PhillipAtibaGoffistheinauguralFranklinA.ThomasProfessorinPolicingEquityatJohnJayCollegeofCriminalJustice.Heistheco-founderandpresidentoftheCenterforPolicingEquity(CPE),andanexpertincontemporaryformsofracialbiasanddiscrimination,aswellastheintersectionsofraceandgender.Dr.Goffservesasone

offourPrincipalInvestigatorsfortheCPE’sNationalJusticeDatabase,thefirstnationaldatabaseonracialdisparitiesinpolicestopsanduseofforce.

Morerecently,Dr.GoffledtheCPEinbecomingoneofthreePrincipalInvestigatorsfortheU.S.DepartmentofJustice’sNationalInitiativeforBuildingCommunityTrustandJustice,whichwillcontributeinformationtotheNationalJusticeDatabase.

Dr.Goffconductsworkexploringthewaysinwhichracialprejudiceisnotanecessarypreconditionforracialdiscrimination.Thatis,despitethenormativeviewofracialdiscrimination—thatitstemsfromprejudicedexplicitorimplicitattitudes—hisresearchdemonstratesthatsituationalfactorsfacilitateraciallyunequaloutcomes.

Dr.Goff’smodelofevidence-basedapproachestojusticehasbeensupportedbytheNationalScienceFoundation,DepartmentofJustice,RussellSageFoundation,W.K.KelloggFoundation,OpenSocietyFoundations,OpenSocietyInstitute-Baltimore,AtlanticPhilanthropies,WilliamT.GrantFoundation,theCOPSOffice,theMajorCitiesChiefsAssociation,theNAACPLDF,NIMH,SPSSI,theWoodrowWilsonFoundation,theFordFoundation,andtheMellonFoundationamongothers.Dr.GoffwasawitnessforthePresident’sTaskForceon21stCenturyPolicingandhaspresentedbeforeMembersofCongressandCongressionalPanels,SenatePressBriefings,andWhiteHouseAdvisoryCouncils.
