PASSIVITY

Passivity ≠ Stalling But They Are Similar

Stalling = Repeatedly Not Attempting To Score

Points

Passivity = Not Scoring Points Regardless Of The

Amount Of Attempts

The Intent / Desire Of Wrestling Is To Score Multiple

Times And Pin The Opponent

In A 0-0 Match Both Wrestlers Are Being Passive

Assume 0-0 Match To Structure The # Of Calls &

Passivity Periods –> 3 Calls In 1st Period & 2 Calls In

The 2nd Period (If Scoring Occurs –> Adjust Timing)

PASSIVITY

A Wrestler Can Be Passive But Is Not Stalling (e.g. 0-0

Match, But Is Working To Score)

A Wrestler Can Be Stalling But Is Not Passive (e.g. 10-2

Match & Is Not Working To Score)

In Say A 1-0 Or 2-0 Match, The Wrestler Winning Could Be

Considered As Being Passive If They Scored Only

Defensively And The Other Wrestler Is Attacking Without

Successfully Scoring. If The Winning Wrestler Continues

To Score Defensively, They Are Not Being Passive. Rather

They Have Superior Technique To Their Opponent

Could Be Called In Say A 5-5 Match With Adequate Time

Left In Match To Set-Up Calls

PASSIVITY – WHAT TO LOOK FOR?

Repeatedly Blocking & Preventing Scoring Actions

Reacting More Than Initiating Action Without

Scoring

This Can Be Grouped Under A Variety Of Negative

Actions Such As: Grabbing Hands, Head Down,

Posting On The Opponents Head, Blocking The

Chest With Forearms Or Hands, Etc…

Use UWW Vocabulary To Encourage Action

Open, Head Up, Action, Contact, Attack, etc…

FREESTYLE PASSIVITY

1st Passivity

Use UWW Vocabulary To Stimulate Action

Get Confirmation From MC, Stop Match

& Give “Attention”

2nd Passivity

Get Confirmation From MC & Stop Match

Indicate The 30-Sec Penalty Period

If Either Wrestler Scores, Penalty Period Is Over

If No Score –> Continue Wrestling

& Give 1-Pt To Opponent

Further Passivity Violations Will Immediately Go To 30-Sec Penalty Period

FREESTYLE PASSIVITY

Passivity Cannot Be Called Within Last 30-Sec Of

Each Period –> Call Fleeing The Hold Instead

If Score Is 0-0 After 2-Min (1-Min For Schoolboys &

Down), The Referee Must Stop Match & The

Officiating Team Will Determine A Passive Wrestler

& 30-Sec Penalty Period Will Be Applied To Them

Timing of Calls Is Very Important –> Should Not Call

1st Passivity At 1:40 Then Again At 1:55

FREESTYLE PASSIVITY

FREESTYLE PASSIVITY

GRECO-ROMAN PASSIVITY

1st Passivity

Use UWW’s Vocabulary To Stimulate Action

Get Confirmation From MC & Give Wrestler

Verbal Warning Without Stopping Match

2nd Passivity

Get Confirmation By Mat Chairman

Without Stopping Match Give Attention To

Passive Wrestler

Award 1-Point To Opponent

GRECO-ROMAN PASSIVITY, CONT’D

If Passivity Continues

Give Warning w/o Stopping Bout

Give Attention w/o Stopping Bout + 1-Point

Need Confirmation For Warning & Attention

Why Done?

No More “Forced Par Terre”

Minimize The Chances Of 3 Cautions & Lose Bout

Assuming A Non-Offensive, 0-0, Match:

Looking To Make 6 Or 7 Total Passivity Calls

4 On One Wrestler & 2-3 On The Other

Match Would End With A Score Of 2-1

FLEEING THE HOLD

Same Negative Wrestling As Passivity, But Wrestler

Is Significantly Winning Or Short Time On Clock

Avoiding Contact On Feet Or In Par Terre

Use UWW Vocabulary To Stimulate Action

Stop Match (Feet Only) & Give An Attention

Resume Match & If Negative Behavior Continues:

Stop Match & Ask For Caution + 2-Points

Don’t Stop Match If In Par Terre Unless

Penalty Is Confirmed

Resume Where Infraction Occurred

FLEEING THE HOLD – FEET

FLEEING THE HOLD – MAT

FLEEING THE MAT

Avoiding A Scoring Situation Or Fall

Use UWW Vocabulary To Avoid Leaving Mat

Zone (Standing)

Place (Par Terre)

Caution + 2-Pts In All Positions <- NEW RULE

Resume Where Infraction Occurred

FLEEING THE MAT

INTERLOCKING OF FINGERS

Both UWW & USAW Are Aggressively Looking To Remove This From Wrestling

Used By Wrestlers To Prevent Scoring

Used By Wrestlers To Injure Opponent

Penalize Early In Match

Order Wrestler(s) To “Open” And/Or “No Fingers”

If Continues -> Stop Match & Give Attention To One Or Both Wrestlers

If It Still Continues -> Point Out The Action & Offer Caution + 2-Points

May Have To Penalize The Same Wrestler Twice

May Have To Penalize Both Wrestlers

PROHIBITED MOVES/ACTIONS

¾ Nelson With Leg Hooked

2 Hands On Head

Leg Scissors & Figure-Four On Head Or Body

Full Nelsons (Juniors Only, To The Side)

Cross-Chest Ride/West Point (Cadets & Up Only)

UWW VOCABULARY

It is important that you use the UWW vocabulary

during a match

Using the terminology can help to stimulate action

Words like, “Open”, “Head up”, “Place”, “Zone”,

“Attention”

Say color of wrestler then a command

Helps to point with correct hand when talking to

the wrestlers – shows everyone who you are

talking to

MAT AWARENESS AND PRESENCE

Look the part – appropriate attire

Confidence when scoring point – you don’t have to look at the judge or MC for confirmation

Walk the wrestlers back to the center

Communicate during the match – stimulate scoring

Changing levels – danger position

Front Headlocks – positioning & time

Movement – get to where you need to be quickly

MAT AWARENESS AND PRESENCE

Anticipate where the action is going and try to

be in the best possible position to evaluate the

points – don’t stand in one place

Distance from the wrestlers

Position while wrestlers are neutral

Position when working 3-man mechanics

Position during FS/GR par terre

Positioning when guys are going out of bounds

COMMUNICATION WITH COACHES

This can and will be difficult at times

If they ask a question, you should have an

answer for why something was called

Do not make up an answer that you know is not

correct. If you missed the call, it is okay to say

that.

Be professional, but don’t tolerate disrespect

LEARNING PROCESS

This is a never ending learning process – every

tournament, every match

More you work, the easier it gets

Attend clinics – hear different people talk

Observe other referees – figure out who the

best referees are and watch them

Ask questions and discuss situations with other

referees

LEARNING PROCESS – USWOA WEBSITE

http://www.uswoa.com/

IN CONCLUSION

Don’t stress over changes. There are bound to be

changes as the season progresses. You will be

notified of changes.

Follow any rule or interpretation that changes along

with any procedure that may accompany the changes.

There should never be a situation that a match ends

0-0.

Once you learn the new procedures, you will probably

find that this makes refereeing simpler. But it is a

process that will get easier over time.

Increase Your Wrestling I.Q.
