Environment and Climate Change Canada monitors the weather 24 hours a day, every day of the year. If a severe storm is on the way, the weather service issues special alerts that notify those in affected areas of the impending weather. TYPE OF ALERTS

Fourbasicalertsareuseddependingontheseverityandtimingoftheeventandareupdatedregularly. Special Weather Statementsaretheleasturgentalertandareissuedtoletpeopleknowthatconditionsareunusualandcouldcauseconcern.

Advisoriesareissuedforspecificweatherevents(likeblowingsnow,fog,freezingdrizzleandfrost)thatarelesssevere,butcouldstillsignificantlyimpactCanadians.

Watchesmaycomehoursbeforeastormtoalertpeopletoweatherconditionsthatarefavorableforsevereweather,whichcouldcausesafetyconcerns.

Warningsareissuedascertaintyincreasesaboutthepathandstrengthofastormsystem. Thisurgentmessageinformspeoplethatsevereweatheriseitheroccurringorwilloccur.Warningsareusuallyissuedsixto24hoursinadvance,althoughsomesevereweather(such as thunderstormsandtornadoes)canoccurrapidly,withlessthanahalfhour‘snotice.

Blizzards come in with active weather systems in the winter bringing snow, high winds and poor visibility. Sometimes they are accompanied or followed by a wave of cold arctic air.Onaverage,thestormsandcoldofwinterkillmorethan100peopleeveryyearacrossthecountry.Thisismorethanthetotalnumberofpeoplekilledbyhurricanes,tornadoes,floods,lightningandextremeheatcombined.

WHAT TO DO IN A BLIZZARD

1. Whenablizzardisforecast,avoidtravel.Payattentiontotheweatherandlistentotheradioorreviewwebsitesforup-datedinformation.

2. Whenablizzardhits,stayindoors.3. Ifyoumustgooutside,dressfortheweather.Outerclothingshouldbewind-repellentand water-repellent.Wearascarf,mittensandahat,asexposedextremitiesaremostatriskof freezing.

4. Bereadyforalossofutilities(seeLossofUtilitiestab).5. Ifstrandedinavehicle,stayinyourcar.Haveanemergencykit.

BLIZZARDS

Canada’s wind chill index is based on the loss of heat from the face. The index is expressed in temperature-like units which are easier for everyone to understand.Thebestwaytounderstandwindchillistothinkofitasafeeling.Thewindchillindexrepresentshowyourskinwill feelatagiventemperatureonacalmday.Forinstance,iftheoutsideairtemperatureis-5°Candthewindchillis-25,yourfacewillfeelascoldasitwouldat-25°Conacalm day.

1. Slowdown.Yourbodycan’tfunctionatitsbestinhightemperatures.2. Getoutoftheheatandintoacoolerplaceassoonasyoubegintofeeltoowarm.3. Avoidalcoholanddrinkplentyofwatertokeepyourbodyfromdehydrating.4. Avoidhighproteinfoods.Theyincreaseyourbody’swaterlossandheatproduction.5. Dressappropriatelyinlight-weight,light-colouredclothingmadeofnaturalfibres.6. Avoidgettingsunburned,itrestrictsthebody’scoolingsystem.7. Donotleavechildrenorpetsinaclosedvehicleforanyamountoftime.

HUMIDEX

Thehumidexisanindexthatdescribeshowhotorhumidweatherfeelstotheaverageperson.Thehumidexcombinesthetemperatureandhumidityintoonenumber.Ahumidexof40withatemperatureof30degreesmeansthatthehumidityonthatday,combinedwiththe30degreetemperature,willfeellike40degreesonadryday.

EXTREME HEAT

EXTREME HEAT THUNDERSTORMS/LIGHTNING

A thunderstorm develops in an unstable atmosphere when warm moist air near the earth’s surface rises quickly and cools. The moisture condenses to form rain droplets and dark thunder clouds.Thesestormsaredefinedbylightningandareoftenaccompaniedbyhail,heavyrain,strongwindsandsometimestornadoes.Non-severethunderstormstypicallylastaboutanhour.Severethunderstormscanlastseveralhours.

During a thunderstorm the air is charged with electricity. Bolts of lightning hit the ground at about 40,000 km per second—so fast that the series of strikes hitting the ground appear as a single bolt.

WHAT TO DO WHEN THERE IS LIGHTNING

1. Ifindoors,stayawayfromwindows,doors,fireplaces,radiators,sinks,bathtubs,appliances,metalpipes,telephonesandotherthingswhichconductelectricity.

2. Unplugelectronicequipment.You canstilluseacellularphone.3. Whenoutsidestayawayfromtallobjectssuchaslargetrees,towers,metalfencesorpoles.

THUNDERSTORMS

LIGHTNING

Hail forms when updrafts in thunderclouds carry raindrops upwards into extremely cold areas and freeze layer upon layer until they are too heavy and fall to the ground. Hailstones vary in size from peas to grapefruits and fall at great speed. People have been seriously injured by hailstones.1. RoutinelymonitortheEnvironmentCanadaweatherforecasts,watchesandwarningsforthunderstorms(which mayincludehail).

2. Whenhailorthunderstormsthreatentooccur,seekshelterinasolidbuildingandstayawayfromwindows,glassdoorsor skylights.

3. Ifyouareinavehicle,findaplacetosafelypulloffroadwaysandprotectyourselffrompossible shatteredglass.

4. Ifcaughtoutdoorsandthereisnoavailableshelter,crouchdown,faceawayfromthewindandprotectyourheadandneckwithyourhands.

5. Lookoutforfloodedareas.Excessivehail(whencombinedwithheavyrain)canplugstormdrainsandsuddenlycreatelocalflooding.

HAIL SAFETY TORNADOES

Tornadoes are violent windstorms identified by a twisting funnel-shaped cloud.Theyarealwaysproducedbythunderstormsbutnoteverythunderstormproducesatornado.Theytravelbetween20and90km/h,areerratic,andcanchangecoursesuddenly.Do notchasetornadoes.Tornado Watchmeanstheweathercoulddevelop a tornado. Tornado Warningmeansatornadohasbeenseenoritisverylikelythatonewilldevelopshortly.

Gotothebasementortakeshelterinasmallinteriorgroundfloorroom,closetorhallway.4. Protectyourselfbysittingunderaheavytableordesk.5. Stayawayfromwindows,outsidewallsanddoors.6. Donotuseelevators.7. Avoidlargehalls,churches,arenas,etc.:theirroofsaremorelikelytocollapse.8. Stayclosetotheground,protectyourheadandhidefromflyingdebris.

TORNADOES

A heavy rainfall can result in flooding. This is particularly true when the ground is frozen or already saturated from previous storms.Floodsmayalsoresultifaheavyraincoincideswithspringthaw.Inpreparationfortheseason,checkyoursumppumpandbackwatervalve.1. Avoiddriving,walking,orswimminginfloodwaters.2. Donotdrinkfloodwaterorfoodcontaminatedbyit.3. Stayawayfromhighwater,stormdrains,ditches,ravines, orculverts.Evenmovingwateronlysixinchesdeepcanknockyouoff yourfeet.

4. Movetohigherground.5. Knowwhereyourchildrenare.Keepthemawayfromwashedoutroadsanddrains.

6. Ifyoucomeuponafloodedroadway,neverdrivethrough it.

IF YOU ARE DRIVING:1. Drivetoanearbyshelterandgetinsideimmediately.2. Donotseekshelterunderanoverpassorbridge.3. Ifyouareunabletodriveandthetornadoisclose,getoutofyourcarandtakecoverinalow-lyingarea,suchasaditch.Protectyourhead.

4. Ifyouarecaughtinavehiclebyextremewinds,parkoutofthetrafficlanesandstayinthecarwithyourseatbelton.Coveryourheadandkeepdownbelowthewindows.

5. Bewareofflyingdebris.

HEAVY RAINFALL / FLASH FLOOD FLOODING

Flooding in Brandon is historically the result of three things: heavy sustained rainfall, spring run-off as water moves over-land to the Assiniboine River, and the river itself overflowing its banks.Sincemanagingrecentrecordfloodthreats,theCityhasfortifieditsfloodmanagementinfrastructurewithclaydikes,strengthenedstormsewergates,establishedpumpingstations,andcreatedreservoirs.Theresponseteamnowhasawealthoffloodmanagementknowledge.

WHAT TO DO BEFORE A FLOOD

1. Installabackwatervalveonyoursewerlinetothestreet.2. ConsultwithCityOfficialsbeforealteringdrainage.3. Takeprecautionstosafeguardorminimizedamagetoelectrical,naturalgasorpropaneheatingequipment.Consultyoursupplierforinstructions.

4. Payattentiontotheweatherandlistentotheradioorreviewwebsitesforupdatedinformation.5. Removetoxicsubstances(pesticides,oils,etc)topreventharmingtheenvironment.6. Movefurniture,electricalappliancesandotherbelongingstofloorsabovefloodlevel.7. Makearrangementsforpets.8. Bepreparedtoevacuate.

FLOODING

Hazardous materials are chemicals that are harmful to humans and to the environment. Accidents involving hazardous materials may require us to take action to protect ourselves.Peoplemaybeexposedtoahazardousmaterialwhenthereisafireoranaccidentalspill.Apowdermaybeblownbythewindorcarriedthroughthecommunityonvehicletires.Smokeandheatfromafirecancarryhazardousmaterials.Aspillonthegroundcanevaporateandentertheair.Achemical,suchasammoniaorchlorine,mayalsobereleasedasagasandmixwiththeair.Somehazardousmaterialsareflammable,someareexplosive,andsomeareboth.Thehazardousmaterialmaybeseenasacloudoritmaynotbeseenatall.Sometimeswemaybeabletosmellortasteahazardousmaterialtowarnusofitspresence.Butthisisnotalwaysthecaseanditisnotthesameforeverybody.Theeffectthatahazardousmaterialmayhaveonourbodiesdependsonitsnature,strengthandthelengthoftimethatweareexposed to it.

DURING A FLOOD

1. Stayawayfromtheriverandanywaterflowingtowardstheriver.2. Stayawayfromfloodedareasandfloodedbuildings.3. Donotwadeinfloodwaters.Thestrongcurrentmaysweepyoudownstream.4. Donotallowchildrentogonearfloodedareas.5. Donotusepleasurecraftsontheriver.6. Donotdrivethroughfloodwaters.7. Avoidcrossingbridgesifthewaterishighandflowingquickly.8. Beawarethatfloodwaterandwellwatermaybecontaminated.Informationwillbeprovidedby the MedicalOfficerofHealth.

Animportantthingtorememberisthatyoudonotwanttogetanyofthehazardousmaterialonyou.Ifitisintheairoronyourskinitmaybeabletoenteryourbodyandcauseyouharm.Takeactiontoprotectyourself.Donotvisittheaccidentsite.Listentoalocalradiostationandifactionsarerequiredbyresidentsyouwillbegiveninstructionsaboutwhattodo.Reviewtheshelter-in-placeandevacuationinformationinthis guide.
