from the electors to borrow $15 mil-lion over 15 years.

Renewing old water mains as well as replacing the city’s drinking water system, which will be decom-missioned when BC Hydro starts its John Hart Dam upgrade project, are just some of the items the city is looking to borrow money for.

Coun. Andy Adams said Tuesday that aging infrastructure is not a problem unique to Campbell River

and addressing it is a priority for council.

“Upgrading infrastructure is a burning issue all across the country and I think through our long-term planning and strategic priorities, we’ve identified that sewer, water, and roads are important,” Adams said. “This is putting a funding mechanism in place…and also have matching funds in place to seek grant opportunities should they

include the water intake system (part of BC Hydro’s John Hart upgrade); water main improvements; a water booster pump station; a main chlo-rine facility upgrade; a Beaver Lodge reservoir expansion; as well as four sewer projects.

amounts would be borrowed over 15 years.

With the Alternate Approval Pro-cess, Campbell River voters will be giving the city permission to go ahead with the borrowing unless 10 per cent of the electorate (2,401 of the 24,011 eligible voters) objects by signing an elector response form, in which case the city would have to hold a referendum.

Mayor Walter Jakeway, along with councillors Larry Samson and Ron Kerr, was opposed to the city borrow-ing the money because he felt council was going about it undemocratically.

“I don’t agree with the Alter-nate Approval Process, I don’t believe it’s democratic,” Jake-way said. “Most people don’t even know about it (Alternate

Approval) until it’s over. We have an election in a year and a half, put it on there as a ref-erendum question.”

Jakeway also said city hall first “needs to get its costs under control” before it goes and borrows more money.

Coun. Samson had similar views.

“Some of my concerns are one, I believe it should be a referendum – you get a more accurate outcome,” Samson

said. “Other concerns were holding this over summer holidays…and I believe that the capital expenditures here are just too aggressive when how do we know what we’re facing? I believe we’re facing increasing costs because of the amount of development we’ve been seeing in our com-munity.”

Coun. Claire Moglove tried to ease some of council’s con-cerns by reminding council-

lors that even if the electorate gives its permission through the approval process, while it gives the city the authority to borrow the money, it does not mean the city has the go ahead to do the projects. Each project would still have to come back to council for approval.

The Alternate Approval Process is expected to start around the last week of August and electors have

until Sept. 23 to sign an elec-tor response form if they dis-agree with the city borrowing the money.

The forms are available at the city clerk’s office at city hall, 301 St. Ann’s Rd., and on the website at www.campbell-river.ca and must be submit-ted to the City Clerk, City of Campbell River, 301 St. Ann’s Road, Campbell River, BC, V9W 4C7, by mail or in per-son before the deadline.

Fisheries and Oceans Canada has been fielding complaints from several upset Quadra Islanders who witnessed a luxury yacht disturb a pod of orcas – some of them reportedly babies.

Leri Davies, spokes-person for Fisheries and Oceans, said the department has opened a preliminary investiga-tion into what happened Thursday evening off the east side of Quadra Island.

“Several complaints were launched about this one incident,” Davies said Monday afternoon from the department’s Vancouver office. “We’re trying to narrow down what happened and then determine if there is enough evidence to pursue a formal investi-gation.”

Quadra resident Gary Falck, who witnessed the incident from his home, said he was one of the witnesses who alerted Fisheries and Oceans.

Falck said at around 7:45 p.m. Thursday evening, his neighbour called him to tell him there was a pod of about five to seven whales (two to three juveniles) head-ing south down the back side of Quadra.

“I started taking pic-tures of them because they had little babies,” Falck said. “The next thing I see a boat bee-lining it from Cortes/Marina Island way. He’s coming at a high speed, he’s within 20 to 30 feet of them – a big, 80-foot yacht.”

Falck said the boat was close enough that he was able to take down the name of the yacht – the Amnesia IV – which is based out of Vancouver.

“He basically was so close we thought he may run aground,” Falck said. “He actually forced the whales in closer (to shore) than they nor-mally are when they come by here.”

Falck said the yacht, which he claims was closer to the whales than the boat’s dinghy was to the yacht, allegedly followed alongside the whales with its engine running for about 15-20 minutes in front of his home and then went out of sight.

He said his neighbours to the south, however, saw the boat continue to follow the whales for another 10-15 minutes until they disappeared from sight.

Falck said the whales seemed distressed and one particular orca who appeared to be the alpha male, tried to rescue his family.

“The whales appeared r at he r d i s t r au g ht ,” Falck said. “One actu-ally turned around, it appeared to be trying to lead the pod away from the boat. It was a little disturbing for those of us who watched them. I can see if you’re trying to get pictures but go down, sit there and turn your engine off and hope they come over to you, but don’t do (what they did), that’s really bad.”

Falck said when he reported the incident to

Fisheries and Oceans, he was asked if he would be willing to testify in court, should it come to that. Falck agreed without hesitation.

Falck said the incident was reminiscent of the Carl Petersen case three years ago but worse in his view.

In the Petersen inci-dent, the Quadra Island man was fined $7,500 after being convicted of disturbing marine mammals and harass-ing a threatened species.

Petersen was out on his boat trying to get a photo of some killer whales for a friend and got as close as 15-25 metres behind the whales.

According to whale watching guidelines, boaters are expected to remain at least 100 metres away from orcas laterally.

The maximum fine for offenders is $100,00 under the Marine Mam-mal Regulations and $250,000 under the Spe-cies At Risk Act.

Under the Act it is ille-gal to harass a member of a wildlife species that is listed as endangered or threatened. B.C.’s two resident killer whale populations are listed as endangered (southern residents) and threat-ened (northern resi-dents) under the Act.

Pursuant to Secti on 86 of the Community Charter, the City of Campbell River hereby gives noti ce that it is seeking the approval of the electors of the City of Campbell River by an alternati ve approval process. This alternati ve approval process applies to the enti re City of Campbell River.

The Community Charter authorizes council to adopt a loan authorizati on bylaw for the purpose of borrowing funds that will be used to replace capital infrastructure. Loan authorizati on bylaws may only be adopted with the approval of the electors. Approval of the electors may be obtained by an alterna-ti ve approval process. The City obtains the approval of the electors if not less than 10% of the electors reply to the City using an elector response form to indicate their oppositi on to the proposed bylaw.

The questi on before the electors is whether they are opposed to the Campbell River City Council adopti ng Loan Authorizati on for the Esti mated Cost of Water Infrastructure Upgrades Bylaw No. 3518, 2013. This bylaw, if adopted, will allow the City to borrow up to $10,200,000 over 15 years to replace and upgrade water infrastructure in the City as per the 2013-2017 fi nancial plan bylaw. The annual cost of borrowing will be paid for by uti lity user fees over 15 years which has been refl ected in the 2013-2017 fi nancial plan bylaw.

The number of eligible electors in the City of Campbell River is esti mated to be 24,011. The Council for the City may proceed with adopti on of “Loan Authorizati on for the Esti mated Cost of Water Infrastruc-ture Upgrades Bylaw No. 3518, 2013” unless, by the deadline set out below, at least 10% (2,401) of the esti mated number of electors in the City of Campbell River have signed and submitt ed individual elector response forms indicati ng that Council may not proceed with adopti on of the bylaw without fi rst receiving the assent of the electors by other voti ng.

There can be no doubt Pamela Wallin has joined a select, but unenviable, group of senators, following fallout over her “troubling” travel expenses.

The ostracized few – including fellow former Conservatives Mike Duffy and Patrick Brazeau – are no longer permitted to charge travel expenses other than direct flights to and from their home ridings.

Wallin’s apparent habit of charging taxpayers for sidetrips to Toronto, while

travelling between Saskatchewan and Ottawa, is part of a pattern that led auditors to call for her to repay more

than $121,000 of her travel claims for 2009-’12.Wallin argues auditors used 2012 rules to evaluate

pre-2012 expenses and suggests some discrepancies are a result of sloppy bookkeeping. Others suggest senators were given erroneous information when they assumed their duties. None of which alters the fact that Wallin – as a former high-profile TV personality, like the previously disgraced Duffy – should have known the damage bad optics have done time and again to political figures, particularly when there is any suspicion of misuse of the public dime. It’s no secret that Wallin – like Duffy – was an appointee of Prime Minister Stephen Harper, and that both were vociferous in campaigning on behalf of his

party. Could that have accounted for a certain sense of invulnerability on her part?

While the Conservatives have since done everything they can to distance themselves from Wallin, Harper has not escaped criticism for giving Wallin’s expenses a clean bill of health as recently as February. By May, Wallin was asked to resign from the Conservative caucus.

Constituents could be forgiven for asking what changed about Wallin’s expense claims, between February and May, to alter Harper’s tune so dramatically on such an ardent – and presumably useful – supporter in the red chamber.

I have been following this issue with great interest, and am astounded by the indecisiveness of Council on this matter.

The all or nothing approach that the original bylaw pro-posed was heavy handed and inflamed the issue.

The proper approach it seems to me would be to permit the use of sea cans on industrial or light industrial areas and to track and regulate by charging a nominal permit fee. On construction sites no permit fee should apply but their use should be limited to the duration of the project. As far as residential use goes, I ask myself the question “Would I be happy to see a container on my neighbor’s property?” The answer to this question is an emphatic no. That being said they should be permitted on residential property by permit, 30,60 or 90 days only, as I can see their value when one is doing, for example major renovations on their resi-dence.

The tendency to study things to death just to reach an almost foregone conclusion seems to be a hallmark of the current administration.

Blindly obeying my GPS leads me into troubleWell, I’m back from two weeks on the

road. Annual summer vacation road trip.

Despite the fodder it provides for movie comedies, I like road trips. You get to see a lot of places and I just love seeing the miles roll under my tires.

We went from here to Seattle for a few days and then scooted across Washing-ton state to Spokane for a few more and then headed north to the Kootenays before turning our wheels to home.

One of the stops we made was in Cran-brook, B.C. I have some history with Cranbrook in that I fell in with a bunch of people from Cranbrook during my university days. So I feel I have a con-nection with “The Brook.”

It’s a nice place being so close to the

Rockies. I have to say, though, I was sur-prised to see how many restaurants that city of only 20,000 has. Where our hotel was on the highway strip, there had to be more restaurants in a two or three-block stretch than in all of Campbell River. And I don’t mean just fast food places.

Is their highway that much busier than ours? I wonder. There’s not as much attempt at attracting business along our Inland Island Highway as there is in those Kootenay communities. Does the amount of traffic warrant it?

And speaking of traffic, man is Seattle a horrendous place for traffic. American cities do seem to love those cloverleafs and off ramps. Vancouver’s traffic is bad enough for me but Seattle is worse.

We navigate with our GPS a lot now.

Because it’s taken the place of the old fold-out map on the lap, whenever it blared “take the exit on the right” I had no idea where I was. We had to trust in the GPS and that sometimes wasn’t always a good thing. A couple of times when the GPS declared “You have arrived” we looked around at a residential cul de sac it had plunked us into when we were expecting an office building or a restaurant.

My favourite was when the GPS told us to take the exit on the right, which I dutifully did and then it almost immedi-ately told us to merge to the left and back onto the same freeway we had just come off! What was that all about?

Meanwhile, back home just before I left, that steel container issue had blown

up. Of course, everywhere I went in Washington and B.C., I saw steel con-tainers. My hotel in Seattle had one in the parking lot. They were doing some renos on the hotel but it made me laugh to see it sitting there.

Before I left, I had asked if Ted Arbor was serious about the containers being used as alternative housing. Well, Ted e-mailed me some links to places where the containers were indeed being used as alternative housing. And some of them were pretty nice. They didn’t just move furniture into the steel box, of course, they were modified. They looked very feasible, particularly as cottages and rural cabins. But they could also serve as sheds and service buildings.

Campbell River and Victoria led the way in construction activity on Vancouver Island this past spring.

According to the The Vancouver Island Construction Association, the industry experienced an upturn in activity from April to June thanks to surge in institutional and

Bigg show wraps up a summer of stories

After a summer full of great stories, it’s time to indulge in a good laugh with Trent Arterberry’s mime and puppetry-laden “Bigg Show” for kids and families at the Campbell River Library.

Arterberry has been entertaining audiences for over three decades using comedy, music and timeless themes to engage viewers in his stories.

In the Bigg Show, the agile performer fends off sharks in a slow-motion underwater adventure as Scuba Dude and then switches gears to become Mr. Bigg himself, a Las Vegas dancing star in the form of a three-foot-tall human puppet who grooves to rap and Russian

folk tunes. This Big Show on on Friday, Aug. 23, 2 p.m., is also the culmination of the Summer Reading Club activities that have been going on at Vancouver Island Regional Library branches.

There are more than 350 club members in Campbell River, aged 12 and under. These kids have been keeping track of how much they’ve been reading (or been read to) all summer, and everyone who’s filled up their reading records by reading every day for seven weeks will be receiving a medal.

The Campbell River library has hosted over 200 children at weekly storytelling events throughout the summer.

Beginning this September

Wi-Fi hot spots are expected to soon be pop-ping up all over the city after council took Shaw up on its offer to pro-vide free wireless service around the community.

Shaw approached the city with a proposal to deliver free Wi-Fi in Campbellton, Willow Point, the downtown core, and at several city-owned facilities.

Council, at Tuesday’s meeting, directed city staff to negotiate an

agreement with Shaw to provide the free Wi-Fi and allow access to city infrastructure, such as street lights, for the nec-essary equipment.

Shaw’s offer comes seven months after Mayor Walter Jakeway asked staff to look into free Wi-Fi coverage around the community.

“It just seems like exactly the right thing with so many people having digital devices that are mobile,” Jake-way said in January after noticing Langford had Wi-Fi hot spots strate-

gically placed around town. “I just thought it was a great idea.”

Warren Kalyn, man-ager of information ser-vices for the city, said at Tuesday night’s council meeting that Shaw is pro-posing to deliver Wi-Fi capabilities as long as the city provides access to its infrastructure, such as street lights, traffic signals, crosswalk signal poles, municipal build-ings, and hydro poles, to string the transmitters.

“ This ser vice has been offered to several municipalities through-

out Canada with varying degrees of acceptance,” Kalyn said. “Council has reviewed a number of concerns about wireless radio frequency (RF) emissions. The RF expo-sure levels from Wi-Fi are well below Canadian and international safety limits.”

S h a w ’s p r o p o s a l includes 92 different Wi-Fi access points throughout the city, which the city would have the final say on.

Those access points are: 11th Avenue which would cover from Dog-

wood Street east to Shoppers Row; Shop-pers Row; Campbellton (industrial area between Highway 19A and High-way 19 and the Campbell River); Merecroft Village; and Willow Point.

Additional points pro-posed for free Wi-Fi are: Discovery Pier, Robert Ostler Park, Dick Mur-phy Park, Rotary Beach Park, Frank James Park, McCallum Park, Centen-nial Pool, Willow Point Park and the Sportsplex.

Guest access to these hot spots for non-Shaw customers would be lim-

ited to 500 mb per month on downloads.

Kalyn said that would allow Wi-Fi users access to their e-mails, enable them to surf online websites and would be a significant asset to tour-ists who could use their mobile devices to look at online maps and search the Internet for infor-mation. Once the agree-ment is in place the city is expected to receive a one-time funding of $200 per access point to cover incidental costs over a five-year term, anticipated to be $18,400.

The city also had the choice to adopt a model which would have only allowed existing Shaw customers to access the free Wi-Fi spots and Shaw would have provided the city with $23,000 per year in rev-enue in exchange for access to city infrastruc-ture.

son, the only council-lor to oppose the deal, didn’t agree with council choosing the lesser, one-time $200 contract.

“It almost seems like it’s a subsidy to a pri-vate company, that we’re allowing them the use of our infrastructure for a nominal fee over five years when for com-mercial access we’d get almost five times that amount,” Samson said. “To me that doesn’t sit right.”

City Manager Andy Laidlaw explained that under the deal which al lows al l residents access, Shaw is providing a benefit to Campbell River’s citizens in lieu of paying rental costs to the city for use of its infrastructure. Under the model that would have allowed only Shaw customers access to the Wi-Fi hot spots, Shaw would pay monetary rental fees to the city.

Popular instructor Claudia Lorenz will be at the Gallery this weekend to teach a two-day workshop about iPads, iPhones and their options and potential for photographic manipula-tion.

Lorenz will help blow your creative process wide open and help you get the quality of image you’ve always wanted from these devices.

Lorenz has a Masters in Education and more than 20 years experi-ence in photography. Her images have been

exhibited and published at both ends of the conti-nent and she is currently working on two book-format collections. Her unique Chatauqua-style teaching is highly acces-sible and entertaining. She is also an instructor

at the University of Vic-toria.

The cost for the work-shop is $168 for gal-lery members and and $178.50 for non-mem-bers. The workshop runs from 10 a.m. to 4 p.m. each day.

With a bit of fi nancial family planning, you can take advantage of tax savings and other programs that will reduce your child-raising costs and provide additional fi nancial support when you need it. Your planning starts here:

Tax full advantage of tax deductions, credits and benefi ts. There are certain eligibility conditions that must be met but look carefully at these tax-reduction and income opportunities:

• Child care expense deduction for an eligible child care provider, day nursery school, day-care centre, or an educational institution that provides child care services. For a child not claiming the disability tax credit, the maximum child care expense

amount is $7,000 for each child under seven at the end of the year.

• Eligible dependent tax credit can be claimed by an unmarried person not living in a common-law partnership and a person who is married or in a common-law partnership but not supported by their partner. The amount of the credit is reduced by income earned by the dependent.

• Children’s fi tness and arts tax credits allow you to claim up to $500 per child for prescribed programs of physical activity and artistic, cultural, recreational or developmental activity.

• Canada child tax benefi t which is a non-taxable amount paid monthly to eligible families to offset the costs of raising children under 18. You must apply for this benefi t.

Universal child benefi t of a taxable $100 a month to families for each child under six. You must apply for this benefi t unless you already receive the Canada child benefi t.

• Maternal/paternal

Employment Insurance (EI) benefi ts when on maternity/parental leave of approximately 55% of average insurable weekly earnings to a yearly maximum of $47,400. You can apply for this benefi t before giving birth and actually start receiving it during the eighth week before your due date. If you are adopting, benefi ts are paid starting from the date the child is placed with you. The benefi t spans 52 weeks but can be divided between both parents for a maximum of 35 weeks.

Raising children is wonderful but can also be expensive. To do so as economically as possible and to realize all your other fi nancial dreams, talk to your professional advisor.

As a fundraiser for Cortes Island’s not-for-profit, volunteer-run museum, the Cortes Museum & Archives Society is hosting a sum-mer cruise aboard Misty Isles.

The final cruise is a trip to Desolation Sound on Aug. 24. Desolation Sound is a favourite destination for boat-ers from all over the Pacific Northwest. Its many inlets, islets, coves, and bays support a wild variety of wildlife, and comprise the Desolation Sound Provincial Marine Park.

This deep-water sound is also well-known for its

spectacular fjords and dramatic mountains, as well as for its history as the anchorage for British and Spanish explorers of the late 1700s.

You’ll also hear stories about First Nations peo-ple and the age of explo-ration.

Misty Isles departs

Cortes Bay at 10:30 a.m. and returns around 5 p.m.

The fee for each trip is $120, including tax. Off-island participants should catch the 8:30 a.m. ferry from Camp-bell River to Quadra Island on the morning of their selected trip.

Participants can then leave their car on Quadra and walk on the 9:05 a.m. ferry to the day’s first sailing to Cortes. Walk-ing on will ensure that participants do not miss the ferry, or the Misty Isles departure from Cortes.

Transportation from the Cortes ferry dock to the departure point on Cortes (as well as back to the 5:50 p.m. ferry off of the island, if necessary) is available for each of these trips at no extra cost.

Last two cruises help support Cortes MuseumCruise on the Misty Isles and support the Cortes Museum.

A handful of engineers volunteered their time last Friday to improve the safety of a popular Wil-low Point walking trail.

Crews from OnSite Engineering replaced all of the wooden planks along the top of the foot bridge in the Wil-low Creek Conservation Area. They were joined by one staffer and two summer students from the Nature Trust of Brit-ish Columbia – the land-owners of the Willow Creek trails which can

be accessed off of Wil-low Creek and Twillin-gate roads.

“It was a joint volunteer day,” said Melissa Fietz, a junior engineer with OnSite. “They replaced the deck; the deck was rotten and it was going to be a hazard to the public.”

The bridge, which was built in 1995, also under-went structural upgrades last year courtesy of OnSite. The project, which took six workers six hours to complete,

was valued at $3,000 but was carried out free of cost thanks to dona-tions. Dove Creek Tim-

ber donated the lumber, Home Hardware pro-vided a metal lathe and screws, while Wind-

sor Plywood donated the cedar wood. OnSite donated the rest of the materials and the labour.

Beloved mother, grandmother, sister, aunt and friend, Louise passed from this life to the next on August 17, 2013. She was predeceased by her husband, Viggo of Lihme, Denmark and survived by

her daughters Anita (Richard) Dougherty of Prince George and Marianne Currie (Paul) of Campbell River as well as her dear grandchildren Christian, William, Alexa and Olivia. She was so proud to have seen them all graduate! She also leaves her beloved sisters Evelyn (Russ) Bowers of Cumberland and Phyllis Johnson (David) of Harare, Zimbabwe, her older brother John (Rose) of North Battleford, Saskatchewan, niece Judy Lanyon (Jody) of Courtney and special friend Charlotte Hayman, who was among those with Mom at the end. There are also many other loved and devoted nieces and nephews missing her, as well as her devoted silky white dog, Chobe. She began her career as a teacher in a one-room schoolhouse called Deer Run near Turtle Lake, Saskatchewan and retired from teaching as an elementary school principal at Pineridge Elementary in Kamloops, B.C. She also spent time working with Simon Fraser University and Cariboo College as a faculty advisor to teachers in training. Her work with the P.E.O Sisterhood was pivotal in her life (LIPEO) as was her work in the Campbell River soup kitchen and her relationship with her church family at St. Peters Anglican Church. Her dear friends are too numerous to mention. You know who you are. She cherished each of you. Her friendships extend from her early life in Saskatchewan, to Gunnar Mines, Saskatchewan where she met Viggo, to Kamloops and Campbell River. She made countless meaningful connections with people and was a teacher and helper to the end. An adventurer in spirit, connected to the land through her prairie origins, she always knew the backroads. Special thanks to Dr. Larry Ness. Mom adored you. Thank you also to the nurses and caregivers at the Campbell River hospital, with special thanks to Sharon who made two very difficult days better for us with her caring heart. We extend our sympathies to her dear friends and relations. Your loss will be deeply felt. Funeral services will be held at 2:00 on Friday, August 23 at St. Peters Anglican church. in lieu of flowers please make a donation to the PEO Sisterhood Chapter AZ of Campbell River who work to help women further themselves as our mom was able to do.

Bert in 2003. She is lovingly remembered by her children Carol, Joanne, Fred and Sheila, the children’s spouses Stan, Len, Christine and Rod, as well as 6 grandchildren; Ivan, Jesse, Tyler, Victoria, Courtenay, Kaylan and 2 great grandchildren; Bryson and Jaiden.

A memorial service will be held next year to spread Terri and Bert’s ashes.
