3 instruments of Circular Economy action plan

Improving the efficiency and uptake of the EU Eco-Management and Audit Scheme (EMAS) and the pilot programme on environmental technology verification (ETV) could also benefit businesses and SMEs in particular. The voluntary EU Ecolabel identifies products that have a reduced environmental impact throughout their lifecycle. The Commission will examine how to increase its effectiveness and contribution to the circular economy.

3 instruments under evaluation

• An evaluation of the EU Ecolabel and EMAS Regulations is being finalised under the Commissions Regulatory Fitness and Performance Programme (REFIT). The results should be published soon.

• An evaluation of the Environmental Technology Verification (ETV) pilot programme is beginning and should be finalised in the second half of 2017.

• All evaluations include an assessment of the effectiveness, efficiency, coherence, relevance and EU added value.
