HOUSE HOLD BUDGET SURVEY 2019/20
REPORT ON TRAINING ON ENUMERATORS
February, 2019
1.0 INTRODUCTION
The 2019/20 Household Budget Survey (2019/20 HBS) is a national sample survey designed to
provide information from household on economic activities, household income and expenditure,
housing characteristics as well as asset ownership. The broad objective of the survey is to get a
measure of welfare of the household in terms of poverty and other related socio-economic
characteristics.
The 2019/20 HBS will involve interviewing head of household and other household members.
These respondents will be asked questions about their demographic characteristics, labour force,
health, building, communication, business, income, agriculture, food security, water, utilities,
sanitation, purchase, consumption, time use, transfer to and from Zanzibar and pension. It will
also interview diary (consumption and expenditure) and time use for the respondents who have
age 5 and above.
Sample for the 2019/20 HBS consists of 235 EAs throughout the country on which 181 EAs for
Unguja and 54 EAs for Pemba. The households in each of these EAs have recently been listed. A
sample of households which will be included in the survey from the list in each of the EA
selected randomly and in each EA 12 households will be interviewed for the year but a
household will be interviewed monthly in each EA. Each of the selected households will be
visited and interviewed to obtain household information using the tablet. Enumerators will visit
the selected household for 14 days due to the follow up of diary. It is expected that, about 2,820
households will be involved in this survey.
2.0 TRAINING OBJECTIVES
The 2019/20 HBS main training was designed to:
i. Enable the interviewers and supervisors to understand the rationale and purpose of
the survey so as they can advocate to the survey participants in the field;
ii. Assist the interviewers and supervisors to have common understanding of the
questions;
iii. Provide the standard interview methodology to interviewers and supervisors which
should be observed during data collection especially when participants measure food
and non-food which are consumed in the household, the length and height for
children under five;
iv. Enable interviewers and supervisors to understand their roles during data collection;
and
3.0 VENUE AND TIME DURATION
The training took place from 6th February to 23rd February 2019 at the Office of the Chief
Government Statistician, Mazizini Zanzibar for Unguja and Chake Chake for Pemba.
Participants were trained for 18 days.
4.0 TRAINING PARTICIPANTS
A total of 233 participants were involved in the main training which comprises coordinator, desk
officer, 18 facilitators, 13 supervisors, 186 enumerators, 4 IT programmers, 6 quality controllers
and 5 mobilizers. This training was facilitated by staff from OCGS while all enumerators and
their supervisors were from community where the survey is being undertaken.
Together with the training team (facilitators), the survey coordinator, desk officer; other monitors
from UNICEF and UNWomen were there for some days during the training for coordination and
other administrations. The list of participants is attached as Annex 1
5.0 TRAINING METHODOLOGY
The training was conducted in three phases as described below.
i. Interviewers training on paper questionnaire;
ii. Interviewers training on questionnaire using tablet; and
iii. Field practical and debrief.
5.1. Interviewers Training on Paper Questionnaire
This training was aimed on training enumerators and supervisors on how to fill in paper
questionnaires, understanding how to ask the questions and the meaning of each question in the
eight questionnaires; which are Demographic questionnaire, Dwelling and Utility questionnaire,
Business questionnaire, Agriculture questionnaire, Household Diary, Individual Diary, Time Use
and Transfer to and from Zanzibar.
Three classes (2 Unguja and 1 Pemba) were used for the training. Each of these three classrooms
was arranged in such a way that the facilitators can easily access each trainee. The rooms was
highly ventilated and facilitated with flip chart and a clear wall for a projector.
Every evening facilitators met to take stock of what transpired during the day and if there were
any issues that need to be discussed, they discussed and come up with a common understanding.
Also they discussed the schedule of the next day; this enabled the facilitators to have common
issues to be stressed during the presentations. Methodology used during this training was
interactive lecture, demonstration, role play, test and recap. During the recap session, all issues
raised in the previous day were clarified to the participants
5.2. Training of Enumerators on questionnaires using tablet
This training was aimed on training enumerators on how to locate the household, recruit and
enroll household members and collect data using tablet. The classes used were the same as those
used during paper questionnaire training. In this training facilitators were co-facilitators and IT
personnel were there to support the tablet part. The training of Questionnaire by using tablet was

When practicing tablet there were some errors were identified, these includes:
i. Responses, instructions and some questions are not translated
ii. Some Kiswahili translation are not correct
iii. Some of the skipping questions were not skipped in the system
iv. Some of the questions with the response “Other (Specify)” does not provide the space to
write the response
v. Some ISIC and TASCO were not found from the tablet
5.3. Field Practice
Enumerators were trained to use tablet during the field practice which was done for two days. In
this field practice, each enumerator visited one household.
Apart from the enumerators, field supervisors and facilitators visited the enumerators in the field
to ensure that all field procedures were followed.
Challenges from field practice:
i. Most of Enumerators lack experience on using tablet, this contributed to low speed of
interview
ii. Most of enumerators got difficult to get ISIC and TASCO. It took long time to see the
proper one
iii. Enumerators faced the problem of taking GPS point using tablets. This was due poor
or weak communication signals in some of the areas.

6.0 WAY FORWARD
After close up of training, ITs finalized tablet program and sent the list of selected households to
enumerators. The field work will start on 1st March, 2019 for Unguja and Pemba. Field
supervisors, district supervisors and quality controller will frequently visit the enumerators while
they are in the field.
