• Approximately $1.56 Billion available nationwide

• Projects compete for funding based on four key objectives: • Support economic vitality at national and regional levels

• Leveraging Federal funding

• Innovative approaches to improve safety/expedite project delivery

• Accountability for performance/achieving specific, measureable outcomes

Project Name: “Unlocking Hampton Roads” • INFRA Grant Request: $300 million • VDOT is the applicant • Project Components in Grant Request: • Hampton Roads Bridge-Tunnel/I-64 Expansion Project • Express (HOT) Lanes on I-64 in Chesapeake • Possible future Express (HOT) Lanes on I-64 on the Peninsula • I-64 Peninsula Widening – Segment 3

• Supporting Project Components: • I-64 Peninsula Widening – Segments 1 & 2 • I-64 Southside Widening and High Rise Bridge • I-64/I-264 Interchange • Bowers Hill Interchange • I-64 Reversible Express (HOT) Lanes in Norfolk

Possible Action:

•The HRTPO supports the Unlocking Hampton Roads INFRA application, while noting that the HRTPO Board has not received information or voted on the use of HOT lanes west of the Coliseum I-64/I-664 split.

Chesapeake Proposal

Freeman Avenue Overpass Project

• Replace existing at-grade railroad crossing with an overpass to eliminate conflicts between roadway and rail traffic.

• Freeman Avenue is sole access to the Money Point industrial area.

• Total Project Cost: $25,425,000

• INFRA Request: $15,255,000 • (60% of Cost)

• Local Match: $10,170,000 • (40% of Cost)

Virginia Beach Proposal

Laskin Road Phase I-B

• Project includes roadway improvements between Red Robin Road and Oriole Drive – approximately 0.6 mile.

• Project will connect to Laskin Road Bridge project currently under design.

• Total Project Cost: $25,308,000

• INFRA Request: $15,184,800 • (60% of Cost)

• Local Match: $10,123,200 • (40% of Cost)

• Approve the HRTPO Resolution of Support, while noting that the HRTPO Board has not received information or voted on the use of HOT lanes west of the Coliseum I-64/I-664 split, under Agenda Item #21-E

• Approve the HRTPO Letters of Support for the Chesapeake and Virginia Beach proposals under Agenda Item #21-E
