Purpose is to authorize public postsecondary institutions and LEAs to jointly establish cooperative innovative programs.

Aimed at removing barriers to dual credit and dual enrollment. (i.e., teacher must hold same credentials at both levels, courses may not transfer, etc.)

Scenario A Joe Student is taking a

postsecondary course at the high school. He is excited that this course will not only complete his CTE program of study, but it will also give him a jump start at the technical college when he enrolls.

Scenario B Jane Student is taking a

course taught by the high school teacher and scheduled as a zero period (before the regular school day begins). The high school teacher is also an adjunct professor at the local community college. The student is paying for the course with grant funds.

Dual Credit – “High school student in a post-secondary class” Teacher is a post-secondary or credentialed instructor Course content and assessment are managed by

instructor Student can earn both high school and post-secondary

credit. College credit can be transferred to other institutions Tennessee Dual Enrollment Grant pays for 1 class @ $300

each semester $600 year (fall-summer) Juniors and Seniors eligible “College credit given for a high school class”

Dual enrollment Instructor is a high school teacher Course content and assessment are approved by college Student receives post-secondary credit by successfully

passing the course and passing a final assessment Post-secondary credit can only be used at the issuing

institution Tennessee Technology Center (TTC) credit can transfer

statewide to any other TTC institution offering the same program

Tennessee Dual Enrollment Grant

Up to $600 per award year ($300 per semester/$100 per credit hour)

Available for juniors and seniors Must maintain a 2.75 cumulative college

GPA Only for lower-division courses (courses

numbered 100-200 or 1000-2000) postsecondary credit for general education courses and courses in disciplines

What makes it confusing…

A dual enrollment course in one school could be a dual credit course in another school—it all depends on the arrangement between the post-secondary partner.

Secondary level collects data… … to reflect the

potential number of credits transferred to post-secondary.

Post-Secondary collects data…

..to reflect actual numbers of students and dual credit/dual enrollment credits earned.

Dual Credit & Dual Enrollment Data Collection

At present, TBR (both CC’s and TTC’s) only collecting dual enrollment data

Dual Credit would have to be collected directly from individual colleges—will have to be part of the PC 459 report to the legislature in February 2009.
