E-stamping

e-Stamping system is web based secured system ofpaying stamp duty to the Government. e-Stamp which‘replaces’ the stamp paper is highly secure and tamperproof.

Central Government has authorised Stock HoldingCorporation of India Limited (SHCIL) to act as the soleCentral Record keeping Agency (CRA) forimplementing eStamping across the country.

OSIS A web based Online Stamps Inventory System (OSIS)

is an integral part of IFMS.

This is an e-Governance initiative for effective and timely inventory management of stamps.

Purpose of OSIS It helps the operating officials for smooth operation of

the OSIS - Online STAMPs Inventory System as itincludes all functions for creating demands,challans, issue and receiving of stamps, sales andreports as well.

At the same time it would facilitate StateGovernment to monitor/ control the overallStamps Inventory System.

Scope of OSIS It will be used by Stamp clerks, Jr. accountants/

Accountants, Treasury/Sub-Treasury officer, Depot,Directorate of Treasuries and Accounts, Registration &Stamps Department, Ajmer (I.G.) officials. It would behelpful in enabling following services:

I. Online Submission of demand and issue, receive againstdemand at Treasury / Sub – Treasury Level.

II. Online availability of Stamps. III. Double Lock and Single Lock facility. IV. Online Challan Preparation and Issue Stamps to

Vendor/Individual/Ex-Officio. V. Preparation of required reports.

Type of Users and Responsibilities

There are four types of users for the Online STAMPs Inventory System -OSIS on the basis of application flow.

(1) Jr. Accountant / Clerk Level Users o Users at Treasury / Sub-Treasury Office

(2) Accountant Level Users o Users at Treasury office

(3) Nodal Officer Level Users (Treasury Officer /Sub Treasury Officer)

o Users at Treasury/Sub Treasury Office/ Depot Level

(4) Inspector General(I.G.) Level user o User at Registration & Stamps Department, Ajmer

Responsibilities of Jr. Accountant / Clerk Level Users:

Basic & First level data entry is being done by Jr.Accountant/ Clerk for each transaction into the system

Jr. Accountant/Clerk can

a. Prepare demand note.

b. Prepare sales challan for issuing stamps to vendors,individuals and ex-officio.

c. Keep the track of Stamp Serial No details.

d. Do the Opening stock entry.

e. Input of issuing stamp quantity against demand.

Responsibilities of Accountant Level Users:

Activities to be done by Accountant.

a. Verification of demand note before sending to I.G., Ajmer

b. Verification of Challan for vendors, individuals, Ex-officio.

c. Withdrawing stamps from double lock to single lock for sales and vice versa.

d. Opening Stock entry.

e. Verification of Daily Closing stock, Serial No. Details & Single Lock Transactions.

Responsibilities of Nodal officer Level Users:

Treasury / Sub Treasury Officer will act as Nodalofficer and involved in the following activities

a. Maintenance of users in District/Treasury.

b. Freezing & finalizing all types of transactions (e.g.demand, issue, receiving, sales etc.) done by Jr.Accountant/Clerk or accountant level users earlier.

Each user would be allotted a login Id andpassword with a fix Role to access the application.

(1st July 2017 verification not required as it can be defaced in e-gras login of the concerned treasury)

Scroll date is entered (the current date)

Preparation of Vendor sale scroll date wise.

Stamps are withdrawn from double lock according to above report.

Stamps are transferred from double lock to single lock.

Step – 4 (Issue of stamps) Serial numbers of Stamps are feeded in Sale – Update

serial number field.

Treasury Officer / Sub-Treasury Officer freezes the sale using his login.

Stamps are distributed to stamp vendors / individuals and ex-officio according to scroll register ( vendor wise / individual wise )
