STATUTE/LAW/POLICY
• The Texas Education Code, section 29.121 requires all schools to provide G/T services for eligible students. School districts are charged with establishing their own criteria for identifying G/T students, but must measure giftedness with both qualitative and quantitative measures.

WHAT IS GIFTED AND TALENTED?
• “Gifted and talented student” means a child or youth who performs at or shows the potential for performing at a remarkably high level of accomplishmentwhen compared to others of the same age, experience or environment and who:
– exhibits high performance capability in an intellectual, creative or artistic area;
– possesses an unusual capacity for leadership; or
– excels in a specific academic field.

HOW DO I KNOW A STUDENT IS GIFTED?
• All gifted children are not the same. It is important to note that there are not one or two characteristics that an educator can point to in order to say that a student is gifted. It is a combination of characteristics. Some signs that a student might be gifted include, but are not limited to:– Extraordinary memory compared to peers– Highly curious– Highly creative – Exhibits abstract reasoning and problem solving skills– Draws inferences, grasps underlying principles– Initiates projects – Discusses things in detail, elaborates

• In accordance with the Vanguard Standards the term “Vanguard” is used in HISD synonymously with “gifted and talented”. HISD has offered Vanguard programs since 1974. – Vanguard is used when referring to the

• The Vanguard program is designed for G/T students in grades K-12
who excel in general intellectual ability in combination with
creative/productive thinking and/or leadership ability.
• Vanguard programs provide services that are comprehensive,
structured, sequenced, and appropriately challenging.
• HISD curriculum is differentiated by modifying the depth,
complexity, and pacing of the general school program, utilizing
higher-level thinking skills, and developing independent research
skills focusing on advanced-level products.

• Vanguard Neighborhood Programs are designed to meet the needs of the G/T students at their neighborhood or zoned school.
• Vanguard Programs are designed to provide G/T services on a campus for all G/T students who are zoned to that campus and for any non-zoned G/T students on a valid transfer (other than Vanguard Magnet transfers).

• Vanguard Magnet Programs are designed to meet the needs of G/T students in pre-selected Magnet schools in accordance with the district and Magnet Guidelines.
• Vanguard Magnet schools provide services to their zoned G/T students (with the exception of TH Rogers Elementary School and Carnegie Vanguard High School which do not have a “zoned” population) and students on a Vanguard Magnet transfer.
• There are 10 Elementary School Vanguard Magnet locations, 5 Middle School locations, and one High School location.

• In grades K-12, all G/T students shall receive instruction daily by a G/T
trained teacher implementing differentiation through acceleration, adding
depth and complexity, higher level thinking skills and developing
independent research skills in the four (4) foundation curricular areas

• Certain campuses incorporate for grades K-5. Students may
receive G/T instruction within the Dual Language program.
– The learning needs of each student will be met, whether in
his/her own classroom with his/her own teachers (G/T certified
and certified in ESL), or by another teacher of a higher or lower
grade level, or by a specially trained teacher for specific needs.
– Accommodations will be made to differentiate for students
showing mastery in either language.

WHAT IS THE VANGUARD PROGRAM?
The Vanguard Program is designed for HISD's Identified Gifted and Talented (G/T) students in grades K-12 who excel in general intellectual ability in combination with creative/productive thinking and/or leadership ability. Vanguard programs provide services that are comprehensive, structured, sequenced, and appropriately challenging. HISD curriculum is differentiated by modifying the depth, complexity, and pacing of the general school program, utilizing higher-level thinking skills, and developing independent research skills focusing on advanced-level products.
WHERE ARE VANGUARD PROGRAMS LOCATED?
All HISD schools offer Vanguard Programs.
THE DIFFERENCE BETWEEN VANGUARD NEIGHBORHOOD AND VANGUARD MAGNET?
Vanguard Neighborhood Programs are designed to provide G/T services on a campus for all G/T students who are enrolled at that campus.
Vanguard Magnet Programs are designed to meet the needs of G/T students in pre-selected Magnet schools in accordance with the district and Magnet Guidelines. Vanguard Magnet schools provide services to their zoned G/T students and students on a Vanguard Magnet transfer. There are 10 elementary Vanguard Magnet locations, 5 middle school locations, and one high school location.
HOW TO APPLY TO A VANGUARD MAGNET PROGRAM?
Students applying for acceptance to a Vanguard Magnet school can apply using the online or paper application and following the Magnet timelines and policies.
HOW TO APPLY TO A VANGUARD NEIGHBORHOOD PROGRAM?
Students in all grades can apply for Vanguard services in their neighborhood (zoned) school through submitting the Vanguard application to their enrolled campus.
HOW DO STUDENTS QUALIFY FOR THE VANGUARD PROGRAM?

Vanguard Neighborhood Identification Process
Parent Request Testing to Vanguard Neighborhood Program (August – December)

Gifted and Talented (G/T) Identification of students is determined by the Vanguard Admissions Committee consisting of the Campus Vanguard Coordinator, a Vanguard Committee Member, the Principal/Principal
designee, and/or the Advanced Academics Department.
Parent Notification of Qualification or Non-Qualification (March)
Determination of eligibility is based on the G/T Identification Matrix, parents are notified and sent a copy of the G/T Identification Matrix
Student Qualifies Students begin in the Vanguard Program during the Spring of current school year
Student Does Not Qualify Students who are not identified as G/T are
eligible for assessment once every 12 months.
How to Apply to a Magnet Program
Review your student’s interests and needs and look for alignment with
specific Magnet programs.
Use the information and links at www.HoustonISD.org/SchoolChoice.
Consider how you will rank your choices. You will have a limit of 5 choices.(It is recommended that parents weigh their options carefully and consider the following:
if you apply to 5 Vanguard programs, and a student has not been identified as G/T prior
to the Phase I deadline and subsequently does not qualify as G/T, the student will not be
considered for any of the Vanguard programs you applied to.)

Visit www.HISDChoice.com to apply online.
If you have used the system before, please use your previous account.
Paper applications are available online, at any Magnet program, or from the
Office of School Choice. (Online applications provide more options for
tracking and staying up-to-date.)
Make sure to sign and submit your application.
Qualified applications submitted Between Sep. 22 and Dec. 8, 2017, will be
entered into any lotteries. Deadline to be entered in the lottery is
December 8, 2017.
STEP THREE
For elementary programs, only Vanguard applications may require
documentation.
Please be on the lookout for emails or phone calls related to yourapplication.
Check your SPAM folder to ensure you are not missing any information. If at
all possible, do not use a Hotmail account, as the service usually blocks
emails from HISD.
On by midnight of March 22, 2018 , notification of application status willbe sent to all parents via USPS mail and will be viewable online as well.
If your student has been offered a seat in a program, you have two weeks to
provide proof of residence and sign an entrance agreement.
If your student was not offered a seat on March 22, 2018, but has been
placed on a wait list, stay alert for changes in application status throughout
the summer. You may be able to submit additional applications to
programs with more room.
