Michael Baker Jr., Inc. is providing this letter in support ob the floodplain use permit and no risecertification for the Mason Street Corridor MAX Bus Rapid Transit System ( BRT). The roadwork andStations are located in the Old Town City regulatory 100—year Floodplain delineated in the City of FortCollins Old Town Master Drainage Plan Dated July 15, 2003. The floodplain and floodways areadministered by the City of Fort Collins and any development within the City floodplains are subject tothe requirements ol Chapter 10 of City Code.
Within the Old Town area, the BRT will follow Mason Street on its existing horizontal alignment. Therewill be some localized changes to the topography of the City Basin. Most of the work in this area willconsist of four “Stations” along South Mason Street: Northbound and Southbound at West MulberryStreet and Northbound and Southbound at West Olive Street, and the addition of curb and gutterseparation between vehicular and train traffic.

Per section 10—45(2) of City Code, no change in base flood elevation or change in floodway or floodfringe boundary is allowed. Work with this station includes a concrete bus pad within the roadway. Theproposed pad is located in the flood fringe and in an ineffective blow portion of the floodway in the OldTown Basin. See attached City Risk Map #1 and #2 to see the flood fringe and floodway boundaries.
The station including the passenger platform, ticket vending machine, and curb and gutter are located inthe ineffective flow area of the floodway. Please see attached memo from Brian Varrella, City of FortCollins Floodplain Administrator dated February 10, 2011 which provides technical guidance andconclusions that justify certain development activities within the ineffective flow areas of the floodway.Activities in these areas do not cause any change in conveyance, resulting in no change to BFE, floodwayboundary, or flood fringe boundary within the project area of the Old Town Basin. City Flood Risk MapsI and 2 show the flood fringe and floodway boundary. Sheet 96 shows the station location in plan view,.Sheets 105 and 106 show the ticket vending machine and platform feature. The station and pad arelocated in the ineffective flow area. The ticket vending machine and shelter are located in the ineffectiveflow area as well. Per the February 10, 2011 ineffective flow memo, conveyance blockages associatedwith these features will not change the BFE, floodway boundary, or flood fringe boundary, consistentwith the standards of Sec. 10-45 of Chapter 10.
All work proposed for the Mason corridor MAX BRT including grading, filling, excavation, landscaping,structure construction and landscaping meets the definition of development in Chapter 10 of the City of
Fort ()I I ins. Al development activities in the flood fringe must he preceded by an approved lloodplamuse permit. All development in the floodway must he preceded by and approved floodplain use permitand no—rise certification supported by engi neerilig documentation. No—rise certificates must be sealed by aregistered professional engineer licensed to practice in the State of Colorado. PROJECT BACKGROUND
The Mason Express (MAX) Bus Rapid Transit (BRT) is a public transportation project proposed forconstruction through Old Town Fort Collins. The BRT will be constructed along Mason Street andwill include northbound and southbound bus stops, centerline of roadway improvements for setbacksfrom the existing railroad tracks, and other public amenities. The BRT design team is currentlycompleting the final design details of the projects in preparation for construction starting inDecember 2011.
FLOODPLAIN BACKGROUND AND REQUIREMENTS
A portion of the BRT project bordered on the south by Laurel Street and on the north by Oak Streetpasses through a City-regulated 100-year floodplain and floodway for the Old Town Basin. A floodrisk map of this reach is included as Attachment 1.
All public improvements in the 5-block stretch of Mason Street located in floodplain and floodwayare subject to the requirements of Chapter 10 of the City of Fort Collins Municipal Code (Chapter10). The BRT design team is currently preparing final compliance documents including general siteand transportation design sheets, hydraulic cross section analyses, and offline calculations. Thesematerials will be used to document the conclusion that all design aspects of the project will notincrease flood jeopardy on adjacent properties or on the general public.
Flood flows in the Old Town Basin tend to travel from west to east. The 2-block section of the BRTcorridor between Mulberry Street and Olive Street is currently mapped with floodway and moderate-risk 100-year flood zones, as seen in Attachment 2. The majority of conveyance within this 2-blocksection is located at the three intersections along Mason Street; these include Mulberry Street,Magnolia Street, and Olive Street. Stretches of roadway between these intersections cannot

effectively convey flow from west to east due to substantial flow obstructions created by existingdevelopment including buildings, parking areas, landscape features, and other urban features.
This 2-block section of the BRT, herein referred to as the project reach, must be afforded specialcase and consideration to allow transportation design activities to be carried through construction incompliance with the requirements of Chapter 10. This memorandum shall provide necessarytechnical justifications and conclusions to document compliance.
To satisfy the requirements of Chapter 10, the following activities and materials must be completedbefore and after construction:
1. Construction of each design element in the floodplain or floodway will be preceded by anindividual floodplain use permit.
2. The design of individual project improvements in the floodway will be accompanied by no-rise certifications supported by design documents and calculations.
3. All no-rise certifications will be stamped by a professional engineer (P.E.) licensed topractice in the State of Colorado.
4. No-rise documents must be clearly explained in a letter to be signed and stamped by a P.E.This letter will document what activities are anticipated and how they are compliant withChapter 10 requirements. The letter will also commit to post-project certificationrequirements listed in Requirement #5 to follow.
5. Post-project certifications required immediately after demobilization will verify all floodwayimprovements were constructed according to the requirements of Chapter 10.
HYDRAULIC MODEL INVESTIGATION
Clear documentation of no-rise requirements along Mason Street requires a brief investigation of thecurrent effective flood risk mapping and associated hydraulic models. The Old Town Basin iscurrently analyzed using the Hydrologic Engineering Center River Analysis System (HEC-RAS,USACE 2010); a hydraulic model used to calculate water surface profiles and velocities during floodevents. The model was prepared as part of the Old Town Basin Master Plan (ACE 2003) whichserves as the baseline hydrologic and hydraulic document for all activities in the basin.
The project reach is represented in the current effective hydraulic model as a single cross section atstation 2446 (XS 2446). This feature is located on River Magnolia6, Reach Howes-mason, and isreproduced in cross section view as Attachment 3. The cross section is represented left to rightlooking downstream (east). Areas of ineffective flow are represented with green cross-hatching.These features are relevant to the final conclusions contained within this memorandum.
An ineffective flow area is defined by HEC as:
“. . . . areas of the cross section that will contain water that is not actively beingconveyed. Ineffective flow areas are often used to describe portions of a cross sectionin which water will pond, but the velocity of that water, in the downstream direction,is close to zero. This water is included in the storage calculations and other wettedcross section parameters, but is not included as part of the active flow area. When

using ineffective flow areas, no additional wetted perimeter is added to the active
flow areas.” — USA CE, 2010
Since ineffective flow areas do not actively convey water in a steady-state hydraulic analysis, the
ground topography can be modified with no risk of change to the base flood elevation, the floodplain
boundary, or the limits of the floodway. Unlimited blockages to flow can ideally be created in
ineffective flow areas without affecting steady state hydraulic model results. This will become
critically important for permissible activities unique to the project reach that are identified in the
conclusions section of this memorandum.
TECHNICAL CHALLENGES
There is a significant discrepancy in the technical data associated with the Old Town Basin
floodplain in the project reach. Two technical challenges were discovered in this reach at XS 2446;
conflicting cross section lengths from available data sources, and internal stationing that cannot be
tied to an established horizontal coordinate system.
The first challenge of cross section length starts with the representation of XS 2446 in the current
effective geographic information system (GIS) platform known asfloodplains.nixd. This platform is
maintained by the City of Fort Collins as the general information platform for floodplain data and
shows XS 2446 as 1,105 ft in length. XS 2446 begins along Olive Street and is oriented up-station
to the east for about 100 ft, then bends south along the centerline of Mason Street for another 1,005
ft. This is consistent with AutoCAD work maps for the basin and most clearly visible in Attachment
2. The Old Town Master Plan HEC-RAS model, however, defines the same cross section from
internal Stations 930 to 1959, for a total length of only 1,029 ft. The difference in cross section
length between available mapping and the HEC-RAS analysis is 76 ft. and cannot be explained or
rectified with existing information.
The second technical challenge involves locating ineffective flow stations in an established
horizontal coordinate system. The two discrete ineffective flow areas in Attachment 3 are
distributed between Olive Street and Magnolia Street. The first is located centrally within the cross
section between internal Stations 1068 and 1499 (431 ft) within the cross section. The second
ineffective flow area is located between Magnolia Street and Mulberry Street in the right portion of
the section between internal Stations 1559 and 1856 (297 ft). Attempts by Floodplain
Administration and Master Planning staff to align XS 2446 with identifiable features within the
basin were unsuccessful. The break in ineffective flow areas cannot be aligned to identifiable
conveyance areas at any of the intersections, which tend to be the most obvious on-the-ground
features within the project reach. Without a clear alignment, it is not possible to locate HEC-RAS
cross section station-elevation data along the GIS alignment shown in plan view. The specific
location of the limits of ineffective flow within the cross section, therefore, cannot be identified in
horizontal space.

ASSUMPTIONS AND CONCLUSIONS
The current effective flood risk mapping for the Old Town Basin is incomplete within the projectreach of BRT transportation improvements. In light of the technical challenges documented in thismemorandum, it is necessary to offer an alternative compliance methodology to satisfy the 5requirements previously identified. This will help the BRT continue through the design andconstruction process in full compliance with Chapter 10.
Alternative compliance methodology uses the best available information and reasonable assumptionsfounded on a clear understanding of ineffective flow area impacts on hydraulics in the Old TownBasin. Given the fact that new obstructions within the ineffective flow sections of the project reachwill not impact base flood elevations or floodplain and floodway boundaries, these methods can becarefully applied to the BRT project without creating adverse impacts on adjacent landowners andthe general public. These methods shall not be applied to any other projects in the City of FortCollins, or for any other purposes outside the permitting of floodplain development for the BRTproject in the Old Town Basin.
The following Alternative Compliance Methods (ACMs) are offered for the BRT to maintaincompliance with Chapter 10 standards and criteria:
ACM I. Vertical curbs projections above existing grades in the project reach betweenMulberry Street and Olive Street are permissible at discrete ineffective flow locations wherethese conveyance blockages will have no impact on the base flood elevation, the boundary ofthe floodway, or the boundary of the flood fringe;
ACM 2. The discrete ineffective flow locations for ACM #1 shall be evenly distributedbetween the center of the intersections of Mason Street and the corresponding west-east crossstreet.
ACM 3. The discrete ineffective flow locations for ACM #1 shall be measured across 431linear feet of Mason Street between Olive Street and Magnolia Street, and 297 linear feet ofMason Street between Magnolia Street and Mulberry Street.
ACM 4. Floodway areas open for active conveyance shall remain unobstructed in the designcondition. Any topographical change outside the ineffective flow area is subject to the strictinterpretation of Section 10-45 of City Code.
