230 minutes of daily instruction for 1st - 3rd grade students (as required by Ed. Code 43501(b)).

■ 240 minutes of daily instruction for 4th - 12th grade students (as required by AB 77: 43501(c)).

■ Daily attendance recorded for distance learning sessions (as required by Ed. Code 43504 (d) (1))

Bell Schedule Parameters● 30 minute duty-free lunch for teachers and staff.

● Grades K-5, a teachers’ direct instruction (any combination of in-person and synchronous teaching) cannot exceed 1200 min per week.

● Grades 6-12, a teachers’ direct instruction (in-person, or synchronous) cannot exceed 20 hours per week.

● Elementary teachers will be provided with a minimum of 1 hour of preparation time per day.

● Secondary teachers (1.0FTE) will be provided with no less than 475 minutes of prep per week.

● At the secondary level, schedules will include a 10 minute passing period.

Attendance Tracking- Daily Attendance will be tracked using Infinite Campus- Families will be notified if students are not present during live, synchronous class

sessions

Grades & Benchmark Assessments- School sites and educators return to a system of assessments and grading as was

prescribed prior to the closing of schools in March of 2020. Board Policy 5121 supports academic letter grades and authorizes the calculation of median grade point averages using a letter grading system.

SPED Education / 504 PlansSpecial Education supports and services will be provided by our incredible team of professionals !! I am very proud of how our entire team stepped up to work with our students in the Spring and during Extended School Year.

Surveys and additional data from the Spring has shaped our work for this Fall.

● Distance Learning for Specialized Academic Instruction using learning platforms.

● Paraprofessional supports provided virtually. ● Tele-therapies for speech, occupational therapy, physical therapy, adaptive

physical education, & counseling.

● SB98 mandates a notification of a distance learning plan based on the student’s IEP. Education Code 56345(a)(9)

● This plan covers services, accommodations, transition, & extended school year.

● Communicates access and schedule of the distance learning plan for SWD’s.

teletherapy. ● Website developed by Wellness & School Psychologists provides guidance to

students and families. ● Alameda County Office of Education has developed an action plan to provide

educators with resources and strategies for Socio-emotional Learning (SEL) during distance learning.
