TRAINING Department

1988 began w i t h our departure f o r WESTPAC on the 5 t h of January. Out- p repara t ions pa id o f f as we were underway w i t h 1(:)(:1% o f t h e crew f u l l y q u a i i f i e d i n t h e areas of sh ipboard/a i rc t -af t f i r e f i gh t i ng . ' With the ship now c o n t r o l l i n g i t s own TADTAR, emphasis was placed on keeping everyone w i t h i n a G~tdyr t . The deployment proved t o have i t s e x c i t i n g moments when i t came t o unplanned TAD e::penditures, bu t we met. every commitment w i thout i mpacti rig any requ i red t r a i n i n g . As our r e t u r n tij Alameda approached, emphasis wa5 s h i f t e d t o a long range t r a i n i n g p lan f o r use dur ing our SRA per iod. Th is p lan proved most va luab le when we submitted our request f o r t he FY 89 budget.

During the f i r s t h a l f o i t h e year wh i l e on c ru i se , t h e ESO f u n c t i o n c o n t i n u a l l y supported educat ional programs by admin is te r ing exams f o r SAT, ACT, DSST, GED, and CLEF'. Also, i n fo rma t ion was provided f o r var ious co l l ege and commirsioning programs. For 1988, two NROTC scho larsh ips were awarded, one LDO commissioned, one Naval Academy Prep Scnool candidate accepted, anu one p a t e n t i d l ROOST candidate awaited r e s u l t s o f t he board. A d d i t i o n a l l y , PACE courses were conducted dur ing t h e c r u i s e i n t h e f o l l o w i n g sub jec t areas: personal f i n a n c i a l management, i n t r u d u c t o r y algebra, business, modern math, Engl ish, and consumer economics. As f a r as t r a i n i n g quotas were concerned, 600 o f f - sh ip quoras were obtained. T ra in ing was arranged f o r over 2,000 personnel i n damage c o n t r o l t r a i n i n g , shipboard f i r e f i g h t i n g , a i r c r a f t f i r e f i g h t i n g , advanced f i r e f i g h t i n g , and shipboard f i r e f i g h t i n g team t r a i n i n g i n p repara t ion f o r TRE and REFTRA. During the year, over 50 requests were submitted f o r c lass " A " and "C" schools, and r a r e than 5 1 0 TAD orders were issued.

For many p o r t v i s i t s , E n t e r p r i s e ' s Special Serv ices was i n charge of arrangements f o r t h e e n t i r e B a t t l e Group. Special Serv ices a l s o arranged many successful ho l i day r o u t i n e s w h i l e a t sea, p rov id ing the crew w i t h a buost i n morale. The end o f t he deployment was marked by a very succe5sful T iger c ru i se , which inc luded a Tiger

c r u i s e t a l e n t show organized by spec ia l serv ices. I n August, En te rp r i se v i s i t e d San Diego. N~cmero~~s r e c r e a t i o n a l d iscounts were made a v a i l a b l e t o t h e crew, and t h e second annual Enterpr ise /Nor th I s l a n d Golf Tournament was nosted by Special Set-vices. I n October, Special Serv ices o f f e r e d d iscounts t o f l e e t week events and sponsored t h e Enterprise/Alameda Golf Tournament. November and December s t a r t e d t h e s k i season, and k icked o f f En te rp r i se s k i t r i p s t o Eo r ra l anti Squaw Val ley. Special Serv ices ended t h e year w i t h a Christmas p a r t y a t t he Hyat t Regency-Oakland, where 1000 crewmembers were t r e a t e d t o a f a n t a s t i c n i g h t of dinner and dancing.

August - September: Extensive prepara t ions f o r INSURV r e s u l t e d i n an e;.:ceptional performance by t h e DC/R d i v i s i o n . According t o one INSURV inspec- t o r , " t he ENTERPRISE i s t he most damage c o n t r o l ready a i r c r a f t c a r r i e r I have ever seen".

October - December: SHA has chal lenged t h e DC/R d i v i s i o n i n many ways: major CHT system repa i r s , major f i remain system r e p a i r s , inn!-lmerable gas f r e e requirements, major main space f i r e f i g h t i n g s h i p a l t , halon system i n s t a l l a t i o n i n d iese l spaces and pump ronms, PORSE preparat ions, and p lanning f o r REFTRA. A l l of these i tems and much more were handled w i t h p ro fess iona l ism and a "can-do" a t t i t u d e . To summarize, damage c o n t r o l and r e p a i r on any a i r c r a f t c a r r i e r is a f u l l t ime job. ,411 personnel i n D C / R d i v i s i o n deserve t o be commended f o r t h e long hours, heavy worklnad, and t r u e ded ica t ion t o making ENTERPRISE the most damage c o n t r o l ready a i r c r a f t c a r r i e r i n t h e U.S. Navy.

February: February 1-5 was spent a longside Aiava p i e r i n Subic Eay. Ouring th i .5 per iod, CnHFAIRWESTPQC conducted a pre-crui.se inspect ion and focrnc! a l l A i r Department d i v i s i o n s outstanding. Th i s was an e s p e c i a l l y busy t ime f o r V-2 d i v i s i o n as they completed th ree waterbrake overhauls i n f o u r days. On 19 February, En te rp r i se a r r i v e d i n t h e Northern Arabian Sea. For t h e month, t he re were 992 day launches, 290 n i g h t launches? 753 day recover ies and 528 n i g h t recaver ies.

March: March 13 was a day of no te as En te rp r i se crossed the equatnr on i t s way t o Mombasa, Kenya On t h i s day, those crewmembers who had no t p rev ious ly done so appeared w i t h i n t h e Hoyai Domain o i Neptunus Kex and i n i t i a t e d i n t o the Solemn Myster ies o f t h e Ancient Order o f t h e Deep. Having surv ived t h a t and fou r days i n Mombasa, t he a i r wing p a r t i c i p a t e d i n t h e f i r s t of many "Ernest W i l l " operat ions-tanker escor t duty i n t he Pers ian Gulf . On March 23, wh i l e a n ~ h o r e d o f f Masirah, Oman, t h e sh ip h e l d i t s annual F l i g h t Deck Olympics. The b iggest event proved t o be t h e a i r c r a f t d i r e c t i n g compet i t ion w i t h t h e capta in and department heads p a r t i c i p a t i n g . For t h e month, t he re 1:qet-e 1150 day launches, ?CC .LJJ n i g h t launches, 882 day recaver ies and 524 n i g h t recover ies.

R p r i l : A p r i l 4, al though going unnot iced by most of t h e crew, was a t u r n i n g p o i n t as i t marked t h e halfway p o i n t of t he c ru ise . A s a f e t y standdown was h e l d on A p r i l 10. Dn A p r i l 13-16, t h e En te rp r i se conducted e:.:ercises w i t h the French a i r c r a f t c a r r i e r Clemenceau. Many crewmembers were t rea ted t o lunch French-style, a. k.a. , wine and more wine. On the 15th and 16th as tens ion increased, V-4 d i v i s i a n r e f u ~ l e d th ree "smal l boys" i n p repara t ion f o r Persian Gul f operat ions. On A p r i l 18, tens ion i n t he Gulf reached a fever p i t c h as t h e a i r wing c a r r i e d out s t r i k e s against I r a n i a n naval f o rces s ink ing o r severely damaging several ships. A p r i l was the bus ies t month of t he year w i t h 1,522 day launches, 439 n i g h t launches, 1,297 day recover ies and 665 n i g h t recover ies.

May: On May, 7 ca tapu l t $1 logged i t s ?6,OC!Oth shot. May 20 brought smi les t o 55!:10+ faces as the En te rp r i se rendezvoused w i t h t h e USE; F o r r e ~ t a l and, on t h e 21st, se t a course f o r t h e S t r a i t s of Malacca and the Sauth China Sea. During May, t he re yere 1,415 day launches, 305 n i g h t launches, 1,211 day recover ies and 499 n i g h t recover ies.

June: June 1-4 was spent moored a longside Alava poer, Subic bay: our f i r s t l i b e r t y i n 75 days. A f t e r p o r t c a l l s i n Hbng Kong and Pusan, S. Korea, t h e En te rp r i se steamed towards t h e A leu t ian I s lands on i t s way t o Seat t le . June 26 marked the f l y o f f o$ t he A-6s and EA-6Bs. Next came a two day p o r t c a l l i n S e a t t l e t o p i c k up "Tiqers" . I n June, t he re were 344 day launches, 22 n i g h t

launches, 289 day recover ies and 66 n i g h t recover ies .

Ju ly : The "T igers" received a very up-close and personal look a t f l i g h t operat ions as they crowded along the f o u l l i n e f o r t he f l y o f f o f t h e remaining a i r c r a f t on J u l y 1. The En te rp r i se a r r i v e d i n homeport Alameda an J i l l y 2 and began i t s standdown f o r t h e remainder of t he month. For t he month, there were 53 day launches.

nugust: August saw operat ions r e t u r n t o normal as t h e En te rp r i se CQ'd CVRW-30 from t h e 10th t o the 21st. Several noteworthy accnmp1i;hments emerged from t h i s CD per iod. On t h e 14th, Enterpr ise , along w i t h VFb-303 and 305, se t a new record of b8 c a t shots and t r a p s i n one hour. Also on the 14th, En te rp r i se recorded i t s 270,000th ar res ted landing. On t h e 2Oth, Captain Rocky Spane recorded h i s l,O<)Oth ca t shot and t rap . The sh ip had a 3 M i nspec t i on between August 29 and September 2. The A i r Department received an outstanding score o f 9B.91; t h e h ighes t of any major department on the sh ip . September: INSURV was he ld September 12-15 du r ing which t ime t h e A i r Department again proved t o be o p e r a t i o n a l l y sound and ready f o r b a t t l e . October, November, December: While i n SRA, A i r Department personnel immersed themselves i n overhaul ing equipment, r ~ h a b i n g spaces and t r a i n i n g i n p repara t ion f o r work-ups beginning i n A p r i l 1989. a. During t h i s r e p o r t i n g per iod t h e Marine Detachment was invo lved i n several sho r t at-sea per iods, inspect ions , and ceremonies. I n add i t i on , marksmanship and o ther requ i red t r a i n i n g was accompl ished.

b. ENTEFi.F'RIE;E completed her deployment on 2 July . From 11-21 August, ENTERPRISE was invo lved i n reserve a i r wing c a r r i e r q u a l i f i c a t i a n s : from 7-14 September, ENTEFtPHISE underwent an underway ma te r ia l i nsnec t i on from t h e Board af Inspect ion and Survey.

c. The Marine Detachment cant inues t o perform i t s c,eccrrity and ceremonial .?unctions. While i n p o r t Alameda, t h e Marine Detachment was inspected by the Commanding General, FMFPAC team. I n add i t i on , the Detachment completed i t s f i e l d chemical exerc ise and numerous force-on-Sorce s e c u r i t y dri l l ; .

2. Medical. The USS ENTEHFRISE (CVN 6 5 ) provides a l l medical and denta l serv ices t o the Detachm~nt. During 1988, the Maintenance Department was p r i m a r i l y invo lved w i t h r e p a i r support t o t h e sh ip dur ing a Western P a c i f i c / I n d i a n Ocean deployment, fo l lowed by th ree r e p a i r a v a i l a b i l i t i e s upon r e t u r n t o Alameda a f t e r deployment. A d d i t i o n a l l y , t h e department was i n t e g r a l t o t he p lanning e f f o r t s f c r a $65 m i l l i o n SRA t h a t commenced i n September. Other e f f o r t s by t h e department inc luded support f o r t he crnderway ma te r ia l i nspec t i cn conducted by t h e INSURV Eoard and t h e concurrent PMS inspect ion requi red, as we l l as r o u t i n e operat ion o f t he Maintenance Support Center (MSC! p rov id ing techn ica l research and r e p a i r p a r t s r e q u i s i t i on ing .

With t h e s t a r t of deployment on 5 January, t he p lanning f o r a r e p a i r a v a i l a b i l i t y w i t h Ship Repair F a c i l i t y (SRF) Sclbic was a l ready we l l ~rnderway. With a l i m i t e d per iod i n Subic be fore cont inu ing on t o t h e Ind ian Ocean, an advance p a r t y was sent ahead t o Subic t o coordinate t h e f i n a l screening act ions. With on l y ten days, SAF Subic was ab le t o accamplish a s i g n i f i c a n t amount of repa i r s .

Once i n t o the Ind ian Ocean, ENTERPRISE was assigned twu ship-to- shop a v a i l a b i l i t i e s w i t h t h e r e p a i r tenders USS CAPE COD and USS SAMUEL GOMPERS anchored o f f Masirah Is land. U t i l i z i n g a i r support t o and from Diego Garcia,the loghead a t Masirah, and t h e regu la r underway replenishment ships, over 350 work requests were submitted, screened, equipment de l i vered, repai red, and re turned w i thout b e n e f i t of seeing e i t h e r tender f o r more than two days.

During t h i s per iod, t h e secnnd phase of t he work d e f i n i t i o n conference f o r t he forthcoming SRA was conducted onboard. A t t he complet ion of t he Ind ian Ocean deployment, another b r i e f a v a i l a b i l i t y was conducted a t SRF Subic.

Rddi t i o n a l l y, concurrent a v a i l a b i l i t i e s were assigned t o Shore Intermediate Maintenanre A c t i v i t y , San Francisco (SIMA), US5 SAMUEL GOMPERS, and a l a r g e s h i p ' s f o r c e work package was planned. To support these var ious a c t i v i t i e s , a c t as i n t e r f a c e w i t h c o n t r a r t o r s , and coordinate and monitor a l l . r e p a i r s , an SRA Department was establ ished, drawing i t s manning qrom t h e r e s t o f t h e s h i p ' s departments on a temporary a d d i t i o n a l du ty basis .

With the s t a r t o f author ized e a r l y work on 16 September, t he SAA department o rgan iza t i on was implemented under t h e d i r e c t i o n o f CDF: H. W. H a r t s e l l as deps.rtment head. Three major f u n c t i o n a l areas were er tabl i r -hed: Sh ip ' s Force O v ~ r h a u l Management (SFOMS), Shipyard S~ ippor t , and Firewatch D iv i s ion . The SFOMS organ iza t ion f u r t h e r was comprised o f a head r e h a b i l i t a t i o n team, a vent c lean ing team, a t o o l i ssue team, and an ADF support team.

Major work f o r SSSF con t rac to rs was broken down i n t o s i x major con t rac ts t o p rov ide f o r b e t t e r overal l management o f repa i r s . FSNS was tasked w i t h inspect ing seven steam generators wh i l e MINS repa i red numerou5 pr imary and secondary valves.

Ea r l y work s t a r t went w e l l , w i t h minimum delays and d i s rup t i ons . The o f r i c i a l CNO SRA s t a r t date, 31 October, saw a s i g n i f i c a n t increase i n p roduct ion work onboard. Ggain, work s t a r t went smoothly. The end af December marked the 50% mi lestone i n t he SRA. Through t h i s per iod, o v e r a l l product ion s t a t u s remained we l l ahead o f ' t ime expired.

SUPPLY Department

January - February 1988: Having loaded more than 2.5 m i l l i o n pounds of ma te r i a l dur ing the PDM per iod, t h e Supply Department began t h e 1988 deployment f u l l y loaded and ready t o support ENTERPRISE and CVW-11.

Upon departure from Alameda on 05 January 198S, the i n t e g r a t i o n of more than 300 TAD personnel from CVW-11 i n t o t h e Supply Department o rgan iza t ion occurred very smoothly. To ensure t h e ma te r ia l p i p e l i n e remained f u l l throughout t h e next s i x months, a f i n a l CONUS top-of f s tock reorder was dropped a t NSC Oakland p r i o r t o departure. Enroute t o t h e opera t ing areas o f f Hawaii, t h e f i r s t WESTPAC reorder was prepared and t ransmi t ted t o NSD Subic Bay.

The f i r s t major l o g i s t i c s evo lu t i on f o r t h e 1988 deplayment occurred on 16 January w i t h t h e underway replenishment of over 350 p a l l e t s of mater ia l from USS WBBRSH. This evo lu t i on was t h e f i r s t of 38 accident- f ree underway replenishments t h a t witnessed the an-load of more than 6,000 p a l l e t s of cargo. During each UNREP, t he Stock Contro l D i v i s i o n (5-1) capably coordinatpd VERTREF operat ions on the f l i g h t deck w h i l e t he Ma te r ia l D i v i s i o n (S-8) orchestrated the movement of ma te r i a l on t h e hangar bay.

We quick:ly es tab l ished ourselves as a p ro fess iona l team i n a l l respects a t t h e ou tse t of t he deployment. We maintained outstanding A i r Wing readiness r a t e s of 89 percent mission capable (MC) and El6 percent f u l l mission capable !FMC! throughout t h e deployment. I n add i t i on , we maintained an average of on ly 19 o f f -ship no t miss i o n / p a r t i a l mission capable r e q u i s i t i o n s dur ing the dep 1 oymen t .

A p a r t v i s i t t o Su t i c Yay, from 1-5 February, gave every d i v i s i o n t h e oppor tun i t y t o top-off and prepare f o r t he upcoming Ind ian Ocean period. I n t h e s e r v i c e division;, f i n a l requirements were s t a b i l i z e d and s to res loaded t o ensure crew morale was maintained a t a h igh l e v e l dur ing the extended sea per iod. Included i n these successful programs were an ENTERPRISE t a i l c r e d f o r e i g n merchandise e f f o r t , Steel Beach p i cn i cs , numerous mess deck " spec ia l " n igh ts , and other s i m i l a r spec ia l events.

March 1988: By March, we were we l l es tab l ished i n t o the r o u t i n e o f operat ions i n t h e Ind ian Ocean and, from a supply perspect ive, were s e t t i n g t h e standard f o r a l l o ther F'aci+ic F l e e t cart- iers. Our readiness f i g u r e s were outstanding, sh ip sa les were up, and morale was high. The p a r t v i s i t t o Mombasa, 15-19 March, was a r e a l chal lenge f o r Supply, t r y i n g t o ensure maximum l i b e r t y was extended t o t h e crew wh i l e a t t h e same t ime ensuring we topped o f f on fre5.h f r c r i t and vegetables. The t ime of.+ was p a r t i c c r l a r l y good i n t h a t i t al lowed a l l hands,,who were now a l l t r u s t y shel lbacks, f o l l o w i n g t h e c ross ing of l i n e on t h e 13th o f March, t o rela:.: and en joy a few days o f f ~ e f l e c t i n g upon t h e i r ordeal on l y a few days before. AFM expendi tures were over 4.5 m i l l i o n d o l l a r s alone i n the month of A p r i l due tr_, t h e h igh f l i g h t hours (exceeding 5,200 hours) and ex t ra -spec ia l maintenance e f f o r t s being pe r f armed t u ensure f u l l combat capabi 1 i t i e s i n a1 1 a i r c r a f t systems. May 1988: I n May, we were r e l i e v e d by USS FORRESTAL and b i d the Ind ian Ocean fa rewe l l . Having completed t h i s major p o r t i o n o f our deployment, we turned our a t t e n t i o n toward; t h e f i n a l load out i n S!-(bit. We made a l l 5.evF.n Navy Stock Fund Goals again t h i s month, received sugnents i n e:.:cess af 4.75 m i l l i o n d o l l a r s , and were successful i n a l l respects r e p o r t i n g readiness r a t e s of MC/FMC of 89.8 and 86.9 percent, respec t i ve l y .

J u n ~ 1989: June was another bcrsy month. Resupply i n Scibic fo l lowed by p o r t v i s i t s t o H ~ n g Kong and F'ctsan consumed much crf the m0nt.h w i t h the l a s t h a l f dedicated t o t h e t r a n s i t back t a t h e good o l d U.S. of A, a t - r i v ing i n S e a t t l e on the 28th. SuSic resupply was d i f f i c u l t a t best. The r a i n never stopped, t ruck a f t e r t ruck was unloaded, and ma te r ia l brought on bcard. Crane se rv i ce and load ing went from 0530 t o 2400 d a i l y and over 1,000 p a l l e t s of mater ia l were brnught on board. Subic was no t a l i b e r t y p o r t f o r Supply. It i s i n understanding t h i s t h a t one can r e a l i z e how much Supply appreciated the l i b e r t y p o r t s of Hong Konq and Pusan. We dropped Supply reorder l e v e l s t o 60 da\js ~ r d e r i n g and shipping t ime i n June, conducted an automatic o f f - l aad of excess m?.terial and cont inued t o perform i n a b r i l l i a n t manner, again mainta in ing a l l seven Navy Staci:: F~!nd go515 f o r t h e 5 t h consecut ive month.

J u l y 1968: The f i n a l event f o r WESTPAC 88 was t he Tiger Cruise, which o r i g i n a t e d i n S e a t t l e on 29 June and ended i n Alameda on the 2nd o f Ju ly . i t was a great t ime f o r a l l and on ly overshadowed by a t e r r i f i c homecoming t o Aiameda on t h e 2nd o f Ju ly , thus marking t h e end of our deployment. During the deployment, the crew had consumed over 1.6 m i l l i o n cans o f soda and t h e s h i p ' s s t a r e had achieved recard sales. We were ab le t o t u r n over $437,000 i n p r o f i t s t o t h e s h i p ' s Welfare and Recreat ion fund.

Another computer enhancement was s t a r t e d dur ing t h i s t ime w i t h USS ENTERPRISE being selected as a t e s t s i t e f o r t he Automated T e l l e r Machine (ATM! At-Sea Program. Hardware and system equipment were de l i ve red and i n s t a l l e d on 17 October which allowed disbcl.rslng t o cond~rct i t s f i r s t ATM payday on 1 November 1Q89. Clc tob~r was a p a r t i c u l a r l y busy month. With a l l t he above work going on, t h e SRA, ending FY.93 and s t a r t i n g FYe9 f i n a n c i a l records, i t was a l s o t h e month i n which t h e Commanding O f f i c e r , CQFT R. J. Spane was r e l i e v e d by COPT H. T. A i t tenour . The Supply Department helped coordinate t h e event. It was fo l lowed by a grand recep t i on i n hangar bay number one and i t was pra ised by a l l who attended.

November - December 1988: These two months saw t h e con t i nua t i on o f an a c t i v e SRG and the prepara t ion f o r a new AVCRL. The REAVCAL e f f ~ r t s were completed by the end of December i n p repara t ion f o r t he ASP Ph i l ade iph ia conference i n January. Over 1,000 allowance change requests were f i l l e d out t o increase repa i rab les allowance. Over 3,000 consumable i tems were i d e n t i f i e d as e i t h e r needing increased allowances or needing t a be i n i t i a l l y c a r r i e d onboard 35 new allowances. These e f f a r t s were pra ised by COMNAVOIRFAC dur ing the pre- AVCAL qua1 i t y review conference i n mid-December. The repa i rab le5 inventory was f i n i s h e d by t h e end of December and was a l s o a tremendous success. The r e s u l t i n g accounting and f i n a n c i a l adjustments were as law as COMNAVRIRFAC had ever seen.

COVMfiND HISTORIAN'S CONCLUDING REMARKS

The first half od 1989, embodied in a &month "West~ac S8" Western Facidic / Indian Ocean deployment, represented the culmination of a long and arduous work- isp cycle. ENTERPRISE men and machines had achieved their highest ever state of readiness. This readiness, in turn, was translated into peak operational performance, demonstrated in a myriad of complex evolutions conducted in a wide variety of operational environments. From the searing heat of the Northern Arabian Sea to t he cold-weather climes of the Northern Pacific, ENTERPRISE expertly demonstrated her impressive power-projection capabilities. All who observed her in action, from friendly naval personnel and diplomats to real and potential enemies, were unquestionably awed.

The July homecoming, while a fitting end to a highly successful deployment, ushered in a new phase in the 27 year-old "Big E's" life. In commencing its Selective Restricted hailability (SRA), ENTERPRISE again transdorrned itself into a non-operational entity. Within this industrial environment, equipment ranging from simple mechanical devices to complex, multi-million dollar systems was torn-down, modiqied, and rebuilt. This reconditioning, often managed by new faces at all command levels, was matched by a detailed training program designed to minimize loss of personnel expertise. As 1989 dawned, the "Rig E n , headed by new Commanding and Executive officers, was already moving toward deployment- ready status.
