Electronic Cargo Tracking Note
Any cargo, loading or unloading in Cameroon must be covered by an Electronique Bordereau de Suivi Cargaison / Electronic Cargo Tracking Note (BESC/ECTN) validated by the Conseil National des Chargeurs Camerounais / Cameroon National Shippers Council [CNCC - www.cncc-cam.org] or its representative as per ministerial order n° 00557/MINT of 11/07/06 and order #000289/MINT of 05/03/07. This note must be issued for all shipments/Bills of Lading [B/L] to Cameroon.
The CNCC previously entrusted Phoenix Europe Express with its European representation for the tracking and validation of BESC/ECTN but this contract will now expire on 31/03/15. A comprehensive list of agents follows:

Export Cargo
Shippers must obtain a BESC from CNCC office in Douala prior to loading cargo, and attach it to export customs documents. Should they fail to do so, they can still obtain the document within 5 days following vessel’s sailing date with, however, a penalty which may arise to 50 % of BESC initial amount. Import Cargo
Shippers must obtain a BESC from CNCC agent in the country of origin prior to loading cargo. The Bill of Lading must state the BESC number. Should shippers fail to follow the procedure, they may still obtain the mandatory document within 5 days prior to vessel’s arrival date with, however, a penalty which may arise to 50 % of BESC initial amount. Transhipment/Transit Cargo
The BESC does apply to transit and transhipment cargo.
One cargo tracking note must be presented: per B/L for containers [maximum 10 TEUS per BESC i.e. 5x40’ or 10x20’ containers]. per B/L for the break bulk.(max 300 ton per ECTN) per wheeled vehicle by Ro/Ro.

Mention the EBSC number on the Bill of Lading [B/L] & the manifest

Pre-Shipment Inspection
Cameroon requires that Pre-Shipment Inspection [PSI] - Déclaration d'Importation [DI] - is carried out for all imports into the country. This exercise is undertaken in the port of load country for the purpose of Customs clearance of the goods. PSI is mandated by the Cameroon Ministry of Economy and Finance as per order 00268 dated 15/12/95.
PSI is managed by SGS.
