IRPS Selection Process
Selection will be done in three stages:-
Prelims Examination
Mains Examination
Personal Interview
Exam Pattern of Preliminary Examination
Paper I is the General Ability Test (GAT) which contains 100
questions of objective type with four options. every question
carries 2 marks. i.e. total marks for Paper-I is 200.
2nd Paper is the Civil Service Aptitude Test generally known as
CSAT which contains 80 objective types of questions of 200
marks. each question carries 2.5 marks.
Paper-II (CSAT) of Preliminary exam is only qualifying in nature
which means the candidate should score only 33% and on the
basis of Paper I candidates are eligible for the next exam i.e.
mains.
Negative marking is also applicable:- One-third of marks allotted
to each question will be deducted for each wrong answer.

Economic and Social Development‐Sustainable Development,

Biodiversity, and Climate Change – that do not require subject

Paper I:- Essay

In this section, the candidate has to write an essay on a specific
subject. A choice of subjects will be given. They are expected to keep
their thoughts close to the subject and organize their ideas
systematically and be concise. Only those candidates who present an
effective and consistent expression are given more recognition. This
test is taken in the medium or language of the candidate’s choice.
Paper-II:- GS Paper I ( Indian culture and heritage, world
history and Geography):-
History of the world, industrial revolution, world wars, re-drawl
of national boundaries, colonization, decolonization, political
philosophies, capitalism, socialism, and Modern Indian history
and major personalities.
Indian culture, aspects of Art Forms, Literature, and Architecture
from ancient to modern times, Salient features of Indian Society,
and Diversity of India.
Natural resources, Important Geophysical phenomena,
earthquakes, Tsunami, Volcanic activity, cyclones, geographical
features, and their location‐ changes in critical geographical
features and in flora and fauna and the effects of such changes.
The Freedom Struggle, important contributors /contributions
from different states of the country.
Role of women and women’s organization, population and
associated issues, poverty, and developmental issues,
urbanization.
Effects of globalization on Indian society Social empowerment,
communalism, regionalism & secularism, world’s physical
geography.
Post-independence consolidation and reorganization within the
country.
Paper III:- GS II ( Governance, Constitution, Polity, Social
Justice and International relations):-

Historical underpinnings of the Constitution, Evolution of the
Constitution, Salient features, Basic structure, Amendments,
Significant provisions, Functions, and responsibilities of the
Union and the states.
Issues and challenges related to the Federal Structure, Devolution
of powers and finances up to local government level, Challenges
in the devolution of power, Separation of powers between
various organs of the government, Dispute redressed mechanisms
and institutions, Comparison of India’s constitutional scheme
with other countries.
Parliament and State Legislatures, Structure, organization, and
function of the Executive and the Judiciary Ministries and
Departments of the Government, pressure groups and formal or
informal associations and their role in the Polity.
Issues relating to the development and management of Social
Sector/Services relating to Health, Education, Human Resources.
Issues relating to poverty and hunger. Mechanisms, laws,
institutions, and Bodies constituted for the protection of
vulnerable sections.
Role of civil services in a Democracy India, Relations between
India and neighboring countries. Bilateral, regional, and global
groupings and agreements involving India, Effect of policies and
politics of developed and developing countries, Indian diaspora.
Important International institutions, agencies, and fora their
structure, mandate.
Appointment to various Constitutional posts, powers, functions,
and responsibilities of various Constitutional Bodies. Statutory,
regulatory, and various quasi-judicial bodies, Government

Paper IV:- GS III (Technology, Economic Development,
Bio‐diversity, Environment, Security and Disaster Management):-

planning, mobilization of resources, growth, development, and
employment.
Major crops cropping patterns in India, different types of
irrigation and irrigation systems storage, transport and marketing
of agricultural produce and issues and related constraints; e-
technology in the aid of farmers, Issues related to direct and
indirect farm subsidies. Issues of buffer stocks, and food security.
Awareness in the fields of IT, Space, Computers, robotics, Nano-
technology, biotechnology, and issues relating to intellectual
property rights. Conservation, environmental pollution, and
degradation, environmental impact assessment, Disaster, and
disaster management. Linkages between development and spread
of extremism.
Security challenges and their management in border areas;
linkages of organized crime with terrorism and Various Security

with thought and behavior; moral and political attitudes; social
influence, and persuasion.
Issues relating to integrity, probity in public life. Ethics and
Human Interface: Essence, determinants, and consequences of
Ethics in human actions; dimensions of ethics; ethics in private
and public relationships.
Aptitude and foundational values for Civil Service, integrity,
impartiality and non-partisanship, objectivity, dedication to
public service, empathy, tolerance, and compassion towards the
weaker sections.
Emotional intelligence‐ concepts, and their utilities and
application in administration and governance. Contributions of
moral thinkers and philosophers from India and the world.
Public/Civil service values and Ethics in Public administration:
Status and problems; ethical concerns and dilemmas in
government and private institutions, laws, rules, regulations, and
