Why “EnMS Charter” ?
Sub-clause 4.1 “General requirements” Asks for “establish, document, implement, maintain and improve an EnMS in accordance with the requirements of ISO 50001”

However, the most important thing that a organisation should recognise is “unless you properly manage the energy that is essential to conduct your business, you face a big hurdle to sustain your own business in the 21st century.
The highest level EnMS document to establish, implement document, maintain and improve EnMS, and to define guideline and provisions in setting up a proper path for continual energy performance improvement for the people of organisation in conducting EnMS operation where they can voluntary establish their plan, implement and document enabling them to judge and evaluate energy performance.

What is EnMS Charter ?

And… for the objectives of achieving energy performance
improvement targets, it is a document defining guideline and
provisions to lead the people of organisation to possess
competent sense of judgment with improvement orientation in
aggressively pursuing the best performance practice.
It is to manage invisible living creatures called “energy” by
establishing a system that takes you to a rolling cycle of
“plan-implement-evaluate-take further improvement action”
so that the living creatures perform with proper behavior and
amount .

Including the top management, energy management operation
is to have the participation of the entire people of the
organisation.
EnMS Charter must not step away from people in general,
and only used by energy management experts in the
organisation.
EnMS Charter must not be handled only by a closed circuit of
energy management expert, and the top management
involvement is at the time of approval.
Energy management experts’ role is to orchestrate full participation EnMS, not
to run the EnMS on behalf of the organisation.

The objective of establishing, document, and implementing EnMS with the ISO 50001 requirements as a baseline is for the company to continually improve its energy performance, including energy efficiency, use and consumption. Implementation of proper and aggressive EnMS operation should lead the company to reducing energy cost, greenhouse gas emissions and other environmental impacts. Additionally, an effective operation of EnMS will enhance the management skill of people which is in line with the company’s sustainable business development.
EnMS Objectives
he “EnMS Charter” in this document covers the EnMS related guideline and provisions that shall be followed throughout the entire operation of EnMS. This document addresses the people of the organisation to pursue the optimum energy performance and to appreciate how business can benefits from the process of the system. Additionally, this document is to serve as a practical management tool for the EnMS to ensure achievement of its objectives. Contents of all EnMS documents have to be coherent to the contents of this document throughout the operation of EnMS

4.4.3 Energy Review
The energy review shall be updated at defined intervals and in response to major changes in facilities, equipment, systems or processes.
Energy review shall be planned, implemented documented reported. Energy review is to define baseline and target after identifying energy conservation opportunities (ECOs), and will be used as one of evidences for quantifying energy performance improvements.

Competence
EnMS ensures any person or persons working for, or on its behalf related to significant energy uses are competent on the basis of appropriate education, training, skills or experience.

EnMS shall identify training needs associated with the control of its significant energy uses and its operation

EnMS audit is to be conducted as part of organisation’s audit programme.
