Executive Summary
The Leaders Regional Workshops which were planned by the Office of the Clerk and conducted in
partnership with the New South Wales Parliament, and the Centre for Democratic Institutions brought
leaders together for a common objective- to understand their responsibilities and foster unity between the
Members of the House of Representatives and Chairmen of Council of Elders.
The topics presented in the workshop covered: information on the authoritative structure of ABG and the
functions of the three arms of government, the procedures and practices of the BHOR, the functions of the
Parliamentary Committees and the shared experiences by selected Members of the BHOR and a Member
of the NSW Parliament.
It was the first and successful Regional Workshop for leaders to be facilitated in Bougainville.
Introduction
This report is based on the Regional Workshops which were planned by the Office of the Clerk and
conducted in partnership with the New South Wales Parliament, and the Centre for Democratic
Institution. The workshops targeted the Members of the BHOR and the COE Chairpersons in order to
achieve the stated general aim and objective below. It was strategically held in the three regions of
Bougainville [South, Central and North] to enable easy access and active involvement by Members and
Chairmen of Council of Elders.
The report also highlights the content of the program and resolutions reached by leaders (participants)
during an open forum chaired by Hon. Andrew Miriki, Speaker of the Bougainville House of
Representatives towards the end of the day’s workshop. The resolutions were noted purposely for this
report and future planning but also intended for further consideration by relevant authorities. The issues
which were discussed were anticipated as impediments to the working relationship and developments in
their constituencies and communities.
Furthermore, the Regional Workshops brought leaders together for a common objective- to understand
their responsibilities and foster unity between the Members of the House of Representatives and
Chairmen of Council of Elders. It was the first Regional Workshop for leaders to be facilitated in
Bougainville. The fears that we had during the planning stages of the Regional workshops turned out to
become success stories which were acknowledged by the participants.
Aim of Workshop
To strengthen linkages of the two levels of government and promote good governance through the
performance of current leadership by effectively applying existing parliamentary practices and
procedures.
Objectives
By the end of the workshop leaders will be able to enhance and strengthen their performances at all levels
of authority and promote political stability through a better understanding of Parliamentary Procedures
and the roles and responsibilities of leaders in the Autonomous Region of Bougainville.

Leaders who willingly presented and shared their experiences as part of their leadership responsibilities
and challenges in their respective constituencies and ministries were:

Their presentations added value to the main purpose of the Leaders’ Regional Workshops. Seeing and
listening to a leader addressing the participants had a lot of meaning to the workshop as for the leaders.
Leaders were actively involved instead of being spectators while presentations were made by the officers.
Attendance
COE Chairmen’s attendance record was better compared with the Members of the House. More chairmen
attended the three Regional Workshops. (Refer to attachment A)
Budget for the Leaders’ Regional Workshop
Costs related to the staging of the Regional Workshops were co-funded by the Centre for Democratic
Institution and the Bougainville House of Representatives. A total budget of K74, 000 was approved by

CDI while the Bougainville House of Representatives released K27, 000 out of the K40, 000 budgeted for
the Leaders’ Workshop.
The CDI funding component included expenses associated with the NSW Group travel and other
expenses, workshop venue hire and refreshments, vehicle hire for facilitators, and meals and
accommodation for Bougainville facilitators.
The Bougainville House of Representatives funding catered for transport hire, meals and accommodation,
and travel allowance for Members of the House of Representatives and Chairmen of Council of Elders.
South
Regional Cluster (Buin Secondary Library Room)
The first regional workshop was held at the Buin Secondary School Library on the 29th of April 2013. At
8.45 a.m. the Minister for Culture and Tourism led participants and officials with an opening prayer. It
was followed by an official welcome by Hon. Joseph Buia Member for Baubake Constituency and an
Official opening speech delivered by Hon. Andrew Miriki, Speaker of the Bougainville House of
Representatives. The Speaker in his official remarks emphasized the importance of conducting this
workshop. He also deliberated on the Bougainville Constitution, Bougainville Peace Agreement, Standing
Orders and other enabling legislations as documents that guide us in the way we do things, address issues
and for further developments required for the successful conduct of referendum and eventual
independence.
The Presentations
According to the main program the first session was presented by Mr. Robert Tapi, Clerk of the House
on:

The Second session was presented by Mr. Peter Topura, Director of Procedure on the topics:

The third session was on the Committee Systems and how it works in the
Bougainville House of Representatives by Donald Misang and Douglas Pisi.
The topics covered were:

Roles Committees play in developing policies and legislations
Committee Powers and functions
Being an effective Member of Parliamentary Committees

The topics covered by Hon. Thomas Pata’aku included:

The second last session was to update Leaders on the Twinning Project by the Twinning Project
Coordinator, Mr. Simon Johnston on:
1. Many activities conducted over the last three years, since the signing of the Agreement in April 2010:
• Procedure – especially revised Standing Orders
• Committees – especially Public Accounts Committee
• Stronger links between New South Wales, Solomon Islands and Bougainville
• Higher profile internationally
2. The current situation on Twinning
• Current funding from AusAID concludes 30 June 2013
• AusAID has agreed to fund Twinning project for a further two years and two months – from 1
July 2013 to end August 2015
• New funding includes:
• Continued secondments and attachments in priority areas
• Procurement for essential equipment
• Professional development opportunities
• Workshops for Members
• Main focus remains on institution strengthening

Open Forum
The last session of the day provided an opportunity for Members and COE Chairmen to raise issues that
were affecting their performance as leaders. In the opening statement, the Speaker who chaired the
session stressed that any issues raised would be responded to if they fall within the capacity of the
Speaker, Ministers and other leaders including the Clerk of the House. He pointed out that other issues if
not addressed in the forum would be noted and included in the workshop report and for further follow up.
The issues discussed and resolved in the meeting were:
1. ABG to have a clear Authoritative Structure and a mechanism that will allow for an effective
delivery of services right down to the grassroots.
2. COE not being adequately funded
3. COE to have their determination just like the ABG Leaders
4. ABG Administration to rectify issues related to COE
5. Members of ABG should work closely with COEs

The Central Regional Workshop was held at the Tunania Hamlet Conference Room on the 1st of May
2013. At 9.00 a.m, Hon. Joseph Bausina, Chairman of the Central Parliamentary Regional Committee and
Member for Kokoda Constituency officially welcomed the BHOR Speaker, Officials and the NSW
Parliament Team. Hon. Andrew Miriki, Speaker of the Bougainville House of Representatives made his

The summary of the issues raised in the three regional workshop’s open forum are hereby listed as
resolutions;
Resolution one: That the Autonomous Bougainville Government shall have a clear Authoritative
Structure and a Mechanism that will allow for an effective delivery of services right down to the rural
communities.
Resolution Two: That the current funding allocated for the operational budget for COE is in-sufficient
and therefore, any annual budget allocation by ABG to COE should increase and shall be calculated
according to each individual COEs annual operational and developmental plans.
Resolution Three: That COE established under the Council of Elders Act 1996 and the Council of Elders
(Amendment) Act 2010 and as a second level of government shall have its own determination to cater for
its Members and Officers salaries and allowances.
Resolution Four: That Council of Elders Members shall be given due recognition by all stakeholders
whenever they are in pursue of COE matters.
Resolution Five: That the current ABG Administration is so weak in executing its roles in implementing
decisions that are made by the ABG, therefore authorities responsible shall vigorously act to improve the
current situation.

Resolution Five: That the ABG shall create a Constituency Development Grant that will deviate from the
Members Constituency Support Grant. The implementation of the MCSG has cost some confusion to the
constituents. Furthermore, the Members must strictly use the MCSG according to its guidelines.
Resolution Six: That there is a general feeling and desire to relocate the Parliament Building and its
Officers to Central Region and the location to be at Arawa or Kieta. The main reason is to centralize this
important arm of government. ABG Leaders are called to settle the permanent location of the building.
Resolution Seven: That there is a need to conduct massive awareness on “Referendum” as the people
should be well informed on the progress and the expectations surrounding the conduct of referendum
between 2015 and 2020.
Resolution Eight: That there is a strong desire by Members of ABG and COE Chairmen to work closely
with each other. In doing so, both leaders shall iron out differences they have in order to collaboratively
serve the people in their constituencies.
Resolution Nine: That Bougainville shall have its own Public Service Act as soon as practicable to
address pressing issues regarding the performances of the Bougainville Public Servants and the entire
Bougainville Administration.
Resolution Ten: That similar workshop such as the Regional Workshops for ABG Members and COE
Members shall be conducted in the future.
Conclusion
As seen in the report, the content and order of the presentations tried to capture, from the beginning the
big picture as far as the existing structure and authority of the Autonomous Region of Bougainville is
concerned and then looked at the ABG Institutions, their functions and the roles and responsibilities of the
mandated leaders. Questions and answers that arose in the Regional Workshops were positive indicating a
level of understanding by leaders. Leaders also contributed constructively in the leaders Forum chaired by
the Speaker. The Resolutions reached highlight some of the pressing issues that confront Members of the
House of Representatives and Chairmen of Council of Elders. The issues are common in nature, as head
in the three regions.
The presence of the delegation from Australia comprising of the Member for Menai in the NSW
Parliament, Hon. Melanie Gibbons, Warren Cahill, Centre for Democratic Institutions and the Twinning
Project Coordinator, Simon Johnston added value to the Leaders Regional Workshop. We all benefited in
that and appreciated the level of understanding of governance and Parliamentary procedures and practices
which exist in Bougainville and our leaders had an opportunity to listen and learn from the experiences of
an Australian/Parliamentarian.
From the officers’ point of view, our mission was to impart clear messages to the Bougainville leaders
emphasizing the existence of a legitimate Government and its institutions and how they operate under the
Autonomy arrangement. The presentations by the officers concentrated on the Bougainville Legislature
and how it performs its legislative functions and other powers vested in the Constitution of the
Autonomous Region of Bougainville.

The officers’ presentations also focused on the Members responsibilities and how Parliamentary Service
supports the leaders to discharge their public duties.
The Chairmen of Council of Elders were our special audiences. The presentations tried as much as
possible not to create high expectations and subject the Members of the House to scrutiny by the
Chairmen of the Council of Elders.
The session on the experiences by the Members of the House and Ministers gave the Regional Workshop
participants an opportunity to receive firsthand information on how an ordinary member and a minister
perform their various responsibilities. COE on the other hand should have been given an opportunity to
share their experiences when running Council of Elders affairs in the Region.
The leaders’ sessions chaired by the Speaker in the three Regions provided an opportunity for open
discussions between the Members of the House of Representatives and Chairmen of Council of Elders.
Lastly, this report also notes an evaluation report that is done in parallel to this report for the purpose of
evaluating the planning and implementation of the workshop. The evaluation report (not provided) is
intended to give an overview of what was originally planned and how it was implemented. It provides
details of resources and capacity that was utilized to conduct the workshop. The evaluation report will be
a guide to improve planning and implementation of any similar programs in the future.
