Hong Kong's Glass Recycling System
Glass Recycling has not been such a transparent process in Hong Kong. Our government currently only
offers three kinds of recycling: Paper, Plastic and Aluminum. The valuable resources of glass gets
discarded and into our limited landfill space. Currently there a few NGOs and companies trying to turn this
trash into treasure. Without the help of the government, it has been an uphill battle.
Every day, Hongkongers produce some 374 tons of waste glass, and just 3 percent of it gets
recycled. That is 55,000 tonnes of glass waste every year, with only about 1,500 tonnes of the waste
recycled. The remainder ends up in the city’s three landfills, which are predicted to reach capacity in 2014,
2016 and 2018, respectively.

A Legacy of Waste
Glass recycling in Hong Kong has not always been such a big problem. Back in the old days,
deposit-and-return systems for glass bottles were widely employed, under which you could bring back
empty glass bottles from the place you purchased them and receive a bit of money back. By recovering
and then re-filling the bottles, this scheme proved to be tremendously helpful, but it was regrettably one
that fell out of use over the years due to the large-scale transition undergone by beverage containers from
mainly glass to a mixture of glass, paper, plastic and aluminum. With the number of pure glass bottles
significantly decreased, the deposit-and-return practice became less cost-effective for grocery stores and
the like to maintain. On the other hand, for local glass manufacturers, which are able to process large
quantities of waste glass but require a lot of space and need to keep their melting batches at 1,700
degrees Celsius 24-7, the business got too energy-consuming and expensive to be sustainable. By the
late 60’s, Hong Kong’s glass manufacturing industry basically ceased to exist.

Almost all waste glass started to take up residence in landfills. Although it is decade-old news that Hong
Kong will run out of landfill space far earlier than expected, no substantial action has been taken by
authorities in the past years to reduce urban waste and subsequently extend the landfills’ lifespan.
Still, glass recycling is not at the top of the Hong Kong government’s list of concerns, since glass only
takes up 4 percent of the total 9,000 tons of garbage dumped in our landfills each day. However, unlike
many other types of waste, glass is bulky and will never decompose, so recycling is more crucial. And it is
not that difficult to recycle more of it; in fact, for citizens living in most developed regions around the world,
glass is among the first things to be recycled because it can be easily separated from general waste and
is infinitely re-usable and recyclable. In Europe, an average of 68 percent of all glass gets recycled, with
four countries—namely Belgium, Sweden, Luxembourg and Switzerland—reaching over 90 percent.
Across the Pacific Ocean, in the US, that number is a respectable 30 percent. Even our neighbor
Singapore is able to recycle 20 percent of its glass. Compared to them, Hong Kong’s 3 percent glass
recycling rate is embarrassing and inexcusable.

What to do with the glass?
In 2005, a research program was set up by Hong Kong Polytechnic University to look into the possibility
of producing paving and building material from waste glass in Hong Kong. It led to Tiostone, one of the
two factories in Hong Kong that produce eco-bricks from recycled glass. Dixon Chan is one of the
research team’s three founding members and the project manager of the brick plant. “When we first
started, the primary difficulty was actually to find glass,” Chan recalls. “Nobody at that time was doing
glass collection, so for the first few months we had to go on the streets ourselves to get the waste glass.
After proofing the feasibility of the program, we were approached by some big brands such as Coca-Cola,
who donated their worn-out or broken glass bottles to us.”
The company ran a deficit for the first four years but kept growing. Today, Tiostone has a
6,000-square-meter factory at EcoPark—a waste management facility run by the EPD that provides land
for recycling and environmental industries—and is making a profit. At this moment, its major glass
suppliers include the airport, private estates, the Hong Kong Hotels Association, HSBC and a few NGOs
such as Green Glass Green. Every day, around 10 tons of glass comes in, which is then transformed into
some 40,000 bricks, but the factory can easily handle three to four times more. “What we need is more
glass, and a bigger market,” says Chan. And it is the latter problem that worries him more.

Where the Solutions Lie
Since 2010, the Hong Kong government has mandated the use of concrete paving blocks made with
recycled glass in road maintenance projects, but that is not enough. To expand the market for green
bricks, Tiostone needs more customers. However, the government is reluctant to widen its use of green
bricks unless the industry can go under its tender system, through which vendors bid to win contracts to
provide goods and services. In order for the tender system to work, however, there needs to be at least
three factories producing green bricks, and right now, we only have two.

Although the EPD has been helping Tiostone coordinate glass recycling points, it does not have any
influence on the Housing Department or the Highways Department, which hold the power over the city’s
road constructions and therefore the market for Tiostone’s products. “So ultimately, the survival of the
company depends on government policy,” Chan says.
Chan shares the same feeling, stating that the public is interested in and supportive of what Tiostone is
doing. “The government always says the existing paper-metal-plastic recycle bins around town are not
doing well, but that’s mainly because people don’t really know where the recyclables go from there—if
they don’t see the result, they become discouraged,” he says. On the contrary, Tiostone is open to visitors
every Sunday and tours can be arranged for students, residents and professionals. “We want people to
see what we do so they know their efforts in glass recycling are not in vain. I can even tell you where the
bricks are being laid,” he adds.
Secretary for the Environment KS Wong says the Government will expedite the expansion of collection
points for glass bottles in the coming years. Mr Wong said the Government is working with the Housing
Authority so that each housing estate, particularly in eastern Kowloon, will have its own collection points.
A charging scheme for importers and distributors will hope to begin within three years; $1 for every one
liter-glass bottle and 75 cents for 750ml bottles, with about 1,700 importers and distributors subject to a
levy based on the volume or number of bottles involved, it is expected to help collect up to $100 million
towards hiring a new government-appointed contractor for setting up a glass-waste recovery network and
handling collection logistics. However the scheme excludes food and sauce bottles.
Currently the EPD has opened up the public consultation on: a New Producer Responsibility Scheme on
Glass Beverage Bottles. All members of the public are encouraged to be informed and provide any
comments to the proposed scheme.

Green Glass Green (www.greenglass.org.hk), a local NGO founded in 2010 that, despite its tiny size, has been
a major advocate for and an active force behind glass recycling in Hong Kong. Among its achievements is the
glass recycling programs that have gained traction in the city’s nightlife hubs.
HK Recycles (www.hkrecycles.com), for $80 a month, you can sign up as a member and have the HK
Recycles staff come to your door to pick up four types of recyclables—plastic, metal, paper and glass—on a
weekly basis.

Broken Glass is again top the list of marine debris collected in Hong
Kong during the International Coastal Cleanup 2012
Last year's International Coastal Cleanup has delivered a stark message about the effectiveness of efforts to raise environmental awareness among Hong Kong people. Broken glass once again top the list of items collected this year, followed by styrofoam. The percentage of broken glass as a proportion of total refuse collected was also higher, suggesting that Hong Kong may need to put more effort on the policy of recycling glass or other ways to reduce the environmental impact of glass. Other items collected included plastic beverage bottles, food containers, cigarette butts and glow sticks. Overall, results suggest that many beachgoers remain as inconsiderate as ever in terms of cleaning up after themselves.
International Coastal Cleanup (ICC)
The International Coastal Cleanup is an annual event coordinated by the Green Council. The 2012 event took place between 15 September and 4 November. 15 schools and 53 companies teamed up with non-government organizations, community groups and individuals to field a record number of over 3,000 volunteers for 73 cleanups at 43 sites. They removed over 5.6 tonnes of refuse from Hong Kong's shorelines.

香港特區政府及不同團體一直致力提高香港市民的環保意識,但由環保促進會統籌的二零一二
年度「國際海岸清潔運動」卻發現這些呼籲並未能改變市民大眾許多不負責任的行為。連續多
年位列十大海洋垃圾的玻璃碎片,進佔二零一二年度榜首。至於二零一一年度冠軍—塑膠袋,
雖下降至第三位,但其撿獲數量卻沒有顯著減少。由此可見單靠徵收膠袋稅並不足以改善膠袋
對環境造成的影響。更值得關注的是,是次所得數據顯示十大海洋垃圾全部來自「岸邊及康樂
活動」,包括發泡膠箱 (碎件)、飲品膠樽 (兩公升或以下) 及食物包裝紙 / 盛器等。總體而言,
有很多使用海灘的人士仍然罔顧他人,沒有清理自身製造的垃圾。
一年一度的香港區「國際海岸清潔運動」由環保促進會統籌。最新一屆活動已於二零一二年九
月十五日至十一月四日期間舉行,共有來自十五間學校、五十三間企業及非政府機構、社區團
體及個人組成破紀錄的三千多名義工團隊,分別在四十三個地點進行七十五次清潔活動。這些
義工總共為香港海岸清理了超過五千六百公斤的垃圾。

The theme of Green Carnival 2013 is “Going Green – How to
reduce your carbon and water footprint”. A total of 24
environmental education displays and fun-filled game booths
were managed by 22 organizations (including government
departments, schools, professional associations, private
companies and green groups). Participants could not only
acquire gifts from the booths but also absorb knowledge on
environmental protection and global warming.
Another attraction of this Green Carnival was the Twelfth
Creative Eco-model Tournament. A total number of 83 teams,
representing both primary schools and secondary schools,
used recycled materials, rubber bands, propellers and their
innovative ideas to design and build a mousetrap car for competing in the race competition,
design and overall championship during the Tournament. The overall champion is HHCKLA
Buddhist Ching Kok Secondary School, which won among from other primary and
secondary schools.

影響生態平衡。在2月3日,環保促進會便以「水足跡碳足跡 實踐環保未來」為主題,假尖
沙咀九龍公園廣場舉行第十屆「環保嘉年華」,透過近30個具環保意義,且饒富趣味及教育性

揚環保精神,希望大家能身體力行,為藍天盡一分力。一班充滿創意的學生在同場舉行的第十
二屆「環保模型創意設計比賽」,激烈競逐最新一屆環保老鼠夾模型車王寶座。
來自多間學校的中、小學生參加了第十二屆「環保創意模型設計比賽」,以可循環再造物料設
計及製造老鼠夾模型車。同學們不單可透過此活動建立團隊精神,還可深切體會物料循環再造
及對環境持續發展之重要性。參賽作品既要有創意,亦要能夠在賽道上來回穿梭往返,因此學
生要奪取獎項殊不容易。最終由香海正覺蓮社佛教正覺中學香海正覺蓮社佛教正覺中學香海正覺蓮社佛教正覺中學香海正覺蓮社佛教正覺中學所設計的環保模型車脫穎而出,成
為本屆全場總冠軍。

� In-school Talk on Low Carbon Living and Green Living 綠色生活學園講座
A series of in-school talks on “How to Combat Global Warming – Green Living” will be
provided to10 selected local primary and secondary schools between February and May of
2013. Students from those schools which have been conducted by Green Council will be
disseminated the information on the adverse impacts of global warming and educate students on
how to tackle environmental crisis through a behavioural change in our daily lives.
為加強學生對氣候變化的關注及綠色生活的認知,本會將於 2013年 2月至 2013年 5月期
間,為全港首十間登記的學校提供免費講座。
� Roadshow 巡迴展覽
Aligned with the objective of Green Carnival, the Green Council arranged roadshow in 6
different malls by displaying information on green living lifestyle.
本會將於同一期間在六個商場巡迴設立環保資訊板,向市民大眾宣傳綠色生活的訊息
