Third CAN Regional Workshop and Meeting 2015

Dates and Location: 16-23 June, Metro Manila, Philippines

Community Architects Network (CAN) is a program under the Asian Coalition for Housing Rights (ACHR) that links architects, engineers, planners, academic institutes, and community artisans/builders in Asia who work with people-led organisations of the urban poor in the planning, design, management and upgrading of their communities. The network advocates that the poor should play a central role in community planning and in finding solutions to improve settlements and build more inclusive cities. CAN initiates activities for the different groups to support each other’s work and to share experience and knowledge amongst network members. It was established in 2010 with the first meeting-workshop held in Chiang Mai, Thailand.

Workshop description:

The Third Regional Community Architects Network Workshop and Meeting will take place this year in Metro Manila, hosted by the Philippine Alliance organisations of HPFPI (Homeless People’s Federation Philippines Inc.), TAMPEI (Technical Assistance Movement for People and the Environment Inc.) and PACSII (Philippine Action for Community-led Shelter Initiatives, Inc.) (http://www.hpfpi.org/). This year's theme is: Together we CAN! People planning for inclusive future cities. The workshop will regroup over 100 participants from different countries, including CAN members, people’s organisations, representatives of local and international institutions such as public authorities, academics and students, CBOs, NGOs, etc. The workshop will involve several activities, such as the presentation of the Philippine context; the sharing of country experiences and updates on their processes and approaches for community architecture; reflection sessions; exhibits; etc. Additionally, the event will include community fieldwork in two locations in Metro Manila: Intramuros and Muntinlupa City, with the aim of putting into practice the participatory tools and methodologies followed by community architects in working with communities to support and enable people-driven solutions. Intramuros is a heritage site with pockets of informal settlements and is interested in exploring sustainable and participatory options for these settlements in the context of their rivitalization plan. Muntinlupa is an area with several informal settlements located in high-risk zones (e.g. along creeks and lake) and characterized by widespread insecurity of tenure, where the City-wide Development Approach (CDA) is currently being undertaken in order to identify comprehensive and holistic solutions to the area's challenges. The results of the fieldwork will be presented by the communities and discussed with all participants and stakeholders during the Public Forums for each area. These will offer an effective platform to advance in terms of planning, elaborating solutions and building partnerships for the future, in order to support real change.

Fieldwork:

Intramuros: Intramuros is the oldest district and historic core of Manila (16th century), and seat of government during the Spanish Empire. Intramuros was significantly damaged during the Second World War, although it underwent a process of reconstruction staring in the 1950s when it was declared National Historical Monument. It is currently administered by the Intramuros Administration (IA).

As part of its ongoing work towards restoration and conservation, IA is interested in tackling issues of informal settlements within the area and that of housing that does not conform to the architectural requirements set by IA, and for this has welcomed the support of community architects through the CAN regional workshop.

Muntinlupa: Muntinlupa City, located in the South of Metro Manila, situated along the Laguna de Bay lake, which makes it prone to flooding and vulnerable to typhoons. HPFPI and TAMPEI, in partnership with local stakeholders, has been working in this area since January 2015 to carry out the mapping and profiling of existing settlements in order to inform planning as part of the City-wide Development Approach for Muntinlupa City, being championed by the Social Housing Finance Corporation with technical support from the World Bank. Some of the widespread problems of the area are the lack of security of tenure and the risk of eviction, and the location of many settlements in high-risk zones. The workshop will take place here in order to support the ongoing community mapping and planning process in four barangay: Sucat, Buli, Cupang and Alabang. These will be at different stages of mapping, planning and project development. In addition, there will be a focus on looking at overall city planning by working with community networks to ensure a people-driven comprehensive planning process is carried out.
