How were these services paid for? Tides Canada Foundation, the New Venture Fund, based in Washington, D.C.,

and the Gordon & Betty Moore Foundation have also been listed as clients of Popular Change but none of these organizations runs any publicly visible campaigns. This raises questions about why these U.S. organizations are clients of

Popular Change and who benefits from the services that they pay for. 39
