Location Flanders is the central film commission for Flanders, Belgium, providing information, introductions and support to all filmmakers interested in shooting in the region. It brings together the resources of the film offices in the region’s principle cities: antwerp, Bruges, Ghent, Leuven, Mechelen and ostend and the audiovisual export agency Flanders Image (a division of the VaF, the Flanders audiovisual Fund).

We aim to be your first stop for information about Flanders as a location for features, television films and series, documentaries, music videos, commercials, etc. our on-line database of locations allows you to view the wide range of settings available in Flanders, each supported with photographs and descriptions of the locale in English, along with contact details for the local film office. the database can be searched by geographical position, by type of location and by historical era. antwerp is Belgium’s second largest city after the capital, Brussels, with a glittering historical centre, a modern business district and a busy port. its cosmopolitan vibe includes contemporary galleries, fashion houses and the diamond trade. the city is also home to the very first skyscraper built on the European continent, the 26-storey Boerentoren.

Minnewater - Bruges

Bruges is Flanders’ best preserved medieval city, attracting millions of foreign visitors every year. But it is also a working city, with its own coastal suburb at Zeebrugge. Ghent is a major urban centre with a large university, offering a diverse range of urban locations, from historic streets and monuments to modern industrial and residential settings.Leuven is Belgium’s answer to oxford or Cambridge, a university town with a long history and a dynamic modern economy. Mechelen combines modern small-town atmosphere with a rich heritage that dates back to its position as an important political and trading centre in the Middle Ages.ostend as a coastal city, is both a resort and a working port with locations reflecting all aspects of life by and on the sea.

QuIntEssEntIaLLy FLEMIsh the Flemish style of gothic architecture, with its steep roofs and stepped gables, can naturally be found throughout the region. Bruges is the definitive example, its carefully preserved medieval buildings and network of canals are recognised by Unesco as a World heritage Site. the winding streets and small squares provide intimate settings, while its bridges and waterside cafés are romantic meeting places. But there are equally striking examples of the Flemish style elsewhere. Most of the cities still retain the grand market squares which were the focus of medieval life, edged with ornate civic buildings and guild houses, and often home to the city’s main cathedral. Both

Mechelen and Bruges have distinctive belfry towers, which define the city skyline. Smaller, more intimate market squares can be found elsewhere in the cities, and in the other municipalities covered by their film offices.other landmark buildings from the medieval and early modern periods include the Palace of Margaret of Austria in Mechelen, said to be the oldest Renaissance building north of the Alps, and the 16th Century home of the Plantin-Moretus publishing business in Antwerp.Also strong on Flemish style are the beguinages. Dating back to the 13th Century, these were communities of single women living together under religious supervision, but without taking holy orders. Each organised around a large church, the beguinages feature distinctive terraces of cottages, set in winding, cobbled streets or around gardens and green spaces. Large and small examples can be found in Leuven, ghent, Antwerp, Mechelen and Bruges.the cities of Flanders are blessed with impressive cathedrals and churches large and small, in styles from the gothic and baroque to later revivals. Many contain valuable works of art, by painters such as Rubens, van Eyck and other Flemish Primitives such as hans Memling and Dirk Bouts.there are also distinctive religious buildings in more rural settings, such as the Park Abbey complex on the edge of Leuven, which mixes architectural styles around a strong baroque theme. its extensive grounds include ponds, meadows, orchards, gardens and woodland. Leuven also boasts the beautiful neo-gothic Arenberg Castle in heverlee, surrounded by lakes. ghent’s gravensteen is a more sinister castle, a medieval fortress complete with battlements, an armoury and torture chambers.

FroM anCIEnt to ModErnFlanders is rich in two more modern architectural styles: art nouveau, with its curves and flourishes, and art deco, with its straight lines and strong colours. Both styles are represented in the residential areas of Flemish cities, with Antwerp’s Zuid neighbourhood a particularly good place to find art nouveau buildings. Besides private houses there are examples of grander public buildings, such as the striking art nouveau glass house at the Ursulinenklooster near Mechelen, ghent’s atmospheric art deco swimming baths, and the art deco sea-front arcades in ostend. industrial architecture plays an important part in Flanders’ urban landscape, beginning with richly decorated brick buildings from the 19th Century. Some fine examples are provided by the brewing industry, past and present, in Leuven and Mechelen, while ghent, Bruges and ostend all have warehouses of the same vintage.trade in Flanders has long relied on water for the transport of goods, and the canals that thread through cities such as Mechelen, ghent and Bruges provide a wide range of period and contemporary settings, whether on the water itself or among the buildings, bridges and quays that run alongside. outside of town, rivers and canals form broad water highways, cutting through the countryside.the railways have also left their mark on Flemish cities, with highlights including the monumental main train station in Antwerp, whose 19th Century exterior conceals a radically remodelled interior, and the sharp contemporary design of Leuven station. Small suburban stations, country halts and goods yards can also be found. trams are a characteristic feature of most cities, from older models to ultra-modern road trains. the Flemish are also enthusiastic cyclists, with the streets of Flanders’ university towns in particular crowded with cycling students.

Work and pLaythe universities in ghent, Leuven and Antwerp provide campus settings, while the bars, clubs and shops of the surrounding neighbourhoods have a bohemian vibe thanks to the student population. in Leuven the university occupies the 13th Century beguinage complex, with its cobbled streets, gardens and stylish 17th Century houses. other distinctive college buildings include the imposing neo-renaissance University Library and the Anatomic theatre, an 18th Century octagonal building designed for anatomy lessons. Students aside, Flemish cities offer a wide variety of other nightlife scenes, with bars, cafés and restaurants providing period and contemporary atmosphere, from luxury to low-life. the tourist trade in Bruges is a backdrop in its own right, and the city is rich in hotels and restaurants, from family-run establishments to the large and luxurious. For high-rollers there is ostend, with concerts and games of chance at the Casino, dating to the 1950s, and

the Wellington race track, reconstructed after World War ii in its original 19th Century style. Antwerp has its famous Zoo, dating to the 19th Century, while Muizen near Mechelen is home to the extensive Planckendael wildlife park. theatres and opera houses in ghent and Antwerp provide settings for high culture, with more popular entertainment taking place in large and small concert venues, and old and new cinema complexes. Art can be found in museums that range from grand neo-classical buildings to contemporary constructions of glass and steel, while private galleries represent the commercial end of the market.the cities have residential areas dating from the 19th Century onwards, with well-preserved pre- and interwar neighbourhoods. Contemporary settings range from chic lofts and bourgeois villas to grittier working class estates. green spaces such as parks and gardens abound, with bridges over urban waterways providing dramatic and intimate locations.Modern business districts can be found in all the cities, with settings ranging from small offices to huge commercial complexes with towers of glass. there is a special atmosphere to be found in Antwerp’s diamond district and Leuven’s high-tech business park. Factories and industrial estates can be found on the fringes, with the inland and marine ports of Antwerp, Bruges, ghent and ostend all offering dock locations, complete with cranes, ships and warehouses.

Land and WatErthe greatest range of water craft can be found in ostend, whose harbour is home to vessels of all shapes and sizes, from yachts and small sailing boats to fishing boats, commercial shipping and passenger ferries. top billing goes to the Mercator, a three-masted sailing ship previously used as a training vessel for the Belgian merchant marine. Associated architecture includes a ferry terminal, fish markets, a marina, lighthouses and water towers. ostend’s wide beaches and extensive boardwalk provide archetypal seafront atmosphere. overlooking buildings range from hotels and monumental apartment blocks to luxury villas. tourist settings include beach huts, café terraces, shops and restaurants. Further from town the beach becomes wilder, with sand dunes, nature trails and camp sites. ostend also boasts a number of distinctive military locations, such as a 19th Century fort and sea-facing bunkers dating from World War ii. Beach and dune locations can also be found at Zeebrugge, while inland equivalents can be found at nekkerspoel, near Mechelen, where artificial lakes host water sports and other leisure activities.the Flemish countryside features forests and fields, with eye-catching landmarks such as windmills, abbeys and grand houses. there are farms and secluded villages, wide rivers, streams and wetlands full of wildlife. Mountains, however, are in short supply.

Flemish companies have been both early adopters and innovators in the field of audiovisual technology, putting them at the forefront of new digital production and distribution methods. this creativity has helped small companies and family firms develop into significant players in the global entertainment industry.

kinepolis is a prime example, with its early commitment to deploy digital cinema across its multiplexes in Belgium, France and Spain. Digital projectors and the information technology systems necessary to support them have been installed in all its sites, along with the hardware required to show films in 3D. Besides feature films, Kinepolis has been bold in using digital cinema to experiment with alternative content, bringing performing arts, tV and sports into its theatres, and exploring the possibilities for interactive experiences such as big-screen gaming.

through distribution arm KFD it has developed the supply side of the digital cinema business with films such as Fly Me to the Moon, made by another local innovator, nWave pictures. Beginning with attraction and ‘ride’ films for amusement parks, nWave has expanded into all areas of immersive visual entertainment, from giant screen formats such as imax to 3D feature films for cinemas. Set up as a fully integrated digital film studio, nWave prides itself on conceiving films such as Fly Me to the Moon in 3D from the outset, insisting that they only be screened in 3D to the public. its second 3D feature is Around the World in 50 Years (2010).

Barco has been an important partner for Kinepolis in its move to digital cinema, fitting out theatres with a modular system that it has developed around texas instruments’ DLP Cinema technology. headquartered in Kortrijk, the company has won orders from cinema owners as far away as the USA, india and China, making it a global player in this new industry. its expertise in visualisation technology is also used in giant screens for public spaces and performance venues, and to equip broadcast studios and control rooms.

Another innovator in broadcast technology is alfacam, which in 2004 launched Euro1080, the first commercial service in Europe airing high definition (hD) tV content around the clock on cable and satellite channels. the company has since expanded to produce hD content for digital cinemas and large venues, while providing hDtV facilities and services to other broadcasters and production houses.

outside Broadcast is one of the leading service providers in the European broadcast market. By combining the latest hD technologies, state of the art equipment and a team of multi lingual professionals, the company offers made-to-measure production services including the production of live sports events and concerts all over Europe.

Computer-generated imagery has become an important area for innovation in Flanders, with companies quick to spot unmet industry needs. For example, computers cannot recreate locations in a photo-realistic way, since the variations of light, weather and materials tend to look wrong. Q-spheres has responded with a business that converts real places into virtual locations for feature films, games and commercials. it has built up an on-line database of shoot-ready locations, and can produce virtual locations to order, delivering high-end backgrounds and light fields after a couple of days, no matter where the real-world equivalent is situated.

Populating such virtual sets is the speciality of Eyetronics, which has developed 3D scanning systems that generate characters and produce visual effects for games, feature films, television and commercials. it is currently working on a Digital humans Project, which uses high-resolution scans of real people to produce 3D human models that can be animated with commercial packages such as 3DS Max, Lightwave, Maya and Softimage.

other companies getting into this new market include archineos, which is developing technology originally intended to animate real estate air shots for use in digital commercials and video productions. Fx-Motion meanwhile has developed a remote control system that allows a single operator to track, lift, pan and tilt a camera. in studio settings, control can be pre-programmed and computer controlled, making it a particularly good fit with virtual sets.

innovation in post-production can be found at aCE digital house, a key European player that works across the board, from music videos and commercials to feature films and tV programmes. it is also focusing on the interface between new and old formats, with specialist services bringing digitised formats back to 35mm film and restoring 35mm film to fine new digital copies. Restoration methods are designed to decrease the use of expensive technology, cutting the time usually needed for high resolution restoration.

Sound post-production is a speciality for Galaxy studios, in Mol. Collaborating with industrial designers, it came up with a way of constructing studios inside insulated concrete bunkers, mounted on springs. this excludes the maximum of external noise (the insulation value is higher than 100dB) and protects recording environment against low frequency vibration. Eye-lite in Brussels has a pack-shot studio of 25m², plus regular studios of 400m² and 1,280m². the largest has 6m free height and a walkway lighting rig 3m high. Professional lighting, camera and grip equipment can be provided on request, along with a wide range of crew and other professionals.

Monev in Sint-Pieters-Leeuw has three film stages, measuring 1,000m², 600m² and 300m². Each is truck accessible and well-equipped, with its own production offices. Rental of 16mm or 35mm cameras and accessories is possible, along with lenses or grip equipment.

studio 100 is one of the largest television studio facilities in Belgium, with a total of 6,000m² in stage area, rehearsal rooms and dance studios. Rental terms include lighting structures, but not the lighting itself. Clients can bring their own crew and equipment, or rent crew, studio cameras and control room from Studio 100. studio Imperial in Deurne has a large studio of 1,050m², with a free height of 4m and goods lift that makes it possible to place cars in the hall. A second space of 350m² and height of 2.5m can also be used for audio-visual productions.

Videohouse has 10 television studios of various sizes in four locations. Studios 1, 2, 3, 6 and 7 are strategically located on the fringes of Brussels, near the airport, while Studio 5 is a blue key studio at the international Press Centre in the capital’s EU quarter. What Is It?the tax shelter is a tax incentive meant to encourage the production of audiovisual works and films. it is one of the few film industry schemes in Belgium that applies to the whole country rather than to a particular language community. the Ministry of Finance estimates that from 2004 to 2007 the system channelled €110 million into films and other audiovisual works, providing €45 million in 2007 alone.

hoW doEs It Work?this mechanism allows a company wishing to invest by providing financial backing for audiovisual productions to benefit from exemption of any retained taxable profits worth up to 150% of the sums actually paid. the upper limit on investment is 50% of the company’s retained profit taxable in Belgium, up to a ceiling of €750,000. this way, the legislator ensures limited financial risks for the investors.Part of this investment, up to 40%, is usually in the form of a loan, which the producer must return to the investor as a matter of course. the remaining 60% buys rights in the commercial exploitation of the film. if investors don’t want to wait to see if the production makes money, they may arrange to sell back their rights after a certain period.

IntErMEdIarIEs and BanksBelgian producers can approach investors directly to arrange investment under the tax shelter, although this can involve some complex legal work. An alternative is for the producer to work with an intermediary company, which will match potential investors with productions. the intermediaries make their money primarily by charging a fee to producers, although some also take commission on any profits to investors. in the early years of the tax shelter there was competition between intermediaries to offer the greatest guaranteed return to investors. More recently, the federal government has introduced a 4.5% cap on the return intermediaries can guarantee, with any profits above that dependent on the box office. As well as specialised intermediary companies, several Belgian banks have created film funds to bring the advantage of the tax shelter to those of their investors who want to participate. these include Fortis and Dexia. this development has brought a degree of investor confidence to the market.Recently, three Flemish producers joined forces to create a specialised tax shelter operation, Makingof.the first step for any foreign producer hoping to benefit from the tax shelter is to find a local production partner (see www.vfpb.be, www.votp.be and page 99 of the industry directory).

Beginning in 2010, Location Flanders is offering a limited number of grants to help producers seek out locations in Flanders and/or manage operations while they shoot there. the aim is to attract more film and television productions to the region and to stimulate those that have already thought of coming here.

the grant, worth up to €2,500 (including value added tax), pays for the services of a professional location scout or location manager to work with the production. it can also be used to cover certain costs associated with location scouting and management, such as transport and materials.

the grant is intended only for fiction feature films lasting more than 70 minutes and television series. All of the grant must be spent in the Flemish region.

the annual budget for the location grant is capped, and in the event of high demand, preference will be given to:

• productions shooting in one or more of the cities participating in Location Flanders (Antwerp, Bruges, ghent, Leuven, Mechelen and ostend)

• films or tV series of which the stories are set in Flanders

• productions which will have a favourable impact on local employment or the local economy, for instance by stimulating tourism

Requests for the grant should be made by the main producer concerned, or the Flemish co-producer. it cannot be used retrospectively to pay for location work on productions where shooting is already underway or has been completed. Productions that have already received location support as part of a development grant from the Flanders Audiovisual Fund (VAF) or similar local organisation in Flanders are not eligible, nor are Flemish broadcasters. however, independent production companies working for Flemish broadcasters may apply.

to qualify for the grant, productions must be sufficiently advanced to have allocated the main artistic functions, such as director, producer and scriptwriter. they must also have secured more than 80% of their financing.

the Flanders Audiovisual Fund (VAF) supports audiovisual production in Flanders, as well as international co-production with Flanders. the aims of the Fund are threefold: to develop a sustainable audiovisual industry, to encourage and support upcoming audiovisual talent and to promote a vibrant audiovisual culture in Flanders. the Flanders Audiovisual Fund receives an annual grant from the Flanders government, which in 2009 was worth €16.5 million. A minimum of 80% of the annual budget goes to production support. the difference between author’s right and copyrightAlthough ‘copyright’ is often seen as synonymous with the term ‘author’s right’, there are some small but significant differences in meaning. Author’s right, most often used in mainland Europe, mainly protects the person of the author, whereas the English copyright refers to the investment. Legal bodies (for example, nV, BVBA, VZW) can also be considered as original claimants (‘works made for hire’). this is not the case in the system of the author’s right, where essentially a transfer of rights initiated by the original author to the legal body is needed. Furthermore in ‘author’s right’, the moral rights are inalienable, whereas in ‘copyright’ nations they are nearly impossible. in Belgium, author’s right is protected by the articles of the Law of 30 June 1994 on author’s rights and neighbouring rights. the author’s right protects the authors of literary and art works, while the ‘neighbouring rights’ protect the achievements of the performing artists (such as actors, singers, dancers, musicians) and producers of recordings, films, broadcasts and databases.

author’s rightEssentially, the author of an intellectual creation exercises exclusive and absolute ownership over it, by virtue purely of having created it. he or she however is nevertheless entitled to relinquish these rights in whole or in part, by sale, contract or legation, to another person or entity who becomes then the legal rights holder. there are two different kinds of author’s rights:

At the end of this period, the work falls into the public domain.in the case of a work created in collaboration, such as a film, the calendar year taken into account is that of the death of the last of the following collaborators: the scriptwriter or adaptor, composer (in the case of an original score) or director.the duration of copyright in the case of a work produced under a pseudonym, anonymously, or collectively, is 70 years, starting on 1 January of the year following that of publication. Moral rightsthe moral rights protect the personal and reputational value of a work to its creation. they include the right of attribution, the right to have a work published anonymously or pseudonymously, and the right to the integrity of the work. Moral rights are considered to be tied to the person and are therefore inalienable.

neighbouring rightsSimilar to the author’s right, the moral rights of the performing artists are inalienable. the patrimonial rights expire 50 years after the performance, or the first publication of the performance. Professionally recognised additional artists (such as extras in a film) are not considered performing artists.

Because of this, film companies based in the European Union can enjoy duty-free transport of their equipment (such as camera equipment, sound equipment, decors, rushes, etc). no specific customs documents are needed.

Mandatory declaration of temporary activitiesForeign employees, self-employed people and trainees must declare their activities in Belgium to the government in advance. this mandatory declaration is part of a larger project, Limosa, which is intended to create a better framework for the employment of foreign workers in Belgium. Working with artistsif you’re paying an artist for his/her commissioned artwork, you’ll have to take the artists’ law into account. the right to privacy is one of the basic civil rights and is expressed in the law of 8 December 1992 on the protection of the private life. the rules of photographic and public image copyright operate along the same lines. Every individual holds exclusive and absolute rights over an image of him/herself and its use. When filming takes place in a train station, an airport, public park, etc., the director must obtain the prior permission of the people present. When asking permission, the use of the picture should be clearly defined. Misuse of photographs is a strict violation of the public image rights. the image rights however only apply to people who can be identified, e.g., when their faces are photographed or filmed, or when they can be recognised by others. Permission is generally considered unnecessary in certain circumstances where a tacit agreement is presumed. Such circumstances include:

• filming of groups, street scenes or public demonstrations. it is however advisable not to include close-ups or to linger on one person • filming public figures carrying out their profession or following events in their public life

Except in these two cases, it is essential to obtain the consent of the individual being filmed, who must understand both the nature of the shot and its intended subsequent use. this consent, whenever possible, has to be obtained in writing (with a release form) since proof of agreement, in case of a lawsuit, is the responsibility of the producer. As for children, permission is needed from (one of) the parents or legal guardians. the image right expires 20 years after the death of the photographed person.
