LEGAL SERVING IN TABLE TENNIS

The ball shall be served from the flat palm of the serving hand. The server shall than project the ball near vertically upwards, without imparting spin, so that it rises at least 16cm (6.3ins) after leaving the palm free hand and then falls without touching anything before being struck.

As the ball is falling the server shall strike it so that it touches first his court, and then, after passing over or around the net assembly, touches directly the receiver’s court; in doubles, the ball shall touch successively the right half court of server and receiver

7. Non-Compliance with the Rules

Failure to comply with any of these rules may result in the forfeiting of a fixture and a fine. 8. Misconduct Misconduct by a Club, team or player or any other matter not provided for in the Constitution or Rules, will be considered and dealt with by the Executive Committee. The Executive Committee has power to reject applications from any Club or team, which has consistently broken any of the rules, and they will be given a written statement explaining the rejection. No disciplinary action will be taken against any Club, team or player, except as provided for in Rules 6(5) and 7, without such Club, team or player having been given the opportunity of appearing before the Executive Committee. In any Club or team matter, the disciplinary action will apply automatically to the Club or team members involved in the incident. 9. Closed Championships

A player registered in a League in addition to the Association’s, must play a minimum of four fixtures in the current season for an Association team to be eligible to play in the Association’s Closed Championships. 10. Sponsorship

If a sponsor is attracted, the Executive Committee will consider how best to use this sponsorship. 11. Change of Rules

Any change to these Rules requires a simple majority of those present and entitled to vote at an A.G.M. or S.G.M. Any active member who wishes to propose any alteration to these Rules must advise the Hon. Secretary in writing by 31 March. Club and Team Secretaries shall be advised of suggested changes in the notice calling the A.G.M. or S.G.M.

(5) Ineligible Players A team fielding an ineligible player will forfeit the fixture. (6) Trophies All Clubs or players holding any of the Association’s trophies are responsible for them while in their possession and liable for any loss or damage. Clubs and players will be advised in writing about this responsibility on receiving a trophy. (7) Cups etc. The Excelsior Cup is a knockout team competition open to all affiliated teams. There is no entry fee. The Secondary Shield is a knockout team competition open to all affiliated teams other than those in Division 1. There is no entry fee. The Stanley Doubles is a knockout team competition open to all affiliated teams. There is no entry fee. In all Cup Competitions where a specified week has been set aside, the fixtures will be played on the home night of the home team. If any team has more than one cup-fixture to be played on the same night of a specified cup week, or any Club has more home fixtures in a specified cup week than its facilities can accommodate, the onus is on the team or Club to contact the opponents and try to arrange other date(s) for playing the extra fixture(s). Should it be impossible to arrange alternative date(s), the home team or Club must write to the Match Secretary at least seven days before the start of the cup-fixture week so that the Executive Committee can rule on the matter. (8) Team Suspended or Withdrawn When a team is suspended for the season, or withdrawn from the League during the season, all the league fixtures in which the team played will be declared null and void. (9) Neutral Venues and Referees At the discretion of the Executive Committee, semi-finals and finals and deciding league fixtures may be played at neutral venues and with neutral referees. (10) Mobile phones and other electronic devices must not be used inside the court while matches are in progress.

IMPORTANT NOTES AND INFORMATION Rackets These must conform with the standards laid down and must also be of a non-reflecting surface. Clothing The wearing of white or light coloured clothing is strictly prohibited. Soft shoes should be worn at all times. Match Score Cards The preferred method for notification of results is by the online scorecard. After each match, it is the responsibility of the home team to submit the details of the match using the on-line scorecard on the website within 48 hours. The paper copies can be kept by the home team and sent to the Match Secretary at the end of each half of the season, or they can be deposited at Ward Road, Forthill, or in matches at which the Match Secretary is scheduled to play.

Approved Match Balls The approved match balls for all events this season will be any ITTF match approved plastic balls or Orange celluloid balls until such time as orange plastic balls become available. The home team in each match is responsible for providing approved balls. Publicity A report of the Association's activities, including match results, is given each week in the 'Evening Telegraph and Post', printed and published by D.C. Thomson & Co. Ltd, Dundee. This report usually appears on Tuesday evenings. Any comments on games will be appreciated. Results should be notified to the Match Secretary using the electronic score card but the original card (s) must be sent as specified above.

Affiliation All members competing in the District are affiliated to Table Tennis Scotland on payment of the sum of £22 senior player Affiliation or £11 for under 18’s and Students. The D&DTTA fees for season 2016-17 are £40 for senior player, £17 full time student, £17 junior player. (£20, £8.50 and £8.50 respectively after 31/12/16). (First time registration for new player in lowest division, £12) There is also a £8.50 category for a non-playing member. There is no Handbook Fee. As it is a rule of Table Tennis Scotland that affiliated players should compete only against other affiliated players, clubs should ensure that all of their members come into this category. Permission to play against non-affiliated bodies should be obtained from Table Tennis Scotland through the local Committee. Hospitality It has been suggested that this season the Home Team offer refreshments to their visitors either during and or after their match as this will build a rapport amongst all players. Handicap Cup The format this year will be the same as last season’s. Full details will be sent to all team secretaries later. Gillis Cup This is a competition for all players in Division 3. It will be held in Ward Road on Tuesday 18th April 2017 at 7pm. There is NO entry fee. Chris Halliday Cup This is an invitational team event for lower divisional teams. It will be held in Ward Road on Tuesday 25th April 2017 at 7pm. Details and invitations will be sent out later.

(4) Protests Any protest arising from a fixture shall be made in writing to the Match Secretary within three days of the fixture. The Secretary of the other Club must also be sent a copy. This will be considered in the first instance by the Match Secretary who may refer it to the Executive Committee for consideration. 6. Other Matters

(1) Clubs with Two or More Teams Prior to the first fixture of the season, a Club entering two or more teams (whether or not they are in the same Division) must state which is the first team, the second team and so on, and nominate players for each team. (2) Playing Up In the League, a player may play for any team or teams higher than that for which the player is registered. A player may only play for a team or teams registered higher, for a maximum cumulative total of four fixtures, regardless of which higher team or teams the player has played for. If a player in the League plays on a fifth occasion for any team or teams higher than that for which the player is registered, the player will immediately become registered with the higher team, which the player played with on the fifth occasion. This does not apply to Cup Competitions and a player may play for more than one team without becoming “cup tied.”

(3) Transfers A player may not play for a team lower than that for which they are registered without first being officially transferred except in the Handicap Competition. Once registered to play for a Club in the Competitions sponsored by the Association, a player may not transfer to, and be registered to play for another Club during the season without first being officially transferred. All applications for transfer must be made in writing by 31 December to the Executive Committee whose decision is final. (4) Leaving a Club A playing member leaving one Club and joining another must apply in writing to the Club Secretary of the first Club for a Clearance Certificate. This must be presented to the new Club who should then forward it with a late application for registration to the Treasurer. A player seeking a Clearance Certificate is entitled to receive it within seven days, or alternatively, the reasons for a refusal. A player cannot play for a new Club until in receipt of a Clearance Certificate.

(7) Positions in a Division At the end of the season positions in a Division shall be decided by the number of points obtained by each team. If two or more teams are level on points, their positions shall be determined by the number of points obtained in a “mini-Division” consisting of the teams involved. Should this still produce equality, then the positions shall be determined by the number of games won. 4. Fixtures Not Played As Scheduled

(1) Cancellations A Team Secretary must notify the opposing Team Secretary if a team cannot be fielded on the scheduled date. This should ideally give at least three days notice. The non-availability of regular players (except on representative occasions) will not be accepted as sufficient reason for the non-fulfilment of a fixture. Where a fixture is not played in the week listed, both teams must notify the Match Secretary within three days of the original date and explain the circumstances and advise of any re-arranged date (2) Public Holidays League fixtures due to be played on a Public Holiday may be re-arranged at the request of either team. 5. Claims, Penalties, Disputes and Protests

(1) Claims There are two types of claims: Claim A where opponents fail to appear without giving proper notice. Claim B where opponents give notice of being unable to fulfil the fixture and concede the fixture. It is the responsibility of a team making a claim to complete a fixture card as either a Claim A or B, and notify the Match Secretary within three days of the fixture date. Failure to do so may result in the fixture being forfeited. (2) Penalties Where a team is subject to three successful claim A’s this will result in automatic suspension of the team and its registered players for the remainder of the season and automatic relegation of the team. (3) Disputes Any dispute between Clubs shall be notified in writing to the Hon. Secretary and will be considered by the Executive Committee.

Score Cards After each match, the online score card should be completed as soon as possible. Alternatively, an email giving the result and details, or even a scanned copy of the completed and signed card would be helpful. Paper copies should be submitted as back-up. Paper scorecards can be left at the drop off box at ward road where they will be collected by the Match Secretary. Suggestions If you have any suggestions to offer for the improvement of the game locally, or know of any club or individuals likely to be interested in joining our Association, please inform the Hon Secretary or any member of the Executive Committee. Handbook This book is primarily for the use of affiliated members to show their eligibility to play for the team stated on the Certificate of Registration. Any member of the public who would like to obtain a copy may do so by contacting the Treasurer. Official Communications All such communications must be in writing to the Hon. Secretary. Mobile Phones It would be appreciated if all players ensure that their mobile phones are switched off during matches as mobile phones can be very distracting Code of Conduct Through its affiliation to Table Tennis Scotland (TTS), Dundee and District Table Tennis Association (DDTTA) expects all players in cup and league competitions to adhere to the principles outlined in the TTS Code of Conduct.

It may be practical in the first instance to make contact with the secretaries of teams and clubs by telephone etc. and this must be confirmed in writing or by e-mail to comply with the above mentioned rule.

3. Match Arrangements

(1) Fulfilment of Fixtures League and Cup fixtures must be played within the week listed. (2) Home Nights and Venues Each Club shall nominate for each team (and for publication in the Handbook) a night on which its home fixtures are to be played. Any subsequent change must be notified in writing to all teams in that Division and the Match Secretary. Each team must also notify Cup opponents where this is applicable. (3) Starting Time All fixtures should start at 7.00pm unless otherwise stated in the Handbook. If the fixture has not started by 7.15pm, the points will be awarded to the team present unless there are extenuating circumstances that prevented a start by 7.15pm. (4) Order of Play Each league fixture shall consist of 10 matches, best of five sets. The home team shall be A, B and C and the away team, X, Y and Z. The player’s positions will be decided by the respective captains, the home team’s order being declared first. The order of play shall be as follows unless mutually agreed otherwise; (1) AvX (2) BvY (3) CvZ (4) BvX (5) AvZ (6) CvY (7) Doubles (8) BvZ (9) CvX (10) AvY

(5) Points Awarded A point is awarded to each team for every match won. If the fixture has not been completed, the result as it stands should be sent to the Match Secretary along with an explanatory statement and this will be considered at the next Executive Committee meeting. Where a team fails to appear for a league fixture, the opposing team players will be awarded three matches towards their averages. (6) Notifying Result of the Fixture. It is the home team’s responsibility to supply and complete the fixture card, signed by a representative of each team. Within 48 hours of the fixture, a representative from the home team must ensure it is entered into the automated scorecard system on the web site; the actual score cards need not be sent to the match secretary but can be deposited at the specified drop-off points as designated by the match secretary.

RULES FOR ALL COMPETITIONS

1. League Structure

(1) Divisions The League shall be divided into Divisions and the size of each shall ensure as far as possible that all teams will have the same number of league fixtures to play during the season. (2) Promotion and Relegation Promotion and relegation of teams (normally two up and two down) will be decided by the final league tables and ratification by the Executive Committee. (3) Make up of Team A team shall consist of three registered players. The Executive Committee will consider taking action where a team consistently plays with less than three players. (4) Registration of Players Clubs must register all their playing members (accompanied by the appropriate fees and subscriptions) with the Treasurer by 31st August of each season. A minimum of three players must be registered for each team. (5) Late Registrations Late registrations (at a reduced rate after 31

December) can be made during the season and not earlier than one week after the season has started. In this event, two clear days from the date of registration are necessary before that player can play in League and Cup Competitions. (6) Handbook and Fixture List Each registered player will receive a Handbook and Fixture List that constitutes the player’s Certificate of Registration. (7) Closing Date for Entries Entries for the League and Cup Competitions must be made by 15 July each year. 2. Rules

All Fixtures shall be played under the latest TTS rules.

9. Special General Meetings/S.G.M. A Special General Meeting of the Association shall be called by the Hon. Secretary within ten days of receiving a written request, which must be signed by at least fifteen active members and must state the reason for which such a meeting is to be called. The Special General Meeting must be held within thirty days of the Hon. Secretary receiving the request.

10. Unforeseen Events

The Management Committee has power to deal with any events or circumstances out with the normal affairs of the Association and to report on its actions to the next Annual General Meeting or Special General Meeting.

11. Changes to the Constitution

Any change to this Constitution requires a majority of two-thirds of those present and entitled to vote at an A.G.M or S.G.M.. Any active member who wishes to propose any alteration to the Constitution must advise the Hon. Secretary in writing by 31 March. Club and Team Secretaries shall be advised of suggested changes in the notice calling the Annual General Meeting or Special General Meeting.

12. Dissolution

None of the association’s assets may be distributed or otherwise applied (on being wound up or any other time) except to further its charitable purposes. Such Recipients to be determined by the members of the Association by Resolution passed at a General Meeting at or before the time of the dissolution, and in so far as effect cannot be given to such provision then to some charitable objects.

The expression ‘charitable object’ shall mean a charitable purpose under section 7 of the Charities and Trustee Investment (Scotland) Act 2005 which is also regarded as a charitable purpose in relation to the application of the Taxes Acts.

6. Annual General Meeting/A.G.M. The Annual General Meeting of the Association will be held on or before 14 May each year and notices calling the meeting must be issued to all Club and Team Secretaries and all Honorary Members at least seven days in advance of the A.G.M. At the A.G.M., each Club shall have one vote per league team, although if it so desires, it may nominate one member to represent two or more teams. Subscriptions for the coming season, as well as the appointment of an independent examiner, shall be approved at the A.G.M..

7. Management Committee Remuneration. The members of the Management Committee may be paid all travelling and other expenses reasonably incurred by them in connection with their attendance at meetings of the Management Committee, general meetings, or meetings of committees, or otherwise in connection with the carrying-out of their duties. Where a Management Committee member provides services to the association or might benefit from any remuneration paid to a connected party for such services, then:

(a) the maximum amount of the remuneration must be specified in a written agreement and must be reasonable

(b) the management committee members must be satisfied that it would be in the interests of the association to enter into the arrangement (taking account of that maximum amount)

(c) less than half of the management committee members must be receiving remuneration from the association (or benefit from remuneration of that nature)

8. Tournaments

Other than Club Competitions, no tournament of any description shall be held without the approval of the Management Committee.

DUNDEE & DISTRICT TABLE TENNIS ASSOCIATION CONSTITUTION

1. Title The Association will be called the Dundee and District Table Tennis Association.

2. Object The Association is constituted to promote, develop and control the sport of table tennis within Dundee and District and environs.

3. Membership

There are three categories of membership, two active and one honorary. Active members are either playing members or non-playing members and to qualify, all fees and subscriptions due must be fully paid. All playing members shall be affiliated to Table Tennis Scotland. There are also Honorary Members whose appointment requires approval annually at the Annual General Meeting.

4. Office-Bearers

The Office-Bearers of the Association shall consist of a Chairman, Vice-Chairman, Hon. Secretary, Match Secretary, Treasurer and Coaching Convenor and they shall be appointed annually at the Annual General Meeting.

5. Management Committee

The affairs of the Association shall be conducted by a Management Committee consisting of the Office-Bearers and up to seven active members to be appointed annually at the Annual General Meeting. The Management Committee shall have power to co-opt as required and appoint sub-committees to deal with particular functions. The quorum for all Management Committee Meetings is five, which must include at least two of the Office-Bearers. At all Management Committee Meetings, the Chairman of that meeting has a deliberative vote and, if necessary, a casting vote.

TOURNAMENT REGULATIONS

1. All entries to be sent to: as per Entry Form. 2. Each event will commence on the day and the time stated on the entry

forms. Play will be on the knockout principle but the Committee will endeavour to play events on a group basis if the time permits.

3. All matches will be played under the current laws of Table Tennis as

sanctioned by Table Tennis Scotland. ITTF approved plastic balls will be used.

4. The Fowler Handicap Cup – will be one set to 31 points as per the

Handicap Cup Format. All other events will be best of 5 sets to 11 points. 5. Players are prohibited from wearing White or Light coloured clothing

which, in the opinion of the Tournament Committee, might tend to unsight an opponent.

6. The Committee reserve the right to cancel the event and to refuse entries.

7. It is a condition of entry that each competitor must be at the disposal

of the officials for the duration of his/her events. All losing competitors will be expected to umpire when requested by the Tournament Committee.

8. Qualifying dates: A – Minors born after 31.12.03 B – Cadets born after 31.12.01 C – Juniors born after 31.12.99 D – Youths born after 31.12.95 E – Veterans born on or before 31.12.76 9. Tea, coffee will be available. 10. Consolation Silver Bat Tournament will be played on Saturday 11th

March 2017, time permitting. If not, a date, time and venue will be intimated that day.

The Tournament Committee's decision is final on all matters. Please note: No smoking or glueing up is permitted within the venue.

Keepsakes will be presented on the day of competition AND Returnable Trophies

on PRESENTATION NIGHT ON FRIDAY 28th April 2017
