3. WORD FROM THE CHAPLAIN: The internet and applications like Facebook have changed our culture
dramatically. They have allowed us to reach out and garner huge amounts of information with little effort. Facebook
has allowed us to stay in touch with friends on a daily basis. One of the downsides of these inventions though is
the ability to reach out and say things to people that we don’t know in ways that we probably wouldn’t practice if
we were talking with them face to face. Rude and crude seems to be a response now if you don’t agree with
something that someone says online. Name calling and attack seem to be expected. My observation is that these

nasty habits achieve nothing except to bring more divisiveness among us as a people. I would encourage each one
of us as troopers to stop this trend in our own behavior. Respect and courtesy are values that the Army taught us.
Let’s set a positive example in our communities, our workplaces and our families. Hooah!

15. VETERANS UPDATE:
a. Can Veterans Shop at the Commissary?: Unfortunately, the commissary benefit is very similar to a lot of
other military benefits, including exchange privileges. Only active-duty service members, Guard and reservists,
medical retirees, retirees, Gold Star widows, veterans 100 percent disabled due to service, Medal of Honor
recipients and all of their respective dependents are granted commissary access.
b. New Tricare Drug Prices Take Effect Oct. 1: Right now, Tricare subsidizes all covered brand-name
medication at in-network, civilian retail pharmacies. Users pay $20 for a 30 day supply, while Tricare covers
the remaining cost. But the new rule will force users who buy "maintenance" drugs at those locations to pay the
entire cost out pocket. The change only impacts prescription drug refills considered "maintenance" medications
by Tricare because they are refilled and taken regularly to treat chronic health problems like high cholesterol,
allergies or anxiety. Brand-name drugs filled for any other reason, like short-term pain or antibiotics, will still
be covered at the current rate. Users will also be able to fill at a retail pharmacy an initial 30-day supply of a
new maintenance drug before switching to the mail order or MTF systems, officials said. Mail-order brand-
name drugs will continue to cost users $16 for a 90-day supply. All drugs filled at a military treatment facility
(MTF) will continue to be free.
c. Conferees Shape Leaner Budget for Military Pay, Week of October 05, 2015: The House and Senate
conferees have reached some compromises on key personnel provisions in the fiscal 2016 defense authorization
bill. For starters, the potential lifetime value of the new retirement plan, which many current members will be
allowed to opt into, suffered a significant cut. Conferees agreed to Senate language that lowers maximum
government matching of member contributions to the Thrift Savings Plan feature to four percent of basic pay
rather than five percent called for by the Military Compensation and Retirement Reform Commission. For a
full rundown of other personnel initiatives that slow growth in pay and allowances
