• Bulgarian National Interoperability Framework for the information systems in the state administration (adopted by the CoM in 2006)

• Law on Electronic Trade (adopted by the NA in 2006)

• Law on e-Governance (adopted by the NA in 2007, enters into force from July 1, 2008)

Single collection and multiple data use

• Administrative institutions have the obligation: − to request data from citizens and organizations only once− to collect the data officially from the primary administrator of the data

• The primary data administrators should send the data to all administrative authorities, which by law have the right to maintain these particular data.

Мain Principles, Introduced by the Law on e-Governance

Technical Equipment for the State Administration (2006-2007)

• Delivery of over 5,500 computers, servers mainly to the regional and local administrations:

–Licensed software for 60 000 computers and 2000 server systems in all administrations

–Antivirus/spam/adware protection software for

20 000 computers and 1500 server systems in the local and regional administrations

–Delivery of 2,150 e-signatures

Backbone of the e-GovernmentBackbone of the e-Government

• Integrated system of the e-Government− service portal of the administration: www.egov.bg− environment for document exchange− support of the interoperability registers

• Pilot integrated system of e-Region− regional service portals− integration of the systems of the regional and

local administrations

• Total investment in projects for 2006 and 2007:

BGN 25 mln

e-Government projects, funded by OPAC

• Main objective – to ensure the deployment of administrative e-services at transactional level through:

– Environment for e-payments

– Unification of the vision of the state administration and accessibility of public web sites and portals

Mid-term Perspectives

• Adoption of the e-Government Strategy and Action plan

• Deployment of the Unified environment for documents exchange (the only tool for documents exchange, in accordance with Law on e-Governance)

• Integration of the back-office systems with the Unified Environment for Documents Exchange

Long - term perspectives

• Increasing the effectiveness of the information systems through re-engineering of the front/back-office processes

• Better delivery of the administrative services

• Increasing the transparency of the administrative procedures
