INST ITUTE OF PUBL IC ADMINISTRAT ION
Preparation Course to Competitions for European Institutions
Why working for the EU? Since Ireland’s membership of the European Community in 1972, many Irish nationals have made a significant contribution to the strengthening of the European project through working in the various European Institutions. Working as a civil servant in the European Commission, the Council, the European Parliament or the Court of Justice means a great variety of tasks, very challenging responsibilities and a direct contribution to the EU’s broad range of activities in a relatively small, dynamic and truly multi‐cultural environment. In addition, conditions and salaries are very attractive.
Why such a course? Most of the Irish nationals working for EU institutions were appointed following their success at the open competitions that are organised on a regular basis by the European Personnel Selection Office, EPSO. As these are highly competitive and demanding, thorough preparation is required in order to boost your chances of success.
What course? The Institute of Public Administration is now offering comprehensive training on how to prepare for both stages of the open competitions for positions within EU Institutions: the pre‐selection text and the assessment centre (AC). The training will explain the methodology as well as providing tips and tricks on how to pass the verbal, numerical, abstract reasoning and situational judgement tests.
It will subsequently prepare participants for all elements of the AC: a case study, group exercise, oral presentation and structured interview.
What target group? The preparation course is designed mainly, but not exclusively, for those applying for administrator (AD), assistant (AST), linguist and certain specialist positions within the EU institutions. Applicants should already possess an understanding of the EU institutional structures, the main policies and challenges, however, the training will not require specific professional experience. Equally applicants should have a sound knowledge of another official language of the EU such as Irish.
EU Competitions for AD grades are open for people with no significant professional experience and there are also competitions at higher grades for those with a minimum of three years professional experience.

The training will be held at the IPA’s Training & Education Centre in Dublin and will be conducted in English.

Course dates are: 20‐21 March 2012.
Course trainer is Tomasz Kramer, Lecturer and Seminar Leader, European Centre for Judges and Lawyers, EIPA Luxembourg.

Preparation Course to Competitions for European Institutions
Programme
MODULE ONE
Pre Selection – The First Stage of Open Competitions
The module will start by explaining the main axes of the new EPSO selection procedures and a tutorial on preparation of an online application. The consecutive sessions will cover four tests constituting the Computer‐Based Testing (CBT) pre‐selection stage i.e. verbal, numerical, abstract reasoning and situational judgment test. It will explain the methodology to be used and will offer tips and tricks allowing for efficient and successful solving of the different tests. Subsequently, the participants will have the opportunity to take part in a multiple choice (MCQ) test.
Morning ■ Introduction to the reform of EPSO competitions
■ Creating a successful application via EPSO account ■ Situational Judgement Test
MODULE TWO
Afternoon ■ Verbal Reasoning ■ Abstract Reasoning ■ Numerical Reasoning
Assessment Centre (AC) – The Second Stage of Open Competitions
The one‐day AC replaces the previous lengthy system of separate written and oral examinations. It is composed of four constitutive elements: a written case study in the field, a group exercise, an oral presentation and a structured interview. As such, it constitutes a final sieve to select the best candidates who will then be placed on the reserve lists. This module is designed to fulfil a double role. On one hand, it prepares the participants to successfully take and pass each component of the AC by presenting the methodology, best practices and some useful tips and tricks. On the other had, it allows the participants to test themselves in all assignments and moreover, gives a unique chance to observing the performance of other candidates.
Morning ■ Group Exercises ■ Structured Interviews
Afternoon ■ Oral Presentations ■ Case Studies ■ Debriefing and Conclusion
