1.2 Loading/unloading, handling and storage procedures for dangerous loads handled and
temporarily stored at Coastal Facility
The Port does not accommodate the handling, storage and stowing of Class 1 Explosives and Class 7
Radioactive Substances. In addition, the Port Docks do not accommodate the loading or unloading of bulk
petroleum and petroleum products outside the scope of the operating permit of the Coastal Facility. Supply
of oil-fuel to ships and reception of waste (solid-liquid) are possible through the permission of the Port
Authority.

The Port does not handle loads subject to the IGC (Liquefied Gasses in Bulk) Code, IBC (Dangerous
Chemicals in Bulk) Code and MARPOL Annex-1. See Part 3.1. of the present guide for additional matters.
1.2.1 Loading/unloading, handling and storage procedures for loads under the IMDG Code
A number of procedures for the loading/unloading, handling and storage of loads under the IMDG Code are
available at the port facility. These procedures are elaborated further under the relevant titles of the present
guide.
1.2.2 Loading/unloading, handling and storage procedures for asphalt-bitumen loads
Handling of asphalt-bitumen owned by the 13th Regional Directorate of Highways is directed to the asphalt
storage tanks of highways through pipelines. The dock berthed by the asphalt tanker has been provided with
suitable fittings and equipment by Ortadoğu Antalya Liman İşletmeleri A.Ş. and 13th Regional Directorate
of Highways and discharge and all operative processes are undertaken by the Highways personnel. Docks 2-
3 have been designated for the discharge of asphalt bitumen.
1.2.3 Loading/unloading, handling and storage procedures for loads under the TDC Code (Timber
Deck Cargoes)
Loading/unloading, handling, storage, lashing and other operational processes and procedures pertaining to
on-deck and under-deck timber cargoes at the port shall be undertaken in line with the requirements
specified in:
a) Vessel’s Cargo Securing Manual;
b) IMO Code No. A.1048(27) of Safe Practice For Ships Carrying Timber Deck Cargoes/TDC
Code
c) IMO Code No. A.714(17) of Safe Practice for Cargo Stowage And Securing (CSS Code)
d) MSC/Circ.548 Guidance Note On Precautions To Be Taken By The Masters Of Ships Engaged
In The Carriage Of Timber Cargoes.
Ships disposing woodchips and, if necessary, industrial wood shall be contained by the port operator in a
barrier from the sea in order to prevent marine pollution.
The disposal of forestry products subject to agricultural quarantine controls shall be undertaken after the
necessary agricultural quarantine check.
Smoking or performing sparkle-generating works is forbidden around ships and loads during
loading/unloading and handling of loads under the TDC Code, lashing and other operational processes and
procedures.

Loading/Unloading, Handling and Storage Procedures under IMSBC Code are specified in ANNEX-21.
Ships loading/unloading coal, chromium, clinker, barite and similar loads posing a risk in terms of
environmental pollution shall be surrounded by the port authority with a preventive barrier for
environmental pollution from the sea.
2.0 RESPONSIBILITIES
2.1 Responsibilities of Port Operator
2.1.1 Regulations for the proper, protected and safe berthing and lashing of ships, arrival
notification for ships at the port, procedures for pilotage and towing requests, dangerous goods
anchoring sites
Unless a restriction has been put in place by Antalya Port Authority, ships carrying dangerous goods may
enter and exit the port around the clock.
2.1.1.2 Anchoring Site for Ships Carrying Dangerous Goods
The anchoring site designated for ships laden with dangerous goods arriving at Antalya Port shall be
anchoring site no. 3 that sits south of Sıçan Island. The administrative borders, anchoring sites, harbour pilot
pickup/drop-off points are given in ANNEX-13. The responsibility to ensure the anchoring of any ship at
the correct anchoring site rests with the ship captain and its agency.
2.1.1.3 Port Arrival Notification for Ships and Pilotage/Towing Requests
Initial Ship Arrival Notification
For ships that will arrive at the port, the ship agency/freighter must fill in the First Ship Arrival
Notification given in ANNEX-18 in full. Forms lacking information shall be disregarded by the port
operator.
For ships affiliated with agencies, the First Ship Arrival Notification Form shall be submitted to and
following the ascertainment of their first berthing to the port.
Pilotage/Towage Requests
In Berthing:
The Pilotage and Towage Request and Undertaking Form given in ANNEX-19 shall be filled in, signed
and stamped and submitted by the respective ship agency/freighter in PDF format to
operasyon@portakdeniz.com and pilotaj@global.com.tr and by 16:00 one day before the berthing
request.
In Departure:
The Pilotage and Towage Request and Undertaking Form given in ANNEX-19 shall be filled in, signed
and stamped and submitted by the respective ship agency/freighter in PDF format to
operasyon@portakdeniz.com and pilotaj@global.com.tr by 16:00 one day before the departure request.

The completeness and/or accuracy of information given in the form shall be declared and guaranteed by the
respective ship agency/freighter that has requested the service in question. In case of the provision of
incomplete and/or inaccurate information, all types of administrative/judicial fines and all commercial losses
and damages that may arise in the course of proceedings shall be covered by the respective ship
agency/freighter.
2.1.2 Provision of a proper and safe entry-exit system between ships and coast
Under the provision of the Regulation on the Transportation of Dangerous Goods by Sea stipulating that the
Port Operator “shall ensure the suitability and safety of the entry-exit system between ships and the coast";-
a. Strong communication has been instituted between berthing ships and coastal facility and a ring route is provided to allow for the transportation of ship crews to the main port gate into
and out of the port without being faced with the risks posed by the port site.
b. Ship crews are forbidden to walk inside the port site and this rule is specified on notices displayed at certain points of docks and in the area encompassing the boarding ladder. There
are walking tracks designated for port personnel and marked accordingly.
Under the provision of Article 15 of ILO Convention concerning Occupational Safety and Health in Dock
Work No. 152, stipulating that “When a ship is being loaded or unloaded alongside a quay or another ship,
adequate and safe means of access to the ship, properly installed and secured, shall be provided and kept
available,”;-
c. The boarding ladder of the ship shall be used for the ship-dock passage and a mobile gangplank may be used by the ship or port operator if necessary. The safety of the boarding
ladder of a ship or the mobile gangplank provided at times of need shall be in the
responsibility of the respective ship captain.
-The boarding ladder/mobile gangplank of a ship must be equipped robustly with rails and a
safety net. The mobile gangplank shall be robust, safely equipped and of a length sufficient to
cover the ship-dock interface.
-Life buoys with lanyards shall be kept next to such boarding ladder/mobile gangplank ready-
to-use for cases of emergency. Members of the ship crew shall be present at the gangway of
the ship to check entry and exit movements at the ship.
-The monitoring, control and safe maintenance of the boarding ladder or mobile gangplank
under changing conditions (changes in the ship's draft due to loading/unloading and changes
in the tension of warps) to provide for safe passage shall be in the duties and responsibilities
of the respective ship captain.
-The boarding ladder shall be lowered solidly onto the dock or kept in suspension in a fully
boarded position at the dock. The port operator may stop the use of any seemingly unsafe
boarding ladders or mobile gangplanks and port operator and/or users may inform the Port
Authority of any unsafe conditions.
-If a mobile gangplank has been provided by the port operator, the safe use of the gangplank
following its installation shall be in the responsibility of the ship captain.
-Those that enter or exit the ship in the course of their duties must wear Personal Protective
Equipment (PPE) including hard hats, vests and work shoes.
d. Docks are provided with sufficient lighting to ensure that berthed ships at the coastal facility are sufficiently illuminated.

e. The general layout plan of the port is displayed at the required spots.
2.1.3 Training of personnel assigned to the loading, unloading and handling of dangerous loads
Under the Regulation on Training and Authorisation under the International Maritime Dangerous Goods
Code, Ortadoğu Antalya Liman İşletmeleri A.Ş. (Port Akdeniz) provides its own personnel with IMDG
Code General Awareness, Pre-Service and Refresher trainings under the authority imparted thereto by the
Ministry of Transport, Maritime Affairs and Communications. In the scope of these trainings, all operational
personnel are provided with training on risks of handled dangerous loads, safety measures, safe working
practices, emergency measures, security and similar subjects.
The port facility features a training room of a sufficient size for the delivery of the aforementioned IMDG
trainings.
Personnel that do not have the training and certificate required under the IMDG Code and the Regulation,
published on the Official Gazette dated 11/2/2012 and No. 28201, on Training and Authorisation under the
International Maritime Dangerous Goods Code are not allowed to work in processes pertaining to the
handling of dangerous loads.
Personnel training records are maintained and followed up by the Human Resources Management Unit
under the port operator.
2.1.4 Regulations pertaining to the safe and due handling, segregation, stacking, temporary storage
and inspection of dangerous loads by duly qualified and trained personnel that observe
occupational safety measures
General procedures are defined in part 1.2. and following regulations are put in place as additional measures.
The training of the personnel is specified in Part 2.1.3. of the present Guide.
The occupational health and safety measures for the personnel are prescribed in Part 9 of the present Guide.
A storage and temporary holding site has been designated in line with segregation and stacking rules for
containers carrying dangerous goods in the back space of Dock 7 of the port. The site has been environed
and fire, environment and other safety measures have been put in place as required.
The layout plan and fire plan of the dangerous load stacking site and technical information thereon are given
in ANNEXES 4 and 5.
The dangerous load stacking site is not used for the stacking of any other containers than those that carry
dangerous goods.
The standalone stacking site designated for dangerous loads provide for stacking and segregation under the
provisions of the IMDG Code in line with the respective classes of dangerous loads.

The dangerous load stacking site is kept under surveillance 24/7 with CCTV and through patrolling by
security personnel.
The route to be used for transport between ships and the stacking site and between the stacking site and port
exit is marked on the concrete ground of the port site. Applicable traffic rules and maximum speeds are
displayed on relevant plates. Vehicles carrying dangerous goods shall follow designated routes and comply
with prescribed traffic rules.
The occupational health and safety rules with respect to the dangerous loads stowage site are attached.
ANNEX-23: IMDG SITE RULES INSTRUCTION
2.1.5 Request of all mandatory documentation and information concerning dangerous goods from
load attendants and maintenance of the same together with the load
Documentation pertaining to dangerous loads shall be prepared in line with the relevant legislation and kept
alongside the load. Documentation requested with respect to dangerous loads at the port operator is given in
Part 7.1. of the present Guide.
2.1.6 Procedures for the maintenance of an up-to-date list of all dangerous loads in the operational
site
An up-to-date list of all dangerous loads in the operational site is maintained by the planning department in
line with the following procedures.
a) The planning official in charge of the relevant matter uses the automation system to prepare a list of containers in the scope of IMDG that are present in the port site as an “Excel” sheet and shares the
same with the relevant departments.
b) The official then prints out one copy and hangs it on the “IMDG Emergency Response Plan” board. They archive the list of the previous day in the folder for Updated List of IMDG Containers.
2.1.7 Training of all operational personnel are provided with training on risks of handled dangerous
loads, safety measures, safe working practices, emergency measures, security and similar
subjects and maintenance of training records
Matters pertaining to the training of all operational personnel are provided with training on risks of handled
dangerous loads, safety measures, safe working practices, emergency measures, security and similar subjects
and maintenance of training records are specified in Part 2.1.3. of the present Guide.
2.1.8 Methods to check relevant documentation to confirm that dangerous loads entering the facility
have been duly described with the right shipping denominations and correctly classified,
certified, packaged, labelled, declared and safely loaded into and carried in legally prescribed
containers and cargo transport units

Mandatory rules pertaining to dangerous loads carried in packs are regulated by the IMDG Code. Those that
are entrusted with duties pertaining to the carriage and handling of loads under the scope of this Code must use
the Correct Shipping Denomination specified in the “Dangerous Goods List” provided in Chapter 3 of the
IMDG Code and the United Nations Number (UN Number) while describing the loads subject to notifications
in their correspondence with other relevant agencies/institutions and in load-related documentation.
All procedures pertaining to classification, stacking-segregation, plating, labelling, packaging, preparation of
load offer and relevant transfer documents in the transport units in the port site shall be in the responsibility
of the respective loader and freighter. The port operator may perform any checks it may deem necessary on
documentation, load transport vehicles, load transport units and loads themselves in planning and load
operation stages through its personnel.
Dangerous loads that are not duly described with the correct shipping denominations or not classified or not
correctly packaged, labelled or declared shall not be processed by the port facility. The relevant load attendant
shall be imposed additional charged in case of any shortcomings and non-compliances identified at a later
stage.
2.1.9 Safety measures in place for non-compliant or unsafe dangerous goods or those that pose a risk
to persons or the environment and relevant notifications to port authority
Matters pertaining to safety measures in place for non-compliant or unsafe dangerous goods or those that
pose a risk to persons or the environment and relevant notifications to port authority are explained in Parts
8.2, 8.4.1. and 8.8. of the present Guide.
2.1.10 Emergency regulations pertaining to dangerous goods and methods to inform all relevant
persons
Matters concerning emergency regulations pertaining to dangerous goods and methods to inform all relevant
persons are specified in Part 8 of the present Guide in detail.
2.1.11 Methods to notify the port authority of any accidents involving dangerous loads in the area of
responsibility of the operator
Any accidents arising from dangerous goods that may result in damages for persons, any ship or ships at the
port or any property or the environment in the port site (fire, spillage, etc.) are notified to the Port Authority
along with the “Incident Report Form for Dangerous Goods" given in ANNEX-16.
2.1.12 Coordination and cooperation with and support from official bodies
Port Akdeniz port operator works in full cooperation and coordination of all official bodies in all processes
pertaining to dangerous goods. Support is extended in all matters where such support has been requested by
official bodies.

Procedures for coordination and cooperation with official bodies in cases of emergency pertaining to
dangerous goods in the operational site are explained in Part 8.6. of the present Guide.
2.1.13 Docks, piers, stores and warehouses duly allocated for activities concerning dangerous goods
Docks that are designated for the handling of dangerous loads in Antalya Port are Docks 1, 2-3, 5, 6, 7, 9
and 10. The layout plan indicating the numbers of port docks is given in ANNEX-1.
A storage and temporary holding site has been designated in line with segregation and stacking rules for
containers carrying dangerous goods in the back space of Dock 7 of the port. The site has been environed
and fire, environment and other safety measures have been put in place as required.
The layout plan and fire plan of the dangerous load stacking site and technical information thereon are given
in the annexes of the present Guide (ANNEX-4-5).
The port does not feature indoor stores or warehouses for dangerous loads.
2.1.14 Fittings and equipment of docks and piers designated for ships and marine vessels involved in
loading or unloading of petroleum or petroleum products in bulk
The port facility does not handle petroleum products in bulk. Docks 2-3 are designated for asphalt and
bitumen products. Relevant details are explained in Part 1.2.2. of the present Guide.
2.1.15 Regulations on the transportation of dangerous goods that cannot be held temporarily or that
are not allowed into the operating site out of the coastal facility in the shortest time possible
and without undue delay

possible and without undue delay are explained in Part 3.1. of the present Guide.
2.1.16 Regulations on the prevention of the berthing of ships and marine vessels carrying dangerous
goods to a pier or dock without the permission of the port authority
Under the Ports Regulation, ships and marine vessels shall berth coastal facilities (piers, docks, etc.) upon
acquiring a mate’s receipt from the Port Authority. In this scope, ships and marine vessels that do not have a
berthing permit are not allowed to berth the coastal facility (piers or docks) regardless of whether they carry
dangerous goods or not.
2.1.17 Storage site created in line with segregation and stacking rules (MSC/Circ.1216) for containers
carrying dangerous goods and fire, environment and other safety measures in place

This site features a leakage pond / leakage pan. In the event of a leakage in the containers laden with
dangerous loads, relevant response shall be put forth in line with the workflow specified in the emergency
action plan. The first personnel to notice the incident shall inform all other officials and attendants. The area
around the leakage and the container is fenced in with barriers/pins/cordons to prevent the entry of
unauthorised personnel. The necessary security personnel are assigned to the site to take the relevant site
security measures.
The leaking container is taken onto a truck bed and transported to the leakage pond. This step is followed by
the following procedures:
a) The company affiliated with the leaking container is identified and its agency notified of the situation.
b) The leakage/discharge in the container is rapidly isolated and if such isolation is not possible, it will be taken out of the port in the shortest time possible with due information provided to the
Customs Directorate. The Port Authority will also be duly notified.
c) Costs arising from the clearing of the contamination of the leakage pool and the transportation of waste to the relevant disposal site will be calculated and imposed upon the relevant company in
charge of the leaking container.
2.1.18 Security measures against heat and other hazards for the loading, unloading and limbo of
dangerous goods in ships and marine vessels specifically under higher temperatures and
regulations to ensure that flammable materials are kept away from sparkle generating
procedures and no sparkle generating vehicle or equipment are used in the handling site for
dangerous goods
a) Flammable materials are kept away from sparkle-generating procedures and no sparkle-generating vehicles or equipment may be operated in the handling site for dangerous goods.
b) Sparkle-generating procedures including smoking, building a fire or welding are forbidden on the load deck and points of berthed ships carrying dangerous goods and coastal storage/stacking sites of
dangerous goods.
c) Load attendants and those that are involved in loading, unloading or limbo shall take the measures necessary against heat and other hazards specifically under higher temperatures during the loading,
unloading or limbo of dangerous goods at ships and marine vessels.
2.1.19 Emergency evacuation plan for the evacuation of ships and marine vessels out of coastal
facilities in case of emergency
Matters pertaining to the emergency evacuation plan for the evacuation of ships and marine vessels out of
coastal facilities in case of emergency are given in Part 8.7. of the present Guide. The inventory of the
marine vessels utilised by the port operator in pilotage and towage services is specified in ANNEX-12.
2.1.20 Regulations for damaged dangerous loads and waste contaminated with dangerous loads
Matters pertaining to the regulations for damaged dangerous loads and waste contaminated with dangerous
loads are explained in Part 8.8. of the present Guide.

2.2 Responsibilities of Load Attendants
The port operator expects load attendants to fulfil all of their responsibilities arising from the legislation in
full. The responsibilities of load attendants with respect to the transport of dangerous goods are specified in
Article 11 of the Regulation on the Transport of Dangerous Goods by Sea. The manner through which load
attendants should fulfil these responsibilities in the operating site is explained in detail under various titles in
the present Guide.
2.3. Responsibilities of Ship Captain
The port operator expects ship captains to fulfil all of their responsibilities arising from the legislation in
full. The responsibilities of ship captains with respect to the transport of dangerous goods are specified in
Article 11 of the Regulation on the Transport of Dangerous Goods by Sea. The manner through which load
attendants should fulfil these responsibilities while they remain in the operating site is explained in detail
under various titles in the present Guide.
2.4 Duties and Responsibilities of Dangerous Goods Safety Consultant
The duties and responsibilities of the DGSC are defined in Article 23 of the “Communiqué on Dangerous
Goods Safety Consultants” published by the Ministry of Transport, Maritime Affairs and Communications.
The port operator undertakes the necessary preparations to employ a DGSC in the legally defined timeframe.
The duties and responsibilities of the DGSC to be employed at the port operator will be regulated in due
course.
2.5 Responsibilities of 3rd Parties Active at Coastal Facility
The responsibilities of 3rd parties present at the coastal facility (agencies, state officials, visitors, drivers,
etc.) with respect to the transport of dangerous goods and the manner in which they should fulfil such
responsibilities are explained in detail under various titles of the present Guide.
It is absolutely forbidden for unauthorised 3rd parties lacking the necessary general awareness and pre-
service trainings under the IMDG Code to enter handling sites for dangerous goods, to undertake any work
concerning dangerous goods or to approach dangerous loads in respective areas.
3. RULES AND MEASURES TO BE COMPLIED WITH/IMPLEMENTED BY COASTAL
FACILITY
3.1 In cases where dangerous loads cannot be stored in the unloading area of the pier or dock,
transportation of such loads out of the coastal facility in the shortest time possible without any
waiting period in the port area
Class 1 Explosives and Class 7 Radioactive Substances subject to the IMDG Code arriving at the port site
by sea or land will not be discharged or loaded. It is forbidden to store Class 2 Gases and Class 6.2
Infectious Substances under the IMDG Code at the port site. Loads in Class 2 and Class 6.2 will only be

discharged only from ships to transport units sous plan or if it will be loaded onto the ship, the loading will
be through a vehicle onto the ship upon direct entrance from the gage (sous plan).
Artificial fertiliser loads in bulk as one of Class 5.1 oxidizing agents under the IMDG Code will be
loaded/unloaded sous plan and will not be stored in the port site. However, the load in question may be
stored temporarily in the port site if transported in a container.
Class 6.1 Toxic Substances and 6.2 Infectious Substances will not be internally unloaded or stuffed in the
port site.
3.2 Proper packaging of dangerous loads and provision of information describing the dangerous
load and information on risks and safety measures on the packaging
All classification, stacking-segregation, plating, labelling and packaging processes in the port site, at
transport units and for packaging are under the responsibility of the respective consignor and freighter. The
consignor is obliged to send dangerous goods in legally compliant and approved packaging. The consignor
also provides descriptive information and information on risks and safety measures on packaging. In the
event of any shortcoming identified in packaging or information in the port site, all relevant costs will be
imposed on the consignor and their representatives.
3.3 Measures to ensure that personnel commissioned for the handling of dangerous goods wear
protective clothing suitable for the physical and chemical properties of goods during unloading
and storage
Personnel commissioned for the handling of dangerous goods wear protective clothing suitable for the
physical and chemical properties of goods during unloading and storage. Detailed remarks are given in Part
9 of the present Guide. Persons other than the port personnel and 3rd parties are obliged to use the Personal
Protective Equipment (PPE) specified in the MSDS Form and/or emergency card pertaining to the
dangerous goods in question during the assignments they undertake at the site.
3.4 Provision of persons that will respond to fire in the handling area for dangerous goods with
fire-fighting equipment and retainment of fire extinguishers and first-aid units and equipment
ready for use at any time

3.8 Measures to ensure that personnel lacking the necessary training and certificates according to
the Regulation on Training and Authorisation under the nternational Maritime Dangerous
Goods Code do not work in dangerous load handling operations and refrain from entering
areas where such operations are undertaken
The dangerous load stacking site is kept under surveillance 24/7 with CCTV and through patrolling by
security personnel. Other matters are explained in Part 2.1.13 of the present Guide.
3.9 Applications pertaining to fumigation, gasometry and degasification processes and procedures
Practices undertaken at the port site with respect to fumigation, gasometry and degasification processes and
procedures are explained in detail in Part 6.4 of the present Guide.

4. CLASSES, TRANSPORT, LOADING/UNLOADING, HANDLING, SEGREGATION,
STACKING AND STORAGE OF DANGEROUS GOODS
4.1 Classes of Dangerous Goods
The classifications of dangerous goods handled at the port must be in line with the provisions of the IMDG
Code. Principles and criteria pertaining to the classification of dangerous goods are explained in detail in
Part 2 of the IMDG Code. Dangerous goods that are not duly classified may not be processed at the port. All
costs arising from dangerous goods that have not been duly declared or declared wrongly or with incomplete
information to the port operator will be imposed on the respective load attendant.
4.2 Packing and Packaging of Dangerous Goods
The packing and packaging of dangerous goods handled at the port must be in line with the provisions of the
IMDG Code and of the relevant legislation. Requirements pertaining to the packing and packaging of
dangerous goods are explained in detail in Parts 4 and 6 of the IMDG Code. Dangerous goods that are not
duly packaged may not be processed at the port. All costs arising from non-compliant or unapproved
packaging will be imposed on the respective load attendant.

4.3 Placards, Plates, Trademarks and Labels of Dangerous Goods
The plates, trademarks and labels of dangerous goods handled at the port must be in line with the provisions
of the IMDG Code and of the relevant legislation. Plates, placards, trademarks and labels of dangerous
goods are explained in detail in Part 5 of the IMDG Code. Dangerous goods and cargo transport units that
have not been branded, labelled and plated as required will not be processed at the port. All costs arising
from such dangerous goods will be imposed on the respective load attendant.
4.4 Signs and Packing Groups of Dangerous Goods
The signs and packing groups of dangerous goods handled at the port must be in line with the provisions of
the IMDG Code and of the relevant legislation. Signs and packing groups pertaining to dangerous goods are
explained in detail in Parts 2 and 5 of the IMDG Code and in the “List of Dangerous Goods”. Dangerous
goods that are not duly signed or allocated to a packing group will not be processed at the port. All costs
arising from such dangerous goods will be imposed on the respective load attendant.
4.5 Segregation Tables on Ship and at Port Classes of Dangerous Goods
The methods of on-deck stacking and segregation of dangerous goods handled at the port must be in line
with the provisions of the IMDG Code and of the relevant legislation. Procedures for on-site stacking and
segregation of dangerous goods are explained in detail in Part 7 of the IMDG Code. It is the responsibility of
the ship captain to comply with such stacking and segregation provisions.
The manner through which dangerous goods will be stacked and segregated in line with their respective
classes in the port site is explained in Parts 1.2.1 and 2.1.4 of the present Guide.
4.6 Segregation Distances of Dangerous Goods in Warehouse Stores and Segregation Terms
The port facility does not feature a warehouse store for dangerous goods. The manner through which
dangerous goods will be stacked and segregated in line with their respective classes in the port site is
explained in Parts 1.2.1 and 2.1.4 of the present Guide.
4.7 Dangerous Goods Documentation
The documentation of dangerous goods handled at the port must be in line with the provisions of the IMDG
Code and of the relevant legislation. Documentation requirements pertaining to dangerous goods are
explained in detail in Part 5 of the IMDG Code and in the “List of Dangerous Goods”. Dangerous goods
lacking the necessary documents and not presented in the required manner will not be processed at the port.
All costs arising from such dangerous goods will be imposed on the respective load attendant.
Documentation, control and registration processes and procedures relevant to dangerous goods are specified
in detail in Part 7 of the present Guide.

A “Dangerous Goods Manual/Leaflet” was prepared as a pocket-size material was prepared with the
inclusion of classes of dangerous goods, packing and packaging, labels, signs and packing groups of
dangerous goods, segregation distances of dangerous loads, segregation terms, dangerous load
documentation and emergency response action flowchart for dangerous loads to be provided to port users.
One copy of this document is given in ANNEX-10.
6. OPERATIONAL MATTERS
6.1 Procedures for the safe berthing, mooring, loading/unloading, sheltering or anchoring of vessels
carrying dangerous goods during the day and at night
The procedures for the safe berthing, mooring, loading/unloading, sheltering or anchoring of vessels
carrying dangerous goods during the day and at night are specified in Part 2.1.1 of the present Guide.
Docks that are designated for the handling of dangerous loads in Antalya Port are Docks 1, 2-3, 5, 6, 7, 9
and 10. The layout plan indicating the numbers of port docks is given in ANNEX-1 and Photographs of the
Coastal Facility are presented in ANNEX-2.
6.2 Procedures for additional measures required to be taken according to seasonal conditions for
loading, unloading and transhipment procedures of dangerous goods
Load attendants and those that are involved in loading, unloading or limbo shall take the measures necessary
against heat and other hazards specifically under higher temperatures during the loading, unloading or limbo
of dangerous goods at ships and marine vessels.
6.3 Procedures to keep flammable, combustible and explosive substances away from actually or
potentially spark-generating procedures and to prevent the utilisation of actually or potentially
spark-generating tools, equipment or devices in handling, stacking and storage sites for
dangerous goods
Sparkle-generating procedures including smoking, building a fire or welding are forbidden on the load deck
and points of berthed ships carrying dangerous goods and coastal storage/stacking sites of dangerous goods.
Flammable materials are kept away from sparkle-generating procedures and no sparkle-generating vehicles
or equipment may be operated in the handling site for dangerous goods.
6.4 Procedures pertaining to fumigation, gasometry and degasification processes and procedures
The Port Operator does not perform fumigation on cargo transport units (CTU) and the load therein. Any
fumigation to be undertaken at the port site in the responsibility of the consignor of a load is subject to the
provision of written permission by the Port Operator.
Parties undertaking such fumigation shall undertake in advance to act in compliance with:-
1. Circular No. MSC-MEPC.2/Circ.1 on the prevention of any damages posed by fumigants used in fumigation to the marine environment and human health and their disposal; and

2. IMDG Code Implementation Instructions dated 23.09.2013 and No. 2013/180 of the Ministry of Transport, Maritime Affairs and Communications during fumigation, gasometry and
degasification processes and procedures. They must undertake fumigation processes in line with
the abovementioned legislation.
Companies identified not to have acted in line with these rules will not be allowed to be involved in any
operations. All costs arising therefrom will be covered by the relevant party.
The fumigation site will be designated by the port operator. The duty and responsibility to take the necessary
occupational health and safety and environmental safety measures during fumigation rest with the party in
charge of such fumigation.
Fumigation on Deck:
Fumigation may not be undertaken on ships berthed to the docks of the port. The fumigation of ships
currently and/or prospectively carrying dangerous goods will be undertaken in the anchoring site No. 3 with
the permission of the Port Authority. The responsibility herein rests with the ship captain.
7. DOCUMENTATION, CONTROL AND RECORDING PROCESSES AND PROCEDURES
7.1 All mandatory documents and information for dangerous goods and procedures regarding the
provision and control of the same by relevant parties
The documentation of dangerous goods handled at the port must be in line with the provisions of the IMDG
Code and of the relevant legislation. Documentation requirements pertaining to dangerous goods are
explained in detail in Part 5 of the IMDG Code and in the “List of Dangerous Goods”.
The up-to-date versions of the IMDG Code, SOLAS, and MARPOL books are maintained as they have been
published by the Ministry at the port operator. Documents specified above and other relevant documents
pertaining to dangerous loads are kept at the port facility either as hardcopies or in the electronic
environment. Processes concerning dangerous loads are undertaken with the effective use of IMDG Code
books and documents.
7.1.1 Notifications on Dangerous or Marine Polluting Loads
Ships berthing the port with cargoes of dangerous loads, aware of the fact that non-notified or wrongly
notified loads lead to a number of problems and accidents, must submit the notification document
encompassing detailed information on loads to the Port Authority and Port Operator;-
1) at least twenty-four (24) hours before the entry of the ship to the Port Administrative Site of the Port Authority;
2) or, for ships and marine vessels with a navigational period of less than twenty-four (24) hours until their arrival at the port site, immediately after their departure from the coastal
facility.

The load attendant is obliged to notify the facility of dangerous goods transported by road or by sea at least
24 hours before their arrival at the facility.
The Port Authority reserves the right to impose administrative sanctions on notifiers in cases where they
have failed to comply with the mandatory notification or have provided incorrect information in their
notifications. Any costs arising therefrom will be imposed on the relevant parties. Any notification that is
not submitted on time and accurately may result in changes in the berthing and departure order of ships.
Any material damages and legal obligations arising from rejected entry permits to the port establishment by
reason of the failure to submit the notification on time will rest with the party that is subject to the
notification obligation.
The notification will also cover dangerous loads to be handled at, transited through or stored in the port.
7.1.2 Information, Documents/Forms to be Produced in Notifications
The aim of the notification to be provided under the IMDG Code is to ensure that information on hazards,
threats and potential damages posed by dangerous goods and the steps to be taken in case of emergency are
submitted to all parties involved in transport. In this scope:-
For dangerous loads arriving by sea:-
The ship’s agency must provide a notification with the “notification document encompassing detailed
information on dangerous loads".
Notification shall be submitted to the Port Establishment Directorate with the following documents:
1. MSDS Form, Dangerous Goods Manifest 2. Dangerous Goods Evacuation Plan notified to the Port Establishment Directorate with the EDI
extension
3. In addition to the abovementioned, the port operating body reserves the right to request "the load attendant to provide all necessary documents and information pertaining to dangerous loads and
to keep the same together with the load” under the Regulation on the Transport of Dangerous
Goods by Sea.
For dangerous loads arriving by road:-
For dangerous loads that will arrive at the port site to be subsequently loaded onto a ship, the ship's agency
shall submit a notification to the Port Authority, Port Establishment Directorate and relevant agencies and
institutions at least 24 hours in advance. In this scope, the ship’s agency must provide a notification with the
“notification document encompassing detailed information on dangerous loads".
Notification shall be submitted to the Port Establishment Directorate with the following documents:
1. If stuffing will be undertaken for the container, the IMDG Class and UN No. parts of the Service Request
Form for the dangerous load will be filled in and the form be submitted to the Port Establishment Directorate
by e-mail to talep@portakdeniz.com and planner@portakdeniz.com by 16:00 one day before the date of
such stuffing.

2. The ship’s agency shall issue a notification electronically through the port automat ion system before
containers carrying dangerous loads arrive at the port site.
3. In addition to the abovementioned, the port operating body reserves the right to request "the load
attendant to provide all necessary documents and information pertaining to dangerous loads and to keep the
same together with the load” under the Regulation on the Transport of Dangerous Goods by Sea.
If dangerous goods are loaded onto or put in packed form into a container or vehicle, the company in charge
of packing/loading the container or vehicle shall keep a “container/vehicle packing certificate”. The relevant
certificate shall be issued by the contracting company. Tanks do not require a container/vehicle packing
certificate.
The ship’s agency shall produce a notification to the Port Establishment also for dangerous loads that are not
in the scope of the IMDG Code, but are subject to other means of transport.
7.1.3 Notification of Dangerous Loads in .EDI Files
a) Information on containers carrying dangerous loads in the scope of the IMDG Code to be loaded onto a ship, to be discharged from a ship or n transit on deck must be submitted to the port operating
body in .EDI files by the relevant agency or freighter. Detailed information of dangerous loads (UN
number, PSN, Class, etc.) shall be specified up to the slot where the container will be loaded onto the
ship in the "Electronic Data Interchange (EDI)” file.
b) Dangerous loads that are outside the scope of the IMDG Code must also be notified to the Port Establishment before their arrival.
c) Information, documents/forms as additions to the above-mentioned may be requested by the Port Establishment on the basis of arising conditions and requirements.
7.1.4 Obligation to Maintain Information/Documentation Concerning Dangerous Loads
The port facility retains and maintains a copy of each dangerous goods transport certificate and additional
information specified in IMDG Code for the legally defined period. Such information can also be retained in
the electronic environment or in computers, available for printing when necessary.
7.2 Procedures for the regular and complete retainment of an updated list of all dangerous goods
in the site of the coastal facility and all other relevant information and procedures for the
holding of records and statistics of dangerous goods
Relevant details are explained in Part 2.1.6. of the present Guide.
7.2.1 Dangerous Load Records
The Port Establishment retains up-to-date records of all dangerous goods entering, exiting or stored at the
port site. These records and information may be submitted to the Port Authority and emergency response
officials when requested. The records may include the types, classes, quantities and locations of dangerous
loads present at the port site.

7.3 Procedures for supervision of the appropriate description of dangerous goods arriving at the
facility; the use of correct shipping names for dangerous goods; due certification,
packing/packaging, labelling and declaration of dangerous goods; and safe loading of
dangerous goods into and safe transport of the same in approved and compliant packaging,
containers or cargo transport units (CTU); and for the reporting of the results of such
supervision
7.3.1 Obligation to Use Correct Denominations for Dangerous Loads
Mandatory rules pertaining to dangerous loads carried in packs are regulated by the IMDG Code. Those that
are entrusted with duties pertaining to the carriage and handling of loads under the scope of this Code must
use the Correct Shipping Denomination specified in the “Dangerous Goods List” provided in Chapter 3 of
the IMDG Code and the United Nations Number (UN Number) while describing the loads subject to
notifications in their correspondence with other relevant agencies/institutions and in load-related
documentation.
7.3.2 Notification of Control Results for Dangerous Load Transport Unis
Cargo Transport Units (CTU) containing loads subject to IMDG Code shall be made subject to the necessary
inspections pertaining to their compliance with the IMDG Code under the IMO Circular No. MSC.1/Circ.1442
and correspondence dated 04.03.2013 and No. 80063613/115.01.1099 of the General Directorate for the
Transport of Dangerous Goods and Combined Transport Regulation and the same shall be notified to the Port
Authority by the end of every quarter. Supervision Results Notification Form for Dangerous Goods Cargo
Transport Units (CTU) is given in ANNEX-17.
Following the stuffing of dangerous loads into the respective container, the Packing Certificate shall be
signed by the contractor.
The person signing the Packing Certificate shall agree that:
a. The goods have been loaded, signed and labelled in the correct manner, b. There is no damage or leakage, c. The goods are supported and secured in a manner suitable for marine transport, d. All matters specified in the IMDG Code are complied with, e. The Consignor’s declaration describes the goods in the container in an accurate manner.
7.3.3 Preparations for dangerous loads to arrive at the facility
Following the receipt of the dangerous load notification, the Port Establishment plans for the stacking,
storage, loading/unloading of the same in the port site that is consistent with the load class. In the scope of
such planning:-
a. Preparations shall be undertaken for the provision of personal protective equipment specified in the MSDS form to the port personnel that will be assigned to loading, unloading and storage
operations;
b. Emergency Plan and procedures shall be checked; c. The necessary docks for loading/unloading shall be designated and segregated;

d. Information shall be obtained with regard to the class, main and additional hazards and hazard group of the dangerous loads; and
e. Information and documents of the notified dangerous load shall be checked.
7.3.4 Control of Dangerous Loads Arriving at the Port Side
The relevant cargo agency shall submit the Turkish MSDS form and Emergency Card to the Port
Establishment. All procedures pertaining to classification, stacking-segregation, plating, labelling,
packaging, preparation of load offer and relevant transfer documents in the transport units in the port site
under IMDG Code and ADR shall be in the responsibility of the respective loader and freighter.
For loads transported by road;-
1) If the relevant load enters the port site in a Container, a) The container shall be inspected physically; b) The compliance of the placard on the container shall be checked; c) Stacks shall be segregated in line with the entry request form and/or MSDS form declared by
the relevant cargo agency; and
d) Due notification shall be submitted to the relevant cargo agency in case of non-compliance
and such load shall not be admitted into the port site.
2) If the relevant load enters the port site on a non-covered vehicle;-
If the load container will be loaded;-
Stuffing shall be performed upon the implementation of necessary measures in line with the MSDS
form.
For loads to enter the port site by sea;-
1) If the relevant load enters the port site in a Container;-
a) The container shall be inspected physically;
b) The compliance of the placard on the container shall be checked;
c) Stacks shall be segregated in line with the MSDS form belonging to the load declared by the
relevant cargo agency and specified in the discharge list;
d) Due notification shall be submitted to the relevant cargo agency in case of non-compliance.
2) If the relevant load enters the port site on a ship;-
a) Necessary security measures and obligations specified in the relevant code shall be taken by
the freighter or cargo agency for transport processes falling into the scope of ADR;
b) Handling processes shall be handled in line with the matters specified in the MSDS form;
c) Letters of undertaken shall be requested from the company in charge of the transport from the agency and from the consignee.
7.3.5 Examination/Full Identification/Sampling Methods for Dangerous Loads
a. The PPE specified in the relevant MSDS form must be work before entering the dangerous loads stacking site.

b. The lid of the container shall be opened to allow for the examination/full identification of the load or for sampling under the supervision of the Examiner.
c. Dangerous load sampling may be commissioned to a company or to any relevant agency or institution.
7.3.6 Stuffing and Unloading Services for Dangerous Loads
Stuffing and unloading procedures for dangerous loads shall be undertaken in load stacking/storage areas
designated for dangerous loads. The first approval for the stuffing and unloading procedure must be obtained
from the Port Establishment. Stuffing and unloading processes cannot be performed in sites other than the
dangerous goods container site.
Class 1 (Explosives) and Class 7 (Radioactive Substances) loads in the scope of the IMDG Code may not be
stuffed or unloaded, loaded/discharged into containers or other vessels at the Port Site.
The decision pertaining to compliance for stuffing/unloading is in the discretion of the port establishment
and companies are obliged to obtain the relevant necessary permits from the Port Establishment 24 hours
before the arrival of the load at the port. In the contrary case, the responsibility shall rest with the contracting
company and agency.
Class 6.1 Toxic Substances and 6.2 Infectious Substances shall not be internally unloaded or stuffed in the
port site.
7.4 Procedures for the provision and retainment of material safety data sheets (MSDS)
The MSDS form, which stands as the certificate encompassing detailed information of dangerous goods
and preparations; the safety measures to be taken in line with the hazardous properties of goods and
preparations at respective workplaces; and information for the protection of human health and the
environment against the negative impact of dangerous goods and preparations shall be produced by the
load attendants upon the request of the port establishment before the entry of dangerous loads to the port
site.
7.5 Procedures for the maintenance and retention of records and statistics of dangerous loads
Relevant details are explained in Part 2.1.6. of the present Guide.
8. EMERGENCIES, EMERGENCY PREPAREDNESS, AND INTERVENTIONS
8.1 Intervention procedures for dangerous goods that do or may pose a risk to life, property and/or
environment and for dangerous situations involving dangerous goods
8.1.1 Fire
With a view to preventing fires and pollution arising from dangerous goods operations, relevant
interventions shall be undertaken in line with the procedures specified in Fire Emergency Measures (EmS
for Fire) against FIRE that may arise from dangerous goods listed in the IMDG Code in the IMDG Code
Emergency Management Guide (EmS Guide). Any incident shall be reported to the Port Authority.

There are salt water systems and accompanying expansion tanks, fire hydrants, fire cabinets (nozzles, fire
hoses) placed throughout the whole port site and at docks, as well as wireless fire alarm buttons and
announcement systems situated in suitable points at every dock and dock background.
There are also two trailers with the possibility and capability of extinguishing fires to respond to fires that
may start on port docks and on ships lashed to the port, as well as one electrical and diesel fire pump to feed
the salt water system with seawater at times of need.
Persons that will respond to fire in the handling area for dangerous goods are provided with fire-fighting
equipment and fire extinguishers and first-aid units and equipment are retained ready for use at any time.
At the port site, there are two emergency trailer and one water truck carrying marine pollution and fire
response materials and equipment. Their locations are indicated on the Emergency Plan.
8.1.2 Leakage
With a view to preventing fires and pollution arising from dangerous goods operations, relevant
interventions shall be undertaken in line with the procedures specified in Leakage Emergency Measures
(EmS for Spillage) against SPILLAGE that may occur due to dangerous goods listed in the IMDG Code in
the IMDG Code Emergency Management Guide (EmS Guide). Any incident shall be reported to the Port
Authority.

ÇEVRE-TAL-006 INSTRUCTION FOR INTERFERING TO LEAKING CONTAINERS”
8.1.3 Marine Pollution
In the scope of the execution of the Regulation Implementing the Law on the Principles Pertaining to
Response to Emergencies and Compensation of Damages in the Pollution of the Marine Environment with
Petroleum and other Hazardous Substances published on the Official Gazette dated 21/10/2006 and No.
26326, a contract was signed with Seagull, a company authorised by the Ministry to respond to the pollution
of the marine environment with petroleum and other hazardous substances, and the port facility features the
necessary equipment and materials for emergency response against marine pollution. The list of emergency
response materials and equipment against marine pollution is given in annexes (ANNEX-14).
