PREFACE
The emphasis of empowerment of women has gained prominence in modern
times with the increasing awareness of the need to secure equality among men and
women in the society. In order to understand and tackle gender issues positively, it is
necessary to have an idea about men and women on various aspects. This
publication is an effort towards this end.
The publication ‘Gender Statistics, Manipur 2006’ is a maiden issue brought
out by the Directorate of Economics and Statistics, Manipur. It focuses on the
database related with population, health, education, economic and social
contribution reflecting the existing status of both men and women of the state.
The co-operation and help extended by the Government and other non-
Government agencies in making available the data base is very much appreciated.
The publication is prepared by the Graphics Section in association with COP
Section. The efforts put in by all the officials of the units are gratefully acknowledged.
I hope this publication will be useful to all the data users including Planners
Policy makers, Research workers and Academicians. Suggestions for improving the
coverage and presentation of the publication would be most welcome.

RIGHTS AND PRIVILEGES OF WOMEN IN INDIA 1. CONSTITUTIONAL PROVISIONS: The Constitution of India not only grants equality to women but also
empowers the state to adopt measures of positive discrimination in favour of women
for neutralizing the cumulative socio-economic, education and political
disadvantages faced by them. Fundamental Rights, among others, ensures equality
before the law, equal protection of law, prohibits discrimination against any citizen on
grounds of religion, race, caste, sex or place of birth, and guarantees equality of
opportunity to all citizens in matters relating to employment.
Constitutional Privileges Article 14: The state shall not deny to any person equality before the law or the
equal protection of the laws within the territory of India. Article 15(1): The State shall not discriminate against any citizen on grounds only
of religion, race, caste, sex, place of birth or any of them. Article 15(3): Nothing in this article shall prevent the state from making any special provision for women and children. Article 16(1): There shall be equality of opportunity for all citizens in matters
relating to employment or appointment to any office under the state. Article 39 (a): The state shall, in particular, direct its policy towards securing that
men and women have the right to an adequate means of livelihood. Article 39 A: The State shall secure that the operation of the legal system
promotes justice, on a basis of equal opportunity, and shall, in particular, provide free legal aid, by suitable legislation or schemes or in any other way, to ensure that opportunities for securing justice are not denied to any citizen by reason of economic or other disabilities.
Article 42: The state shall make provision for securing just and humane
conditions of work and for maternity relief. Article 46: The state shall promote with special care the educational and
economic interests of the weaker sections of the people, and in particular, of the scheduled castes and scheduled tribes, and shall protect them from social injustice and all forms of exploitation.
Article 39 (d): The state shall, in particular, direct its policy towards securing that there is equal pay for equal work for both men and women.
Article 47: The state shall regard the raising of the level of nutrition and the
standard of living of its people and the improvement of public health as among its primary duties and in particular, the state shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health.
Article 51-A(e): It shall be the duty of every citizen of India to promote harmony and
the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities, to renounce practices derogatory to the dignity of women.
2. LEGISLATIVE PROVISIONS: Legal Rights: To uphold the Constitutional mandate, the state has enacted various
legislative measures intended to ensure equal rights, to counter social discrimination
and various forms of violence and atrocities and to provide support services specially
to working women.
Although women may be victims of any of the crimes such as ‘Murder’,
‘Robbery’, ‘Cheating’ etc, the crimes, which are directed specifically against women,
are characterized as ‘Crime against Women’. These are broadly classified under two
categories.
(1) The Crimes Identified Under the Indian Penal Code (IPC). (i) Rape (Sec.376 IPC) (ii) Kidnapping and Abduction for different purposes (Sec.363-373) (iii) Homicide for Dowry, Dowry Deaths or their attempts (Sec.302/304-B IPC)
(iv) Torture, both mental and physical (Sec.498-A IPC)
(v) Molestation (Sec.354 IPC)
(vi) Sexual Harassment (Sec.509 IPC)
(vii) Importation of girls (up to 21 years of age)
(2) The Crimes identified under the Special Laws (SLL) Although all laws are not gender specific, the provisions of law affecting
women significantly have been reviewed periodically and amendments carried out
to keep pace with the emerging requirements. Some acts which have special
provisions to safeguard women and their interests are:
(i) The Employees State Insurance Act,1948 (ii) The Plantation Labour Act, 1951 (iii) The Family Courts Act, 1954 (iv) The Special Marriage Act, 1954 (v) The Hindu Marriage Act, 1955 (vi) The Hindu Succession Act, 1956 (vii) Immoral Traffic (Prevention) Act, 1956 (viii) The Maternity Benefit Act, 1961 (Amended in 1995) (ix) Dowry Prohibition Act, 1961 (x) The Medical Termination of Pregnancy Act, 1971 (xi) The Contract Labour (Regulation and Abolition) Act, 1976 (xii) The Equal Remuneration Act, 1976 (xiii) The Child Marriage Restraint (Amendment) Act, 1979 (xiv) The Criminal Law (Amendment) Act, 1983. (xv) The Factories (Amendment) Act, 1986 (xvi) Indecent Representation of Women (Prohibition)Act, 1986. (xvii) Commission of Sati(Prevention) Act, 1987.
3. SPECIAL INITIATIVES FOR WOMEN
(i) National Commission for Women
In January 1992, the Government set-up this statutory body with a specific
mandate to study and monitor all matters relating to the constitutional and legal
safeguards provided for women, review the existing legislation to suggest
amendments wherever necessary, etc.
(ii) Reservation for Women in Local Self-Government
The 73rd and 74th Constitutional Amendment Acts passed in 1992 by
Parliament ensure one-third of the total seats for women in all elected offices in local
bodies whether in rural areas or urban areas.
(iii) The National Plan of Action for the Girl Child (1991-2000 AD)
The plan of Action is to ensure survival, protection and development of the girl
child with the ultimate objective of building up a better future for the girl child.
(iv) National Policy for the Empowerment of Women, 2001
The Department of Women & Child Development in the Ministry of Human
Resource Development has prepared a “National Policy for the Empowerment of
Women” in the year 2001. The goal of this policy is to bring about the
advancement, development and empowerment of women.
Brief highlight on the achievements of the programme and Schemes taken up for the development and upliftment of
women and child in Manipur during 2005-06
i) 2083 school going children living below the poverty line were extended stipend @Rs.60/-per month per child in the age group of 6 to 14 years for pursuing school education.
ii) A Women Technology Park(WTP) is being set up at Takyel, Social Welfare
Complex for Socio-Economic Development of Women through the input of science and technology.
iii) 12(twelve) children have been awarded the prestigious National Bal-Shree
award in the field of creative writing, creative art, creative performance and creative innovative science.
iv) 13,718 adolescent girls children have benefited the supplementary nutrition to
adolescent girl at the age group of 13-19 years in 131CDS Project in the state under Nutrition Programme for Adolescent Girl(NPAG).
v) 4,000 mothers of the newly born girl child have been given grant @ Rs.500/-
as post delivery grant under Balika Samridhi Yojana. vi) 4,501 Anganwadi workers and 4,501 Anganwadi helpers were provided
incentive awards for their dedication and hard work in their services. vii) 274 Destitute Women were imparted vocational training in the trade of
Embroidery, Tailoring and Cutting, and Wool knitting as part of the economic empowerment of women.
viii) 300 Self Help Groups numbering 4924 members have been formed in the
Sawamsidha Blocks i.e. Imphal East, Chandel and Churachandpur Blocks under the Sawamisidha Scheme and one workshed-cum marketing centre cum production centre were constructed for self help groups.
ix) 200 Self Reliant Women SHGs have been formed in two blocks of Imphal
West-II and Thoubal CD Block under State Integrated Women Empowerment Programme (SIWEP) as part of Women Empowerment Programme.
x) One Transit Hostel Cum Guest House have been set up at Vellore for
providing safe accomodation to patients visiting Christian Medical College (CMC) for treatment.
xi) Milk Powder and Bal-Bhog brand of ready to eat (RTE) food were distributed to
2,51,604 beneficiaries of 341CDS Projects under special nutrition programme.
