The ease of doing business index is an index created by the World Bank Group. Economies are ranked on their ease of doing business, from 1–189.A high ease of doing business ranking means the regulatory environment is more conducive to the starting and operation of a local firm.

India’s performance• biggest improvement among the South-Asian

countries in business regulations.

• India has made large improvements in two indicators, starting a business (155th rank) and getting electricity (70th rank).

Uttar Pradesh :• UP was positioned 10th in the recent rankings and

need to actively consider some of the weak points for attracting investments and attaining growth.

• Uttar Pradesh has taken significant steps towards ameliorating the business regulations and building infrastructure for spurring growth.

Cont.

• The Single Window system setting time bound service delivery and making online systems will boost opportunities for entrepreneurs.

• Land allotment, labor compliances and utility support are major weak points which the state of UP need to focus for doing business. With right strategies and focused initiatives.

Implementation :• Overall implementation: 47.37% • Good Practices : • The Department of Labour through the online system

provides one-stop solutions encompassing all the services offered by the Department.

• The portal offers several functionalities including online registration, licensing and renewal under the various Labour Acts.

• The Department has also defined clear timelines and process for registration and renewal of various licenses. The Department has mandated submission of inspection reports under various labour acts within 72 hours of inspection.

Implementation -• Single Window: Implemented a single window

system with a common application form for various clearances. Enforces time-bound delivery for the services under the single window system;

• Starting a Business: Implemented an online system for filing EM1 and 2.

• Infrastructure: Reduced the required documents for electricity connections to 2.

• Environment: Implemented an online consent management system for application filing and payment eliminating physical touch points;

Cont.• Taxes: The Department of Commercial Taxes

allows e-registration, e-payment and e-filing of returns for VAT and CST;

• Enforcing Contracts: Publishes e-cause list for commercial disputes.

• Labour: Allows self-certification under various laws.
