Why Involve Member States?

The Framework Programme for research and innovation is the most important financial instrument at EU-level to implement the ERA.

National programmes and programmes at EU-level get more and more integrated through e.g. partnership initiatives (e.g. JPIs).

Priority setting is pivotal in order to facilitate alignment of and complementarity between national programmes, joint programmes and programmes at EU-level.

Priority setting starts at a very early stage, often in form of FLA/foresight.

A better interaction between FLA in MS and at EU-level would facilitate the whole process of priority setting (e.g. Horizon II and the “next generation” of JPIs).
