1. Background

(1) Amendment of SOLAS Chapter II-1 Regulation 3-4 will require “Emergency towing procedures (ETP)” for :

1. all passenger ships, not later than 1 Jan. 2010;2. cargo ships constructed on or after 1 Jan. 2010;3. cargo ships constructed before 1 Jan. 2010,

not later than 1 Jan. 2012

(2)MSC.1/Circ.1255 “Guidelines for Owners/Operators on Preparing Emergency Towing Procedures” should be referred.

3.1 Development of ETB Sample

(1) Practicable approach Strike a balance between conformity to SOLAS / guidelines

and easiness to prepare

(2) Structure of ETB sample Volume A: Description of Emergency Situation

To be used to deliver necessary information of emergency situation from the ship to associated parties including a towing company.

Volume B-1: Information of Ship Provide ship-specific data, such as ship’s name, anchor

details and draft range, as required by the Guidelines. Volume B-2: Sample Procedures for Connecting Operation

Provide basic instructions for connecting operation.

Description of Emergency Situation Concise: To be sent to a towing company in case of emergency
