“Hoy se abre paso con fuerza en el mundo entero y sobreto-
do en América Latina, la comprensión de que la alianza entre
Estados fuertes, eficientes, activos y transparentes y sectores
privados responsables y comprometidos con el bienestar de
las sociedades, constituye la base para el desarrollo produc-
tivo y económico armónico, holístico; la etieconomía, ética y
economía, la etieconomía que pone como centro y razón al
ser humano, y recuerden que el ser humano no es un factor
más de la producción, es en sí mismo el fin de la producción”.

Presentación Cuando pienso en inversión, lo primero que viene a mi
mente es la palabra asociación. El sentido es juntarse para
compartir responsabilidades y beneficios.
Les doy la bienvenida al Ecuador a los inversionistas que
piensan que es posible crecer juntos, que tienen la valentía
de arriesgar su capital para que miles de ciudadanos ecua-
torianos mejoren la calidad de vida y que al mismo tiempo,
sepan que su colaboración tendrá un reconocimiento justo.
El Ecuador no es tierra de especulación, de lucro irracional,
es el país de la ética económica. Es una Nación digna, que
trata con respeto a sus ciudadanos y los inversionistas. Nues-
tro principal instrumento jurídico es el Código de la Produc-
ción, a través del cual quedan claramente definidas las reglas
para el Estado ecuatoriano y para los inversionistas, bajo el
precepto de que no hay mejor desarrollo que el que permite
crecer a todos.
Por ello les presento a ustedes este Ecuador, el país de la in-
versión inteligente, donde estamos construyendo un futuro
en el que el eje central siempre será el desarrollo integral del
ser humano.

telefonía de punta; educación y salud de calidad, gobierno
en línea con mínimos tramites, y eso es precisamente lo que

Hay una suma de elementos que, tratados con responsabilidad, permiten
crear políticas públicas que se sustentan en la ética económica (Eticono-
mía). Pero es más que una decisión de gobierno: es un comportamiento nacio-
nal que reconoce las sumas de valores nacionales (humanos, naturales, geográ-
ficos, históricos) y a través de los cuales asume la obligación
de potenciarlos. Es inevitable una asociación beneficiosa
entre los ciudadanos involucrados en la producción para lo-
grar el desarrollo que es responsable con el ser humano, en
primer lugar, y con la naturaleza, en segundo, dentro de una
sinergia dirigida hacia un desarrollo sustentable y humano.

Está situado en el noroeste de América del Sur, en el paralelo 0º, una posición geoestratégica excepcional (el
puerto de Manta es el punto más cercano a los puertos asiáticos).
Es el centro de América y, por ende, el eje equidistante con mercados como Brasil, Chile, Argentina, Colombia,

Gracias a la cercanía con el Canal de Panamá, el Ecuador es una escala económicamente productiva para acce-

El origen de la palabra Ecuador es “Igualador, el que pone el equi-
librio”. Es uno de los países por los que atraviesa la línea ecuatorial,
pero su geografía se potencia con la presencia beneficiosa de la Cordille-
ra de los Andes: Gracias a esta inter-
sección el país tiene cuatro mundos.
El Archipiélago de Galápagos, uno de
los mayores laboratorios vivientes del
mundo.
La Costa del Pacífico, en donde se co-
sechan productos de calidad recono-
cida mundialmente (banano, cacao,
entre otros).
La Sierra Andina, cuyos pisos climá-
ticos favorecen el desarrollo de pro-
ductos excepcionales (flores, como
un ícono nacional).
La Amazonía, que tiene la mayor
mega diversidad por kilómetro cua-
drado del mundo.

Ecuador tiene el más sofisticado acceso a los servicios de tele-
comunicaciones. Está conectado a la red de fibra óptica administra-
da por telefónica Wholesale Services.
La red garantiza la redundancia, de acuerdo a las normas internacio-
nales. También cuenta con conexión al cableado América II, a través
del cable Panamericano en las redes Maya, Arcos, Emergia, y Global
Crossing (para la red Transnexa). Todas las ciudades tienen conexión
de fibra óptica, como una herramienta indispensable para el desarro-
llo de la innovación, en base a la tecnología y conocimiento, aplica-
dos a la producción.
La inversión realizada en infraestructura ha sido, en los últi-
mos 4 años, la más grande de América Latina. 70% de vías en exce-
lente estado. Ecuador cuenta con una infraestructura moderna. Por
otra parte, Ecuador tiene 4 puertos públicos y 17 privados, además de
4 aeropuertos internacionales. El aeropuerto de Guayaquil está cata-
logado como uno de los mejores en América Latina por el Consejo In-
ternacional de Aeropuertos. Hoy en día, un aeropuerto de vanguardia
se construye en Quito; entrará en operación próximamente.

La naturaleza favorece a Ecuador. Las condiciones son estables y exentas de sorpresas. Esto permite planifi-
car la producción y obtener cosechas sin interrupciones. Hay dos estaciones: relativamente seca y relativamente
lluviosa. La luminosidad es regular y esto provoca una explosión de variedades de frutas, verduras y especies.
El agua, que baja de las montañas de nieve eter-
nas y de lluvia regulares, es un recurso abundante y
que es protegido por el Estado, para garantizar los
niveles de producción.
La calidad de los productos ecuatorianos no se
fundamenta en accidentes genéticos sino en una
geografía que brinda condiciones extraordinarias
para la producción.

Es una construcción que busca:
Una muestra del camino por el que optó tran-
sitar el Ecuador es el proyecto denominado
Yasuni-ITT, la propuesta mundial más novedosa
que combina el interés económico del petróleo y
la decisión de conservación del medio ambiente,
extraordinario en el país.
Yasuní es el nombre de un parque nacional que
ha sido declarado como Reserva de la Biosfera por
la Unesco. ITT son las iniciales de tres importan-
tes yacimientos petroleros Ishpingo, Tambococha,
Tiputini. La propuesta nacional ha sido esta: Si la
comunidad internacional brinda su apoyo finan-
ciero, el Ecuador se compromete a dejar bajo tierra
846 millones de barriles de petróleo (el 20% de las
reservas).

La transformación productivaestá en marcha
Desde hace tres años, el Ecuador vive un proceso inédito, ha decidido to-
mar en sus manos el futuro. Está en proceso una revolución productiva con
una visión de largo plazo como la que ya ha permitido llegar a donde están los
países con mayor crecimiento y mejor desempeño.
El pueblo ecuatoriano ha asumido un compromiso nacional
sin precedentes. Es un proceso transformador: un cambio
estructural de la matriz productiva y un cambio de la cultura
empresarial.
El desarrollo humano es nuestra inspiración, este sentimien-
to ha puesto nuevos colores en el horizonte ecuatoriano.
El Gobierno, en conjunto con el sector privado, ha trabajado
intensamente en una Agenda de transformación produc-
tiva que señala las políticas de la economía y transforma la
matriz productiva con equidad y eficiencia.

buen vivir. Buscamos equilibrios, pero reconocemos la diversidad económi-
ca, la recuperación de lo público y la transformación efectiva del

y extractivista a uno que privilegie la producción diversificada y
eco eficiente, así como los servicios basados en los conocimien-
tos y la biodiversidad”.

InvestEcuador es un Sistema de promoción, atracción y apoyo a las inversiones privadas (locales y extranjeras)
que identifica, promueve, atrae, impulsa y amplía la inversión en el país para la transformación y diversificación
de su matriz productiva. InvestEcuador se coordina a través de una gerencia de inversiones en el MCPEC que
facilita conjuntamente con distintos Ministerios e instituciones del Consejo de la Producción, Empleo y Com-
petitividad el apoyo al inversionista en las siguientes áreas principales:
• Inteligencia de mercados: apoya en la identificación, conjun-
tamente con actores públicos y privados, de las oportunida-
des de negocios enfocados en los sectores ganadores de la
economía ecuatoriana tanto por su potencial de crecimien-
to como por su capacidad de mejorar la capacidad exporta-
dora o de sustituir importaciones del Ecuador.
• Promoción de inversiones: desarrolla campañas focalizadas
para dar a conocer a los inversionistas las potencialidades
en sectores claves de Ecuador en alianza con los servicios de
relaciones exteriores del Ecuador.
• Servicio al inversionista: es un equipo de apoyo que respon-
de a las necesidades que se presenten en el proceso de Pre-
inversión, seguimiento y reinversión, facilitando procesos y
dando seguimiento.
• También se cuenta con el Instituto de Promoción de Exporta-
ciones e Inversiones en la Cancillería, encargada de promo-
cionar a nuestro país en el exterior.

➜ Sólidas políticas económicas y productivas le permitieron afrontar la crisis financiera mundial con éxito.
• La crisis financiera mundial golpeó al Ecuador por partida triple: la reducción de las exportaciones, la dismi-
nución del precio del petróleo y una recepción sustantivamente menor de remesas.
• Las medidas resultaron efectivas: asignar mayor inversión y crédito público hacia la producción, ampliar la
inversión pública y proteger la balanza de pagos.
• Las políticas anti cíclicas se adoptaron para obtener un triple efecto: sostener la dolarización, equilibrar la
balanza de pagos y, sobre todo, proteger el empleo.

Post Transformación Productiva
El sector público y el productivo han trabajado conjunta-
mente para contar con una Agenda de Transformación Pro-
ductiva, la misma que busca:
• Hacer de la mejora de la productividad general
de la economía un objetivo nacional, a través de
programas sectoriales específicos e incentivos, y
el trabajo conjunto público-privado para reducir
las brechas estructurales de productividad.

Gracias a una construcción junto a actores relacionados, se
ha elaborado el Código de la Producción, el instrumento ju-
rídico para que pueda operar la Agenda para la Transforma-
ción Productiva.
Este conjunto de normas establece las reglas del juego claras
para la inversión productiva, las políticas de desarrollo pro-
ductivo, incentivos para el cambio de la matriz productiva
y potencian la oportunidad del Ecuador de transformarse,
para favorecer a todos los actores productivos.

comes to mind is the word association. The meaning is
getting together to share responsibilities and benefits.
I welcome you to Ecuador, to all those investors who think it
is possible to grow together and have the courage to risk their
capital so that thousands of Ecuadorean citizens can make
their quality of life better, and at the same time let you know
that your cooperation will be greatly appreciated.
Ecuador is not a land of speculation and profits. It is the
country of the ethical economy. It is a Nation with dignity,
which treats its citizens and investors with respect.
Our main judiciary tool is the Code of Production, through
which the rules are set and clearly defined for the Ecuadorean
State and for the investor under the precept that there is no
better development than the one that allows all to grow.

There is an adding up of elements which, handled responsibly, allowsmaking
public policy based on Ethical Economics (Ethiconomy). But policy-making
is more than a Government’s decision, it is a nationwide behavior, one that
acknowledges the sum of its national values: human, natural, geographic,
historic, and takes on the duty of nurturing them. As expected,
a beneficial association will follow between the people
involved in responsible production towards the Human Being
and their growth, and secondly, with Nature, in a synergy

The Yasuní-ITT Project is an example of the path
Ecuador has chosen to pursue. It is one of the
planet’s exceptionally innovative projects which
combines the economic interest of petroleum
and the decision to preserve the extraordinary
environment of the country.
Yasuní is the name of our national park, which
has been declared as a Biosphere Reservation by
UNESCO. ITT are the initials of three very important
petroleum deposits: Ishpingo, Tambococha,
Tiputini.

gives financial support to continue with this project,
then our country commits to leave underground
846 million barrels of crude oil (20% of its reserves).

A system which identifies, promotes, attracts, supports, and broadens the scope for local and foreign
investmentfor the transformation of Ecuador’s production matrix. InvestEcuador helps investors through an
investment manager of the MCPEC(Ministerio Coordinador de la Producción y Competitividad) to coordinate
with Ministries and institutions from the Production, Employment, and Competitiveness Council in the
following areas:
• Market Intelligence: In cooperation with private and public
entities, it identifies business opportunities within the
Ecuadorean star economic areas, chosen because of their
growth prospects, export capability, or aid in substituting
imports for Ecuador.
• Investment Marketing: Develops promotion campaigns, in
alliance with the country’s foreign affairs services, so that

The Code of Production, the judicial instrument needed
to make the Agenda for Productive Transformation, was
achieved through the collaborative effort of all sectors of
society.
This set of regulations clearly lays down the rules and policies
for investment, development, and incentives so as to achieve
the change in the productive matrixand also to promote
Ecuador’s transformation for the benefit of all involved.
