Dear Mr. McConnell:
On December 26, 2002 during routine biweekly water sampling of monitor well IJ-13P, the multipleparameter upper control limit (UCL) was exceeded for alkalinity and sulfate. As required by LicenseCondition 11.2 of Source Materials License SUA-1534, a second sample was collected within 48 hoursand analyzed for the five excursion indicator parameters. Although the results of the second sample weregenerally lower, two of the five excursion indicators continued to exceed the appropriate UCLs. Basedupon these results, IJ-13P was placed on excursion status. In accordance with License Condition 11.2,CBO increased the sampling frequency for IJ-13P to weekly.
By letter dated September 29, 2003, Source Materials License SUA-1534, Condition 11.2 was amendedremoving sodium and sulfate as excursion indicator parameters. It was determined that the threeparameters, alkalinity, chloride, and conductivity were sufficient to detect well field excursions and thelicense was amended accordingly.
Weekly samples were obtained from December 26,2002 to March 29,2011. The samples collected onFebruary 1, 8, 15, and 22, 2011; and March 1, 8, 15, 22, and 29, 2011 were below the excursion criteria

as stated in License Condition 11.2. You will note that CBO did not remove the well from excursionstatus on March 8, 2011, even though six consecutive weekly samples had been below the excursionparameters. Due to a steady upward trend in alkalinity, CBO continued to sample the well until the trendwas reversed. Based on these results, CBO is removing IJ-13P from excursion status and is returning itto routine biweekly sampling. Attached are copies of the analytical data for each of the last six weeklysamples and graphs for each parameter covering the period of November 16, 2010 to March 29, 2011.
You will note that water level data is not available for this well for the sampling events that haveoccurred since February 1, 2011. With permission from NDEQ, this well was connected to therestoration circuit and allowed to run continuously, thus making it difficult to collect meaningful waterlevel data.
