Purpose and Need

1. Improve transportation mobility and capacity and by doing so, improve access and reduce congestion.

2. Enhance the linkage of communities and the transportation system that serves those communities. 3. Accommodate social demands, environmental goals and economic development needs. 4. Improve safety and by doing so, reduce the average crash, injury and accident rates on the roadway network.

• U.S. 15 in Prince William has a 12% higher crash rate than the statewide average for U.S. 15

• U.S. 15 in Loudoun has a 20% higher crash rate than the statewide average for U.S. 15

• Gum Spring Road in PWC has a 55% higher crash rate than the NOVA secondary road crash rate 9

Safer Travel • Crash rates on limited access roads like BCP

are typically two-thirds lower than those of undivided arterial roads like U.S. 15 and rural roads like Gum Spring Road • Fewer conflicts with entering or crossing vehicles • Median separates opposing traffic • 10-foot safety shoulders • Straighter with better sight lines

• Cars will account for 91.4% of vehicles in 2040 • Medium trucks: 5.4% • Heavy trucks: 3.3%

• Route 17/15 preferable for truckers and other long-distance travelers
