9. Approval of Design Development Drawings and Budget – 2019 Bond Construction Program – Kevin Philipps
(Enclosure #9) Background: Administration has been collaborating with our architects (GMB) and construction manager (OAK), to
complete the design development drawings and budget for improvements planned for the high school,
middle school, and Woodcliff in spring and summer of 2019. GMB will present the scope of work, and OAK
will present the budget for these projects. The Facilities Committee has reviewed the drawings and budget,
recommending approval.
Recommendation: Motion to approve the design development drawings and budget for the middle and high school
improvements from the 2019 construction program as recommended.
10. Approval of Revised Grounds Maintenance Agreement with the City of East Grand Rapids – Kevin Philipps
(Enclosure #10) Background: The City of East Grand Rapids and school district have a “grounds maintenance agreement,” which defines
how the City Parks and Recreation Department will maintain city and school grounds. This agreement has
been in place since 1995, but never updated. City and District administration worked together recently to
modernize the agreement to reflect current city and school grounds and facilities as well as current needs
within the school district. The Finance Committee has reviewed the agreement and recommends approval.
Recommendation: Motion to approve the revised Grounds Maintenance agreement with the City of East Grand Rapids as
recommended.
11. Appoint Delegate Representatives to MASB Fall Conference Delegate Assembly – President Bernecker Background: The Michigan Association of School Boards 2018 Delegate Assembly is meeting for the annual 2018 Fall
Conference at the Amway Grand Hotel on Thursday, November 1 at 7:30pm. Three delegates may be appointed to represent the East Grand Rapids Board of Education.
Recommendation: Motion to appoint Delegate Representatives to MASB Fall Conference Delegate Assembly.
12. Approval of Superintendent Goals for 2018-2019 – Dr. Kattula (Enclosure #12) Background: The Superintendent Goals for 2018-2019 are presented.
Recommendation: Motion to approve the finalized Superintendent’s Goals for 2018-2019 as presented.
13. Approval of New Teacher Contracts – Dr. Kattula (Enclosure #13) Background: Per Board Policy #5430, the Board is responsible for the formal approval of all teacher and administrative
contracts.
Recommendation: Motion to approve the teacher contracts as outlined in Enclosure #13.

Approval of New Teacher Contracts (Enclosure #11)
Dr. Kattula announced that the district has hired six additional teachers as listed in Enclosure #11.
Member Hessler moved to approve the Teacher Contracts as presented. Member Milanowski seconded the motion. Motion passed 6-0.
Approval of a 2-Year Contract with the East Grand Rapids Association of Support Staff Employees (EGRASE)–Kevin Philipps (Enclosure #12)
Kevin Philipps, Assistant Superintendent of Business, presented an overview of the EGRASE contract including the salary and benefits
provisions as detailed in Enclosure #12.
Member Coles moved to approve the 2-Year Contract with the East Grand Rapids Association of Support Staff Employees (EGRASE). Member
Welch seconded the motion. A discussion was held among the board. Motion passed 6-0.
Approval of Confirming Resolution for Sale and Refunding of Bonds – Kevin Philipps (Enclosure #13)
Background: In June of 2018, the Board of Education granted administration the authority to sell the remaining $13.5 million in bonds
from the 2014 bond issue as well as refund $2.1 million in bonds from the 2007 and 2008 bond sales. The bonds were
priced on Tuesday, August 7, 2018. Overall $14,030,000 in bonds were sold at a premium of $1,554,091 to provide the
financing for the construction fund and refinance the $2.1 million in 2007 and 2008 bonds. The overall true interest cost
for the sale is 3.45%. Net present value savings on the $2.1 million refunding was $53,131, or 2.72%. Administration, in
partnership with its financial advisor, Public Financial Management, recommend accepting the interest rates offered and
supporting the resolution to complete the sale and refunding.

Recommendation: Motion to approve the confirming resolution accepting the interest rates for the sale of 2018 Building and Site bonds and
refunding of 2007 and 2008 Athletic Facility bonds as recommended by the Superintendent.
Kevin Philipps provided background information on the projected sale and refunding of bonds as detailed in Enclosure #13. A discussion was
held among the board.
Member Milanowski moved to approve the confirming resolution accepting the interest rates for the sale of 2018 Building and Site bonds and
refunding of 2007 and 2008 Athletic Facility bonds as recommended by the Superintendent. Member Hessler seconded the motion.
Motion passed 6-0.
ADMINISTRATIVE REPORTS
Superintendent
Dr. Kattula shared that her family recently moved into East Grand Rapids and her three children are enrolled in our schools. During her first
week as superintendent, she has been involved in administrative meetings, new teacher orientation, and county superintendent meetings. She
also reported that the new middle school student registration process went smoothly and was well organized.
Assistant Superintendent of Business
Kevin Philipps provided a budget update and shared that approximately $150,000 will be added to the fund balance which is an increase in
projections. He also provided an enrollment update with an increase in projected kindergarten students. Therefore, an additional section of
kindergarten has been added at Breton Downs.
Assistant Superintendent of Instruction
Jenny Fee reported that a successful New Teacher Orientation was held last week with the largest group of new staff involving 30 new teachers.

Communications Committee – No reports.
Facilities Committee – Member Hessler reported that roof replacements were discussed and a new roofing system was selected. A proposal will
be brought to the full board for approval at the September board meeting.

Legislative Liaison Committee – Member Welch reported that the September 11 Town Hall preparations are underway.

8363 Crimes Committed by Students (Cf. 2600)
MCL 380.1308 requires law enforcement agencies, throughout the calendar year, to make a report to
school Districts of incidents reported to the law enforcement agency that allege the commission of a crime and
that, according to the incident report, either occurred on school property or within 1,000 feet of the school property
or involved a pupil or staff member of the school as a victim or alleged perpetrator. Similarly, school Districts
are required to provide law enforcement agencies with information regarding incidents that have occurred at
school that are required to be reported according to the statewide school safety information policy.
If the Superintendent receives information from a law enforcement agency that a student has committed a
crime anytime during the calendar year, reportable under MCL 380.1308, and he/she determines that the alleged
actions of the student could potentially pose a threat to the school community, the Superintendent:
a. Shall request a meeting with the student, parent(s)/guardian(s) of the student, law enforcement
officials, and school personnel to determine if the student poses a threat to the school community.
Under MCL 380.1308, the parent(s)/guardian(s) are required to provide the school with access to
information regarding the crime committed or allegedly committed.
b. Effective August 8, 2018, per MCL 380.1311, if a pupil pleads to, is convicted of, or is adjudicated
for criminal sexual conduct against another pupil enrolled in the same school district, the school board,
or the designee of the school board, shall expel the pupil from the school district permanently after
considering the predisciplinary factors outlined in (c) below. An individual expelled under section (b)
may be subject to reinstatement per MCL 380.1311(6).
bc. May recommend to the Board of Education a suspension, expulsion, or alternative placement of the
student in an appropriate educational setting of over 10 days after consideration of the information
gathered under paragraph “a” above. The district will be required to demonstrate that they have
considered the predisciplinary factors found in MCL 380.1310d (see Policy 8395) before expelling a
student permanently.
Disciplined students with disabilities under Individuals with Disabilities Educational Act (IDEA) or
Section 504 shall be subject to disciplinary action in accordance with Federal and State due process rights
appropriate to these students. Such students may have their educational placement temporarily or permanently
changed, in accordance with Special Education rules.
The student and/or the parent(s)/guardian(s) may appeal the Board of Education’s decision to the Kent
County Circuit Court or the United States District Court for the Western District of Michigan.

GROUNDS MAINTENANCE AGREEMENT THIS GROUNDS MAINTENANCE AGREEMENT (this "Agreement") is executed this
___ day of _____________, 2018 (the "Effective Date"), by and between THE CITY OF
EAST GRAND RAPIDS, a municipal corporation, with offices at 750 Lakeside Drive, SE, East
Grand Rapids, Michigan 49506 (the "City"), and THE EAST GRAND RAPIDS BOARD OF
EDUCATION, with offices at 2915 Hall Street, SE, East Grand Rapids, Michigan 49506 (the
"Board").
WHEREAS, the City and the Board entered into that certain Grounds Maintenance
Agreement dated as of March 19, 1996 (the "Prior Agreement"), to consolidate grounds
maintenance operations for the City and the East Grand Rapids School District (the "School")
into one program administered by the City Parks and Recreation Department;
WHEREAS, the Prior Agreement was approved and became effective as of
April 1, 1996;
WHEREAS, the parties desire to enter into this Agreement to continue the consolidated
grounds maintenance operations by the City Parks and Recreation Department on the terms and
conditions set forth herein; and
WHEREAS, the City and the Board have approved this Agreement to be implemented as
of the Effective Date.
NOW, THEREFORE, THE PARTIES AGREE AS FOLLOWS:
1. The City Parks and Recreation Director shall have full responsibility for all City
and School grounds maintenance operations. The High School Director of Athletics and the
School Maintenance Supervisor shall directly communicate with the City Parks and Recreation
Director and the Grounds Maintenance Staff (as defined below) to ensure compliance with the
requirements and expectations of this Agreement.
2. The City shall hire a full-time Grounds Maintenance Supervisor, Assistant
Grounds Maintenance Supervisor, and Grounds Maintenance Employee (collectively, the
"Grounds Maintenance Staff"). If a full-time Grounds Maintenance Staff position is vacated,
both the City and School administrative staff are permitted to take part in the interview and
selection process for a replacement. The Grounds Maintenance Staff shall be responsible for
hiring part-time staff to assist during the spring, summer, and fall months.
3. A proposed budget shall be prepared by the City each year and shall be provided
to the School District for approval by April 1. This budget shall cover costs incurred for
employee services, operating supplies, contractual services, repairs and maintenance, automobile
expenses, membership dues, professional development, and capital expenditures. Contractual
services shall be allocated based upon actual contract costs or acreage covered for lawn
maintenance and mulch installation. All remaining costs shall be allocated between the City and
the Board pursuant to the annual budget and the terms of this Agreement.
4. The City shall bill the Board on a quarterly basis for its share of the actual costs
incurred pursuant to the terms of this Agreement.
5. The Grounds Maintenance Staff shall conduct grounds maintenance operations
and provide grounds maintenance services to all City and School properties. Such services shall
include, but shall not be limited to, the following:
(a) Oversight and supervision of lawn maintenance contract(s), including lawn and
turf mowing services, string trimming, edging, broadleaf weed control
applications, and leaf removal;
(b) Grounds and landscaping maintenance on City and School properties identified on
the attached Grounds Maintenance Standards Exhibit A;
(c) Natural turf maintenance on City and School properties identified on the attached
Turf Maintenance Program Exhibit B;
(d) Snow plowing, salting and de-icing, as reasonably required, for the following
locations: East Grand Rapids High School; East Grand Rapids Middle School;
Breton Downs Elementary School; Lakeside Elementary School; Wealthy
Elementary School; James E. Morse Administration Site; Croswell Public Parking
Lot; Waterfront Parking Lot; and Manhattan Park;
(e) Inspection, maintenance, and operation of all City and School programmable
irrigation systems to ensure an adequate watering schedule to maintain reasonably
healthy turf and flora;
(f) Maintenance and preparation of outdoor facilities for athletic events, special
events, and functions as assigned by the City and the School administration. A
grounds maintenance schedule for such events and functions is attached hereto as
Grounds Maintenance Schedule Exhibit C;
(g) Inspection, maintenance, and repair of all playground structures and equipment,
including the application of safety surfacing pursuant to current federal, state, and
local standards; and
(h) Tree maintenance and other routine trimming and pruning of flora. If
professional assistance is required because of the height, size, location or
condition of a tree or other flora the fees and costs associated with such special
maintenance services shall be billed directly to the School or the City, depending
upon where the tree is located.
6. This Agreement may be terminated by either party by written notice to the other
party by December 31 of each year. Any such termination shall be effective as of March 31 of
the following year. The parties shall remain fully responsible for all costs incurred under this
Agreement until the termination becomes effective.
7. If this Agreement is terminated, the City Parks and Recreation Director may elect
to terminate the employment of the Grounds Maintenance Staff and any part-time employees. In
event of such termination, both parties agree to pay one-half (1/2) of any unemployment
compensation that is awarded to any terminated employee. In addition, any capital assets
acquired pursuant to this Agreement will be divided equally between the parties.
8. This Agreement shall commence on the Effective Date, and continue on a year-to-
year basis until terminated as provided herein.
9. Any notices required under this Agreement shall be given (1) personally, or (2) by
first-class mail, postage prepaid, addressed to the other party at the addresses indicated in this
Agreement.
10. This Agreement may be amended by an agreement in writing signed by both
parties. This Agreement shall be binding upon and inure to the benefit of both parties.

Grounds Maintenance Standards
The City of East Grand Rapids is a small city on the east side of metropolitan Grand Rapids in
Kent County, Michigan. The primary geography is residential homes, although there is a
business district containing all the essential services, a selection of specialty stores and
boutiques, and a world-class hospital within the borders.
The premier asset of East Grand Rapids is Reeds Lake, a true centerpiece for the
community. From fishing on quiet mornings to an afternoon of waterskiing with family, Reeds
Lake and the surrounding parks, woods and trails draw people from miles around to enjoy the
outdoor landscape.
Several years ago the City of East Grand Rapids and East Grand Rapids Public Schools formed a
joint facilities agreement, in which the City and Schools work as a team to maintain the grounds
around the schools and various city properties. The Grounds Maintenance Department, which is
part of the Parks and Recreation Department, directly oversee and maintain all of these areas,
working with coaches, athletic directors, and city officials, to make East Grand Rapids “A Better
Place To Live”. As a department we outsource all of our mowing and weed control, this allows
us to concentrate on other areas and pay more attention to the details.
The Grounds Maintenance Standards for the City of East Grand Rapids and East Grand Rapids
Public Schools define the desired conditions of park features and were developed in an effort to
deliver more efficient results with our Grounds Maintenance Department. The standards provide
a framework for inspecting and evaluating the condition of our parks. This will be a tool that
will be used for new employees, to clearly explain what the expectations are for our grounds as a
whole. Daily and weekly checklists will be provided and expected to be completed. With this
being such an active community, our work is in the public eye at all times, these standards will
allow us to make sure that we maintain all of our areas to the highest level.
Mission Statement
We are dedicated to preserving, enhancing and protecting our parks, green spaces, indoor and
outdoor facilities throughout the Grounds Maintenance Department for present and future
generations.

East Grand Rapids School Property Standards
East Grand Rapids Public School properties include six sites; the High School, Middle School,
James E. Morse Administration Building, and three elementary properties: Breton Downs,
Lakeside, and Wealthy. All of these sites not only have turf areas surrounding the building itself,
but areas specific to the individual sites. Here is a list of the specific areas:
EGR High School is home to Memorial Field and has a running track with an athletic
field inside it.
EGR Middle School is home to Mehney Field and also has an athletic field located
behind the school used for soccer and lacrosse.
All three elementary sites have youth athletic fields used for soccer, lacrosse, t-ball,
football, and softball.
James E. Morse Administration Building is home to Canepa Tennis Center, which is used
by the community and High School tennis teams.
EGR Middle School and all three elementary sites have tennis courts for public use.
James E. Morse Administration Building and all three elementary school sites have
playgrounds.
Each school site is different and need to be maintained to a specific set of standards. Although
the grounds are mowed and sprayed by a contractor, we still have a list of maintenance tasks
needed to be performed.
Daily litter clean-up including temporary trash cans; during the school year school
custodial staff clears trash cans owned by the School District and during the summer
Grounds staff clears School District owned trash cans
Checking and repairing soccer, field hockey, and lacrosse goals & nets
Turf kept to Grounds Maintenance standards
Athletic field prep for practices and games
Trimming of any broken tree branches and landscape shrubbery
Checking and repairing fences
Set irrigation schedule and check for leaks
Playgrounds are inspected and kept to Grounds Maintenance standards
Check parking lots for weeds, apply non-selective herbicide weed application as
scheduled following school guidelines
Checking the tennis courts and nets to make sure they are playable
Maintain designated landscaped areas and school entry signs
The designated landscaped areas are defined as the front of each school building and
James E. Morse administration building, Memorial Field landscape beds, Mehney Field
landscape beds, and Canepa Tennis Center landscape beds. The standards for these
landscape areas are defined in the Landscaping Standards section below.
The Grounds Maintenance Department needs to follow these standards in order to maintain sites
to the highest level.
Please remember that when kids are present we can NOT operate any machinery or
equipment that could harm or injure an individual.

Landscaping Standards
There are many areas within the City of East Grand Rapids and School District that have been
landscaped as an accent to compliment the green areas of City and School properties. These
properties are located near or around buildings, signs, parks, streets and other green spaces. We
take pride in our colorful and vibrant spaces separating us from other communities. The
standards for these areas need to be completed on a regular basis in order to keep the landscaped
areas maintained at a high level. We have set forth these standards as a guide to give clear

understand there are times when these checklist items cannot be completed on a specific day
because other obligations Grounds Maintenance puts forth. We expect the areas will not be
neglected, but the checklist completed as soon as possible as the work schedule allows. Some of
the areas may only take five minutes to complete, others take hours, but if done correctly the first
time, it will make it much easier the next week.

Synthetic Turf Athletic Fields
The City and School District share two synthetic athletic fields, Mehney and Memorial Fields.
Mehney Field is located in front of the Middle School and was installed in 1997; this site
consists of not only the field itself, but a bathroom/concession stand building, one set of
bleachers, and an announcer building. Memorial Field is located on the northeast side of the
High School. Artificial turf was installed in 2000; this site consists of two separate buildings for
concession and bathrooms, a beautiful plaza area, and three sets of bleachers. Both fields are
top-dressed with Crum rubber, and are used several hours each day, sometimes with two
different sports being played in the same day. Here is a list of events that are held at both sites:

Public Use and Rentals
With as many events as these facilities host, one can see why the synthetic surfaces were
installed. This doesn’t indicate they are maintenance free; several duties need to be performed
on a regular basis. Duties include:
Sweeping the field to clear debris
Cleaning the bleachers and benches
Checking for seams that are tearing or coming unglued
Athletic field painting for special events and sports
Set up and checking goals and nets
Inspect for fence and safety netting damage
Respond and investigate any safety hazards and/or insect issues (bees & wasps)
Maintain surrounding landscaping and planting beds
Inspect and test scoreboard system each sport season (Call is repairs if necessary)
Completing daily duties will allow us to achieve a common goal, to provide the best possible
facilities for our community.

Playground Standards
Playground safety is no accident. We know today that a child’s playground is the environment
for learning and development. Each child develops at his or her own pace, and because of this
diversity it is important we provide diversity in the play environment that can meet the
developmental needs of all children (taken from playground safety is no accident). It is our job
as Grounds Maintenance to identify those hazards and avoid any potential for injury.
Within the city limits, there are nine playgrounds that Grounds Maintenance is responsible for,
on both City and School District properties. The sites are as follows:
Breton Downs Elementary: two playgrounds with age appropriateness for both as 5-12
years old.
Lakeside Elementary: two playgrounds with age appropriateness for both as 5-12 years
old.
Wealthy Elementary: two playgrounds with age appropriateness for both as 5-12 years
old.
James E. Morse Administration Building: two playgrounds with age appropriateness for
the one in front of the building as 5-12 years old and the age appropriateness for the one
in the back of the building as 2-5 years old.
Manhattan Park: one play ground with an age appropriateness of 2-12 years old.
All playgrounds have a specific set of rules and regulations in order to comply with ASTM1487.
At least one Grounds Maintenance staff member will be a National Certified Playground Safety
Inspector, but there are many things that can be done to alleviate safety concerns. Some items
include, but are not limited to:
All playground areas are free of trash, weeds and insect populations
All playground areas have a depth of safety surfacing (virgin woodchips) that coincide
with the manufactures suggestions as marked on playground equipment
All playground areas are free of potential hazards
All playground equipment is working properly with no damaged or missing parts
All playgrounds provide a safe learning environment for each child as an individual and
continue to challenge with age
All standards set forth by the Grounds Maintenance Department will be clearly explained so you
know exactly what you are looking for when inspecting the playgrounds. The Grounds
Maintenance Supervisor will be notified immediately if any problem arises so the proper
measures can be followed and the proper paper work can be documented. The Grounds
Maintenance Supervisor performs high frequency inspections that occur about monthly

East Grand Rapids Trail System Standards
Throughout the City of East Grand Rapids there is an extensive trail system. The various trail
options provide each user the unique opportunity of trekking natural wooded areas and
residential neighborhoods within the city limits. East Grand Rapids is a very active community
and it is not rare to see hundreds of people out enjoying the trail system on any given day. Our
most popular trail is a 4.3-mile trek around Reeds Lake. On this trail you will meander through
natural wooded areas, wetlands, and residential areas. Connected to the Reeds Lake Trail is
Waterfront Park, Remington Park and Hodenpyl Woods trail system.
Waterfront Park and the Gilmore property were secured through grants and donations. The
property provides ample opportunity for bird watching, fishing and walking. This trail connects
to overlook decks and a floating boardwalk. At Manhattan Park, there is a rustic trail network
that is used for cross-country running and hiking.
The areas are maintained by Grounds Maintenance. Although the trails are rustic, the following
are our responsibility:
Trails are free from fallen logs, tree branches and overgrown vegetation
Tree and brush canopies are cut back on both sides and overhead for pedestrian
clearance; leaving natural materials in the woods out of harm’s way
Check and fill trail map holder as needed
Assist volunteer groups with wood chips and other materials as needed on project days
Work with volunteer group to remove Garlic Mustard, Buckthorn and other invasive
species as time allows
We expect the trails to be visually inspected monthly to keep them looking neat and in operable
condition.

John Collins Park Standards
John Collins Park (JCP) is located between the GR Yacht Club and Rose’s Restaurant on Reeds
Lake. JCP is the ‘premier’ park within the EGR city limits and is the busiest throughout all
seasons. When the warm weather breaks the cold doldrums, picnickers enjoy the picnic tables
and warm air. During the summer they enjoy the flowers and the serenity of the lake. In the fall,
they try to get in one last afternoon of nice weather. In the winter, the ice fishers are out in the
cold trying to get a catch for the love of the game. The park is host to concerts in the summer,
and is the main stage for the Reeds Lake Run and Reeds Lake Triathlon. The park itself is 2.70
acres and was renovated in 2001 with landscape beds, accessible boat ramp, boat house for the
EGR public school crew team, bathrooms, tables, benches, ADA walkways, etc.
Because this park is so prominent in the social aspect of EGR, the maintenance standards for JCP
are set very high and no exceptions are made.

Manhattan Park Standards
Manhattan Park is located in the NE corner of East Grand Rapids and encompasses 40 acres of
multi-use park land. Manhattan Park is a combination of athletic facilities and nature trails
where many people come to recreate and enjoy being with family and friends. Here is a facilities
list relating to Manhattan Park:

Streetscape Standards
(Wealthy Street and Lakeside Drive)
In the summer of 2005, the business district in East Grand Rapids on Wealthy Street underwent a
multi-million dollar renovation. The area now boasts a one of-a-kind shopping district and
future living experience for the community of EGR and Kent County. This area includes
extensive brick-work, heated sidewalks, hanging flower baskets on light poles, flower pots and
trees with wonderful canopies and color. Our goal as Grounds Maintenance is to keep this area
aesthetically pleasing. Our standards are as follows:
The area will be free of trash, litter and debris at all times
Flowers in pots and baskets are at their peak all season long
Sidewalks will be clean with no weeds, litter, etc.
Trees will be healthy and growing to their potential with no weeds in grates

Heidi S. Kattula, Ed.D. 2018-2019 Superintendent
As I start my first year as superintendent I continue to reflect and admire the strong community collaboration,
high academic performance and Tradition of Excellence that resides in East Grand Rapids Public Schools. This
is one of the best districts in the state and country because of our ongoing collective support. Our dedicated
teaching staff, administration, Board of Education, parents, and community are all committed to providing an
excellent educational program for our students. Our vision, mission, and goals share a singular and sustained
focus -- the development of the whole child. Learning is the core of our education system which we promote
and provide through supporting: uniqueness of each student, collaboration, achievement and accountability.
As I set goals for the 2018-2019 school year, I reflected on the 2017-2018 goals and accomplishments in order
to celebrate, honor, and inform the 2018-2019 goals. As you will see in the goals I have outlined, we need to
continue to build on the work that has been done, strive for future growth while developing partnerships to
support student success and maintain high expectations. This year we hired a record number of new staff (n=31,
18%). With these new additions, we need to have intentional supports to ensure their success while also
maintaining our strong commitment of high expectations and high quality supports and services.
As we reflect on the academic, music, arts, and athletic successes of our students, we need to keep in mind that
these accomplishments were achieved through collaboration of teachers, students, parents, and administrators,
which supports our Tradition of Excellence. Our staff take pride in preparing our students for academic success
by establishing a solid academic foundation early in their educational journey. We are committed to ensuring
that all students achieve at the high levels needed to prepare them to lead fulfilling and productive lives, to
succeed in academic and employment settings, and to be a contributing member of society. To accomplish the
goal of providing a high-quality education to every student, we must ensure that policies, programs, and
systems of support are directed toward the common purpose of improving academic achievement for all
students. We must also strive to ensure alignment and coherence of these systems and supports.
One of my priorities for the upcoming school year is to sustain and enhance our work around student
achievement through the alignment of curriculum, instruction, and assessment, and the development of
interventions to address learner needs. The following goals align with the priorities and goals established in the
East Grand Rapids Public Schools’ District School Improvement Plan and Strategic Plan. Updates for each goal
will be shared with the Board of Education throughout the school year, with detailed updates provided mid-year
and during my end of year evaluation.
The following goals are intended to establish a focus for the upcoming school year and serve as a guide as I
reflect upon and improve on my effectiveness as the district leader; however, they are not intended to serve as a
comprehensive listing of all the responsibilities that need to be accomplished by the superintendent in order to
lead and maintain a highly effective and efficient school district from both an instructional and operational
perspective. I look forward to my first year as superintendent of EGRPS and continuing to learn and grow in
order to continue moving us forward and maintaining a strong, viable public school district.

and student growth. We are mindful of the development of the whole child and support this philosophy
through implementing fiscally responsible systems and organizational structures that support
student learning.

MCL 380.1308 requires law enforcement agencies, throughout the calendar year, to make a report to
school Districts of incidents reported to the law enforcement agency that allege the commission of a crime and
that, according to the incident report, either occurred on school property or within 1,000 feet of the school property
or involved a pupil or staff member of the school as a victim or alleged perpetrator. Similarly, school Districts
are required to provide law enforcement agencies with information regarding incidents that have occurred at
school that are required to be reported according to the statewide school safety information policy.
If the Superintendent receives information from a law enforcement agency that a student has committed a
crime anytime during the calendar year, reportable under MCL 380.1308, and he/she determines that the alleged
actions of the student could potentially pose a threat to the school community, the Superintendent:
a. Shall request a meeting with the student, parent(s)/guardian(s) of the student, law enforcement
officials, and school personnel to determine if the student poses a threat to the school community.
Under MCL 380.1308, the parent(s)/guardian(s) are required to provide the school with access to
information regarding the crime committed or allegedly committed.
b. Effective August 8, 2018, per MCL 380.1311, if a pupil pleads to, is convicted of, or is adjudicated
for criminal sexual conduct against another pupil enrolled in the same school district, the school board,
or the designee of the school board, shall expel the pupil from the school district permanently after
considering the predisciplinary factors outlined in (c) below. An individual expelled under section (b)
may be subject to reinstatement per MCL 380.1311(6).
bc. May recommend to the Board of Education a suspension, expulsion, or alternative placement of the
student in an appropriate educational setting of over 10 days after consideration of the information
gathered under paragraph “a” above. The district will be required to demonstrate that they have
considered the predisciplinary factors found in MCL 380.1310d (see Policy 8395) before expelling a
student permanently.
Disciplined students with disabilities under Individuals with Disabilities Educational Act (IDEA) or
Section 504 shall be subject to disciplinary action in accordance with Federal and State due process rights
appropriate to these students. Such students may have their educational placement temporarily or permanently
changed, in accordance with Special Education rules.
The student and/or the parent(s)/guardian(s) may appeal the Board of Education’s decision to the Kent
County Circuit Court or the United States District Court for the Western District of Michigan.

Approval of a 2-Year Contract with the East Grand Rapids Association of Support Staff Employees (EGRASE)–Kevin Philipps (Enclosure #12)
Kevin Philipps, Assistant Superintendent of Business, presented an overview of the EGRASE contract including the salary and benefits
provisions as detailed in Enclosure #12.
Member Coles moved to approve the 2-Year Contract with the East Grand Rapids Association of Support Staff Employees (EGRASE). Member
Welch seconded the motion. A discussion was held among the board. Motion passed 6-0.
Approval of Confirming Resolution for Sale and Refunding of Bonds – Kevin Philipps (Enclosure #13)
Background: In June of 2018, the Board of Education granted administration the authority to sell the remaining $13.5 million in bonds
from the 2014 bond issue as well as refund $2.1 million in bonds from the 2007 and 2008 bond sales. The bonds were
priced on Tuesday, August 7, 2018. Overall $14,030,000 in bonds were sold at a premium of $1,554,091 to provide the
financing for the construction fund and refinance the $2.1 million in 2007 and 2008 bonds. The overall true interest cost
for the sale is 3.45%. Net present value savings on the $2.1 million refunding was $53,131, or 2.72%. Administration, in
partnership with its financial advisor, Public Financial Management, recommend accepting the interest rates offered and
supporting the resolution to complete the sale and refunding.

Recommendation: Motion to approve the confirming resolution accepting the interest rates for the sale of 2018 Building and Site bonds and
refunding of 2007 and 2008 Athletic Facility bonds as recommended by the Superintendent.
Kevin Philipps provided background information on the projected sale and refunding of bonds as detailed in Enclosure #13. A discussion was

Dr. Kattula shared that her family recently moved into East Grand Rapids and her three children are enrolled in our schools. During her first
week as superintendent, she has been involved in administrative meetings, new teacher orientation, and county superintendent meetings. She
also reported that the new middle school student registration process went smoothly and was well organized.
Assistant Superintendent of Business
Kevin Philipps provided a budget update and shared that approximately $150,000 will be added to the fund balance which is an increase in
projections. He also provided an enrollment update with an increase in projected kindergarten students. Therefore, an additional section of
kindergarten has been added at Breton Downs.
Assistant Superintendent of Instruction
Jenny Fee reported that a successful New Teacher Orientation was held last week with the largest group of new staff involving 30 new teachers.

Facilities Committee – Member Hessler reported that roof replacements were discussed and a new roofing system was selected. A proposal will
be brought to the full board for approval at the September board meeting.

SUPERINTENDENT GOALS
Heidi S. Kattula, Ed.D. 2018-2019 Superintendent
As I start my first year as superintendent I continue to reflect and admire the strong community collaboration,
high academic performance and Tradition of Excellence that resides in East Grand Rapids Public Schools. This
is one of the best districts in the state and country because of our ongoing collective support. Our dedicated
teaching staff, administration, Board of Education, parents, and community are all committed to providing an
excellent educational program for our students. Our vision, mission, and goals share a singular and sustained
focus -- the development of the whole child. Learning is the core of our education system which we promote
and provide through supporting: uniqueness of each student, collaboration, achievement and accountability.
As I set goals for the 2018-2019 school year, I reflected on the 2017-2018 goals and accomplishments in order
to celebrate, honor, and inform the 2018-2019 goals. As you will see in the goals I have outlined, we need to
continue to build on the work that has been done, strive for future growth while developing partnerships to
support student success and maintain high expectations. This year we hired a record number of new staff (n=31,
18%). With these new additions, we need to have intentional supports to ensure their success while also
maintaining our strong commitment of high expectations and high quality supports and services.
As we reflect on the academic, music, arts, and athletic successes of our students, we need to keep in mind that
these accomplishments were achieved through collaboration of teachers, students, parents, and administrators,
which supports our Tradition of Excellence. Our staff take pride in preparing our students for academic success
by establishing a solid academic foundation early in their educational journey. We are committed to ensuring
that all students achieve at the high levels needed to prepare them to lead fulfilling and productive lives, to
succeed in academic and employment settings, and to be a contributing member of society. To accomplish the
goal of providing a high-quality education to every student, we must ensure that policies, programs, and
systems of support are directed toward the common purpose of improving academic achievement for all
students. We must also strive to ensure alignment and coherence of these systems and supports.
One of my priorities for the upcoming school year is to sustain and enhance our work around student
achievement through the alignment of curriculum, instruction, and assessment, and the development of
interventions to address learner needs. The following goals align with the priorities and goals established in the
East Grand Rapids Public Schools’ District School Improvement Plan and Strategic Plan. Updates for each goal
will be shared with the Board of Education throughout the school year, with detailed updates provided mid-year
and during my end of year evaluation.
The following goals are intended to establish a focus for the upcoming school year and serve as a guide as I
reflect upon and improve on my effectiveness as the district leader; however, they are not intended to serve as a
comprehensive listing of all the responsibilities that need to be accomplished by the superintendent in order to
lead and maintain a highly effective and efficient school district from both an instructional and operational
perspective. I look forward to my first year as superintendent of EGRPS and continuing to learn and grow in
order to continue moving us forward and maintaining a strong, viable public school district.

FINANCE & OPERATIONS
Superintendent Goal 1 (MASB Section D – Business & Finance)
Provide leadership for the development of a multi-year budget, including a budget process with a long-term
vision that maintains a targeted fund balance and works toward long-term fiscal stability.
a. Establish a timeline and communication plan for the 2019-2020 budget development
b. Refresh the multi-year budget plan, incorporating desired educational programming to align with
strategic goals
c. Update and revise the Community Budget Guide for 2018-2019
d. Research opportunities to collaborate and reduce operational costs within our organization, current
vendors, other local districts, ISD, and the City of East Grand Rapids
e. Review alignment and seek opportunities to offer a comprehensive co-curricular program that is fiscally

LEARNING, TEACHING, AND LEADING
Superintendent Goal 2 (MASB Section E – Instructional Leadership)
Provide leadership in the continued enhancement of our curriculum, instruction, and assessment to ensure we
provide all students with a challenging learning environment that nurtures the whole child in social, emotional,
cognitive, and physical growth and development.
a. Increase the integration and use of best practices of technology to enhance teaching and learning and
district operations
b. Expand the staff’s capacity to assess, monitor, and report student growth in order to inform and promote
academic success for every student
c. Analyze student achievement data and work with staff to develop systems and interventions focused on
providing quality assessment feedback, improving student achievement and closing achievement gaps
(MTSS)
d. Solicit and collect student input in the areas of teaching and learning to improve the educational
opportunities we provide
e. Support Implementation Teams as they continue developing: (a) systems for monitoring and studying

Increase student achievement and student growth at all levels including subgroups. This goal is represented in
core content areas in our district and building school improvement plans and teacher evaluations.
a. Ensure multiple measures of academic progress are considered when measuring student achievement
and student growth. We are mindful of the development of the whole child and support this philosophy
through implementing fiscally responsible systems and organizational structures that support
student learning.
b. Utilize relevant and current student growth measurements around the following four data points:
i. NWEA (MAP) scores in reading for students in grades 2-7
ii. SAT (including PSAT 8/9, PSAT 10)
iii. MSTEP
iv. MME
c. Publish Annual Education Reports. The district and each of our buildings are required by federal and
state regulations to publish an Annual Education Report (AER). These include an achievement report
along with a cover letter providing additional details about individual building’s school improvement
processes and goals.
PERSONNEL MANAGEMENT

Provide leadership in the continued enhancement of our evaluation systems and mentorship for administrators
new to their roles to ensure continued professional growth.
a. Ensure that the evaluation systems for teachers/administrators are aligned with state requirements and
comply with Section 1249 and Section 1248 (Layoff/Recall)
b. Provide teachers and administrators with an overview on how to use the evaluation rubrics to determine
the state ranking categories of Highly Effective, Effective, Minimally Effective, and Ineffective
c. Work with administrators to provide teachers who are on improvement plans with the appropriate

GROUNDS MAINTENANCE AGREEMENT THIS GROUNDS MAINTENANCE AGREEMENT (this "Agreement") is executed this
___ day of _____________, 2018 (the "Effective Date"), by and between THE CITY OF
EAST GRAND RAPIDS, a municipal corporation, with offices at 750 Lakeside Drive, SE, East
Grand Rapids, Michigan 49506 (the "City"), and THE EAST GRAND RAPIDS BOARD OF
EDUCATION, with offices at 2915 Hall Street, SE, East Grand Rapids, Michigan 49506 (the
"Board").
WHEREAS, the City and the Board entered into that certain Grounds Maintenance
Agreement dated as of March 19, 1996 (the "Prior Agreement"), to consolidate grounds
maintenance operations for the City and the East Grand Rapids School District (the "School")
into one program administered by the City Parks and Recreation Department;
WHEREAS, the Prior Agreement was approved and became effective as of
April 1, 1996;
WHEREAS, the parties desire to enter into this Agreement to continue the consolidated
grounds maintenance operations by the City Parks and Recreation Department on the terms and
conditions set forth herein; and
WHEREAS, the City and the Board have approved this Agreement to be implemented as
of the Effective Date.
NOW, THEREFORE, THE PARTIES AGREE AS FOLLOWS:
1. The City Parks and Recreation Director shall have full responsibility for all City
and School grounds maintenance operations. The High School Director of Athletics and the
School Maintenance Supervisor shall directly communicate with the City Parks and Recreation
Director and the Grounds Maintenance Staff (as defined below) to ensure compliance with the
requirements and expectations of this Agreement.
2. The City shall hire a full-time Grounds Maintenance Supervisor, Assistant
Grounds Maintenance Supervisor, and Grounds Maintenance Employee (collectively, the
"Grounds Maintenance Staff"). If a full-time Grounds Maintenance Staff position is vacated,
both the City and School administrative staff are permitted to take part in the interview and
selection process for a replacement. The Grounds Maintenance Staff shall be responsible for
hiring part-time staff to assist during the spring, summer, and fall months.
3. A proposed budget shall be prepared by the City each year and shall be provided
to the School District for approval by April 1. This budget shall cover costs incurred for
employee services, operating supplies, contractual services, repairs and maintenance, automobile
expenses, membership dues, professional development, and capital expenditures. Contractual
services shall be allocated based upon actual contract costs or acreage covered for lawn
maintenance and mulch installation. All remaining costs shall be allocated between the City and
the Board pursuant to the annual budget and the terms of this Agreement.
4. The City shall bill the Board on a quarterly basis for its share of the actual costs
incurred pursuant to the terms of this Agreement.
5. The Grounds Maintenance Staff shall conduct grounds maintenance operations
and provide grounds maintenance services to all City and School properties. Such services shall
include, but shall not be limited to, the following:
(a) Oversight and supervision of lawn maintenance contract(s), including lawn and
turf mowing services, string trimming, edging, broadleaf weed control
applications, and leaf removal;
(b) Grounds and landscaping maintenance on City and School properties identified on
the attached Grounds Maintenance Standards Exhibit A;
(c) Natural turf maintenance on City and School properties identified on the attached
Turf Maintenance Program Exhibit B;
(d) Snow plowing, salting and de-icing, as reasonably required, for the following
locations: East Grand Rapids High School; East Grand Rapids Middle School;
Breton Downs Elementary School; Lakeside Elementary School; Wealthy
Elementary School; James E. Morse Administration Site; Croswell Public Parking
Lot; Waterfront Parking Lot; and Manhattan Park;
(e) Inspection, maintenance, and operation of all City and School programmable
irrigation systems to ensure an adequate watering schedule to maintain reasonably
healthy turf and flora;
(f) Maintenance and preparation of outdoor facilities for athletic events, special
events, and functions as assigned by the City and the School administration. A
grounds maintenance schedule for such events and functions is attached hereto as
Grounds Maintenance Schedule Exhibit C;
(g) Inspection, maintenance, and repair of all playground structures and equipment,
including the application of safety surfacing pursuant to current federal, state, and
local standards; and
(h) Tree maintenance and other routine trimming and pruning of flora. If
professional assistance is required because of the height, size, location or
condition of a tree or other flora the fees and costs associated with such special
maintenance services shall be billed directly to the School or the City, depending
upon where the tree is located.
6. This Agreement may be terminated by either party by written notice to the other
party by December 31 of each year. Any such termination shall be effective as of March 31 of
the following year. The parties shall remain fully responsible for all costs incurred under this
Agreement until the termination becomes effective.
7. If this Agreement is terminated, the City Parks and Recreation Director may elect
to terminate the employment of the Grounds Maintenance Staff and any part-time employees. In
event of such termination, both parties agree to pay one-half (1/2) of any unemployment
compensation that is awarded to any terminated employee. In addition, any capital assets
acquired pursuant to this Agreement will be divided equally between the parties.
8. This Agreement shall commence on the Effective Date, and continue on a year-to-
year basis until terminated as provided herein.
9. Any notices required under this Agreement shall be given (1) personally, or (2) by
first-class mail, postage prepaid, addressed to the other party at the addresses indicated in this
Agreement.
10. This Agreement may be amended by an agreement in writing signed by both
parties. This Agreement shall be binding upon and inure to the benefit of both parties.

Grounds Maintenance Standards
The City of East Grand Rapids is a small city on the east side of metropolitan Grand Rapids in
Kent County, Michigan. The primary geography is residential homes, although there is a
business district containing all the essential services, a selection of specialty stores and
boutiques, and a world-class hospital within the borders.
The premier asset of East Grand Rapids is Reeds Lake, a true centerpiece for the
community. From fishing on quiet mornings to an afternoon of waterskiing with family, Reeds
Lake and the surrounding parks, woods and trails draw people from miles around to enjoy the
outdoor landscape.
Several years ago the City of East Grand Rapids and East Grand Rapids Public Schools formed a
joint facilities agreement, in which the City and Schools work as a team to maintain the grounds
around the schools and various city properties. The Grounds Maintenance Department, which is
part of the Parks and Recreation Department, directly oversee and maintain all of these areas,
working with coaches, athletic directors, and city officials, to make East Grand Rapids “A Better
Place To Live”. As a department we outsource all of our mowing and weed control, this allows
us to concentrate on other areas and pay more attention to the details.
The Grounds Maintenance Standards for the City of East Grand Rapids and East Grand Rapids
Public Schools define the desired conditions of park features and were developed in an effort to
deliver more efficient results with our Grounds Maintenance Department. The standards provide
a framework for inspecting and evaluating the condition of our parks. This will be a tool that
will be used for new employees, to clearly explain what the expectations are for our grounds as a
whole. Daily and weekly checklists will be provided and expected to be completed. With this
being such an active community, our work is in the public eye at all times, these standards will
allow us to make sure that we maintain all of our areas to the highest level.
Mission Statement
We are dedicated to preserving, enhancing and protecting our parks, green spaces, indoor and
outdoor facilities throughout the Grounds Maintenance Department for present and future
generations.

East Grand Rapids School Property Standards
East Grand Rapids Public School properties include six sites; the High School, Middle School,
James E. Morse Administration Building, and three elementary properties: Breton Downs,
Lakeside, and Wealthy. All of these sites not only have turf areas surrounding the building itself,
but areas specific to the individual sites. Here is a list of the specific areas:
EGR High School is home to Memorial Field and has a running track with an athletic
field inside it.
EGR Middle School is home to Mehney Field and also has an athletic field located
behind the school used for soccer and lacrosse.
All three elementary sites have youth athletic fields used for soccer, lacrosse, t-ball,
football, and softball.
James E. Morse Administration Building is home to Canepa Tennis Center, which is used
by the community and High School tennis teams.
EGR Middle School and all three elementary sites have tennis courts for public use.
James E. Morse Administration Building and all three elementary school sites have
playgrounds.
Each school site is different and need to be maintained to a specific set of standards. Although
the grounds are mowed and sprayed by a contractor, we still have a list of maintenance tasks
needed to be performed.

The designated landscaped areas are defined as the front of each school building and
James E. Morse administration building, Memorial Field landscape beds, Mehney Field
landscape beds, and Canepa Tennis Center landscape beds. The standards for these
landscape areas are defined in the Landscaping Standards section below.
The Grounds Maintenance Department needs to follow these standards in order to maintain sites
to the highest level.
Please remember that when kids are present we can NOT operate any machinery or
equipment that could harm or injure an individual.

Landscaping Standards
There are many areas within the City of East Grand Rapids and School District that have been
landscaped as an accent to compliment the green areas of City and School properties. These
properties are located near or around buildings, signs, parks, streets and other green spaces. We
take pride in our colorful and vibrant spaces separating us from other communities. The
standards for these areas need to be completed on a regular basis in order to keep the landscaped
areas maintained at a high level. We have set forth these standards as a guide to give clear
direction regarding expectations. The landscaped areas are as follows:

The Grounds Maintenance staff has created checklists to be completed on specific days. We
understand there are times when these checklist items cannot be completed on a specific day
because other obligations Grounds Maintenance puts forth. We expect the areas will not be
neglected, but the checklist completed as soon as possible as the work schedule allows. Some of
the areas may only take five minutes to complete, others take hours, but if done correctly the first
time, it will make it much easier the next week.

Synthetic Turf Athletic Fields
The City and School District share two synthetic athletic fields, Mehney and Memorial Fields.
Mehney Field is located in front of the Middle School and was installed in 1997; this site
consists of not only the field itself, but a bathroom/concession stand building, one set of
bleachers, and an announcer building. Memorial Field is located on the northeast side of the
High School. Artificial turf was installed in 2000; this site consists of two separate buildings for
concession and bathrooms, a beautiful plaza area, and three sets of bleachers. Both fields are
top-dressed with Crum rubber, and are used several hours each day, sometimes with two
different sports being played in the same day. Here is a list of events that are held at both sites:

Public Use and Rentals
With as many events as these facilities host, one can see why the synthetic surfaces were
installed. This doesn’t indicate they are maintenance free; several duties need to be performed
on a regular basis. Duties include:
Sweeping the field to clear debris
Cleaning the bleachers and benches
Checking for seams that are tearing or coming unglued
Athletic field painting for special events and sports
Set up and checking goals and nets
Inspect for fence and safety netting damage
Respond and investigate any safety hazards and/or insect issues (bees & wasps)
Maintain surrounding landscaping and planting beds
Inspect and test scoreboard system each sport season (Call is repairs if necessary)
Completing daily duties will allow us to achieve a common goal, to provide the best possible
facilities for our community.

Playground Standards
Playground safety is no accident. We know today that a child’s playground is the environment
for learning and development. Each child develops at his or her own pace, and because of this
diversity it is important we provide diversity in the play environment that can meet the
developmental needs of all children (taken from playground safety is no accident). It is our job
as Grounds Maintenance to identify those hazards and avoid any potential for injury.
Within the city limits, there are nine playgrounds that Grounds Maintenance is responsible for,
on both City and School District properties. The sites are as follows:
Breton Downs Elementary: two playgrounds with age appropriateness for both as 5-12
years old.
Lakeside Elementary: two playgrounds with age appropriateness for both as 5-12 years
old.
Wealthy Elementary: two playgrounds with age appropriateness for both as 5-12 years
old.
James E. Morse Administration Building: two playgrounds with age appropriateness for
the one in front of the building as 5-12 years old and the age appropriateness for the one
in the back of the building as 2-5 years old.
Manhattan Park: one play ground with an age appropriateness of 2-12 years old.
All playgrounds have a specific set of rules and regulations in order to comply with ASTM1487.
At least one Grounds Maintenance staff member will be a National Certified Playground Safety
Inspector, but there are many things that can be done to alleviate safety concerns. Some items
include, but are not limited to:
All playground areas are free of trash, weeds and insect populations
All playground areas have a depth of safety surfacing (virgin woodchips) that coincide
with the manufactures suggestions as marked on playground equipment
All playground areas are free of potential hazards
All playground equipment is working properly with no damaged or missing parts
All playgrounds provide a safe learning environment for each child as an individual and
continue to challenge with age
All standards set forth by the Grounds Maintenance Department will be clearly explained so you
know exactly what you are looking for when inspecting the playgrounds. The Grounds
Maintenance Supervisor will be notified immediately if any problem arises so the proper
measures can be followed and the proper paper work can be documented. The Grounds
Maintenance Supervisor performs high frequency inspections that occur about monthly

as a potential hazard and what Grounds Maintenance is expecting you to look for when on site.

East Grand Rapids Trail System Standards
Throughout the City of East Grand Rapids there is an extensive trail system. The various trail
options provide each user the unique opportunity of trekking natural wooded areas and
residential neighborhoods within the city limits. East Grand Rapids is a very active community
and it is not rare to see hundreds of people out enjoying the trail system on any given day. Our
most popular trail is a 4.3-mile trek around Reeds Lake. On this trail you will meander through
natural wooded areas, wetlands, and residential areas. Connected to the Reeds Lake Trail is
Waterfront Park, Remington Park and Hodenpyl Woods trail system.
Waterfront Park and the Gilmore property were secured through grants and donations. The
property provides ample opportunity for bird watching, fishing and walking. This trail connects
to overlook decks and a floating boardwalk. At Manhattan Park, there is a rustic trail network
that is used for cross-country running and hiking.
The areas are maintained by Grounds Maintenance. Although the trails are rustic, the following
are our responsibility:
Trails are free from fallen logs, tree branches and overgrown vegetation
Tree and brush canopies are cut back on both sides and overhead for pedestrian
clearance; leaving natural materials in the woods out of harm’s way
Check and fill trail map holder as needed
Assist volunteer groups with wood chips and other materials as needed on project days
Work with volunteer group to remove Garlic Mustard, Buckthorn and other invasive
species as time allows
We expect the trails to be visually inspected monthly to keep them looking neat and in operable
condition.

John Collins Park Standards
John Collins Park (JCP) is located between the GR Yacht Club and Rose’s Restaurant on Reeds
Lake. JCP is the ‘premier’ park within the EGR city limits and is the busiest throughout all
seasons. When the warm weather breaks the cold doldrums, picnickers enjoy the picnic tables
and warm air. During the summer they enjoy the flowers and the serenity of the lake. In the fall,
they try to get in one last afternoon of nice weather. In the winter, the ice fishers are out in the
cold trying to get a catch for the love of the game. The park is host to concerts in the summer,
and is the main stage for the Reeds Lake Run and Reeds Lake Triathlon. The park itself is 2.70
acres and was renovated in 2001 with landscape beds, accessible boat ramp, boat house for the
EGR public school crew team, bathrooms, tables, benches, ADA walkways, etc.
Because this park is so prominent in the social aspect of EGR, the maintenance standards for JCP
are set very high and no exceptions are made.
Trash and litter, including leaves and branches are cleaned on a regular basis
Landscape beds are free of weeds and litter
Landscape beds are free of dead/dying plants and replaced as needed
Turf is kept to Grounds Maintenance standards
Bathrooms are stocked and clean (cleaning contractor)
Flowers in pots are at their peak all season long
Boat ramp is safe and accessible with skid piers in good working order
Walkways are free of weeds
Irrigation system is running properly and timer set accordingly
Shoreline area is clean and retaining wall is intact
High school crew team boathouse is inspected externally and in safe operating condition
The trash cans and the bathrooms are cleaned by the Public Works Department, but everything
else falls under Grounds Maintenance.

Manhattan Park Standards
Manhattan Park is located in the NE corner of East Grand Rapids and encompasses 40 acres of
multi-use park land. Manhattan Park is a combination of athletic facilities and nature trails
where many people come to recreate and enjoy being with family and friends. Here is a facilities
list relating to Manhattan Park:
Sledding in winter
Four Sand volleyball courts
Three softball diamonds
Two tennis courts
Soccer fields
Nature trails/x-country skiing and running
Pavilion with picnic tables and grills
Public restroom and drinking fountains
Playground
Manhattan Park is constantly busy with various activities. Grounds Maintenance expects the
park to be in clean and orderly condition at all times. Because of the large amount of property
within this park, there are many duties that need to be completed to maintain our standards. The
following are included:
Trash and litter, including leaves and branches are cleaned and disposed on a regular
basis
Special events, sport leagues, field rentals and pavilion rentals are common and must be
prepared properly for each type of use
Turf is held to Grounds Maintenance standards
Bathrooms are stocked and clean (cleaning contractor)
Landscape beds are free of weeds, dead and dying plants and are replaced as needed
Volleyball courts are free from toys, weeds, and other playing hazards and will be raked
periodically
Tennis courts are always in playable condition with center strap in place and correct net
height
Scoreboard inspections seasonally
The trash cans and the bathrooms are cleaned by the City Services Coordinator, but everything
else falls under Grounds Maintenance.

Streetscape Standards
(Wealthy Street and Lakeside Drive)
In the summer of 2005, the business district in East Grand Rapids on Wealthy Street underwent a
multi-million dollar renovation. The area now boasts a one of-a-kind shopping district and
future living experience for the community of EGR and Kent County. This area includes
extensive brick-work, heated sidewalks, hanging flower baskets on light poles, flower pots and
trees with wonderful canopies and color. Our goal as Grounds Maintenance is to keep this area
aesthetically pleasing. Our standards are as follows:
The area will be free of trash, litter and debris at all times
Flowers in pots and baskets are at their peak all season long
Sidewalks will be clean with no weeds, litter, etc.
Trees will be healthy and growing to their potential with no weeds in grates
Landscape areas will be free of weeds and debris
Irrigation system running properly and timer set accordingly
Drinking fountains will be tested and cleaned as necessary
City parking lot (Big Bob’s) will be maintained and free of trash, leaves and other debris
The trash receptacles may be picked up by the city services coordinator, but will also be picked
up by Grounds Maintenance staff.
