 No one had regulated what the trusts (groups that control an entire industry) did  They cut prices to get rid of competition.  Later, raised prices (and profits!)  Passed Sherman Anti-Trust Act in 1890  Made it illegal for companies to gain control of an industry to forming trusts.  Enforced by Theodore Roosevelt when he became president in 1901  He got rid of all the trusts!
