Overview:
• The owner, Calloway REIT (Bramport) Inc., is constructing several single and multi-
tenant buildings as part of a commercial development located on the southwest
corner of Airport Road and Bovaird Drive East.
• An application for a site-specific amendment to the Sign By-law has been submitted
to allow for the developer name and logo (Smart Centres) to be prominently
displayed on the feature wall at the corner of Bovaird Drive and Airport Road, one of
the City's major arterial intersections. The Sign By-law does not permit advertising
on a corner or entryway feature wall.
• Signage permitted on the property includes two ground signs, wall signs on each of
the buildings as well as directional signs at the driveway entrances which are
permitted to include the developer's corporate logo.
• The corner feature wall was required as part of a civic design feature through the site
plan approval process. The masonry feature wall was designed to include a rose
logo plaque and the words City of Brampton. It was not intended to facilitate the
promotion of the name and logo of the developer/owner.
• The approval of a site-specific amendment to the Sign By-law to permit
advertisement of the developer/owner on a landscape feature wall, therefore, is not recommended.
• It is also noted that the feature wall, as illustrated on the approved site plan
drawings, supports the Brampton Gateway Beautification Program. The inclusion of the developer or owner name and logo on this feature is not consistent with the City's Gateway Beautification Program.
• Public notice has been provided pursuant to the Procedure By-law.
Recommendations:
1. THAT the staff report dated March 4, 2009 and entitled "Recommendation Report
- Proposed Site Specific Amendment to the Sign By-law by - Calloway REIT
(Bramport) Inc."be received;
2. THAT the applicants request for a site specific amendment to the Sign By-law be
refused; and
3. THAT the applicant be responsible for the cost of the public notification.
Background:
The owner, Calloway REIT (Bramport) Inc., is constructing 17 single and multi-
tenant buildings in two phases of a new commercial development on the southwest
comer of Airport Road and Bovaird Drive East.
In keeping with the City of Brampton Gateway Beautification Program, a comer
feature wall was required through the site plan process. The comer feature consists
of a masonry wall located immediately abutting the back of the daylight triangle on
the southwest corner of Airport Road and Bovaird Drive.
Through the site plan review process correspondence was provided to the owner
indicating that the feature wall design should be complementary to the materials and
design features of the plaza. The feature wall was designed to showcase the rose
logo plaque and the words City of Brampton. It was specified through site plan
review discussions with the owner that the feature wall was not for the purpose of
advertising the developer/owner.
Provisions within the Sign By-law allow for wall signs on all buildings along with two
ground signs on the property. In addition, the by-law permits directional signs at
each driveway entrance that may include a corporate logo.
Current Situation:
An application for a site-specific amendment to the Sign By-law has been submitted
with a request for permission to display the developer name, Smart Centres, and
their company logo, symbolized by a family of penguins, on the comer feature wall
prominently located on the southwest corner of Airport Road and Bovaird Drive.
The Sign By-law does not permit advertising on a comer or entryway feature wall.
Fi-3 The intent of the corner wall is to provide a unified civic feature at major arterial road
intersections throughout the City and at entrances to major subdivision
developments, not to advertise a specific developer.
It is recommended that the applicant's request to place corporate signage on the
feature wall be refused.
Interdepartmental Comments:
1. Open Space Design & Construction Division of the Planning, Design and
Development Department:
This feature wall is a civic design feature that was required in accordance with
the approved plans in the site plan agreement for Bramport Shopping Centre,
Phase 1, file: SP04-032. Such a feature supports the Council
adopted Brampton Gateway Beautification Program with the intent
of improving the City's image with unified gateway features.
The owner is required to install the wall, as detailed on the approved
landscape plans, behind the daylight triangle and the only name shown on the
wall should be "City of Brampton". The wall is also to be supplemented by a
floral bed in front of the wall consistent with the Flower City Strategy.
In accordance with comments provided to the applicant throughout the site
plan approval process, the wall must include the name City of Brampton and
a space for the corporate rose logo plaque, but it may not contain the
developer / owner name. Excerpts from the approved landscape plans and
associated details and copies of the landscape comments and the site plan
report that address this issue will be provided to you by inter-office mail.
The owner chose to illustrate only the City of Brampton name on the wall on
the final landscape plans they submitted to the City for site plan approval.
Accordingly the only name that should appear on this wall is City of
Brampton, as agreed to by the owner upon signing the site plan agreement.
This wall is a civic design feature consistent with others provided throughout
the City at arterial road intersections and at entrances to major subdivision
developments with the specific intent to enhance and identify the
development areas. The developer name has not been permitted to be placed
on any of these walls, whether located on City land or on private commercial
properties.
Design guidelines for Phase 1 of Bramport Commercial Plaza were not yet
finalized and approved by the City, as prescribed in rezoning agreement
C6E9.4, until the Phase 2 site plan application was in progress. The draft
November 2004 urban design brief for Phase 1 however makes only a
general reference to a wall in feature materials to be provided at the corner of
Airport Road and Bovaird Drive and that signage will be integrated into the
wall design and will be illuminated.
As stated above, the only signage proposed by the developer and as shown
on the approved plans indicates the City of Brampton name.
2. Urban Design Division of the Planning, Design and Development
Department:
The masonry wall located at the south-west corner of the intersection of Bovaird
Drive and Airport Road, is a civic design feature required in accordance with the
approved plans in the site plan agreement for Bramport Shopping Centre,
Phase 1, file: SP04-032.
The wall is already constructed and I believe we are satisfied that the general
design and use of materials and are compatible with the built form and materials
of the architecture of the development.
In addition, the wall must:
. Support the Flower City Strategy,
• Include the name City of Brampton and a space for the corporate logo

To Whom it May Concern:
We are requesting permission to install a wall sign on the landscape wall feature located on the comer of Bovaird dr. and Airport road. This feature was a requirement of our Site Plan approval in 2007 and was built according to all approved plans. We feel that the addition of the signage will add more prominence to the corner and will better articulate the Shopping Centre and the comer feature.
