Subject – Hiring 12 Consultants for preparing Prison Training Manuals for various categories of Staff and Officers in Jails.
Background-
The Bureau of Police Research and Development (BPR&D) came into existence in 1970 with the
mandate to identify the needs and problems of police in the country and initiate, stimulate and sponsor
research in this field in coordination with universities, research institutes, ministries, States, UTs, CPOs,
CAPFS and other agencies. In 1995, Ministry of Home Affairs entrusted responsibility of Correctional
Administration work to the Bureau with the mandate to identify and study the problems affecting Prison
Administration and to promote advanced research and training in the field of Correctional Administration.
It is also responsible for the application of latest developments in science and technology to
police/prison work. Over the years, BPR&D has also been entrusted with monitoring the needs and
quality of training in the Central and State Police/Prison Organizations and assisting the Ministry of
Home Affairs in the development of standards and quality requirements for equipment and infrastructure
used in Police/Prison work.
1. Scope of Work/Objectives-
Scope of Work/ Objectives of this project is as follows-
1.1 To prepare 50 standardized Prison Training Manuals/Handbooks as per Terms and Conditions of the project.
1.2 To prepare curricula for Training of Trainers for each course, including basic courses, minimum
requirements for engaging faculty / resource persons assigned to take classes.
1.3 To develop the training material for standardization and upgradation of training of Prison Officers
and Staff across the country so that quality of training is standardized and quality of training is
enhanced across the country.
1.4 To contribute to the Capacity building and professional competency of the Prison Officers and Staff
by preparing the proposed standardized Training Manuals & Handbooks.
1.5 To catalyze technological Intervention in training for better service delivery and to facilitate training
of Prison Officers and Staff in latest legal and administrative provisions governing Prison
Administration

3. Eligibility criteria –
3.1 Academic Qualifications & Work Experience –
3.1 (i) Consultants should be professionals having a Bachelor’s/ Master’s/ Ph.D. degree in the relevant
subject viz., Social Science, Law, Psychology, Forensic Psychology, Management, Human Resource
Development, Gender Sensitization, Life Skills, Technology Management etc. with a minimum Work
Experience of Five (5) years. The work experience requirement may be relaxed in exceptional cases in
respect of deserving candidates.
3.1 (ii) The Consultant to be a Retired/ Serving individual having served in Prison Administration/ Prison
Management/ Prison Reforms/ Trainers under Training Institutions/Capacity Building/Resource Person/
Relevant Autonomous Bodies/Organizations Implementing the Govt. Schemes related to capacity
building and liaising with Govt. of India and various stakeholders like the State Govt./NGOs, academic &
research institutions etc., for a minimum period of 5 years.
3.1 (iii) Further, the Consultant should preferably have knowledge of latest technology in training and
extensive experience in developing and organizing various In-Service Refresher Training for Prison
Officers or developing extensive Methodologies/Pedagogies to be adopted in Training of Prison/ Police/
Civil Service Officers.
3.2 Desirable Qualification –
Extensive Research Work in the domain of Social Science, Law, Management, Human Resource
Development, Gender Sensitization, Life Skills, Technology Management etc.
4. Period of Consultancy (Duration and Extension of Contract) –
Duration of the Contract is for Six (06) MONTHS from the date of award of Contract which may be
extended by the Competent Authority under most urgent exigencies beyond which no extension will be
granted.
5. Mode of Application –
5.1 A Serving Official may apply through his/ her respective Organization/Department/Institute of the
Central or State Government, Autonomous Bodies/Organizations accompanied with due permission/No
Objection Certificate (NOC).
5.2 A Retired Official or an Individual may apply individually or through an Organization/
Department/Institute of the Central or State Government, Autonomous Bodies/Organizations /Non-
Government Organizations (NGOs).
5.3 NGOs must necessarily be registered at Darpan – the NGO registration Portal of NITI Aayog.
6. Methodology of Execution of the Project-
A Serving / Retired Officers/Officials of the Correctional Administration/Services will be nominated as
“Project Coordinator” for giving necessary brief related to Administration, Management, Training Needs
and Services of Prison to the Consultant.
7. Monitoring Mechanism –
7.1 Fortnightly monitoring will be done by the Monitoring Committee constituted by the BPR&D.
7.2 Progress report of preparation of Prison Training Manuals will be submitted by the Consultant after concurrence of the Project Director to the BPR&D on a monthly basis.
7.3 Monitoring Committee will provide technical guidance to the Consultant by vetting their overall strategy adopted to prepare Prison Training Manuals for various categories of Staff and Officers in Jails.
7.4 Provide necessary clearances to the Consultant for carrying out the work.
7.5 Review and monitor the progress of work and provide guidance to the Consultant as and when required.
8. Presentation and Finalization of Draft/Report –
8.1 Layout and Design of draft of Prison Training Manuals will be presented before the Monitoring
Committee for finalization.
8.2 Upon compilation of the report, each Consultant will present the draft report to the Monitoring
Committee for finalization. Finalization of the draft /report is subject to the incorporation of inputs of the
Monitoring Committee followed by final presentation at BPR&D.
9. General Terms & Conditions for engaging Consultants: - 9.1 The Consultant will be engaged for a fixed period for providing high quality services to prepare
standardized and updated Prison Training Manuals for standardization of training for various categories of officers and staff in jails.
9.2 Each Consultant will be awarded the task of preparing a minimum of four (04) Prison Training
Manuals. Work on all the allotted manuals to a consultant will commence concurrently and be
considered for evaluation of reports simultaneously.
9.3 Professionals with requisite qualification and experience as prescribed would be hired as
Consultants. Retired Government employees with relevant experience would also be eligible for selection
as Consultants.
9.4 The Consultants will be engaged either independently or in association with other Consultants for
preparation of Prison Training Manuals.
9.5 The Contract of Consultants is of a temporary nature and the BPR&D can cancel the Contract at any
time without providing any reason for it.
9.6 Individual Consultant will be free to associate as many individuals as desired under his/her
supervision for the completion of assignment. However, BPR&D will have no Contract /Agreement with
them and the Principal Consultant will be liable to fulfill all the Terms & Conditions of the Contract. Further,
the qualifications & work experience of the associates will not be considered for selection.
9.7 The period of engagement of the Consultant will be valid till the date of final acceptance of the Prison
Training Manuals.
9.8 The Consultant will be required to attend all meetings of the Prison Training Committee of the
BPR&D.
9.9 The Consultant will be required to attend all meetings of the Monitoring Committee of the BPR&D.
9.9.1 Regular Meetings of Monitoring Committee for presentation and discussion on draft will be organized largely through the virtual medium or physical mode, if needed.
9.9.2 The expenditure on travel and stay for attending the meetings (traveling expenses etc.) will be borne by the hired consultant (private persons) from the fees awarded for the project.
9.9.3 The hired Consultants who are in-service will bear the expenses of traveling for physical meeting from the fees awarded to them.
9.9.4 BPR&D will not make any reimbursement for any physical meeting attended by the Consultant.
9.9.5 The expenditure for arrangement for holding physical meeting in headquarters will be borne by the BPR&D.
9.10 The Recommendations/ Advice of the Consultant will be treated as confidential and shall be used by
the BPR&D only. These shall not be shared by the Consultant with any other entity without prior permission
of BPR&D.
9.11 All inputs and materials for development of the Prison Training Manuals shall be compliant to
relevant Anti Plagiarism Laws and all drafts should be accompanied with appropriate authorization and
permission, wherever applicable.
9.12 Copy Rights for all the completed 50 draft Prison Training Manuals shall rest with the BPR&D. The
material so prepared and developed will be restricted and confidential in nature. Use of the same in any
manner will be done only with prior approval of the BPR&D.
10. Change in Scope and Quantity of Orders-
The BPR&D may at any time before completion of work under project awarded to the Consultant, change
the work content by increasing the quantity of the services as required in the Contract Agreement for
execution of the Project, without creating any liability for compensation on any grounds, whatsoever due to
this change. In such a case, the Consultant will have to perform the service in the increased quantity at the
same Contract Rates within the time stipulated for providing services to the BPR&D. However, the overall
change in the scope should not exceed 25% of the total Contract Value.
11. Conflict of Interest –
The Consultant shall be expected to follow all the rules and regulations of the Government of India as
applicable which are in force. He/ She will be expected to display utmost honesty, secrecy of office and
sincerity while discharging his/her duties. In case the services of the Consultant are not found satisfactory
or found in conflict with the interest of the Government, his/her Contract will be liable for termination without
assigning any reason.
12. Relaxation -
Under exceptional circumstances and in the case of meritorious candidates the above guidelines may be
relaxed with the approval of the DG, BPR&D.
13. Terms of Payment –
13.1 Rates-

*Fee for preparation of Training Manuals/Handbooks has been calculated, based on duration of the course,
quantum of the job work, likely time required for execution of the job work and also criticality and sensitivity
of the proposed content.
13.2 The Consultant will be paid a consolidated amount as per the quantum of work (inclusive of Service Tax and all Other Taxes as applicable). Deductions in respect of Income Tax will be made from the dues payable to the Consultants. BPR&D will issue TDS Certificate for the Income Tax so deducted at source as per the provisions laid down from time to time. All the payment will be done in Indian Rupees.

14 Format/Layout for submission of Final Report –
Consultant will submit both Hard Copy & Soft Copy of neatly typed and indexed Final Report in
Times New Roman (Font) with Font Size of 14 before the Monitoring Committee.
15 Method for selection:–
The method of selection of Consultants will be as per procedure defined in Manual for
Procurement of Consultancy and Other Services 2017, Chapter 7 ,para 7.2.1 (iii), which is
reproduced as under-
“They shall be selected through comparison of qualifications of at least three candidates
among those who have expressed interest in the assignment or have been approached
directly by the Procuring Entity. Candidates who are already employed with the Procuring
Entity shall meet all relevant qualifications and shall be fully capable of carrying out the
assignment. Capability is judged on the basis of academic background, experience and, as
appropriate, knowledge of the local conditions, such as local language, Culture, administrative
system and Government Organization. Selection will be carried out by the CEC which will award
marks for educational qualifications and experience and select the most suitable candidate for
the assignment. The CEC may also interview candidates and award marks for their
performance in the interview and recommend the remuneration to be paid.”
15.1 The process is explained in detail, as under- 15.1 (i) The Consultants are desired to submit their Curriculum Vitae as per Annexure- A
15.1(ii) Preliminary shortlisting of candidates will be done by a Consultancy Shortlisting Committee
duly constituted as per Annexure- B.
15.1(iii) Short-listed candidates will be called for personal interview for evaluation by Consultancy
Evaluation Committee (CEC) as per Annexure-C for final recommendation of the appropriate
consultants.
15.1(iv) The Committee may prepare a panel of 3 names per vacancy which will include 2 persons in the
waiting list. The panel would be valid for a period of one year.
15.1(v) Engagement of recommended consultants will be as per approval of Competent Authority.
Applicants interested in, preparing Prison Training Manuals for Prison Officers and Staff,
