Activity 1: Energy-audit. Assessment of energy consumption and other environmental data by applying conventional and thermographic methods. Selected evaluation targets.

Activity 2: Investigation and development of an energy consumption assessment tool (e-tool) for buildings based on recent data and international methodologies.

Activity 3: Calculation of the carbon footprint (CF) on municipal level. Implementation of four (4) CF estimation studies at municipalities of Galati, Cahul, Mykolayiv and Samsun.

Activity 4: Recording and pre-selection of potential building as targets for the implementation of retrofitting actions (pilot demonstration projects).

Presentation of GA2Presentation of GA2

The aim of GA 2 to produce intermediate outputs analysing partners internal conditions

concerning municipalities energy consumption, municipal buildings energy-audits and Carbon Footprint estimation.

The specific objectives of GA 2 to prepare partners for implementing GA 3 to act as inputs to standard municipal planning procedures providing

valid data and sound analysis that will help them to incorporate energy efficiency issues in their activities

to provide a group of buildings appropriate for energy upgrading interventions

to provide data contributing to local administration’s profiles by documenting energy issues (municipal energy consumption, energy mix etc) and facilitating comparisons and benchmarks with other EU and BS municipalities and cities

Municipal Energy Audit

Goals: establishes where and how buildings and facilities use energy and identifies opportunities for energy and cost savings

reveals annual energy use and costs, costs of suggested improvements, potential savings, and the length of time that will be needed to recoup improvement costs

provides data that a municipality will need to create a Carbon Footprint

develops policies aimed at reducing greenhouse gas (GHG) emissions

recommendations that can range from improved energy data management to appropriate energy-saving technologies, to structural improvements and system retrofits, to behavior change strategies for energy conservation.

Tool (e-tool) for evaluating energy consumption in buildings

Improved understanding of effective energy data on long-term performance of buildings and building systems

Knowledge about the main factors influencing actual energy uses in buildings and specific interactions between them

Opportunities for the development of energy saving technologies taking into consideration both the building and the user related energy use, and the prediction of expected energy use in new and retrofitting buildings

Support for standardization and benchmarking of actual energy use in buildings

Municipality Carbon Footprint estimation study

Goals

A Municipal Carbon Footprint measures the impact of greenhouse gas (GHG) emissions produced by local government operations in a given year.

Creating a footprint is the first step to reducing municipal GHG emissions.

The footprint will detail the sources of emissions so that actions can be focused on the largest emitters.

The footprint will also enable a municipality to track its progress and determine if new policies are having an impact.

Reporting the footprint can be a powerful tool for galvanizing public interest and support for new actions.

Energy saving intervention practices at buildings with the application of Life Cycle Analysis principles

Goals

Life Cycle Assessment is the only method that assesses the environmental impacts of a certain product or activity (a system of products) over its entire life cycle. 

The main goal of the method is to lessen the environmental impacts of products and services by guiding the decision-making process. For companies, designers, and governments, life cycle assessment represents a decision-making aid tool for implementing sustainable development.

Providing valid data and produce sound analysis on two fields of intervention (1) municipal buildings and (2) energy consumption on municipal level

Providing a portfolio of buildings appropriate for energy upgrading interventions that can be the starting point or/and critical mass for each municipality to announce a call for expression of interest for potential investors; exploiting PPP‟s schemes in such way

Upgrading of municipalities profiles on energy sector and making them more comparable to other cities profiles improving city branding and marketing efforts
