WHO WE ARE
THE NATIONAL STRATEGY
2018 ANNUAL MONITORING REPORT
The Women on Boards consortium was initiated by the American University in Cairo, AUC School of Business, with support from the United Nations Development Program, UNDP, in 2014. The Consortium is a unique partnership bringing together government, business associations, research institutions, international organizations and non-government organizations. The consortium founded the Women on Boards Observatory in 2017. The flagship activities of the observatory include the annual Egyptian Women on Boards monitoring report and the Egyptian Board Ready Women database.
The National Strategy for the Empowerment of Egyptian Women 2030, which adopts a rights based approach and is grounded in the SDGs and Egypt’s Sustainable Development Strategy 2030, was endorsed by the President in March 2017. The strategy promotes the leadership roles of women and holding key positions in public institutions and companies, setting the target for women in senior management posts by 2030 at 30%.
This target is also closely aligned with the global 30% coalition movement for women on boards. Research shows that three women on a board is the “critical mass” that normalizes the presence and voice of women on boards
The Women on Boards Observatory is recognized as a specialized observatory within the framework of the National Council for Women. The Women on Boards Observatory advocates for 30% women on boards in Egypt by 2030. This report provides a snapshot of the representation of women on boards in listed companies, the banking sector and the public enterprise sector in 2018. The report provides an indicator for women on boards in Egypt and identifies the gap of women on boards in each sector to reach the target of the 2030 strategy.

WOMEN ON BOARDS OF EGX LISTED COMPANIES AND NILEX
EGX INDICES
The Egyptian Exchange (EGX) provides a well-regulated and efficient market by keeping up to date with international standards enabling the listed companies to get the required finance and expand their businesses. It is always working to meet the needs and requirements of various market participants, investors and issuers, thus becoming a financing gateway for the issuing company through a wide base of local and international investors.
EGX 30 Benchmark index includes the top 30 companies in terms of liquidity and activity. The Index is weighted by market capitalization.
EGX 70 Price index includes the top 70 companies in terms of liquidity and activity, after excluding EGX 30 Index constituents. The Price Index aims at providing wider tools for investors to monitor market performance.
EGX 100 Price index tracks the performance of the top 100 companies in terms of liquidity and activity, including EGX 30 Index constituents and EGX 70 Index constituents.
EGX Indices avoid concentration on one industry and therefore provide a good representation of the various industries/sectors in the economy.
EGX Sectoral Indices (12) are weighted by free float adjusted market capitalization and represents 12 different industries/sectors in the economy.
The S&P/EGX ESG provides investors with exposure to 30 of the best performing stocks in the Egyptian market as measured by environmental, social, and governance parameters. The index measures environmental, social, and corporate governing practices based on quantitative rather than subjective factors with the implementation of a unique and innovative methodology standardized by S&P Indices.
NILEX is the only market aiming at developing small and medium enterprises (SMEs) in the Middle East and North Africa by providing the necessary funding to allow expansion opportunities. NILEX targets the promising companies in the region with no boundaries to particular industries or geographic areas, including family businesses for small and medium-sized companies.

PUBLIC ENTERPRISE SECTOR
• The highest percentage of female representation on boards is in Pharmaceuticals with 22.2% and Tourism and Hotels with 15.6 % female participation.
• The lowest percentage of female representation on boards is in Construction and Development with 2.5%, Metallurgical Industries with 2.9% and Misr Insurance with 3.1% female representation.

METHODOLOGY & LIMITATIONS
• This report was conducted with the participation of the regulators in each sector.
• Rational steps were taken to collect, review and ensure accuracy of data, i.e. consultative
meetings with partners and stakeholders.
• Banking sector data was reviewed by the Central Bank of Egypt.
• Listed companies data was reviewed by the Egyptian Exchange.
• 2017 data used for comparison in this report is only available for listed companies
provided by EGX.
• For consistency, data used for listed banks and listed Public Enterprise companies were
provided by EGX.
• In the calculation of the women on boards’ indicator, 15 women were deducted from the
EGX total number of women on boards of 197 and total number of board members of
1938 as they were already counted in the banking sector to avoid double counting.
• In calculating the women on boards indicator, 13 women were deducted from Public
Enterprise total number of women on boards of 53 and total number of board members
of 637 as they were already counted in EGX listed companies to avoid double counting
• Women on boards in Egypt represent 9% of board members. It is a simple indicator
that includes the companies represented in this report. The Women on Boards Indicator
depends on equal weights for companies regardless of sector or business size.
• This indicator will be refined in coming reports with the completion of public enterprise
companies and addition of companies affiliated with the Financial Regulatory Authority.
• Non-listed Public enterprise data was extracted online and contact with companies
depending on the information available for 101 subsidiaries out of 121 and 8 Holding
Companies. Hence, the data is approximate for 84.5% of public enterprise companies.
