His equipment identified him as a firefighter including the use of a wildland backpack sitting on the ground.

What impact does the alleged violation(s) have on the public?

The visual in fire department issued gear clearly expressed to the general public the person was a member protesting a ballot measure. Had potential to influence public the department membership were opposed to measure. His wildland firefighting gear was being worn with a wildland backpack as a prop.
