Reuniunea comună a NCP SUERD, a coordonatorilor naţionali ai instrumentelor structurale UE din statele

Bucureşti, 16 - 17 aprilie 2013
În zilele de 16-17 aprilie 2013 a avut loc la Bucureşti prima reuniune comună a coordonatorilor naţionali ai Strategiei UE pentru regiunea Dunării (SUERD) şi a coordonatorilor instrumentelor structurale UE din statele participante la Strategia Dunării, împreună cu reprezentanți ai Comisiei Europene. Reuniunea a fost organizată de Ministerul Afacerilor Externe, în colaborare cu Ministerul Fondurilor Europene şi cu Ministerul Dezvoltării Regionale şi Administraţiei Publice și în coordonare cu Comisia Europeană/DG Regio. Obiectivul acestei întâlniri a vizat stimularea integrării obiectivelor Strategiei Dunării în documentele de programare (Acordurile de Parteneriat) şi Programele Operaţionale pentru statele membre UE şi respectiv, în instrumentele de coordonare a asistenței financiare UE destinate statelor non-membre UE- IPA, ENI) pentru viitoarea perioadă de programare a UE 2014-2020. Reuniunea a fost apreciată drept o contribuţie a României la efortul european de promovare, la nivelul tuturor statelor participante la Strategie, o abordare macro-regională, integrată, a provocărilor transnaţionale în regiunea Dunării,
pe teme precum interconectarea reţelelor de transport, gestionarea riscurilor de mediu, stimularea competitivităţii etc. S-a convenit ca următoarea reuniune să aibă loc la Stuttgart (Germania), în luna iunie 2013. În continuarea acestei reuniuni, a fost organizată o întâlnire separată între reprezentanții celor două strategii macro-regionale ale UE – SUERD şi EUSBSR (Strategia UE pentru regiunea Mării Baltice) – cu reprezentanții naționali ai viitoarei Strategii a UE pentru regiunea Adriatica-Ionica (EUSAIR). Reuniunea a fost concepută ca o platformă de dialog pentru transferul de experiență și bune practici între cele doua macrostrategii europene funcționale şi o nouă macrostrategie în pregătire, în vederea supunerii acesteia spre aprobarea Consiliului European în cursul anului viitor.

Ministerul Dezvoltării Regionale şi Lucrărilor Publice. La reuniunea Comitetului interministerial sunt invitaţi să participe reprezentanţi ai instituţiilor europene şi coordonatorii programelor europene de cooperare teritorială. În vederea armonizării celor două Master Planuri de Transport, România şi Bulgaria vor propune o listă comună de proiecte de-a lungul Dunării, pentru a fi incluse în viitoarea programare financiară 2014 – 2020.
În data de 11 octombrie 2012, Bulgaria și România au semnat un Memorandum de înțelegere în vederea înființării unui comitet inter-ministerial pentru “dezvoltarea durabilă a căilor de transport navigabile interne pe sectorul comun româno-bulgar al Dunării”. Acest Comitet inter-ministerial îşi propune: să adopte un plan de acțiune în vederea inițierii unor proiecte comune pentru a îmbunătăți condiţiile de navigaţie pe sectorul comun româno-bulgar al Dunării şi conexiunile dintre cele două ţări; să identifice surse de finanţare, să monitorizeze şi să ofere sprijin pentru implementarea acestuia; să analizeze cadrele juridice bilaterale privind întreținerea și îmbunătățirea șenalul navigabil pe sectorul comun româno-bulgar al Dunării; să sprijine crearea unui Grup european pentru cooperarea teritorială pentru a implementa proiecte comune etc.
Reuniunea coordonatorilor de arii
prioritare SUERD Sofia, 29 - 30 aprilie 2013
În zilele de 29-30 aprilie 2013, a avut loc reuniunea PAC (coordonatorilor de arii prioritare) din cele 14 ţări SUERD, la Sofia.
Reprezentanţii Comisiei Europene au susţinut inserarea obiectivelor SUERD în cadrul Acordurilor de Parteneriat şi al programelor operaţionale pentru viitoare perioadă de programare 2014-2020, reflectarea obiectivelor asumate în programele operaţionale, programele naţionale, transnaţionale şi de cooperare teritorială în Acordurile de Parteneriat şi consolidarea contribuţiei Strategiei Dunării la Strategia 2020 pentru creştere inteligentă, durabilă şi inclusivă. De asemenea, reuniunea a fost o ocazie pentru a face un schimb de vederi, de idei şi de îmbunătăţire a contactelor dintre PAC / SUERD. Discuţiile lor s-au concentrat asupra etichetării şi abordării integrate a proiectelor, raportării şi evaluării, asistenţei tehnice pentru proiectele din regiunea Dunării.
Participanţii au fost informaţi despre organizarea Forumului Anual SUERD la Bucureşti, în perioada 28-29 octombrie 2013 şi au fost invitaţi să facă propuneri pentru configurarea agendei şi temele panelurilor specializate care se vor desfăşura în paralel.

În data de 16 mai 2013 a avut loc o conferinţă la nivel înalt pe tema: „Sprijin ştiinţific pentru Regiunea Dunării”, domeniul prioritar 7 al SUERD („Societatea cunoaşterii prin cercetare, educaţie şi tehnologiile informaţionale”). Conferinţa a fost organizată de Comisia Europeană – Centrul Comun de Cercetare (CCC) şi de Ministerul pentru educaţie, ştiinţă,

cercetare şi sport al Republicii Slovace. La această conferinţă, au fost prezentate propunerile de constituire a patru clustere emblematice, care au fost identificate de CCC împreună cu partenerii săi ştiinţifici din ţările dunărene, pentru a oferi soluţii ştiinţifice la problemele privind implementarea SUERD în câteva domenii (mediul înconjurător, dezvoltarea agriculturii şi sistemului de irigaţii, navigabilitatea şi producţia energetică). Printr-o abordare transversală a acestor clustere, au fost propuse alte două proiecte pentru susţinerea şi dezvoltarea de strategii de specializare inteligentă (Smart Specialisation) în Regiunea Dunării şi crearea unei infrastructuri comune de date şi informaţii (Danube Reference Data and Service Infrastructure). La întâlnire au participat conducerea CCC, vicepreşedintele Comisiei Europene, Maros Sefcovic, reprezentanţi ai DG Regio şi DG Environment, primul ministru al Republicii Slovace, miniştrii, secretari de stat, şefi de agenţii, rectori, directori de institute, profesori, din ţările bazinului Dunării, care au aderat la această iniţiativă ştiinţifică. Delegaţia din România a fost reprezentată, la nivel de conducere, din partea Ministerului Educaţiei şi a Academiei Române.
Dezvoltarea de strategii şi proiecte comune şi consolidarea domeniile prioritare impun o mai mare cooperare şi colaborare între participanţii la SUERD.
De asemenea, este nevoie de îmbunătăţirea sistemului de guvernanţă pentru coordonarea strategiilor naţionale de cercetare,
inovare şi dezvoltare inteligentă a regiunii Dunării şi pentru canalizarea eforturilor pentru atragerea de investiţii în acest domeniu din fondurile structurale.
Forumul de Inovare Dunăre – Marea Neagră / Ziua Maritimă Europeană

Forumul de Inovare Dunare – Marea Neagra a devenit deja o traditie, desfăşurarea sa fiind plasată în contextul marcării Zilei Europene Maritime în România. Anul acesta, evenimentul s-a desfăşurat sub patronajul onorific al Presedintiei Irlandeze a Uniunii Europene şi a fost găzduit de Institutul Bancar Român. Timp de două zile, între 23 şi 24 mai 2013, participanţii au făcut un schimb de vederi, de bune practici şi transfer de cunoştinţe pentru sprijinirea dezvoltării economice a regiunii şi implementarea modelelor UE pentru o “creştere albastră şi verde”. Fundatia EUROLINK-Casa Europei a iniţiat un proiect “Project Market Place – face to face business negotiations and open presentations of investment projects to be co-financed”. Au fost expuse proiecte investiţionale pentru dezvoltarea regiunii Dunărea, avand drept iniţiatori organizaţiile şi companiile din România şi Austria. Printre invitaţii speciali, s-au numărat Coordo-natorul pentru Capacitate Instituţională de Cooperare din cadrul SUERD, Dr. Kurt Puchinger şi consilierul economic şi comercial al Austriei în Romania, Rudolf Lukavsky.

Seminarul internaţional „Regiunile româneşti între Sinergia Mării
Negre şi Strategia Dunării” Tulcea, 23 - 24 mai 2013
În perioada 23 - 24 mai 2013, Conferinţa Regiunilor Periferice Maritime din Europa (CRPM) a organizat, la Tulcea, seminarul internaţional „Regiunile române între Sinergia Mării Negre şi Strategia Dunării”.
Pe parcursul celor două zile , participanţii au aprofundat cele două strategii, au evaluat rezultatele tangibile şi perspectivele de dezvoltare ale regiunilor. România este parte a Strategiei Dunării, lansată în 2008, şi a Sinergiei Mării Negre, care a fost iniţiată în 2007.
Printre invitaţii speciali au fost coordonatorul naţional al SUERD, Carmen Podgorean, vicepreşedinta Comitetului pentru Transport şi Turism al PE, Adriana Ţicău, secretara generală a CRPM, Eleni Marianou, şi consilierul directorul general adjunct al DG Regio, CE, David Sweet.
CRPM este o asociaţie a reprezentanţilor Regiunilor din Europa, înfiinţată în anul 1973, care cuprinde 161 de regiuni din 28 de state membre ale UE. Conferinţa a deschis cadrul colaborării la nivel interregional, promovând ideea creării unei reţele de cooperare transnaţională, ca modalitate de întărire a competitivităţii regiunilor europene, în contextul unei dezvoltări durabile şi echilibrate în plan european. România este reprezentată în cadrul acestei organizaţii de cinci judeţe, respectiv
Călăraşi, Caraş-Severin, Constanţa, Galaţi şi Tulcea.
Conferinţa parlamentară plutitoare pe Dunăre
20 - 25 mai 2013
Conferinţa, sub patronajul lui Martin Schultz, preşedintele Parlamentului Europen, a avut loc pe un vas de croazieră, între Passau şi Belgrad, cu vizitarea parlamentelor din Viena, Bratislava, Budapesta şi Belgrad. Scopul său a fost de a afirma sprijinul politic pentru Stategia Dunării, prin întâlniri, dialog şi cooperare între parlamentari, şi pentru susţinerea grupurilor de interese care lucrează activ pentru implementarea acestei Strategii. Conferinţa, organizată de Centrul de Competenţă Dunărean (CCD), s-a desfăşurat pe patru paneluri: “Cum va susţine Strategia UE pentru Regiunea Dunării viziunea Dunării noastre?”; “Dezvoltarea regională şi competitivă întăreşte Dunărea, ca o destinaţie turistică”, “Noi modalităţi de cooperare în Regiunea Dunării”, “Biodiversitatea Dunării şi impactul asupra dezvoltării turismului”. Participanţii la conferinţa a cărei gazde au fost Ministerul economiei, energiei şi turismului din Bulgaria, Ministerul Dezvoltării Regionale şi Administraţiei Publice din România şi Ministerul Economiei şi Dezvoltării Regionale şi Serbia, au semnat o Declaraţie de cooperare în domeniul dezvoltării turismului şi relaţiilor de bună vecinătate, ca o abordare integrată a implementării viitoare a Strategiei europene a Dunării.
Bulgaria, România şi Serbia susţin o platformă comună de cooperare între organizaţiile din domeniul turismului în regiunea Dunării de Jos şi de Mijloc, sub umbrela CCD, care este finanţat de Ministerul federal al Cooperării şi Dezvoltării Economice din Germania,

“Conferinţa plutitoare parlamentară” va continua cu o conferita a parlamentarilor din ţările SUERD, care va avea loc la Ulm, în perioada 11-12 iulie 2013.
Inaugurarea podului Calafat -
Vidin între România şi Bulgaria 14 iunie 2013
Podul peste Dunare, între Calafat si Vidin, a fost inaugurat oficial în data de 14 iunie 2013. Podul dintre Calafat si Vidin este al doilea pod care leagă Romania şi Bulgaria, cu o lungime de aproape doi kilometri, două benzi de stradă pe ambele direcţii, o cale ferată, două trotuare şi o bandă pentru biciclete. Construcţia propriu-zisă a început în 2007, iar planul de construcţia a fost în discuţie cu mai mult timp în urmă. Podul Noua Europă, sau podul Calafat-Vidin, este un element-cheie al unui coridor de transport european şi facilitează transportul combinat auto-feroviar şi transportul de frontieră la intersectarea axelor de transport din sud-estul Europei, Turica şi Europa Centrală.
La ceremonia de inaugurare, delegaţia română a fost reprezentată de primul ministru, Victor Ponta, ministrul Transporturilor, Relu Fenechiu şi alţii. Din partea Ministerului afacerilor externe, a participat Carmen Podgorean, coordonatorul naţional pentru Strategia Dunării.
Delegaţia bulgară a fost reprezentată de preşedintele Bulgariei, Rosen Plevneliev, preşedintele Adunării Naţionale, Mihail Mikov, primul ministru, Plamen Oresharski, ministrul Transporturilor, Daniel Papazov. De asemenea, la eveniment a participat comisarul european pentru politică regională Johannes Hahn, care a declarat: “Sunt încrezător că colaborarea dintre România şi Bulgaria – pe care noi am încurajat-o prin Strategia Dunării şi care a realizat acest proiect, va stimula şi mai mult conexiunile pentru beneficiul şi mai mare al ambelor ţări”.
Forumul Dunărean de Mediu
Tulcea, 27 - 29 iunie 2013
Forumul de Mediu Dunărean, care va avea loc la Tulcea, în 27 – 29 iunie 2013, va reuni reprezentanţi ai autorităţilor centrale, locale şi regionale, oameni de ştiinţă, cercetători, reprezentanţi ai mediului de afaceri, sub forma unei platforme de discuţii în vederea stabilirii de parteneriate şi identificării de soluţii la problemele comune de mediu.
În plus, Forumul va contribui la întărirea cooperării interregionale, transfrontaliere şi transnaţionale şi la generarea de soluţii şi proiecte pentru dezvoltarea economică şi protecţia mediului înconjurător din zonele protejate ale bazinului dunărean.
Cu această ocazie, participanţii la acest forum vor sărbători împreună Ziua Dunării, în 29 iunie, pentru a

accentua eforturile lor comune de promovare a unei regiuni mai curate, mai sigure şi mai sănătoase precum şi de întărire a însemnătăţii Zilei Dunării, ca un simbol al cooperării internaţionale. Forumul de Mediu este o iniţiativă a Administraţiei Rezervaţia Biosferei Delta Dunării, cu sprijinul Centrului Comun de Cercetare, Ministerului Mediului şi Schimbărilor Climatice, al Academiei Român şi al Consiliului Oraşelor şi Regiunilor Dunărene.
Reuniunea comună a NCP SUERD şi a coordonatorilor procesului de
programare a instrumentelor structurale UE din statele SUERD
Stuttgart, 20 - 21 iunie 2013
În perioada 20-21 iunie 2013, a avut loc cea de-a doua reuniune a coordonatorilor naţionali ai SUERD şi coordonatorii procesului de programare a instrumentelor structurale UE din statele SUERD, împreună cu reprezentanţii COM/DG Regio, la care au fost invitaţi să participe şi reprezentanţii Autorităţilor de Management (AM) ai programelor operaţionale cu finanţare europeană. A fost o reuniune de follow-up la prima reuniune de acest tip, organizata la Bucureşti, pe 16-17 aprilie 2013, de către MAE în colaborare cu ministerele de resort. Reuniunea a oferit cadrul pentru COM de a stimula ţările participante la SUERD să integreze obiectivele acestei strategii macroregionale în documentele de programare (Acordurile de Parteneriat) în Programele Operaţionale ale statelor membre UE şi în instrumentele de coordonare a asistenței financiare UE destinate statelor nemembre
(IPA, ENI) pentru viitoarea perioadă de programare a UE 2014-2020. Ulterior reuniunii de la Stuttgart, DG Regio a difuzat un guid de implementare a strategiilor macroregionale în viitoarele programe operaţionale, care poate fi folosit pentru pregătirea şi implementarea documentelor care accesează fonduri structurale şi de investiii europene, inclusiv modele de redactare a Acordurilor de Parteneriat, a programelor operaţionale şi a programelor de cooperare teritorială. Primul raport de evaluare a strategiilor macroregionale
europene
Pe 1 iulie 2013, Comisia Europeană a prezentat primul raport de evaluare a celor două Strategii macroregionale ale UE (SUERD şi SUERMB) şi a făcut recomandări pentru viitor. Strategie Uniunii Europene pentru Regiunea Dunării a fost adoptată în iunie 2011 şi a inclus 14 ţări membre şi nemembre ale UE. SUERD reprezintă un cadru comun de cooperare şi coordonare pentru a răspunde unor probleme specifice regiunii (mediul înconjurător, schimbările climatice, conectivitatea, capacitatea administrativă). Comisarul European pentru Politica Regională, Johannes Hahn, a declarat: “Raportul de astăzi arată valoarea strategiilor noastre macroregionale. Cooperarea intensificată a rezultat în sute de proiecte şi de reţele noi în regiunile Dunărea şi Baltica. Participanţii ne spun că această cooperare, care include şi ţări nemembre la UE, a crescut semnificativ." Raportul prezintă concluzii pozitive pentru cele două macrostrategii existente şi subliniază numeroase proiecte noi, iniziative politice comune

şi decizii la nivel macroregional. COM a reamintit necesitatea de a menţine angajamentele politice pentru a face din aceste macrostrategii o prioritate pentru toate ariile politice şi pentru a include SUERD şi SUERMB în viitoarele Fonduri structurale şi de investiţi europene, în Acordurile de Parteneriate, în programele operaţionale şi teritoriale. Aniversarea „Zilei Dunării” Cu prilejul aniversării „Zilei Dunării”, la nivel european, Coordonatorul Naţional al Strategiei UE pentru Regiunea Dunăriii şi membrii ai echipei SUERD din MAE au participat la acţiuni de profil organizate de autorităţile guvernamentale, locale şi regionale, precum şi de Academia Română, în colaborare cu organizaţii neguvernamentale:

Joint Meeting of the NCP EUSDR, the National Coordinators of the EU structural instruments from the EUSDR countries and COM,
Bucharest, 16-17 April 2013
On 16th – 17th April 2013, the first meeting of the National Contact Points (NCP) of the EU Strategy for the Danube Region (EUSDR), the National Coordinators for the EU structural instruments from the EUSDR countries and the representatives from the European Commission (COM) took place in Bucharest, Romania. The meeting was organized by the Ministry of Foreign Affairs, in collaboration with the Ministry of European Funds and the Ministry of Regional Development and Public Administration, and in coordination with the European Commission / DG Regio. The objective of this meeting was to stimulate the embedding of the Danube Strategy’s objectives projects into the process of drafting the Partnership Agreements (PAs) and Operational Programmes (OP) and the equivalent instruments for non-EU countries for the future programming period of the EU 2014-2020.
The meeting was appreciated as being a contribution of Romania to the European effort to promoting, at the level of participant countries, an integrated macro-regional approach of transnational challenges in the Danube region, on the themes like transport interconnectivity, environmental risks management, competitiveness, etc. It was agreed
that the next meeting take place in Stuttgart, Germany, in June 2013. As a follow up of this meeting, the representatives of the two macro-regional strategies already adopted by the EU Council – the EUSDR (in 2011) and the EUSBR (in 2009) – met the national representatives of the forthcoming UE strategy for Adriatic and Ionian region. This meeting was conceived as a platform of dialogue for transfer of experience and good practices between the two macro-regional strategies already in place and the new macro-region strategy in the making which will be submitted for approval by the European Council next year.

On 10th April 2013, the 3rd meeting of the Inter-ministerial Committee for Sustainable Development of the Inland Waterway Transport on the Romanian - Bulgarian common sector of the Danube was organized in Ruse, Bulgaria. The meeting was chaired by the Romanian secretary of state for Transports and the Bulgarian deputy minister for Regional Development and Public Works. At each meeting of the Inter-ministerial Committee representatives of the institutions of the European Union and the TEN-T Coordinators are invited to participate. and Bulgaria propose a common list of projects for the common sector of Danube to be included in the next financing programming period 2014-2020.
On 11th October 2012, Bulgaria and Romania had signed a Memorandum of Understanding which formed the basis for the creation of an inter-ministerial committee for “sustainable development of inland waterways on the Romanian-Bulgarian common sector of the Danube”.
The tasks of this Inter-ministerial Committee are: the adoption of an Action Plan for common projects, the improvement of the navigability conditions on the Romanian - Bulgarian common sector; - the identification of the funding sources for the projects and monitoring the implementation of the Action Plan; the support of a proper and duly implementation of the Action Plan; - the analysis and revision of the bilateral legal framework regarding the maintenance and improvement of the fairway on the Bulgarian - Romanian common sector; - the support for setting up of an European Grouping for Territorial Cooperation, to implementing common projects, etc.
The PACs of the EUSDR Meeting, Sofia, 29-30 Aprilie 2013
On 29th – 30th April 2013, the meeting of the PAC (Priority Area Coordonators) from the 14 participating countries in the EUSDR took place in Sofia, Bulgaria.
The representatives of the European Commission pledged for the embedding of the Danube Strategy’s
objectives in the framework of the Partnership Agreements and the Operational Programmes (OP) in the future programming period 2014-2020, the reflection of the national objectives in the the OP, the national programmes, the transnational and territorial cooperation in the Partnership Agreements and the consolidation of the EUSDR’s contribution to the Europe 2020 strategy for smart, sustainable and inclusive growth. The meeting was also an opportunity to exchange views, to learn from each other and improve interaction between PACs. Their discussion concerned the projects labeling and integrated approach, reporting and evaluation, the technical assistance for Danube Region projects. The participants were informed about the organization of the Annual Forum of the EUSDR in Bucharest, on 28th - 29th October 2013, and they were invited to make proposals for the Forum’s agenda and thematic panels which will take place in parallel. „Scientific Support to the Danube Region”, High Level Conference,
Bratislava, 16 May 2013
On 16th May 2013, a high-level conference on the „Scientific Support to the Danube Region” for the priority area 7 of the EUSDR („To develop the Knowledge Society”) was co-organized by the EC / Joint Research Center (JRC) and the Slovak Ministry of Education, Science, Research and Sport, in Bratislava, Slovakia. The aim of this conference was to present fours flaghsip clusters identified by the JRC and its scientific partners from the Danube countries in

order to draw up scietific solutions to the needs ans problems related to the implementation of the EUSDR in several priority areas (environment protection, irrigation and agriculture development, navigability and energy production).
Through a transversal approach of these flagship clusters, the JRC also brought forward two other projects to support and develop strategies for Smart Specialisation in the Danube region and the creation of a common infrastructure, Danube Reference Data and Service Infrastructure (DRDSI). This conference was attended by the vice-president of the European Commission, Maros Sefcovic, the representatives of DG Regio and DG Environment, the prime minister of the Slovak Republic, ministers, secretaries of state, directors, rectors, professors from the Danube basin, which all participate in these scientific initiatives. The Romanian official delegation was led by the Minister of Education and the Romanian Academy.
An increased cooperation and collaboration between the Danube countries is necessary for the development of common strategies and projects and the consolidation of the EUSDR’s priority areas.
It is also necessary to improve the governance system for the coordination of national strategies for research, innovation and smart development of the Danube region and the focusing on the encouragement of investments in this field, from the European structural funds.
Black Sea – Danube Innovation Forum / European Maritime Day

The Black Sea – Danube Social-Economic Innovation Forum has become a tradition and its organization takes place in the context of the celebration of the European Maritime Day in Romania. This year’s event was put under the honorary patronage of the Irish EU Presidency and was hosted by the Romanian Banking Institute. During the two-day event, between 23rd and 24th May, the participants exchanged good practices and knowledge transfer for sustaining the economic development of the region and implementing the EU models of a “Green and Blue growth”. The Foundation EUROLINK-House of Europe set up a Project Market Place – face to face business negotiations and open presentations of investment projects to be co-financed. Some investment projects have been presented for the development of the Danube region, mainly between the Romanian and Austrian organizations and companies. The event was also attended by Dr. Kurt Puchinger, Coordinator of the priority area 10 of the EUSDR (“institutional building and cooperation”) and Rudolf Lukavsky, Commercial attaché of the Austrian Embassy in Bucharest.

“Romanian Regions between the Black Sea Synergy and the Danube Strategy”, in Tulcea, Romania, on 23rd and 24th May 2013. This two-day event allowed the participants to deepen the two strategies, evaluating the tangible results and the development perspectives of the regions. Romania participates in the Danube Strategy, launched in 2008, and of the Black Sea Synergy, started since 2007.
Among the special guests, there were the National Coordinator of the Danube Strategy, Carmen Podgorean, the Vice President of the European Parliament Committee on Transport and Tourism, Adriana Ţicău, CPMR’s Secretary General, Eleni Marianou, and the Adviser to the Deputy Director General of the DG Regio, David Sweet. CPMR is an association of the representatives of the Regions of Europe, founded in 1973, bringing together 161 regions from 28 EU member stated. The Conferece represents a fora for collaboration at the interregional level, supporting the creation of networks of transnational cooperation as a way of strenghtening the competitiveness of the European regions for a sustainable and stable development at the European level. Romania is part of this organization, at the regional level, respectively the regions of Calarasi, Caraş-Severin, Constanţa, Galaţi and Tulcea. Danube parliamentarian floating
conference, 20 – 25 May 2013
The conference - under the high patronage of the President of the European Parliament, Martin Schulz,
took place on a cruise ship between Passau and Belgrade visiting the parliaments in Vienna, Bratislava, Budapest and Belgrade. The objective was to support the EUSDR politically through meetings, dialogue, and co-operation among parliamentarians and in this way backing-up implementation of this strategy. The Conference, organized by the Danube Competence Center (DCC), had four panels: “How will the EU Danube Strategy support the vision of our Danube?”; “Regional development and competitive strengthening of the Danube destination”; “New ways of tourist cooperation in the Danube Region”; “Biodiversity of the Danube and impact on the development of tourism”. Conference participants where the hosts of the “Danube Floating Conference” - the Ministry of Economy, Energy and Tourism of the Republic of Bulgaria, the Ministry of Regional Development and Public Administration of Romania and the Ministry of Economy and Regional Development of the Republic of Serbia – signed a Declaration of cooperation in the field of tourism development and good neighborly relations as an integral approach to the future implementation of the European Danube Strategy.
Bulgaria, Romania and Serbia support the joint platform for cooperation between stakeholders in the field of tourism from the Middle and Lower Danube Region, under the umbrella of the DCC, which is financed and supported by the German Federal Ministry of Economic Cooperation and Development through its Agency “Deutsche Gesellschaft für Internationale Zusammenarbeit” GIZ).

The innauguration of Calafat – Vidin bridge bewteen Romania
and Bulgaria, 14 June 2013
The bridge on the Danube, between Calafat and Vidin, was officially opened on 14th June 2013. This is the second bridge linking Romania and Bulgaria, with a length of about two kilometers, two-lane road in each direction, a railway line, two sidewalks and a bicycle track. Construction began in 2007, but the plan was under discussion long time before.
The “New Europe Bridge”, formally known as the Calafat-Vidin Bridge, forms an essential part of the EU's priority transport corridors and it will facilitate the road and rail transport by water and the cross-border transport at the intersection of axes between South East Europe, Turkey and Central Europe.
At the opening ceremony, the Romanian delegation was represented by the Prime Minister,
Victor Ponta, the Minister of Transport of Romania, Relu Fenechiu, and others. The National Coordinator of the Danube Strategy, Carmen Podgorean, participated on behalf of the Ministry of Foreign Affairs. The Bulgarian delegation was represented by the President of the Republic of Bulgaria, Rosen Plevneliev, the President of the National Assembly, Mihail Mikov, the Prime Minister, Plamen Oresharski, the Minister of Transport, Information Technologies and Communications of the Republic of Bulgaria, Daniel Papazov. The European Commissioner for Regional Policy, Johannes Hahn, who also took part in the event, said: “I am confident that the collaboration between Romania and Bulgaria - which we have helped foster through the Danube Strategy and which has made this project possible, will create the incentive for more connections, and will benefit both countries hugely."
Danube Environment Forum, Tulcea, 27 – 29 June 2013
The Danube Environment Forum, which will take place in Tulcea, on June 27-29, 2013, will bring together representatives of the central, local and regional authorities, scientists and researchers, members of the business sector and will serve as a platform for discussions in view of establishing partnerships and identifying solutions to common environmental challenges. In addition, the Danube Environment Forum will contribute to strengthening

interregional, cross-border and transnational cooperation and to generating solutions and projects for the economic development and environmental protection of the natural areas of the Danube river basin.
The participants in this forum will also celebrate the Danube Day together, on June 29, in order to emphasize their common efforts to promote a cleaner, safer and healthier river and to strengthen the significance of the Danube Day as a symbol of international cooperation.
The Danube Environment Forum is an initiative of Danube Delta Biosphere Reserve Authority, with the support of the European Commission / JRC, the Ministry of Environment and Climate Change, the Romanian Academy and the Council of Danube Cities and Region.

On 20th -21th June 2013, the second meeting of the National Contact Points (NCP) of the EU Strategy for the Danube Region (EUSDR), the National Coordinators for the EU structural instruments from the EUSDR countries and the representatives from the European Commission (COM) took place in Stuttgart, Germany. The representatives of the Management authorities for the Operational Programmes where invitated to take
part in the meeting. This was a follow-up meeting of the first meeting of this kind, which had taken place on 16-17 April 2013, in Bucharest, under the organization of the Ministry of Foreign Affairs of Romania and the ministries of line. At Stuttgart’s meeting, COM encouraged the participating countries of the EUSDR and underlined the message of embedding the objectives of this European strategy into the programming documents (Partnership Agreement) and the Operational Programmes for the EU member states and the instruments of coordination of the EU’s financial assistance alloted to the non-EU countries (IPA, ENI) during the nex programming period 2014-2020. Following the discussions in Stuttgart, DG Regio distributed a guidance note on how to implement the macro-regional strategies in the future operation programmes. It can be used for the preparation and implementation acts and guidance for the European Structural and Investment Funds, including the draft templates for the Partnership Agreements, the Operational Programmes and the ETC programmes. The first evaluation of Europe’s macro-regional strategies
On 1st July 2013, the European Commission presented the first study on the two EU’s macro-regional strategies (the EUSDR and the EUSBSR), thus providing several recommendations for future work. The EU’s Danube Region Strategy was adopted in June 2011 and involved 14 EU and non-EU member countries. It addresses a common and coordinated response to common challenges specific to this region (environmental, climate, connectivity, capacity-building). EU Commissioner for Regional Policy, Johannes Hahn, said: “Today's study shows the clear value of our macro regional strategies. Their intensified

cooperation has resulted in literally hundreds of new projects and new networks in the Danube and the Baltic regions. Above all, participants tell us that cooperation – including with non EU member states has been significantly strengthened. "
The report delivered broadly positive conclusions on the existing macro-strategies and it highlighted the number of new projects, joint policy initiatives and political decisions at the macro-regional level.
COM reminded that political commitments remains vital for making the macro-strategies a priority at all relevant policy areas and for embedding the EUSDR and the EUSBSR in the future European Structural and Investment Funds, Partnership Agreements, operational and territorial cooperation programmes. Danube Day 2013
On the occasion of the annual celebration of the „Danube Day”, at the European level, the National Coordinator for the EU Strategy for the Danube Region and members of the EUSDR’s team from the Ministry of Foreign Affairs participated in Danube’s events organized by the Governmental authorities, at the national, regional and local level, as well as by the Romanian Academy, together with non-governmental organizations:
